TheCollege’scommitmenttoe-learningisstatedinourgoalforAcademicandSupportServicesExcellence,“Todevelop,assess,andenhanceacademicprogramsandsupportservicesthatprovidebest-in-classinstructionthroughavarietyofdeliverymethodstoensuremaximumstudentlearning,engagement,andsuccess.”
TheCollegeutilizestechnologyinthedeliveryofcoursecontentandasatooltofacilitatetheintegrationofstudentsintotheinstitution.Themoretechnologyisintegratedintotheacademicexperience,fromastudent'sinitialapplicationtotheCollegethroughgraduation,thegreatertheproficiencythestudentwillgainbyexposureandpractice.Technologyplaysakeyroleinallinstructionalmodalitiesincludingblended(enhanced),hybrid,andonlinemodalities.
PurposeofE-LearningE-learningisusedtoprovidestudentsflexibleaccesstoeducationalopportunitiesby:
• Reachingstudentsinremoteareaswhoseattendanceatacampusisinconvenient.• Providingcoursesforstudentsatoneormoresiteswheretherearenotsufficientstudentstowarrant
traditionalclassroominstruction.• Providingcoursesforstudentswhohavedifficultyleavingtheirgeographicareaalsoknowas“place-
bound”students.• Providinggreaterflexibilitytostudentswhomayenrollintraditionalclassesaswellase-learning
classes.

E-LearningModalitiesTheCollegeoffersvariousmodalitiesforthedeliveryofe-coursecontentincluding:
Blended(Enhanced)Acoursethatusesonlinetechnologytofacilitatewhatisessentiallyaface-to-facecourse.Forexample,aninstructorusesalearningmanagementsystemorwebpagestoposttheirsyllabusandassignments.PHSCadherestoMinimumUseRequirementsforallpart-timeandfull-timefacultymembersintheirface-to-facecourses.Facultymembersarerequiredtoposttheirsyllabus,addcontent(lectures,handouts,notes,etc.),communicatewithstudentsandusethemyPHSCgradebookforrecordkeepingandaccessinemergencysituationsthusmakingtheircoursesblended(enhanced)courses(seepage8foradditionalinformationonminimumuserequirements).
HybridAcoursethatblendsonlineandface-to-facedelivery.Seattimeisreducedwithasubstantialportionofthecontentbeingdeliveredonline.
“Acombinationofface-to-faceandtechnologydeliveredinstructionwherefrom50%to79%ofdirectinstructionisdeliveredutilizingsomeformoftechnologywhenthestudentandfacultymemberareseparatedbytime,spaceorboth.”[Definitiontakenfrompage26theFloridaDistanceLearningTaskForceFinalReportonFebruary26,2009]
OnlineAcoursewhereallcontentandteacher/studentinteractionoccursonlineunlessotherwiserequiredbytheinstructorofrecordorbytheprogramasstatedintheCourseSchedule.
SupportingE-LearningModalitiesInordertosupportthesemodalities,theCollegehascontractedwithInstructuretofacilitatethedeliveryofonline,blendedandhybridcoursesthroughthelearningmanagementsystem(LMS),Canvas.Canvas,alsoknownasmyPHSC,offersanumberofbenefitstoenhancetheseinstructionalmodalitiesincludingcloudstorageofdataforeasieraccessbyfacultyandstudentswithoutdownloadsandpatches,automatedpeakloadmanagementtoensureavailabilityduringpeakperiodsofuse,opensourcesoftware,annualsecurityaudits,integratedlearningoutcomes,mobileapplicationsthatenablesittofunctiononSmartphones,andgold-levelcertificationbytheNationalFederationoftheBlindtomakeithighlyaccessibleforstudentswithdisabilities.
TheCollegealsoprovidesassistanceforthestudent’sacademictechnologyneedsbyprovidingameansofreportingissuesdirectlythroughthelearningmanagementsystem,adedicatedStudentHelpdeskwithphoneandemailsupport,accesstotheInformationCenterfortheCollege,andasupportwebsiteforadditionalinformationandtroubleshootingresources.
SACSCOCGuidelinesforDistanceEducationPHSCadherestotheGuidelinesintheApplicationofthePrinciplesofAccreditationtoDistanceandCorrespondenceEducationassetforthbytheSouthernAssociationofCollegesandSchoolsCommissiononColleges(SACSCOC).PHSC’scommitmenttotheseguidelinesincludes:
• E-learningprograms,coursesorcertificatesofferedareconsistentwiththePHSC’sroleandmission.

• Technicalandphysicalfacilitiestosupporte-learningprogramsareprovidedthroughtheAcademicTechnologyDepartment.
• TheAcademicTechnologyDepartmentisresponsibleforthecoordinationofthedesign,developmentanddeliveryoftargeteddistanceeducationprograms.TheinstitutionwillprovideadequateresourcesandstafftotheAcademicTechnologyDepartmenttosupporttheinstitution’se-learninginitiatives.
• E-learningcoursesandprogramsaredevelopedwithaconsistentandcoherenttechnicalframeworkforstudentsandfaculty.E-learningcoursesadheretotherecommendedbestpracticesandguidelinesforbuildinge-coursesandarehousedinmyPHSC.
• Alle-learningcoursesandprogramsatPHSCadheretothelegalandregulatoryrequirementsincludingservicesforthosewithdisabilitiesandcopyrightlaw.
FederalGuidelinesforDistanceandCorrespondenceEducationFR4.8–AnInstitutionthatoffersdistanceeducationorcorrespondenceeducationdocumentseachofthefollowing:
4.8.1methodssuch(a)asecureloginandpasscode,(b)proctoredexaminations,or(c)neworothertechnologiesandpracticesthatareeffectiveinverifyingstudentidentification.
Pasco-HernandoStateCollegeusesasecureloginandpasscodetoverifystudentidentificationwhenaccessingonlinecoursematerialsfromtheCollege’slearningmanagementsystem,myPHSC.StudentsandfacultyarerequiredtologinintomyPHSCwiththeirsecuremyPHSCuserIDanddefaultpassword.Aself-servicepasswordresetsystemhasbeenestablishedtoallowstudentstomaintainthesecurityoftheiraccount.Studentsarerequiredtoanswerthreesecurityquestionsthatwillbeusediftheirpasswordeverneedstobereset.Thesecureloginandself-servicepasswordresetsystemformyPHSCassurestheprotectionofthestudent’spersonalinformation.
Inadditiontothesecureloginandpasscode,studentsinsomedistancelearningmathematicscoursesarerequiredtotakeproctoredexaminations.Insuchcases,studentsmakearrangementstotaketheexaminationatoneofthecampusTeaching-LearningCenters.Incaseswherestudentsliveoutoftown,arrangementscanbemadewithlocalcollegesfortestproctoring.
AsstatedundertheAcademicPoliciesandStudentPoliciesandResponsibilitiessectionsofthe2014-2015PHSCCatalogandStudentHandbook,studentshavearesponsibilityasmembersofthePHSCteachingandlearningcommunitytosecuretheirmyPHSCaccountagainstunauthorizedaccessbycreatingastrongpassword.Studentsalsohavetheresponsibilityofprotectingtheiraccountfrombeingcompromisedbynotsharingand/orgivingoutpasswords.
4.8.2hasawrittenprocedureforprotectingtheprivacyofstudentsenrolledindistanceandcorrespondenceeducationcoursesorprograms.
AsstatedinourCollegePolicyonPrivacyandforpurposesofmyPHSC,theCollegeonlycollectsinformationonstudents,suchasfirstandlastname,studentemail,studentidentificationnumberandpasswordwhenanaccountiscreatedtologintoournetwork.Informationmayalsoberetainedonthestudent’sbehalf,suchasfilesandmessagesthatarestoredusingtheiraccount.IfthestudentprovidesfeedbackorcontactstheCollegeviaemail,wewillcollecttheirnameandemailaddress,aswellasany

othercontentincludedintheemail.TheCollegealsocollectsothertypesofpersonalinformationanddemographicinformationthatisprovidedtousvoluntarilythroughthestudent’sProfileinmyPHSC.
4.8.3hasawrittenproceduredistributedatthetimeofregistrationorenrollmentthatnotifiesstudentsofanyprojectedadditionalstudentchargesassociatedwithverificationofstudentidentity.
PHSCdoesnotchargeanyadditionalfeeforverificationofstudentidentity.
StudentRoleintheE-LearningProcessE-learningprogramsandcourseswillreflectthesamevisionofindividualstudentattentionandguidanceasthoseprogramsandcoursesofferedinatraditionalmethodology.
SupportingStudentsSupportinge-learningstudentsrequiresequivalentstudentservicesincludingbutnotlimitedtoadmissions,financialaid,academicadvising,registration,disabilityservices,andplacementandcounseling.Bookstoreandfinancialservicesmustbemadeavailable.E-learningstudentsmustbeprovidedwithaccesstoproceduresbywhichtheycanaddressgrievancesandcomplaints.
AccesstoResourcesStudentsmustalsobeprovidedwithappropriateaccesstolibraryandlearningresourcesandtolaboratories,facilities,andequipmentasappropriatetothecoursesandprogramsoffered.Advertising,recruiting,andadmissionsinformationmustadequatelyandaccuratelyrepresente-learningprograms,requirements,andtheservicesmadeavailabletoe-learningstudents.
• Prospectivestudentswillreceivearealisticpreviewofthee-learningexperiencethroughthe“GuidetoE-LearningatPHSC”courseonmyPHSCandgaugeonlinereadinessbytakingtheOnlineReadinessSurvey.
• Prospectivestudentscanobtaininformationonadmissions,technicalrequirements,instructionalrequirementsandexpectations,libraryresources,otherstudentsupportservices,programcosts,andexpectationsofe-learningthroughthePHSCwebsiteandthemyPHSCportal.
• Studentstakinge-coursesarerequiredtotaketheOnlineReadinessatPHSCcoursepriortoenrollinginanyonlinecourses.
• Studentstakinge-courseswillbeinvolvedaspartoftheacademiccommunitythroughtheStudentResourcesgroupinmyPHSC.
• Studentstakinge-coursesinmyPHSCwillreceivesupportthroughoneofmanyacademicandcollegeresourcesincludingSmarthinkingandElectronicLibraryResources.
• AsupportsiteandresourcegroupinsidemyPHSCwillbeavailabletoprovidetutorialguidanceintheareasoftechnicalandtimemanagementskillsessentialfore-learners.

FacultyRoleintheE-LearningProcessE-learningisrecognizedasbeingoneofmanywaysinwhichfacultycaninteractwithstudents.Facultymembershavetherighttopresenttheirstudentswithinformationusingmethodologiesoftheirownchoosing.Facultywhochoosetoteache-learningcoursescanexpecttoreceiverecognitionthatsuchcoursesdonotinherentlydifferinrigororcontentfromclassroomcoursesexceptinthemethodofpresentation.Teachinginane-learningenvironmentrequiresstudent-centeredpedagogicalandcommunicationstrategies,andtheinstitutionandfacultymembershareresponsibilityforassuringeffectiveness.Inorderforfacultytobepreparedforteachinginanonlineenvironment,theymustqualifyandunderstandtheirroleinthee-courseprocess.
MinimumUseformyPHSCFacultymustadheretominimumuserequirementsinsideofthemyPHSCenvironment.InstructorsarerequiredusemyPHSCinallface-to-facecoursestodothefollowing:
• CommunicatewithstudentsusingDiscussions,ConversationInbox,Announcements,and/orAssignmentComments
• UploadandorganizecontentusingModules,Files,Assignments,and/orDiscussions• UploadcoursesyllabusintoModulesand/orSyllabustab• UsethemyPHSCgradebookforrecordkeepingandaccessinemergencysituationsforanyorallofthe
following:o Poststudentscores.o Recordassignmentscoresorlettergrades.o Trackstudentprogressthroughouttheterm.
FordirectionsonhowtousetherequiredmyPHSCcomponents,pleasereviewthemyPHSCBasicTrainingcourseinmyPHSC.AllfacultyandstaffareenrolledinthistraininginsideofmyPHSC.
NewfacultycanalsoreviewtheNewFacultyOrientationtoPHSC2016-2017coursetoaccessgeneralinformationaboutthecollege,ourlearningmanagementsystem,myPHSC(Canvas),andotherPHSCsystems.ReturningfacultycanreviewtheBeginningofTermandEndofTermprocedurepagestofindalistofimportantitemsforthestartandendofeachterm.
TrainingforE-LearningFacultyinterestedinusingmyPHSCreceivetraininginbestpracticesforonlineteachingandlearning.TheAcademicTechnologyDepartmentprovidesfacultywithaseriesofonline,group,andone-on-onetrainingsessionsonavarietyoftopicsrelatedtoe-learning.Thesetrainingprogramshavebeendevelopedtoaddressvariouslevelsoffacultycompetencywhenintegratingtechnologyintocourses.Bothtechnicalandpedagogicaltrainingprogramsareprovidedtothosefacultymembersinterestedinteachingusingblended,hybrid,oronlineinstructionalmodalities.Priortofacultyteachingcompletelyonlineorhybridcourses,theymusttakeandcomplete,“E-CertificationforOnlineTeachingandModelCourseDevelopment”courseandmaintaine-certificationbytakingthe“RecertificationforOnlineTeachingandModelCourseDevelopment”courseeverythreeyears.
E-CertificationforOnlineTeachingandModelCourseDevelopmentThiscourseisdesignedasa10-week,30-hour,synchronousorientationtothepedagogicalandtechnologicalskillsrequiredforonlineteachingandlearning.Theemphasisofthecourse

isonlineteaching,butbestpracticesforonlinedesignarecoveredaswell,forthosewhomaydevelopamodele-coursewiththesupportofaninstructionaldesignerintheAcademicTechnologyDepartment.Thiscourseprovidestheskillsnecessarytodevelop,facilitateandmanageonlinecourses,whileatthesametimeprovidingthestudentwiththeexperienceofanonlinelearner.
Facultyarealsorequiredtomeetwithaninstructionaldesignerandshadowafacultymentorduringthecoursee-certification.ThecourseisopentoallPHSCfaculty,adjunctsandstaff.Full-timefacultyhiredafterJune30,2013mustcompletethiscoursetobeconsideredforplacementoncontinuingcontract(BoardRule6Hx19-2.55).Formoreinformationonthiscourseandtheserequirements,pleasereviewtheE-TeachingBestPracticessection.
RecertificationforOnlineTeachingandModelCourseDevelopmentThecoursewillcovertopicsrangingfromnewtechnologiestouseinonlineandface-to-facecoursestotechniquesonhowtoincorporatetechnologyintheseenvironments.Thisfour-houronline,self-pacedprofessionaldevelopmentcourseandone-hour,oncampuslabmustbetakenatleastonceeverytwoyearsthroughtheAcademicTechnologyDepartmenttomeetrecertificationrequirementsforteachingonline.Forexample,ifafacultymemberobtainedtheire-certificationinAugust2013theywillberequiredtotakethiscoursebytheendoftheFall2015termtorecertify.Theoncampusone-hourlabwillbeofferedontheWestCampusonspecificdatesthroughoutthesemester.Formoreinformationonrecertification,pleasevisittheRecertificationforOnlineTeachingandModelCourseDevelopmentpage.
Foranye-certifiedinstructorassignedtheirfirstonlinecourseayearormoreaftertheirinitiale-certification,itisrecommendedtheycontacttheAcademicTechnologyDepartment.
FacultyMentoringProgramforOnlineTeachingPHSCfacultyalsohaveaccesstosupportandtrainingthroughanappointedcampusmentor.TheFacultyMentoringProgramforOnlineTeachingprovidestheopportunityforfacultynewtoonlineteachingorevenexperiencedonlineinstructorswhowouldliketolearnsomenewtechniquestodevelopamentoringrelationshipwithanexperiencedonlineinstructor.Thementoringprogramprovidesindividualized,learner-focusedsupporttofacultyontheuseoftechnologyandtheincorporationofbestpracticesinonlinepedagogytoenhancetheironlineteaching.
Pasco-HernandoStateCollegehasastronginterestinseeingthatfacultyrealizetheirfullpotentialasonlineinstructors.Asestablishedinthe2010-2015PHSCQualityEnhancementPlan(QEP),thisprogramsupportsnotonlyonlinereadinessbythedevelopmentandretentionofitsonlinefaculty,butthegoalofincreasingstudentretentionandsuccessinonlinelearning.
StandardSyllabusTheStandardSyllabusisdesignedasastructuredoutlinewithstandardcollegeinformationforfacultymemberstoutilizeastheircoursesyllabi.Facultyarerequiredtousethestandardsyllabusinallcoursesregardlessofmodality.

DevelopingModelE-CoursesInordertomeettheneedsofthePHSC’sdistancelearners,theinstructionaldesignteamwillidentifythegoalsandobjectivesofeachcourseanddeterminethebestinstructionalstrategiesforthesubjectmatter.Thisstudent-centeredprocessensuresthatcoursesaredevelopedwiththegoalofprovidingavaluableonlineexperience,qualityeducation,andacademicsuccess.Themodele-courseshouldmeetandexceedthestudent’sexpectationsofdistanceeducation.
Thefollowingsectionaddressestheapprovalprocess,developmentprocess,developmentfee,bestpractices,designtoolsandaccessibilityissueswhendevelopinge-coursesforonlineandhybridmodalities.
ApprovalforDevelopingE-CoursesCoursesthatareproposedtobeofferedinane-learningformat(onlineorhybrid)musteitherexistasaface-to-facecourseandhavegonethroughtheCISreviewprocessormustgothroughCISfollowinganewcourseproposalrequest.Thefollowingstepsmustbecompletedbeforeane-coursecanbedeveloped:
1. TheCurriculumDevelopmentBudgetfore-courseswillbedeterminedbytheVicePresidentofTechnologyandDistanceEducation,AcademicDeansandAssociateDeanofAcademicTechnologypriortobudgetprocessinSpring.
2. TheAssistantDeanofAcademicTechnologyandAcademicDeanswillidentifycourse(s)foronlinecoursedevelopment/revision.
3. TheAcademicDeanwillassigntheSubjectMatterExpert(SME)tothecourse.4. TheAssistantDeanofAcademicTechnologywillassigntheInstructionalDesignertothecourse.
DevelopmentProcessE-coursedevelopmentpoliciesandprocedureshavebeendevelopedforallhybridandonlinecoursesandincludethedevelopmentofamodele-coursethroughtheidentificationofcoursesandanassignedSME,kick-offmeetings,coursedevelopment,coursecompletion,andcoursefinalization.Modele-coursesblendbestpracticesfore-learningwiththesubjectmatterexpertiseoftheassignedfacultymemberastheSME.
