At the TTC’s Hillcrestcampus, a group of transitworkers has the not-so-sim-ple task of co-ordinating op-eration throughout the net-work.

This is the TTC’s Tran-sit Control Unit, staffed24/7 to monitor the perfor-mance of subway trainsand streetcars. It’s missioncontrol for transit opera-tions, where vehicle move-ment is tracked, assistancedispatched and supportprovided.

In short, it’s never bor-ing.

"If this was a dull job, wewould have attracted a to-tally different kind of em-ployee, but when they comehere and work through a re-ally big delay. it’s organizedchaos," said Jim Ross, theTTC’s deputy chief operat-ing officer. "Once you gethooked, you never want toleave. It’s stressful butsomething different everyday."

The control centre,whose exact location can-not be disclosed due to se-curity reason, opened in2004, but has undergone amajor transformationsince 2012, including instal-lation of floor-to-ceilingvideo screens detailing ev-ery crucial bit of informa-tion needed to operate thesubway and streetcar net-works.

One of the newer sys-tems, Supervisory Controland Data Acquisition (SCA-DA), allows control over ev-erything from poweringtrains and streetcars to ac-tivating heaters for iced-over track switches.

A "big board" alongsidedetermines the perfor-mance of headways andschedules, which gets com-piled and added to a perfor-

mance scorecard.Beside SCADA, a bank of

screens captures CCTVfootage from various plat-forms where an inordinateamount of emergencyalarms are activated. Eglin-ton Station tops the list cur-rently.

Finally, there’s a light-up diagram of the entiresubway map, determiningwhere trains are and if theyare on schedule.

At this time, a couple ofhours before the start ofrush hour on a weekday af-

ternoon, the numbers lookpretty good. Trains adhereto acceptable headways,and there’s only a slight de-lay on Line 4 Sheppard dueto "crew change" issues.

The technological im-provements represent aquantum leap from pastcontrol centres, when oper-ations still took place on an-cient arrays containingcountless track switches,some of which had to be ju-ry-rigged in creative wayswhen they stopped work-ing.

In those days it wasn’trare for a single tower con-troller - essentially an airtraffic controller but forpublic transit - to operate asingle panel.

"We were runningaround like chickens withour heads cut off," saidRoss, who worked as a tow-er controller back in 2003.

When trains go out ofservice, maintenance workis co-ordinated. Approxi-mately 3,400 work ordersare put in every week, ac-cording to the TTC.

As is increasingly thecase with aged and declin-ing TTC infrastructure, re-pairs often need to be ar-ranged during service,which falls on railcar fore-men to confer with crewsand remotely offer assis-tance.

When a delay takesplace, whether big or small,the foremen act as first lineof defence.

Just the day before, arider dropped a pencil onthe train which got caughton a door track, preventing

it from closing, grindingservice to a halt. With assis-tance from the centre, thetrain guard was able to lo-cate the pencil and get ser-vice moving again.

Then there are biggersituations such as stationflooding, when all handsare required on deck.

In the case of emergen-cies, the whole roomsprings into action. This ismade easier as control cen-tre personnel are cross-trained and can jump in at amoment’s notice.

This year marks thelaunch of the long-awaitedAutomatic Train Controlsystem, which will allowfor computer-assisted trainoperation, although onehuman operator will re-main on board at all times.

ATC promises moreconsistent service. Ross ad-mits he’s not yet certainhow it will ultimately affectthe control centre’s opera-tions when the first phaselaunches between Wilsonand St. George.

ATC will have built-inredundancies, lesseningthe need for manual re-pairs, but might also re-quire more employees atfirst just to operate the sys-tem.

This comes at a timewhen more operationsmove into the control cen-tre, which is expanding toan additional floor.

The plan is to furthercentralize by co-ordinatingbus service along withstreetcars and the subway.Once migration is completein 18 months, Ross promis-es the benefits will be im-mediate.

"We’re getting morebang for our buck, becauseonce you put people in thesame room the synergiesstart to happen and it’s re-ally more effective," hesaid.

While the "living histo-ry" concept behind the up-coming Walk the 6 theatri-cal walking tour isn’t anentirely new one, Barnettsaid he hopes the event willhelp to spawn similar pro-grams that continue tobring history to life here inToronto.

"In 2015, we did a pro-gram commemorating the400th anniversary of theFrancophone presence inToronto during the PanAm Games, where we ran aseries of vignettes detail-ing the history along theToronto Carrying Place,"Barnett said, noting thatprogram served as inspira-tion for organizers of Walkthe 6.

"Hopefully, (Walk the 6)can likewise act as a

launching point for othersimilar types of programs,because I think it’s defi-nitely something that canbe brought back."

Both Sara Moyle, theformer artistic producer ofHumber River Shake-speare, and Colin MendezMorris, musical directorfor ArsMusica, performedin that original 2015 PanAm program.

And both will now re-turn to the banks of theHumber for Walk the 6 -Moyle to perform as Cana-dian artist Tom Thomson,and Mendez Morris tobring his new opera com-position on escaped slaveJoshua Glover to life.

"This park is in myblood and in my system,"said Moyle, an Etobicokeborn-and-raised actor whowill tackle the "mysteriousand enigmatic" Thomson’sdays as a young, emergingartist in her 10-minute in-stallation.

perience as we could, eventhough it’s an outdoor per-formance," he said of hispiece’s impressive musicalaccompaniment.

Walk the 6 will also actas the première for NeilRoss’ show, CanadianJunction: Town, City andCountry - an original playabout three historicalcharacters from West To-ronto Junction that Rosswrote based on the walkingtours he’s been leading inthe Junction neighbour-hood for nearly a decade.

While Ross himself willtake on the role of A.B.Rice, a journalist who cov-ered the Junction for 60years, Eileen Jensen willplay Jamaican-born busi-nesswoman and philan-thropist Julia Browne, andAmanda Zhou will be play-ing Anne Leung, a Chinesewoman who broke the col-our barrier at a downtownToronto cinema.

Walk the 6 will also fea-ture performances by Che-

ri Maracle (as PaulineJohnson), Michael Toby (asJoshua Glover), Jan Weir(as Sir William Howland),and members of the MixedTheatre Company.

Committee hearings are underway on the province’sproposal to raise the minimum wage in Ontario to $15 by2019.

We don’t envy its members. These hearings, to be held across the province, are

sure to attract passionate, reasoned, and even desperateresponses from stakeholders on both sides of this issue.

The government plans to hike the minimum wage,now set to rise with inflation from $11.40 an hour to$11.60 in October, up to $14 on Jan. 1, 2018, and to $15 thefollowing year.

Nearly nine per cent of Ontario workers are paid theminimum wage, the second highest total of any prov-ince.

On the labour side, we can expect support for thehike, with advocates citing an improvement in livingstandards and an anticipated boost to economic activity.(Economic activity is increasingly critical, as StatisticsCanada data shows more than half of the country’s econ-omy is driven by consumer spending).

Proponents of the hike can also point to a NationalEmployment Law Project report in the U.S., which re-vealed that minimum wage hikes are likely to createmore jobs than they kill.

Official government data, gathered from between 1938and 2009, in which there were 22 increases to the mini-mum wage, found that 68 per cent of the time, the em-ployment rate had actually risen 12 months after thewage hike.

On the business side, many appear alarmed by thetimeline for the change, warning it will cause job losses,discourage investors and worse. Fanning the flames areadditional proposed reforms – equal pay for part-timeworkers, increased vacation benefits and expandedpersonal-emergency leave.

"Many Ontario employers, especially small busi-nesses, are now considering closing their business be-cause they do not have the capacity to successfully man-age such reforms," read a statement by a coalition in-cluding the Ontario Chamber of Commerce, RestaurantsCanada and the Canadian Franchise Association.

“There is no way to absorb and adjust to a 32 per centhit in less than 18 months.”

The group’s rhetoric is sufficiently severe that onewonders if the coalition’s prophecy of economic con-striction will become self-fulfilling, should the proposalsbe adopted.

In any case, this is a rare occasion in which bothsides of the argument are persuasive and it will be fasci-nating to see the committee’s recommendations.

Perhaps the best outcome would see the provinceextend the time frame for the wage increase sufficientlyto relive some of the pressure felt by the business com-munity.

It speaks well of themembers of the currentterm of council, that it’staken this long for some-thing like the Arrow Roadland deal to emerge.

The attempts by the To-ronto Parking Authorityto purchase the propertyat 1111 Arrow Rd., for whatseems to be considerablymore - $2.6 million more -than it ought to be worth,almost feels like a throw-back to pre-millennialtimes.

That, older Torontoni-ans may remember, wasthe age of MFP, the com-puter leasing companythat convinced Torontocouncillors and bureau-crats to sign a lease fordesktop computers thatwound up costing tens ofmillions of dollars morethan they thought it

would.There was a public in-

quiry - the Bellamy Inqui-ry, as it became known -and the report that Ma-dame Justice Denise Bel-lamy wrote reads like aJohn Grisham novel, as alobbyist for the Mississau-ga-based company insinu-ated himself with seniorstaff and at least one well-placed politician.

The revelations shook

the city and ended ca-reers, and the simple factof what happened cost To-ronto taxpayers signifi-cantly,.

The parking authoritydeal may or may not be thesame sort of thing.

But here is an encour-aging note: we are likely tofind out, one way or anoth-er.

The contrast betweenhow Toronto Councildealt with the MFP scan-dal in 2002 and 2003, andthe way that TorontoCouncil has dealt with thepotential scandal at theparking authority is strik-ing.

Then, councillors werelocked in a genuine debateabout whether to dig deepinto the problems with thecomputer lease that citymanager Shirley Hoy re-

ported on. It got a bit ugly.This time out, council-

lors wasted no time. Whenthe confidential reportfrom Toronto’s auditorgeneral came to the AuditCommittee, its chair Ste-phen Holyday immediate-ly made it public.

When the matter cameto Council, councillorsspent the lion’s share ofthe meeting going over it,before immediately sus-pending the parking au-thority’s board and put-ting it into the hands ofcity staff.

When the new boardmet, City Manager andChair Peter Wallace putstaff on administrativeleave, and launched an in-vestigation.

It is good to see the im-pact of lessons learnedwell.

THE JUNCTION’S HISTORY:A conjunction of rail-

way lines nearby was re-sponsible for West Toronto Junction’s formation in the 1870s. The railway meant it was the perfect area for manufacturers to settle, leading workers to live around Dundas St. Exces-sive drinking quickly be-came an issue in the neigh-bourhood and the rowdiness led to a prohibition on the sale of alcohol that lasted until 2000.

In the mid-1880s, lots were sold in newspapers, advertising views of Lake Ontario and High Park and by 1888, there were enough residents to classify as a village. In 1891, the population had hit 5,000, making West Toronto Junction a town. Soon after, churches, libraries and schools were built and, in 1909, the town joined the City of Toronto to access better utilities and roads.

The BIG on Bloor Festi-val of Arts and Culture inBloordale Village will re-turn for its 10th year on Ju-ly 22 and 23.
