1.0 OBJECTIVES

The objectives of this report are as follows: -

- to outline system concepts- to established basic design criteria

1.1 BACKGROUND OF PROJECT

The proposed M & E building services is for the whole complex which consists the following buildings

a) Sekolah Menengah Pendidikan Khas Vokasional, Merbok, Kedah.

The M & E building services will be designed for this complex with an approached to implement cost efficiency for capital cost, operating cost, operational flexibility and maintainability.

1.2 SCOPE OF SERVICES

The description of the scope of services covered in this report are as follows: -

2.0 The scope of work covered under the mechanical services shall consist the followings: -

(a) Fire Protection System(b) Air-Conditioning and Ventilation System(c) Internal Sanitary and Cold Water Pluming services(d) Compressed Air System(e) Fuel System(f) Lift Installation

2.1 The following scope of services shall be included for specific building which require such system installation.

2.2 The design shall be in accordance with standard engineering practice and shall comply the regulations and By Laws of the following authorities: -

(a) Jabatan Keselamatan Dan Kesihatan Pekerja(b) Suruhanjaya Tenaga Malaysia(c) Jabatan Bomba Dan Penyelamat Malaysia(d) Jabatan Bekalan Air

And other authorities having jurisdiction over the mechanical installation in the locality.

3.0 FIRE PROTECTION SYSTEM

3.1 GENERAL

3.1.1 To ensure the safety of occupants in the building. An adequate fire protection system proposed to the various buildings shall be of standards confirming the rules regulation codes are requirements of the followings: -

(a) Jabatan Bomba Dan Penyelamat Malaysia (b) Relevant British Code Of Practice(c) Relevant British Standard Specifications(d) Uniform Building By-Law

3.1.2 The following Fire Protection System as required by Uniform Building By-Law and Jabatan Bomba Dan Penyelamat Malaysia shall be installed for this development.

(a) Fire Protection and Alarm System(b) Portable Fire Extinguishers(c) Automatic Carbon Dioxide Extinguishing System

(d) Hose Reel System(e) External Hydrant System(f) Exit Signs and Emergency Lights

3.2 FIRE DETECTION AND ALARM SYSTEM

Self-addressing Fully Analogue Addressable Fire Detection and Alarm System shall propose. The type shall be closed loop with linkage to the central monitoring unit fibre optic converter via fibre optic cable.

3.3 PORTABLE FIRE EXTINGUISHER

Fire extinguishers shall be wall-mounted type recessed to Architect detail and generally located as follows.

TYPE LOCATION

ABC DRY POWDER CO² Escape staircase, lobbies, corridor, electrical rooms, generator room.

3.4 AUTOMATIC CARBON DIOXIDE SYSTEM

Automatic fixed carbon dioxide system shall be installed in the unmanned electrical sub-station and electrical plat room.

3.5 EXTERNAL FIRE HYDRANT SYSTEM

The system shall consist of double outlet pillar hydrants, which shall be tapped off from the external water mains. The hydrant shall be positioned along the service road accessible to fire fighting vehicle.

3.6 HOSE REEL SYSTEM

There shall be a hose reel system serving the buildings: -

- One duty pump- One standby pump- Water storage tank (approx: 2,400 gallons)- Distribution pipe works- Hose reel stations

4.0 AIR-CONDITIONING AND VENTILATION SYSTEM

The air conditioning system shall be design to meet requirement of comfort cooling as per JKR Specification.

For comfort air-conditioning, the normal design indoor conditioning shall be about 23º - 25º units relative humidity between 55-65%.

The proposed type air-conditioning systems shall be: -

(a) Multi split system with advanced refrigerant control (flow/volume)(b) Split Unit

Ventilation shall be provided for toilets and other specific rooms by the used of extractor fans.

5.0 INTERNAL SANITARY AND COLD WATER SERVICES

Cold water from the external reticulation shall be fed directly to storage tanks. The water will be distributed to the sanitary fittings. The system shall be design to meet the requirement of JBA and other regulating authorities.

6.0 LIFT INSTALLATION-BLOCK BANGUNAN PENTADBIRAN (PASSENGER LIFT & GOOD LIFT) SETOR BARANG KES KENDERAAN

The proposed design shall be in compliance to the requirement of Jabatan Keselamatan Dan Kesihatan Pekerja and confirm to British Standard Specification for electric Lifts BS 2655, part 1, 2 and 3.

The propose design are base on the following criteria- To enhance passenger services- To improve total quality and reliability- To save energy- To avoid and minimise vandalism to the equipment.

7.0 The lift shall be 4nos. with 24 passengers and 1630kg capacity, 105mpm traction type with alternating current variable voltage, variable frequency (ACVVVF) drive control. The handicap features shall be provided. The status of the lift operation shall be monitored at the supervising panel in the fire central room.

8.0 SUMMARY OF DESIGN & INSTALLATION STANDARDS

The following standards of practice and authorities requirements shall form part of the design and installation guides:-

9.0 SUMMARY OF DESIGN CRITERIA

The design of the mechanical services shall follow the criteria indicated below:

In accordance to UBBL and ASHRAE recommendations.

c) Mechanical ventilation air requirement for non air-conditioned space

e) The rest of the basic mechanical services shall follow the respective relevant standards of practice.

10.0 SUMMARY OF MAJOR INSTALLATION MATERIALS

1. SCOPE OF SERVICES

The scope of works for the Electrical Services are as follow: -

a) Low voltage reticulation and distribution systemb) Internal lighting and small power installationc) External and compound lightingd) Standby generatore) Lightning and surge protection f) Earthing systemg) Public Address Systemh) CCTV systemi) MATV system j) Audio Visual Systemk) Information Technology and Telephone system including PABX

2. DESIGN CONCEPTS

The following design concept shall be adapted:

2.1 LOW TENSION RETICULATION AND DISTRIBUTION SYSTEM

The low tension reticulation and distribution systems shall be complete with distribution boards, feeder pillars, underground cables etc.

All service mains, distribution mains, sub-mains and sub-circuits install externally shall be of underground armoured cables. The main switchboards shall be installed with automatic power factor correction capacitor bank such that the power factor of the installation shall be not less than 0.85 lagging at any load condition. The switchboards shall be modular and protected using relays.

2.2 INTERNAL LOW TENSION ELECTRICAL

The electrical intake source into the building shall be at 415V three phase supply from 11/0.415kV TNB Substation.

The incoming supply mains of XLPE/SWA/PVC cables from the substation to the new switchboard shall be laid directly underground.

Each block of building shall have at least a switchboard, each floor of a building depending on the loads and other requirements shall have at least two distribution boards and will be located strategically located to serve the load centres and shall have at least 30% spare capacity for future extension.

All cabling and wiring, whether for electrical services or other services shall be in concealed conduits/trunking/cable trays/cable ladders. All conduits installed shall be UPVC high impact conduits to the BS 4421 and all trunking shall be of galvanised sheet steel and finished with two coats of epoxy paint (Standard orange colour)

2.3. INTERIOR LIGHTING

Generally, recessed type, mirror reflector fluorescent lighting with low loss ballast will be used for offices, computer rooms, conference rooms, stores with ceiling and etc.

Recessed down light with energy saving lamp will be provided for corridors, lobbies, toilets, open staircase and car porch. Surface type mirror reflector fluorescent for enclosed staircase. Bare fluorescent for M & E plant rooms.

Loading and unloading areas. The illumination levels shall follows the criteria give in section of this proposal brief or to IES recommendation.

Sufficient emergency light and keluar sign light wired to essential supply will be provided in accordance to the authority requirement. Self contained emergency light and keluar sign will be backed up by sealed lead acid battery for a period 3 to 4 hours.

The lighting systems shall be designed by arrangement of alternating circuits, proper grouping of lighting switches, separate switching etc. so that unnecessary light fittings can be switch if desired.

2.4 EXTERNAL LIGHTING INSTALLATIONS

Basically the luminaries at the main approached roads to the building entrances will be mounted on 4m height pole and the rest on 3.5m height pole. Wall mounted light fittings shall be used where pole mounted light fittings are not suitable. The lantern shall be of SON type.

2.5 SWITCHED SOCKET OUTLETS

Switch socket outlets in accordance to the criteria set forth in section 5 of this proposal brief will be provided. Additional socket outlet points shall be provided where required to meet requirements for data points and other M & E equipment. The cabling scheme will be designed either in radial or ring circuit in accordance to IEE regulation.

2.6 STANDBY GENERATOR

The standby generator will be provided. Sufficient to supply to all essential loads which are as follows: - (i) emergency and essential lighting(ii) Fire alarm Panel(iii) Hose Reel Pump(iv) Fireman’s Lift(v) Emergency PA, Fireman Intercom and CCTV Systems(vi) Essential Power Points

The generating set shall be with all necessary equipment and accessories such as nicked cadmium battery daily fuel tank, fuel piping system, proper monitoring control and alarm systems etc. according to the normal practice. The noise level shall of acceptable value.

2.7 PUBLIC ADDRESS SYSTEM

The design shall provide facilities for background music and emergency paging with zone selection in accordance to Bomba’s requirements.

2.8 MASTER ANTENNAE TELIVISION SYSTEM (MATV)

Where required appropriate channelised 75 ohms MATV system shall be provided for reception of the following stations:-

i. RTM 1 & 2

ii. TV 3

iii. NTV 7

2.9 LIGHTNING, SURGE PROTECTION SYSTEMS

2.9.1 Lightning protection system using copper tape shall be provided and it shall comply to BS6651: “Protection of Structure Against Lighting”.

2.9.2 Surge Protection System/devices shall be provided for the main electrical distribution system including sub-switch boards, computers, electronic equipment, fire alarm panel, PABX equipment and UPS equipment, etc which are susceptible to lightning and switching surges.

3. CLOSED CIRCUIT TV (CCTV)

The CCTV systems shall use the latest technology with new generation model for cameras, monitor and central panel.

4. TELEPHONE INSTALLATION AND INFORMATION TECHNOLOGY

4.1 EXTERNAL TELECOMMUNICATION INSTALLATION

External telecommunication infrastructure works complete with ducting, manholes, junction boxes etc shall be provided.

The works shall comply with the requirements of Telekom Malaysia Bhd.

4.2 INTERNAL TELECOMMUNICATION INSTALLATION

The installation shall come complete with under floor trunking, junction boxes, internal wiring, telephone outlet terminals, distribution boxes, risers, SDF and quick connect type terminal blocks and lightning arrestors PABX, etc.

All terminal blocks for external cables, whether trunk lines or extension lines shall be provided with properly rated lightning arrestor.

Internal under floor trunking layouts shall be in accordance with the guidelines of the Telekom Malaysia Bhd.

Public telephone shall be provided in public waiting areas such as in the cafeteria and canteen

4.3 INFORMATION TECHNOLOGY

To installation shall include Riser Backbone and Horizontal cabling using fibre optic cables complete with switches and UTP CAT 6 cable will be used to connect up to RJ 45 faceplate.

5. DESIGN CRITERIA

The designs of the electrical services shall follow generally the criteria indicated below: - a. The selection of cable size shall be based on the recommended current

carrying capacity and voltage drop in the IEE regulation.

b. The illumination level shall be in accordance with the IES Codes which are as follows: -

i. Social area 150 lux ii. Circulation area 250 lux iii. Sport and leisure 300 lux iv. Offices, reception areas, waiting areas 350 lux

c. The number of 13A switched socket outlet for general usage shall be as follows:-

i. One for every 10sq. meters of area

ii. One for every 5 meters of corridor length.

d. The rest of the basic electrical service shall follow the respective standard of practice.

REPORT ON LOCAL AUTHORITIES FEEDBACK FOR MECHANICAL & ELECTRICAL SERVICES.

This report is based on our discussion with the authorities as follows :-

1. Tenaga Nasional Berhad, Sungai Petani, Kedah.

2. Telekom Malaysia , Sungai Petani, Kedah.

3. Jabatan Bekalan Air Kedah.

4. Jabatan Bomba dan Penyelamat Kedah.

5. Majlis Perbandaran Sungai Petani, Kedah

The feedback obtained from the above authorities shall be used as our design guideline based on our discussion.

1. Tenaga Nasional Berhad.

Our visit to Tenaga Nasional Berhad, Sungai Petani, Kedah on 19 th. February 2008 and meet Jurutera Perancang Kawasan ( Sungai Petani ), Puan Norhasni was refered :

TNB on principal agreed the supply shall based on double chamber sub-station for the proposed of this development.

TNB highlighted that the MSB Room to be built attached together to the sub-station.

This is to meet the requirements for the voltage drop allowable by TNB.

The maximum distance for MSB Room shall be 25 meter from the sub-station.

2. Telekom Malaysia.

Telekom Malaysia Sungai Petani, Kedah required that the infrastructure cabling for the Sekolah Menengah Pedidikan Khas Vokasional, Merbok, Kedah to existing.

3. Jabatan Bekalan Air Kedah.

JBA highlighted that the infrastructure mains for water supply is along the main road near MRSM. Therefore we were advised to connect to this main water reticulation.

4. Jabatan Bomba dan Penyelamat Kedah.

Vision Intellect Consulting Engineers Sdn. Bhd. to submit Fire Protection System and complied to Uniform Building By Law.

5. Majlis Perbandaran Sungai Petani

Vision Intellect Consulting Engineers Sdn. Bhd. to submit Internal Sanitary System and complied to all local authorities requirements for the above..
