Editorial Welcome to the March edition of the Loddon Link. We want to keep the magazine interesting, up-to-date and relevant to the interests of our readers. To this end we publicise organisations and events that promote the wide range of activities that are going on in our villages.

This month, you will notice that we have given a lot of space to crime, and especially Burglary and Anti-Social Behaviour (ASB) in and around our area. This is not to say that there is an abundance of criminal activity on our door step - in fact the reverse is the case, due to the vigilance of our neighbourhood watch and the efforts of the police to patrol our area and follow up on any reports of crime, and this is how we want to keep it. So the local police have made up a Crime Check List identifying the things we should do to prevent crime, rather than to react to it. Also in this edition: On pages 22/23 a piece from the NHS - heavy reading but important! Pages 30/31 are about our Neighbourhood Plan - so much hard work by the Committee. Thank you! The EVERGREENS— report by May MacQueen Our meeting on the 1st February was our AGM. The chairperson/treasurer gave the members present a copy of the yearly financial report which was agreed and accepted by those present. The present committee were re-elected for another year. The meeting continued with the remaining business matters and this was followed by a few games of bingo, tea and biscuits and a raffle. The next meeting on the 7th March will be a talk by Christopher Mounty from Basingstoke Beekeepers.

MINISTER’S LETTER
Dear friends
We are in Lent again. I know many people who,
whether religious or not, have given something up for Lent.
Chocolate seems to be the most popular substance to abstain from,
maybe because it is so irresistible. When I was younger I remember a
friend adopting a soup fast for the whole of Lent. One day he sneaked
into the kitchen, fried up bacon and eggs and then liquidised them.
Another person used to give up wine for Lent to make sure that he was
not an alcoholic – that is not a bad idea. Giving up for Lent falls into the
same rather grey area of New Year resolutions. If you are succeeding in
your Lenten quest of abstinence hats off to you.
I much prefer to take on a new good habit that might replace a
less favourable one. To me taking on something new and challenging
feels more achievable. I might also say that, if I don’t make a good fist
of it then I don’t beat myself up on account of it. Rather, the better way
is to pick oneself up and keep at it, whatever ‘it’ is.
This year I have been drawn to thinking about compassion. I am
always inspired by the enthusiasm and passion of young people who get
their teeth into some worthy cause or another. It is a pleasant antidote
to apathy. A few keep that passion and drive beyond their youth but
many of us are sucked into the rat race and become rather care-worn,
financially stretched and too tired to do more than survive the various
demands of each day. We give to charities still, for the most part, but
often only when we are pressured or feel guilty or we are focussed by a
disaster that has befallen us or a loved one. Partly to blame is the vast
demand and broad spectrum of charities in this day and age. It is very
easy to get giving fatigue especially when their demand is pitted against
our own need and that of our families in the context of our limited
resources.
Also to ‘blame’ is the battering we get from the media with regard
to the constant stream of really bad things that happen day by day –
suffering caused by political instability, greed, conflict, intolerance etc.’
Suffering caused by lack of food, water, sanitation, medical aid; the list
goes on. In the end we switch off.

As a child I remember seeing rare images of starving children in Biafra. I
was inconsolable and unable to comprehend why such things should
happen. Why don’t I feel that now? Because I have become disaster
hardened, that’s why. I have seen too much.
In the Gospel of Matthew chapter 20: 29, two blind men plead with
Jesus to restore their sight. “Jesus had compassion on them and touched
their eyes. Immediately they received their sight”. Literally compassion
means, ‘to suffer with’. Jesus didn’t just feel sorry for them; he connected
with their need and responded by doing something real to meet that need.
It is important that we don’t get overwhelmed by all the bad stuff in the
world but I would suggest that we need to get more sensitised and
connected to the needs of our world so that we can creatively and
generously respond. It takes a deliberate mental act, and in my case
prayer, to stop, imagine ourselves in the shoes of others and feel again
some of the world’s pain. Then our prayer and our giving become more
honest, connected and real.

Stratfield Saye Update
The coffee club was held the first Monday of February. They were treated
to home made cake, which was enjoyed by all.
The first meeting for the Summer Fete was held on the 27th at the Iron
Duke. We have quite a comprehensive list of possible stalls and
attractions, which will be looked at more comprehensively at the next
meeting. This meeting will be held on the 26th February 7.30 at the Iron
Duke. The date decided on for the fete was the 25th June. It will be held
in the Iron Duke garden as before.
We are desperately looking for somewhere to store some books, until the
24th June. The village hall need the cupboard space. Any dry space would
be greatly appreciated.

Thoughts and prayers for Lent
The way we shape our lives for prayer, reflection and service during Lent causes me to ask what I think is an obvious question. “Why do we cease once Lent is over?” It is as if we breathe a sigh of relief. Yet, as Christians we are meant to live lives of prayer, reflection and service all year round. The season of Lent gives us the opportunity to strengthen our commitment to God and our fellow human beings; to hone and fine tune our service. We cannot do everything so we also have to assess the best way to use our gifts wisely. In order to do a better job we sometimes need to let certain tasks go. If our prayer, reflection and service is only for Lent
then, quite frankly, we waste our time.

Prayer for the Month
Generous God, thank you that you are always more willing to hear us than we are to pray, and that you are always more willing to forgive and heal us than we are to ask; help us as we take time to reflect on our own lives. Forgive us when we act as if you don’t exist and exclude you from our lives. Forgive us when we act as if the poor of this world are not our problem, when giving is too costly, when we recoil from sharing with our neighbour and those in need. Help us to be grateful for what we have and
then imitate the generosity of Jesus in giving joyfully.
Help us to consider our life style and pattern that we might become a resource to our family, our neighbour, our community and the world. Thank you, Father for your forgiveness and healing shown in transformed
lives and renewed minds. Amen.
Prayer suggestion for Lent
Look for little ways to share your faith with others. Only use words if you have to. Consistent small acts of love and kindness far outweigh grand
occasional gestures or many words.
Telling someone you care is only made real when your actions match. As we take what God has given us and give it away again we see his
blessings multiplied. A bit like sowing seed really.

Talking Health
We are the NHS North Hampshire Clinical Commissioning Group and our job
is to plan and buy your local healthcare services. We work closely with GP
Practices, pharmacies and other healthcare professionals to give you the
best possible service.
Non-Emergency Patient Transport Service in the North Hampshire
Area
A key topic in both our towns and rural areas is how patients travel to their
treatments. The Non-Emergency Patient Transport Service is undergoing
some changes from 1st March this year. Below is some significant
information which describes the new service and who is entitled to use it.
South Central Ambulance Service NHS Foundation Trust has been providing
this service for patients in most of Hampshire since October 2014. The
service delivers transport for eligible patients who have a medical reason
that means they are not able to travel for treatment by another method.
During 2016 the Ambulance Service will become the provider for journeys
from treatment centres managed by Hampshire Hospitals NHS Foundation
Trust (HHFT). This covers North Hampshire Hospital in Basingstoke, Royal
Hampshire County Hospital in Winchester and the Andover War Memorial
Hospital.
These include the following journeys:
To a planned outpatient appointment
To hospital for a planned admission
Home from hospital following patient discharge
To and from renal dialysis appointments
Home to Hampshire from hospitals in other areas
of the country
Home to the Isle of Wight from hospitals or
healthcare/treatment centres on the mainland

What’s Changing In 2016?
The Ambulance Service will be transporting patients from treatment
centres managed by Hampshire Hospitals NHS Foundation Trust.
The transfer of services to the Ambulance Service will happen on the
following dates:
March 1 2016 for the North Hampshire Hospital in Basingstoke
August 1 2016 for the Royal Hampshire County Hospital in Winchester
and the Andover War Memorial Hospital.
Who Can Use This Service?
As resources are limited and are focussed on the patients with the most
need, there are eligibility criteria that must be met in order to access the
service. You are considered eligible if: your medical condition is such that
you require the skills and support of Ambulance Service staff during or
after your journey, and/or it would be detrimental to your condition or
recovery to travel by other means.
Or:
Your medical condition affects your mobility to such an extent that you
would be unable to access healthcare and/or it would be detrimental to
your condition or recovery to travel by other means.
Carers may also travel if you are the recognised parent or guardian of a
child being transported by the Ambulance Service.
You are not eligible if:
You are attending a routine GP or health centre appointment.
You are not an NHS patient.
You require transport outside England, Scotland and Wales.
The healthcare professional booking an Ambulance Service journey will
check that the patient is eligible at the time of booking. In the first
instance, call your GP Practice or clinic.

Dear Resident
There has been an increase in theft from vehicles
in Basingstoke recently, mainly targeting work tools
from vans and cars.
Please remain extra vigilant and follow the guidance below to help
keep your vehicles and valuables safe:
Ensure your vehicles are secure at all times, even if you are just
leaving it for a few minutes.
Do not leave any valuables in your vehicle.
If you have a designated parking bay then use it. If not, please
park in a well-lit area close to street lighting and in a place where your
car is not obscured by other things such as a bottle bank.
Please note: When the Police recover valuables that have been
stolen, even if they match the description given it is difficult for us to
prove that it is the same one reported stolen. Please ensure that any
serial numbers are logged on Immobilise.com to allows us to identify
individual items that we recover.

The Village Barn Dance at the end of January was a super evening for all

LORAINE SMITH
As many of you are aware, Loraine Smith, our former Hall Manager,
passed away unexpectedly last year. We all miss her presence, advice and
cheerful disposition. From donations received, Colin Smith has had a
bench seat made as a memorial to Loraine and this has now been installed
looking out over the garden.
THE FRIENDS OF THE VILLAGE HALL
The management committee is very grateful to a few volunteers who give
so much time and effort organising and running fund raising events for the
village hall. As a Charity, the only regular income the Hall has is from its
hiring fees so donations and fund raising events are vital to maintain the

Meeting dates The next Full Parish Council meeting dates are 9 March 2016 and 13 April at 7.30 pm in the Liddell Hall. Your Village Green Needs You It’s been a bit too wet to do very much recently, but have you ever thought
of helping with light conservation work to keep your Village Green looking as it should, particularly with spring approaching? Why not come along and give up a couple of hours of your spare time to join other volunteers carrying out a variety of jobs for the community on Saturday afternoons?

Elections for parish councillors will be held on 5 May this year. This is at the end of the normal 4-year term of the parish council and 8 councillors will be elected for the next term. Sherfield on Loddon Neighbourhood Plan

‘A very comprehensive display’…. ‘Job well done with all the information’ ….. ‘It is important we are all informed, and you are
helping’……..‘
These are just a few of the comments we received from over 110 visitors who came to our Open Day,
on 6th February in the Village Hall.
Visitors were able to meet members of the Working Party over a cup of tea (kindly provided by the WI) and view and comment on the draft policies that will make up Sherfield’s
Neighbourhood Plan.
Feedback forms revealed that the majority of people were in agreement with the policies as drafted. However, in some cases alternative wording was suggested and this
has been incorporated into the policies and Plan.
It is not too late to contribute. If you missed the Open Day, please….
WHY IS THE PLAN IMPORTANT?
The Plan will help us to have a greater, more positive influence on any development in the parish. It includes policies on Housing, Design, Footpaths/Cycle Routes, Greenspace, Local Economy, Communications and Community Facilities. Once it has been approved by the Borough Council and accepted through a local
referendum, it will have legal status and be used by the Parish

Planning Committee to reject or amend applications if they don’t conform to the policies. Thus, the parish Planning Committee will have more control over planning applications than it has now and, importantly, the
Borough Planning Committee will also be bound by them.
CAN WE PUT IN ANYTHING THAT WE LIKE?
No. Whilst there is scope to specify additional policies unique to Sherfield, all neighbourhood plans must conform to the Government’s National Planning Policy Framework and the Borough Council’s Local Plan. Therefore, there are limits as to what the Plan can and can’t do; for example, it cannot arbitrarily stop any new development. What it can do is give us our only opportunity to influence the scale and nature of
such development, and ensure it is as good as it can be for our area.
HOW HAVE THE POLICIES BEEN ARRIVED AT?
The draft policies are the result of two years’ work, done by local volunteers with the help of planning experts and, crucially, input from
Sherfield residents through surveys, interviews and open sessions.
In addition, two supporting documents are now available, and were/will be on show at our Open
Sessions:
Details of the specially commissioned local Housing Needs Survey by Action
Hampshire, and
The Sherfield on Loddon Character Assessment. This is an 80-page document that describes the distinct appearance and feel of the parish. This took four months to produce, all of the work done by volunteers, who recorded key
features of the parish in a structured way.

SHOPS
Construction work appears to be continuing at a cracking pace just across
the road from the Community Centre, and it looks like the new building will
be ready later this year as promised. The SPCA is striving to ensure that
the shop is exactly what residents require - just as soon as construction
will allow. But you can help to make sure of this by simply letting SPCA
trustees know what it is you want in a shop; what is it you most care
about? If you have something you are itching to say then email
[email protected] with your ideas,
suggestions or even your criticisms. The SPCA will listen as it wants to get
this right!
COMMUNITY CENTRE LOFT CONVERSION
By the time you are reading this, the anticipated positive outcome for the
planning application to convert much unused roof space in the SP
Community Centre should be to hand. Supported by the Basingstoke &
Deane Borough Council’s Local Infrastructure Fund, it is planned to provide
a Youth Wing and additional meeting rooms to cater for the growing
demand. Construction is scheduled to begin in the June/July timeframe
and it is hoped to formally open this new facility by November. It is also
hoped that any impact on the ongoing use of the centre will be kept to the
absolute minimum but nonetheless your kindly forbearance will be much
appreciated.

NEW PARISH COUNCIL
Residents came along to a Pop-Up Café at the Community Centre on
Sunday 7th for a cuppa and a chat and to learn more about the future
Sherfield Park Parish Council. Borough Councillors Paul Miller and Joyce
Bowyer generously gave of their time and know-how to explain how a
new Parish Council is established and how to go about becoming a
Parish Councillor. A timetable showing key dates and actions leading up
to the launch date was on display and a lively debate exposed a number
of residents’ issues and concerns that promise to feature on the agenda
from May 2016. A meeting aimed at anyone interested in becoming a
parish councillor was held at Basingstoke and Deane Borough Council on
24 February. If you missed this meeting and are interested in becoming
involved, the following key dates should be of interest.

May 5th - Parish Council elections, 7 councillor positions for SPPC.

STRATFIELD SAYE PARISH REPORT
I am pleased to report that both projects to improve facilities in the
Parish have now been completed – the new boiler in the Village Hall and
the new cesspit for the Recreation Ground Pavilion, which is now ready
for anyone wishing to rent it for any outdoor activities. The Parish
Council hopes to be able to erect some playground equipment in the
near future - funds permitting.
Unfortunately the once a week 154 bus is again under threat of being
cancelled although Peter Smith at BDBC is fighting hard to ensure it
continues. So don’t forget to register your comments on the BDBC
website if possible.
Some of you might be aware that a Stratfield Saye resident was
awarded a VC in the First World War and the Parish will receive a plaque
in commemoration of this soon. The Parish Council are in the process
of deciding where is most appropriate to mount the
plaque. Discussions are also under way to arrange
some kind of celebration of the Queen’s forthcoming
90th birthday and to place a commemorative bench in
the Parish to the late Duke of Wellington.
So if you have any suggestions for the celebrations, position for the
plaque or bench please let me know and I’ll pass them on to the Parish
Council for consideration.
The next Parish Meeting is on 4th April at 7.30p.m. in the Village Hall but
don’t forget to come along to the monthly coffee mornings in the Village
Hall at 11.00a.m. – 7th March and 4th April.
May this year is the time to elect the new Parish Council for Stratfield
Saye so if you are thinking you might be interested in standing for
election as a Councillor please contact me.

NWR Report for March 2016
Our February meeting was our country theme
evening, which this year is Germany. We all
brought along German food and wine. This consisted of rye bread
(pumpernickel), spicy sausage, cheeses, pasta and potato salads,
followed by various meaty stews and for dessert there were an
assortment of cakes including Black Forest Gateau. Some of us had
prepared short talks on aspects of Germany, including one of us who
had lived there in the late 1970s.
We heard about the size of Germany. It is the 7th largest country in
Europe (after Russia, Ukraine, France, Spain, Sweden and Norway)
and is approximately 517 miles by 398 with 1,484 miles of coastline.
It has many neighbours including Denmark, Poland, Czech Republic,
Switzerland, Austria, France, Belgium, Luxembourg and the
Netherlands.
A third of Germany is forest and woodland – its most famous forest
being the Black Forest in the south-west. Germany is of course
known for its quality cars, which include Porsche, Mercedes, BMW,
Audi and VW, maker of the iconic
Beetle! We also listened to talks on
German myths and fables (Brothers
Grimm), German inventions and
discoveries (Robert Koch isolating
the TB bacteria and Daimler & Benz
making the first motor vehicle),
German playwrights including
Bertholdt Brecht, and German music which included George Frederick
Handel and the Eurovision winner in 2010, Lena.
We then attempted a quiz which had easy questions such as ‘Which is
the national airline of Germany?’ to harder questions like ‘What is the
name of Germany’s leading table tennis player? (Answers: Lufthansa
and Timo Boll (who?)) As usual, it was a fun evening with tasty food
and some interesting facts.
Our next meeting is a talk by Lt Col Oliver Bartrum, Clerk of the
Clockmakers’ Livery Company of the City of London.

also takes in Taylors Farm/ Sherfield Park.
After a comprehensive Governance review
Sherfield on Loddon and Sherfield Park will split
making 2 separate Parish Councils with
elections for both Parishes in May 2016.
It is an exciting time for residents of Sherfield Park as for too long
they have been in the minority at Sherfield on Loddon Parish Council,
and they will now be in charge of their own destiny
An Interim Parish Council has been set up, being administered by Cllr
Elaine Still, Cllr Paul Miller and myself as the 3 Borough Councillors.
Already we have set up an informal information morning and approx.
12 people are interested in applying for the 7 places on offer, though
this could change after the information evening at BDBC at the end of
February.
The new Sherfield Park Parish Council will meet on the 2nd Tuesday of
the month, so as not to clash with either Chineham or other
neighbouring Parishes. It is also hoped that in the near future to have
a Parish office at the Sherfield Park Community Centre.
I welcome this change and look forward to both Chineham, Sherfield
on Loddon and Sherfield Park Parish Councils working together for the
good of us all. Finally…The Cufaude Lane re-alignment is on track
and should be finished by the end of March so journeys between
Chineham and Bramley will be back to normal!

Burglaries:
Burglaries are a Local Beat Priority across the whole of
Basingstoke. There have been two reported Burglaries
this month across Bramley and Sherfield which
unfortunately is an increase over last month. All three
were shed burglaries.
Even though the below advice has been on every beat report for nearly
two years I will still promote this advice due to Burglaries being a beat
priority set by the local community and I still visit addresses where the
owner has not completed any of the following advice.
Shed/ Outbuilding:
Multiple (different types) locks on your shed doors. – Mostllocks require different tools to remove.
Place net curtains in the windows of your shed/ outbuilding.
Ensure you have all valuable garden equipment serial numbers stored somewhere safe.
Consider placing a ground anchor lock within your shed/ outbuilding and secure valuable equipment to that with a heavy duty lock.
Consider moving your high value items into your house.
Take pictures of your valuables so if they are stolen and recovered it is easier to find out who the owner is.
Use a UV pen to write your postcode on any equipment so it’s easier to identify the owner.
Home:
Check your insurance documents for any specific security requirements or upgrades.
Ensure side gates are locked to prevent access to the rear of the property.
Ensure rear fencing is in good repair.
Lock all windows and doors, remembering to double lock UPVC doors (lift handle and turn key)
Keep all keys out of reach and sight from the letterbox (remember a device could be used to hook keys through letterbox).
Do not leave ladders and garden tools in your garden, lock them away in your shed.

Improve natural surveillance at the front of your property i.e. trim high hedges.
Consider fitting security lighting and a burglar alarm.
Mark your property with postcode and house number and register your property for free with www.immobilise.com
Make use of timer switches to make the property appear occupied.
Get a trusted neighbour to keep an eye on your property.
Remove valuables from view of ground floor windows.
Store any high value items (i.e. jewellery, passports) in a properly secured safe or bank vault.
Anti Social Behaviour:
There have been 4 reports of ASB this month. That is a decrease of 3
reported incidents over the last month. Three incidents were ASB
“Nuisance” and one was “Personal.” The Nuisance reports are all
regarding vehicles, two being about vehicles parked seemingly
abandoned. If this is the case and the vehicle is not obstructing the
road then please contact the local council who will start the process of
having the vehicle removed. Police will not remove the vehicle unless it
is actually parked in a dangerous position (for example: parked in a
position where it is causing other vehicles to take immediate avoiding
action).
A vehicle parked where other drivers need to slow down to pass or
need to give way is not considered dangerous. There has been one
incident where someone has reported speeding along Walsh Road.
Walsh Road has not been adopted by Hampshire Highways Authority
as of yet so there is currently no legally enforceable speed limit.
However, in most cases of reported speeding amongst built up estates,
the vehicles are not actually breaking a speed limit (which would
normally be 30mph.) Vehicles appear to be travelling faster than they
actually are. This is due to other vehicles being parked on both sides of
the road and as a result, the roads seem narrower.
If you suffer from ASB and you are a tenant of social housing then you
will need to report these incidents to your housing officer before you
contact Police. If the offender is also in social housing accommodation
then your housing association will have more powers to tackle it than we
do. If your housing officer believes Police intervention will help then they
will contact us.
A lot of residents have a negative view of how Social Housing Officers deal
with ASB. However they work much in the same way we do, if there is no
evidence or independent witnesses (someone who has witnessed the
incident that has not been involved with either the aggrieved or offending
family) then they cannot take strong action against the offending person/
family.
I would like to encourage all residents to report any incidents of anti
social behaviour to us on 101, or if you are a resident of social housing
and your issues are with a neighbour also living in social housing
accommodation, please report any incidents to your local housing officer.
If the problem then persists then your Housing Officer will contact me.
Please do report ASB because if it doesn’t get reported then I will not
know that it’s happening and therefore I will not be able to focus my patrol
time efficiently.

Gardening Club Our speaker on the 21st March will be Derrick Donnison-Morgan who will be talking about ‘Daffodil & Narcisus Hunting in the Wild’.
Derrick is a professional horticulturalist with over twenty years’ experience in organizing leading and participating in botanical
expeditions worldwide. He will entertain us with beautiful photographs of the many varieties of narcissi that he had found in Spain, Portugal and Morocco. He used to show narcissi but found it so competitive that he was very happy to swap it for living eight years in Spain and hunting for the wild species.
Our April meeting sees the return of Paolo Arrigo from Franchi seeds.

It is with great sadness that I report the death of Danny Spurrier. Danny had been a resident of Sherfield for several years and was a founder member of Loddon Players, appearing in our first production The Fat Lady Sings in Little Grimley followed by a number successful roles ranging from PC Plod in Inspector Drake and the Perfekt Crime to Daffyd in A Chorus of Disapproval. When Danny helped form Loddon Players in 2005 he was already an experience actor. Danny was a gentleman in the truest sense of the word and is sadly missed by all who had
the joy of knowing him.
