Chamber Association Maintaining a High Quality of Life in Our Community

As 2015 gets underway, the health and vibrancy not only of our loved ones but also of our community is a worthy focus. The premier voice of business in North Orange County, Fullerton Chamber of Commerce is dedicated to the economic vitality and prosperity of the community, helping to keep Fullerton a great place where businesses can prosper and families can live, work, play, learn, and shop.

There are some exciting changes taking place in Fullerton, from the beautiful new medical tower at St. Joseph Medical Center to major road improvements. Such projects, and more, are being

implemented by organizations that are members of the Fullerton Chamber of Commerce. Member businesses contribute greatly to our community; they bring and keep jobs to the region, offer quality products and services, and engage in philanthropic activities to help those who are less fortunate.

World-class surgical care. Private rooms designed to promote healing. Technological advances unmatched in Southern California. This is what the Northwest Tower, which opened in November, brings to the community.

The four-story tower replaces the patient rooms and surgical services located in the hospital’s two original buildings – opened in 1957 and 1962 – allowing St. Jude to fulfill its mission of service and healing in a more powerful way. The tower offers cutting-edge capabilities available at only a handful of hospitals in the state, including intraoperative MRI, robotic surgery, and highly sophisticated surgical navigations systems.

“This new tower allows us to finish what we started with the Southwest Tower – bringing an extraordinary level of care to families and neighbors,” says Lee Penrose, President and CEO, St. Jude Medical Center, who explains that while state seismic requirements created the need for the new tower, a passion for exceptional care and service created its design. “This beautifully-designed tower doesn’t stop at offering today’s newest advances, it goes a step further and creates a remarkably serene and healing environment.”

Making Care More ComfortableJust as the Southwest Tower provided private rooms for new moms and families, the Northwest Tower brings spacious, private rooms to medical and surgical patients. Private rooms not only increase patient comfort and convenience, but lower the risk of infection, improve sleep, and accelerate healing.

Computers mounted at the bedside allow nurses and doctors to update medical records and review images and test results, without leaving the patient’s side. And because research shows that having family nearby often increases a patient’s sense of well-being, each room offers a comfortable daybed and enough room to allow family members to remain close. The tower also features a dedicated Orthopedic Unit, staffed by a highly specialized team of nurses, physical therapists, occupational therapists, care managers and technicians. Designed to offer unmatched care, patient comfort and privacy, this unit has large rooms that encourage family involvement and a rehabilitation gym.

“We have a better understanding now of what is necessary for patients to receive optimal care, and it’s more than just a bed, a nurse and a doctor – it is an environment,” explains James Benoit, MD, Chief of Staff, St. Jude Medical Center. “These new patient rooms are designed to enhance healing and create a whole new standard of evidence-based, personalized care.”

Unmatched Surgical CareWhile private patient rooms fill the top two floors, the third floor is dedicated to 14 state-of-the-art “smart” surgical suites, featuring innovations in imaging, robotics and navigation capabilities.

“These smart suites will allow us to increase patient safety and surgical outcomes in every area from joint replacement to cancer treatment,” explains Dr. Benoit, “and will help create solutions for conditions considered untreatable even a decade ago.”

In a community that houses St. Jude Medical Center and countless healthcare professionals, the City of Fullerton has, over generations, deeply invested in an infrastructure

aimed at healthy lifestyles. This framework has helped keep our city ahead of trends for fitness and sustainable lifestyles. A point of pride for most residents is knowing that at any time you want to focus on your personal health, there will be a public facility available to help you.

It is no secret that this robust infrastructure investment that has occurred in Fullerton is thanks to a historically strong local economy that we have enjoyed for decades. Our stellar educational institutions have fed the aerospace industry, manufacturing, and research and development as well as a strong core of small businesses in town. As a result, Fullerton has benefited from higher incomes, higher property values, and higher local sales than many of our neighboring

communities. Yet, as the Fullerton Chamber of Commerce celebrates its 120th anniversary, we take pause to ask whether the next 120 years will bring the same healthy local economy. To that end, it is our top priority to vigorously support local business, keeping our community healthy and ahead of trends.

We are encouraged that our the business association remains fundamentally strong. We continue to advocate from the local to national level for policies that help small businesses open their doors expeditiously in Fullerton and North Orange County. Through programs, such as those driven by the Chamber’s workforce development committee, we have created a pipeline that connects entrepreneurs coming out of our colleges with local industry that can put their ideas to work. We continue to work with our medium and large businesses to hire locally and, when time comes to expand their operations, to keep those expansions in Fullerton.

As we exit “The Great Recession” we must make sure our local economy remains strong enough to provide high wages and job availability for the next generation of workers in Fullerton. It is with the community’s support that the Chamber of Commerce continues to be able to promote a healthy economic footprint that supports the healthy lifestyle you expect in the City of Fullerton.

In addition to all California’s job-protected leaves of absences, business owners will soon be required to provide full-time, part-time and temporary employees with paid sick leave. Not a problem for some employers…they already offer sick or PTO (paid time off) benefits. But the small business who can’t yet afford to offer benefits will need to review the budget. Fortunately, you have some time to put this into play.

Beginning July 1, 2015, AB 1522 provides most employees with “Paid Sick Leave” (PSL). Employees who work in California 30 or more days within a year from the start of their employment, will accrue PSL at a rate of no less than one hour for every 30 hours worked. (Don’t do the math; we’ll get to the “cap” on accrual and use in just a bit.)

Employees may take PSL for care of an existing health condition or for preventive care whether it is for themselves or a family member. Although we’re simplifying the definition here, a “family member” is defined as a child; a parent, stepparent or legal guardian; a spouse or registered domestic partner; and a sibling, grandparent or grandchild. PSL may also be used for reasons related to domestic violence, sexual assault or stalking.

Although an employee accrues one hour of PSL for every 30 hours worked, an employer may cap the time off at 48 hours (six days for full-time employees) per year. You can limit an employee’s use to 24 hours per year. You can also avoid the accrual process if you grant at least three days or 24 hours of sick leave at the start of each year, available for the employees’ immediate use.

Paid Sick Leave What Will California Employers be Hit With Next?

Along with required postings and notifications, employees must get a written notice of their PSL accrual each payday, either itemized on their paychecks or as a separate document.

Supporting hometown small businesses boosts local economies and invigorates neighborhoods across the country. With more than 200 independently owned and operated businesses and restaurants in the downtown area alone, Fullerton couldn’t be a better example of this principle. Moreover, businesses that are Chamber members are far more likely to give back to the community in which they hang their shingle, further stimulating Fullerton’s economy and enriching our town.

The National Chamber Review recently reported an Illinois resident who initiated his own “Chamber Challenge” to make a monetary transaction at a business or organization that is a member of the Western DuPage Chamber of Commerce. For 1,000 days he patronized chamber businesses and “thanked them for being community-minded, dues-paying members of their local chamber.” While not each business was necessarily unique, throughout the duration the challenger patronized well beyond 100 different DuPage Chamber businesses.

Certainly this is an ambitious goal. But certainly it is a worthy goal, regardless of the target number of days or purchases. This type of challenge presents an opportunity for profitable outcomes on both sides of the (shopping ) aisle. Give yourself a Chamber Challenge and shop at Chamber businesses with an achievable duration in mind. You may be surprised how long your streak lasts beyond that and how much you enjoy the unique offerings of Fullerton Chamber businesses. You may also discover a great satisfaction in supporting those who most support your community.

When purchases are made at locally-owned businesses rather than nationally-owned enterprises, more money is kept in the community because local merchants and restaurateurs often purchase from other local businesses and service providers. Purchasing local also helps grow the local tax base. Studies have shown when people spend at local independent businesses, a return to the local economy is on average $45 or more per $100 spent, compared to just $14 or less for $100 spent at a chain outlet.

As old New Year’s resolutions are being recycled from last year, begin a new one you won’t mind recycling every year. By committing to even a few of these resolutions, you can help the environment have a happy new year!

1. Look for recycling opportunities: Whether or not you work toward reducing your waistline in 2015, resolve to reduce your waste size by committing to recycle at least one out of every three water bottles you use. Such a simple step can go a long way in helping slim down the three million water bottles going to California’s landfills every day. Every container you recycle makes a difference.

Look for the nearest recycling bin, or hold onto your beverage containers until you find a recycling center or get home to your curbside bin.

2. Ask for recycling: In addition to multi-family housing complexes, California requires many businesses to recycle.* Lead the way and start an office-wide recycling campaign where you work. It can be as simple as placing bins next to your trashcan; one for paper and another for empty beverage containers. Contact MG Disposal at (714) 238-3300 to adopt a recycling program at your business.

3. Remember the other important “R’s”: Reduce and Reuse. Help to lessen the amount of waste by buying items that use little or no packaging, or buying in bulk, which reduces unnecessary and excessive packaging. Also, find ways to use items over and over again, such as refilling a water bottle.

4. Buy products made from recycled materials: Resolve to “buy green” by purchasing at least one recycled-content product on a regular basis, such as paper towels or computer paper. Look for the recycling symbol (or “made from post-consumer material”) on a wide range of products. There is a growing array of new products made from recycled beverage containers including backyard planter boxes and fleece clothing.

5. Make your home a toxic-free environment: Keep your home healthy by reducing unnecessary toxic chemicals. Paints, solvents and other chemicals should be disposed of safely, not flushed down the toilet or poured down the drain.

Did you know baking soda and vinegar substitute as great all-purpose cleaners? Other non-toxic household cleaners

can be found at many stores. Eliminate or cut down on pesticides and fertilizers in your garden and you’ll limit what gets washed into rivers, bays, and the ocean.

6. Start a compost pile to feed your garden: Convert those yard clippings and vegetable peelings and even coffee grounds into nature’s fertilizer for your garden. Fullerton residents can attend a 90-minute workshop and learn how to naturally recycle yard waste and food scraps and buy a compost bin for only $15. For a hands-on demonstration, register at fullertonarboretum.com.

7. Volunteer in your community: Resolve to improve your hometown environment. Sign up for the local clean-up day, tree-planting effort, or community garden. Take your kids to a neighborhood creek restoration effort to show them what an ecosystem is all about. Volunteer at a local park. Adopt your own space and make it eco-friendly!

Goals for a Prosperous YearAs the new year gets underway, I would like to express my gratitude and hope for Fullerton. I am humbled by the overwhelming support I have received and am honored to serve as your Mayor of Fullerton for 2015.

This time of year causes many of us to pause and reflect on what we accomplished last year and what we hope to

accomplish in the coming year. Did we achieve all of those goals we set? Did we make the changes in our lives we had hoped to make? Did we do all of the things we wanted to do before the year’s end?

Fullerton is rich beyond measure – not because of what we have accomplished but because of what we know we can accomplish. Recognizing the potential in each of us and this great city is the first step in realizing our own success. Our community’s success is the result of the drive and talent of our residents and businesses.

As we look back on both our professional and personal accomplishments of the past year we are reminded that we live in an amazing country. Opportunity is always knocking and we need only to decide which door to open.

What to ExpectMany have asked me what my “theme” for 2015 would be. My theme doesn’t have a catchy phrase or slogan but I do have a vision for Fullerton that I will share with you.

First and foremost, a city should be really good at delivering its core services. These services include police, fire, library, public works, and park management. My focus will be to deliver these services with greater efficiency and more accountability. This begins by developing a customer service plan that places significant emphasis on the quality of service. We need to identify the metrics necessary to measure the success of service. We must constantly evaluate the quality of our service. Some departments are already doing this.

All employees and City contractors regardless of job title, department, or stature should demonstrate these key traits of excellent service at all time:

• PositiveAttitude• Professionalism• Responsiveness• ProblemSolving• Initiative• TeamSpirit• Accountability

• Innovative• Respect• Stewardship• Leadership• Compassion• IntentionalExcellence

Managers should encourage and mentor these customer service attributes daily – lead by example.

Second, we must identify the cost of rebuilding our roads, sewers, storm drains, and water lines. We need to project the true cost of maintaining our infrastructure to a standard that reflects the values of our community. We need to develop a long-term plan and strategy to repair and maintain the infrastructure. Deferring maintenance has its price and we will need to identify short- and long-term funding sources. We made some progress in 2014 with a focus on infrastructure using one-time funding sources but it is not enough; we need a long-term strategy.

Third, we have begun to recognize the individual character of Fullerton’s unique neighborhoods but we must do much more. We need to identify key strengths and areas for improvement on a neighborhood by neighborhood basis. We must also create a positive atmosphere that fosters community input and self determination.

Finally, we must identify and attract diverse businesses to serve as an economic engine for the City. This means we must work with the area’s chambers of commerce to create a network of business resources as well as communicate with those industries determined to provide the greatest potential revenue stream for the City and which are consistent with the values of our community. Fullerton must create a pro-business environment by providing a quality infrastructure and excellent service that supports the needs of industry.

Now that I have shared with you four areas I wish to address as your Mayor, I know I cannot do it alone. Those who have gotten to know me over the past few years know I am willing to meet with anyone to find solutions. If you see something that needs improvement, let’s find the right solution together. It’s not just the best way to deal with civic issues in a democracy, it’s the only way.

Grade Separations Help Keep Fullerton Moving

Trains have been an integral part of Fullerton’s history for many years. And while the original citrus packing houses that created much of the demand for them are long gone, the freight trains and tracks remain, now serving manufacturers and ports throughout the region.

Close to 70 Burlington Northern Santa Fe (BNSF) trains, some up to a mile long, travel through the area every day. At the same time, vehicular traffic is increasing as Fullerton grows. Where the paths of trains and vehicles intersect, problems occur, including delays and safety hazards, restrictions to emergency response and business access, and pollution and noise. More trains, and longer trains, are coming. By 2030, the number of trains is expected to nearly double, to 130 trains crossing the area daily. Eventually, motorists can expect a train every 10 minutes. These delays have a negative impact on the quality of life and the economic vitality of the area.

To help solve these problems and keep Fullerton moving, the Orange County Transportation Authority (OCTA) has joined with the city to build underpasses below train tracks, which cross two major streets. Construction has already begun at State College Boulevard and Raymond Avenue. They were chosen because alleviating the delays experienced from the high volume of vehicles at these sites will offer the greatest benefit to residents.

Both are part of OCTA’s OC Bridges program, a series of seven bridges and undercrossings in Anaheim, Fullerton, and Placentia designed to enhance safety and improve commute times by eliminating the need for drivers to wait at rail crossings. The program is funded by Measure M, Orange County’s half-cent sales tax for transportation improvements, and local, state, and federal funds.

Due to funding requirements and agreements with the railroad, the two Fullerton projects are required to take place simultaneously.

At the intersection of State College Boulevard and the BNSF Railway, the roadway will be lowered between Santa Fe Avenue to the north to approximately 500 feet south of Valencia Drive. Beginning in early 2015, State College Boulevard is scheduled to close to motorists and reopen to traffic in 2017. During this closure, drivers will be detoured to Acacia Avenue and Placentia Avenue, which was recently opened as part of this program.

At the intersection of Raymond Avenue and the BNSF railway, the roadway will be lowered between Sante Fe Avenue to the north and Ash Avenue to the south. During construction of the BNSF Railway bridge and the Valencia Drive roadway bridge, traffic will be directed to a temporary roadway that will be constructed west of the current Raymond Avenue. Completion is expected in early 2018.

To keep residents and commuters informed about these improvements, OCTA conducts extensive outreach in person, through social media, and online at ocbridges.com, where aerial-view videos provide a clear picture of how traffic will be improved when the grade separations are completed.

OCTA and the City of Fullerton are working hard to complete these projects to help cars move safely and smoothly under the railroad tracks and improve the quality of life for all those who live in and travel through Fullerton. A little patience during construction will be rewarded by safer and quicker commutes, as well as improved air quality because cars and truck will no longer idle at rail crossings, saving gas and reducing pollution. Grade separations help keep Fullerton moving.

The United States is currently recovering from “The Great Recession” which caused devastating job losses and dealt severe economic hardship to the national and worldwide economy. In Orange County, 2013 was the first year since the downturn that was characterized by widespread recovery. There were lowered unemployment rates, recovery of home prices, business expansion, and newfound growth in the areas of health care, advanced manufacturing, and information technology. The downturn created persistently high employment rates among Americans aged 18 to 24, revealing a nationwide challenge for the next-generation workforce to attain the stability of new employment opportunities and keep pace with the costs of supporting a household. 1

There is a nearly unanimous agreement among economic development and workforce experts on the need for industry-driven, sector-focused workforce development strategies that align with economic development priorities. The Fullerton Chamber of Commerce is working with the employers and educators of our community to assist in meeting these demands by aligning education with the needs of employers, encouraging cross-sector educational and workforce training initiatives that support economic development objectives, aligning appropriate funding and programming, as well as setting and monitoring attainable goals.

Skilled workers command higher wages and enjoy greater potential for upward economic mobility than their less-skilled counterparts. Identified as the “skills gap,” employers have reported a lack of trained job candidates to fill positions. This is a primary, ongoing source of frustration and dissatisfaction with the skillsets of incoming workers.

Fullerton is home to a number of strong employment sectors led by health care and advanced manufacturing. Both of these sectors are producing high-paying jobs which require specific training of applicants seeking to fill those positions.

In order for Orange County to maintain its highly-skilled educated workforce as a major competitive advantage driving economic success, education and workforce policies and programs must continue to increase community college and university educational attainment and career readiness. The Fullerton Chamber of Commerce is committed to working with its partners to fill the gap.

A much more informal and smaller Fullerton Chamber of Commerce was formed 120 years ago by two members of the Amerige family and Alex McDermont,* who served as its first president. The association’s original office was located in the McDermont building located at the southwest corner of Spadra Rd. (now paved Harbor Blvd.) and Amerige Ave.

From the viewpoint in the top photo, looking north on Spadra Rd. from Commonwealth Ave., the first Fullerton Chamber office can be seen on the left just beyond the southbound horse and buggy. The original brick structure burned down in 1908, prompting the formation of Fullerton’s first fire department, which was comprised of an all-volunteer crew. A new structure was built in its place, where Mo’s Fullerton Music now sits.

Since established in 1894, the Chamber office has moved several times before landing in its current location at the southeast corner of Harbor Blvd. and Chapman Ave., above the Starbuck’s coffee shop. Today, the Fullerton Chamber of Commerce represents more than 600 businesses.
