The Kalpitiya Integrated Resort area is located 150 km North of Colombo on top of the Puttlam Lagoon

along the Dutch Bay and Portugal Bay, comprising of 14 Islands allocated for tourism development.

Given the investment opportunities available, in 2008 the Sri Lanka Tourism launched the Kalpitiya

Dutch Bay Resort Development Project .Kalpitiya is also accessible within a time frame of about 2

hours from the Bandaranaike International Airport ( Colombo ) by surface travel. Furthermore plans are

being made to facilitate air transfers to the resort through domestic flights from the main airport and

elsewhere in the county in order to save the travel time of the guests.

The picturesque location with the tranquil beaches, containing a rich Bio Diversity, of Marine Biology

with its Bar Reef Marine Sanctuary make its diverse potentiality to develop as an up market tourist

destination in the region.

Hence the Kalpitiya project is Gazetted in the Democratic Socialist Republic of Sri Lanka as the largest

Tourism development in Sri Lanka under the “Mahinda Chinthana” National Development Programme.

The resort will contain a minimum of 5000 rooms in total.

Kalpitya Dutch bay/ Portugal Bay islands in the Kalpitiya Integrated Tourism Development Area (KITDA)

contains beautiful sceneries but sensitive environments with a rich Bio Diversity. The sensitive eco-

systems in and around the islands include mangroves, thorn scrub, salt marsh and mud flats, sea

grass beds in the lagoon and the coral reef in the sea. The Bar Reef Marine Sanctuary (BRMS)

declared by the Department of Wildlife Conservation already has a Special Area Management Plan

developed by the Coast Conservation Department under the Coastal Resources Management

Project. A fair range of tourism activities are permitted, more in the sanctuary’s buffer zone than in

the core zone, and the reefs proximity to all the islands in the KTDA make it a valuable asset for

them.

Recommended marine based activities such as scuba diving & snorkeling on Bar Reef, whale

watching in offshore areas beyond 20 km from Bar Reef Marine Sanctuary (BRMS), dolphin

watching within the BRMS and in Dutch and Portugal Bays, bird watching in the entire area,

mangrove tours, deep sea angling and fishing, wind surfing, kite boarding, canoeing and kayaking,

enhance the tourism potential. As excessive and disturbing water traffic and fisheries practices could

further reduce the sea grasses as well as the chance of encountering fauna such as dolphins and

dugongs in the bays and lagoon. Both water-based recreational and fisheries activities should be

controlled, obtaining the advice of relevant specialists.

It should be noted that this whole area is an important one; for scientific study and eco-

tourism, where the inter-relationships of all the main coastal habitats of Sri Lanka could be studied.

Furthermore, artificial coastal defense structures should not be introduced as they would drastically

degrade the overall natural landscape character - rather, any development should obey the rules of

nature.

The beaches may be used for bathing, sun-bathing and all the other usual non-residential beach

recreation activities, while conserving, and where necessary, enhancing/restoring the natural

vegetation. Primary and secondary dunes may be used only very carefully for non-residential

tourism activities while a minimal number of raised timber board walks are recommended to cross

the dunes. Following detailed study, some dunes may need to be protected by visually compatible

fencing, at least temporarily, and in some cases, planting and establishment of dune stabilizing

vegetation should be undertaken

The conceptual development plan above shows the recommended type of tourism development for

the different islands and the northern part of the peninsula.

Henceforth making a resort that stems from the natural setting of the region, where burning of fossil

fuels is minimized to a great extent, and achieving zero carbon emission.

The objectives of tourism products and infrastructure development within the resort.

As mentioned in the Bidding Document:

Kalpitiya Integrated Resort is geared at achieving several goals and objectives. One of the main

objectives underlined along the tourism development is the sustainability of the natural environment,

socio cultural life and the economic development for the wellbeing of the community living around

project area.

The ultimate aim of which would be eventually to produce a green resort with special and unique

quality. Hence the SLTDA would further reiterate on the following objectives

• With carbon free environment

• With enhanced environmental sustainability and quality

• With community enrichment activities

• With contribution to the rural development

• With agricultural transformation (organic cultivation)

• With cultural preservation and social empowerment

• With green and cleaner production technologies

The Pristine Quality of the Islands to be preserved a far as possible.

The design principles adopted should be to ensure the following

- The building structures would blend in to the environment with a minimum visual impact.

- The building process will serve to develop the local skills and building abilities and the empower

the local community.

- The construction methods used should reflect as far as possible the skills at hand of the people

of Kalpitiya region so that the buildings and other infrastructure facilities can repaired and

maintained by the local contactors and craftsmen.

- The construction materials that are used should be as far as possible from the region so that

they can be easily repaired and replaced.

- The building should generate little waste as far as possible and have the minimum impact on

the island and the surroundings.

- The design should allow for future developments.

COMMUNITY DEVELOPMENT

Community Development Through the development of Tourism is also a key objective of the proposed

resort. Hence Kalpitiya being a poverty stricken region where the facilitation of services took place at a

slow pace it is aimed at empowering the masses through the development of the tourism industry

where by it will be a masses oriented development scenario. Hence whilst being an environmentally

sustainable resort it will also be a sociologically sustainable resort.

In spite of the poverty and the illiteracy of the local fishing community the Kalpitiya people resembles a

fine example of communal and religious harmony. Understanding the Negative implications of the

tourism industry and the un-favorable socio elements that can infiltrate in to the local community and

all steps to be taken to mitigate the harmful implications of the industry, on the environment and the

people, is also a prime objective in fore-seeing the destruction and adopting preventive measures.

Protection of the Cultural values and Livelihood of the local community is of a prime focus in the

integrated resort. As the phrase itself implies the (KITRP) it is a key factor of importance that the local

community should be integrated into the resort.

The Kalpitiya Divisional Secretariat’s demographic statistics reveal that the majority of the masses are

of the Roman Catholic faith, next the Muslims and then the Buddhists and Hindus. The different races

and religious denominations live in harmony for many decades; this is a catalyzed for the development

and the well being of the integrated resort.

Landscape disturbance and visual intrusions should be avoided by development regulations regarding

LOCATION OF KALPITIYA AND OTHER ATTRACTIONS IN SRI LANKA AND ITS LINKS.

Kalpitiya Region highly conducive for tourism development not only for its attractions in and around

the area with its picturesque tranquil beaches and lagoons fauna, sensitive eco systems and its close

proximity to the Colombo International Air Port; but for many other places of tourist interest closely

linked and reachable within a short length of time. With a proposed ferry service linking the

Sethukuliya in the mainland located north of Puttalam, and the rapid road developments for Pahlavi

Junction due to the construction of the Norochachalai Coal Power plant, Kalpitiya can be reached

Ten islands of Varying extent with their unique character of natural beauty located along the Dutch Bay

an Portugal Bay, (all vested by the government with a special presidential Grant) has been included for

stage II lease bidding.

SIX ISLANDS IN THE DUCTCH BAY.

Six picturesque islands nestling in the Dutch Bay, which has been vested by the government has been

included for stage II lease bidding.

They are; Periya Arachalai, Sinna Arachahalai, Sinna Erumutivu, Erumutivu West, Erumutivu and

Kaktivu.

These islands were chosen for it high potentiality for eco sensitive tourism products with the varying

magnitudes of its extents. Where, Erumutiuv being the largest and Sinna Erumutiuv being the smallest.

The extents of the Resorts and the anticipated room capacity (total of 635 rooms) is as follows Periya

Arachalai 42.50 ha – 120 rooms , Sinna Arachahalai 16.26 ha– 50 rooms, Erumutivu West 4.25 ha – 25

rooms, Sinna Erumutivu 2.11ha- 15 rooms, Erumutivu 100.045ha – 300 rooms, Kaktivu 27.15ha – 125

rooms.

All six islands are easily accessible by boat within a short time span of about 20 minutes. Sienna

Erumutivu, Erumutivu West, Erumutivu and Kaktivu located close to the Kalpitiya main land and

Anivasal, while Periya Arachalai & Sinna Arachahalai, is located further North wards and also accessible

from Kirimundal area.

Investors are invited to implement resorts and tourism products with auxiliary facilities of different

magnitudes appropriate for the size and features of the island. The islands contain diverse sceneries

ranging from mangroves thick scrub jungle vegetation, beach strips, open grass lands, mud flats and

mangroves. Hidden attractions are found within the islands with sensitive eco systems. The water holes

present in an ad hoc manner with the mangrove vegetations around them creates a heaven for bird life

and other fauna.

within a time frame of not less than 3 hours. This is also the main road linking the Capital city to its only

international airport. As one takes a left turn towards the Puttalam Lagoon arm, the tranquil blue

waters of the Puttalam lagoon greets the guest with a treat of beautiful islands nestling in the waters of

the lagoon. Fishing boats seen across the lagoon. Healthy vegetable cultivations seldom seen along

with its fertile soil and salt pans send recurrently along the west of the road.

The infrastructure is fast developing as this I the only access way to the sacred Shrine of St. Anne at

Thalawila, which is flocked by devotees of not only the Catholic faith but many other faiths too.

The construction of the Norochchalai coal power plant has also cartelized the rapid developments of

Mutwal ‘s Areas heritage further extends to its Archeological sites containing the remains of a historic

morning where it greets the birds and the fishing boats every morning.

The hinterland of the Mutawal land mass contains bare lands of grass and other vegetations with

waterways which takes different shapes at different seasons of the year. Donkeys and goats are often

seen here. The Mutwal island contains highly marketable safari tracks through its rich mangrove

vegetation as one drivers towards the northern part of Mutwal where a changing vegetation pattern

of lush greenery which can be seen form the coastal vegetation to the dry zone to arid zone vegetation

even with species of cactus plants seen as an undergrowth. This form another site of thick scrub jungle

vegetation to a transition of arid zone vegetation with different shades of green. Alongside this the

dried up leaves and the flowers form a different variety of colour where there is an autumn like

atmosphere with shades of Maroon and brown.

More over tree being twisted due to the heavy winds that blow across further ads to the uniqueness of

the vegetation, which is otherwise seen only in high altitudes.

More over the vistas with glimpses of the blue ocean often seen through the Mangrove vegetation

adds more flavor and vigor of the dramatic highly scenic vegetation of the Mutwal islands land mass.

The blue ocean often hugging the water bodies with a different texture of color is yet another

panorama in the vicinity.

The southern end along the coast further offers a visitor with more scenery of the sea and the sand

temporary fishing camps seen along the coat with the traditional Sri Lankan fishing technique of drag

net (sieve net - traditionally called -Ma del wadiya), often used by a team of fisher folk pulling a large

net from the shore to gather harvest.

Hence the Mutawal Dutch bay land mass is a lively oasis of palm fringed gardens, water holes and

odais scattered in abundance, marches and mangrove forests and all in all containing a very rich

vegetation and fauna with a wide array of migrant birds, and other local species such as peacocks

cranes and kingfishers.etc.

With the dramatic journey through the thick mangrove forests not seconded to a very rich safari track

of scrub sea and sand with water holes in the middle further continues when one reaches Kirimundal

which is a fishing village where the fishing settlements are encircled around the symbolic Holy Cross

Church which is a significant land mark even travelling by water and air.

Kirimunadal Through the Dutch bay lagoon this church is a clear site defining Kirimundal, with its land

mass spreading towards the Dutch Bay containing a very highly ecologically sensitive scrub and

mangrove forest containing rich bird life

Kirimundal village is reached while passing the Soori Odai and the Keeri Odai (named by the Villagers)

both of which are very highly scenic and picturesque.

the or-castration of the topography of the Kalpitiya Lagoon arm land mass is such that the thin long

stretch of land starting form Kandakuliya Lagoon spreading towards the Uchhimunai village spreads

North South where the width of the land is broadened and slimed down where the lagoon and the Sea

comes closer together often where they meets each other during the high tides.

The sea and the lagoon are often separated by a thin sand bar especially at Kirimundal and the

Kandakuliya lagoon area. The thin land mass that swells from location to location houses the rich

mangroves and the marshy soils harbours the Odais and water holes that contain aquatic life and wet

land bio-spheres such as a diversity of fishes prawns crab etc. which is attractive to many bird species.

The highly eco - sensitive scrub jungle that is located in the land mass that broadens up to the Dutch

Bay lagoon contains mangroves of indigenous species and a very rich bird life with the gushing sounds

of the waters, and the water holes along the way. This land mass that abuts the Dutch bay lagoon,

towards the eastern end contains highly scenic vistas of water through the vegetation.

Hence Kirimundal potential is for eco sensitive tourism is vindicated by the broth talking views and the

bird life it possesses. Although the villagers strive to access fresh water as the quality of water in the

vicinity contains salty substances and hence not drinkable.

Uchchimunai

As one reaches Uchchimunai along a jeep track not second to a safari track of 25 kilometers of endless

scenery differing in the vegetation textures and geography and a transition of undulating landmarks

and sand dunes. The landmass of Uchchimunai is like a swelling where the width broadens creating a

long walk way the sand dunes of low height enables a view of the sea and the lagoons simultaneously.

Towards the lagoon end water holes of different shapes are found with grasslands round creating

scenery. Where the island nestling along the Dutch bay can be seen especially the Ippantivu island in

focus and the Wilpathu National Park in the main land can be seen far beyond.

When Uchchimunai is reached, a high concentration of fishing settlements can be seen long the

precincts of the lagoon waters. This is due to the high quality of sable ground water conducive for

human habitation which is present in the area. A visitor is warmly greeted by the fishing community in

their traditional way with warm hospitality. Mostly Tamil speaking community with a different dialect.

The linear settlements are mainly governed by the Waralankanni Matha Church .

As one approaches the Kalpitiya Township along the beautiful driveway, with the Puttalam Lagoon on

The KITR will be approached through the Jetty which will be accessed though the Kalpitiya Town which

is deemed to boom in to a rapid development an inevitably will be a Economic center, where many

new industries will come in to place Due to the rapid growth in the Tourism industry. Kalpitiya town

would in the near future b an economic hub in the region.

Kalpitiya is to be developed into a lively, attractive city district Based on environmental, social and economic sustainability. It should be a city district in which the focus is on the environment, people and city life. The vision of the sustainable city is based on six key themes of urban development intended as the main pivotal points of this competition: - An eco-friendly city - A vibrant city - A city for everyone - A city at the water - A dynamic city - A city with sustainable mobility

Creating an Eco Friendly City in Kalpitiya.

The Launch of the Kalpitiya Integrated Resort Project will boom the city in all aspects, in economy,

environment and many other aspects.

Creating an ECO-FRIENDLY CITY

The vision is for Kalpitiya Township and the suburbs to set new standards for environmentally sustainable urban development. The local goal is to create sustainable city district in harmony with its surroundings in all respects. The global goal is for the KITRP and SLTDA together with the UDA and other statutory bodies to project to put Kalpitiya Town and the area surrounding it to grow in to an international role model for environmentally sustainable tourism development. Five guiding objectives have been defined: - Focus on renewable energy and new energy sources

- Optimum use and reuse of resources

- Environmentally friendly modes of transport

- Vivid, diverse urban nature on both land and water - A sustainable city and building structure

Once KITRP is fully developed, it may – for example – feature entire mixed urban-village areas whose energy supply is based on sustainable technology. The township may feature groundbreaking new approaches to park and public square design, activity areas, natural sceneries in an urban setting and access to water, with only a short bicycle ride or jog from the vibrant city life to green and blue oases. Kalpitiya should be a place where it is easy to stay in an environmentally sound fashion.
