112 acres of land on the Kalpitiya peninsular in the Dutch Bay Special Tourism Development Zone together with land for road reservations of 5 acres and a lake area of 15 acres. Total land extent is 132 acres. The Dutch Bay is a very secluded and private area in Kalpitiya and within the new tourist development zone. On the South boundary of the land a resort is being developed on 180 acres of land by Dutch Bay Resorts Ltd.

All infrastructures such as electricity, water, telephones, road and access Bridge to Dutch Bay is being fully developed by The Tourism Authority. The location is pristine with a beautiful beach on the West of the land. On the East side is the Lagoon thus with possibilities for safe water recreational activities such as water skiing etc and a safe haven for a yacht marina. The lagoon is perfect to land a sea plane. Our land is at the North Western and Eastern tip of the Dutch Bay area.

Situated 150 km North of Sri Lanka’s capital, Colombo, the Kalpitiya region is one of the most beautiful coastal areas located in the West coast of Sri Lanka. Kalpitiya is a peninsular that separates the Puttalam lagoon from the Indian Ocean and is a marine sanctuary with a diversity of habitats ranging from bar reefs, flat coastal plains, saltpans, mangroves swamps, salt marshes and vast sand dune beaches. Given the investment opportunities available Sri Lanka Tourism launched the Kalpitiya Dutch Bay Tourism Development Zone Project.

The Kalpitiya area is a treasure trove of marine, land and bird life including four types of dolphins, five types of whales, and the very rare and shy dugongs (only found in this part of Sri Lanka).

The Kalpitiya waters are home to thousands of dancing dolphins who gambol alongside the boats that dot the horizon. Dolphin-watching in Kalpitiya is a unique and exhilarating experience which portrays nature at its most spectacular. The Bar Reef, the largest coral reef (307 square km) in Sri Lanka that can be reached in a short boat trip from Kalpitiya, is the ideal sea for keen scuba divers and snorkelers. The beautiful reef, exceedingly rich in bio-diversity, is home to an incredible variety of tropical fish as well as offering sighting of manta rays, reef sharks and the occasional turtle as well as huge numbers of tropical reef fish.

The Wilpattu National Park is a short drive away and is Sri Lanka’s largest and best known wild life sanctuary and nature reserve. Home to Leopard, Elephant, Bear and many other species of wild animals and birds rarely sighted in any part of the world today three of Sri Lanka's Big Five, it has the greatest concentration of the beautiful leopard, and shelters the majestic elephant and shy sloth bear.

The nearby Anavilundava Bird Sanctuary, Nawadankulama Lake and salt marshes of the Puttalam lagoon are home to many of the island's rich avian fauna, and also a large number of migratory bird species.

The Development Proposal The proposal is to develop this land as an exclusive leisure sector development in stages. The land is valued at USD 8.0 million.

I. Stage 1 –

Development of a 20 roomed villa resort. Resort to cost US$ 2,500,000. Room rates to start at around US$ 250-300 per room night.

II. Stage 2 –

Development of an up market 50 roomed (Villa type) resort with destination spa to cost US$ 8,500,000. Room rates to start at around US$ 450-500 per room night. -Development of serviced residential exclusive villa’s in a gated community and to sell the villas. Market research has shown a high demand for purchase of villas . The villas ( which will be constructed to suit the individual needs of the owners. Each villa will be offered the option of including various forms of outdoor entertainment such as tennis/badminton court, putting green, BBQ arena etc. These villas can be sold to owners to reside in, rent or offer to the management of the resort for subletting on profit sharing or time share basis. Stage 2 - Expansion of the prefabricated villa resort by another 20 or 30 room.

III. Stage 3 –

Expansion of the up market 50 roomed resort by another 50 rooms.

IV. Stage 4 –

Further expansion depending on market conditions. All developments will use the common service facilities such as a centralized laundry, stores kitchen, water treatment and sewage treatment plants and security services thus effecting cost savings Revenue and expenditure projections are in place for the project and the costing has been done.

Whilst the strategic plans are in place, the new investor has the freedom to amend and modify to suit any strategic path.
