The Federal Communications Commission (FCC)has recently released its highly-anticipatedNational Broadband Plan which, at its core, is aprogram to bring broadband access to the Internetto every home and business in America.This strikes a particular note here in Texas becauseof the sheer size of our state and the need to ensureequal access to technology whether a person livesin Harris County (population about four million) orLoving County (population 42). The vast acreagededicated to agriculture means that populationdensity is low, but the need for the most moderntechnology is high.Having a broadband connection available to everyhousehold will make an immediate difference inhow Texas educates its children. As we look downthe road to high national unemployment for yearsto come, it is obvious that the better educated a jobseeker is, the better chance he or she has of asuccessful search.A report by the Joint Economic Committee of theU.S. Congress proves that while the overallunemployment rate remains in the high single

digits, people with college degrees is about half theunemployment rate for the entire workforce.For students in small towns, the ability to get thesame research materials from the libraries in theUniversity of Texas system or any library ormuseum in the world is a huge advantage ingetting better grades in high school, qualifying forincreasingly competitive seats in our colleges andUniversities.Health care is another area where broadbandaccess has immediate impact. In urban areas,seniors who are living independently can beequipped with relatively inexpensive devices,enabling them to send their vital signs to theirphysician’s office, rather than having to take anexpensive or physically difficult trip. Manyphysicians say just being able to “see” theirpatients through a webcam, can help them tellwhether any medical intervention is needed.In rural areas, the ability for a local doctor to callon a specialist at Baylor or M.D. Anderson withouthaving a patient endure hours of travel can make ahuge difference in medical care throughout thestate. In fact, research into tele-medicine has even

shown that after a major procedure, people in ruraltowns do better because they are more likely tokeep up with their post-operative medications andtherapy if they can travel to their local medicalfacility to be checked out by the specialist inDallas or Houston, rather than facing the long rideto see them in person.Finally, the ability to build a world-wide businessfrom every den or spare bedroom in Texas hasbecome a realistic dream. People don’t have towork in the high-tech corridor in Austin to be ableto create the next “must-have” iPhone app, orproduce videos for clients that can be seen bypeople around the world.A small manufacturer in San Antonio can marketand sell to a potential buyer in London or Rome.And a retailer in Tyler or Kilgore can find and seeunique merchandise on the Internet no matterwhere in the world it is being made. The Internet isa powerful force in the 21st century world.Broadband access to the Internet has gone from ararity only available to major corporations,government entities, and academic institutions toa necessity which should be available to everyone.
