breastfeeding women. In addition to the 2010 law, Maloney sponsored a bill in 1999 that granted women the right to breastfeed on federal property, after learning of women being asked to leave federal courthouses as well as the U.S. Capitol.

Dr. Susan Vierczhalek, Chairperson of the NY Statewide Breasfeeding Coalition, said it is diffi cult for mothers to continue to breastfeed once they return to work, and that a stigma still exists for breastfeeding in public or at the offi ce.

“Our goal is to help mothers meet their

goals and to make breastfeeding normal,” said Vierczhalek. “We want to get to a day where mothers can breastfeed and nobody will look, nobody will think twice.”

“It’s strange for us that we have to fi ght for breastfeeding rights,” remarked Theresa Landau, Chairperson of the NYC Breastfeeding Leadership Council, Inc. “It should be a human right.”

Advocates are seeking to provide new mothers with enhanced support to breastfeed and pump breast milk while at their workplaces.

by mothers and health advocates, was at City Hall on Fri., July 7 to promote breastfeeding rights for women. She announced she would soon introduce the Supporting Working Moms Act, legislation that would expand protections for break time and private accommodations for mothers to pump breast milk at work.

“Breastfeeding plays an important role in the health and development of children,” said Maloney. “It is the right choice for millions of women and children, and it is a human right that should be protected for both women and infants.”

In 2010 as part of the Affordable Care Act (ACA), President Barack Obama signed a Maloney-sponsored bill into law that granted nursing mothers in traditional hourly labor jobs with adequate space and time to pump breast milk during a work shift.

The new bill would expand the law to include businesses with fewer than 50 employees, as the 2010 law only pertained to companies with 50 workers or more.

“They could not be fi red because they chose to pump milk on their own breaks,” Maloney said. “I found it really outlandish that they allow breaks for smoking and everything, but if you used your break to pump milk or feed your child, that was grounds to be dismissed.”

The SUNY trustees insist that the regulation is needed because many of the charter schools it oversees have had diffi culty hiring teachers

But Pallotta points out that the regulation would allow charter school networks to certify teachers who only have bachelor’s degrees.

New York’s teachers’ union is voicing its opposition to allowing some charter schools to bypass state teacher-certifi cation requirements. On Thurs., Jun. 23rd, the State University of New York (SUNY) Charter School Committee approved a proposal to let some charter schools set up their own teacher training programs.

The agreement was included as part of a larger arrangement in which concessions were granted to the charter sector by New York City in exchange for the extension of mayoral control of schools, which was set to expire.

Among them was the stipulation that the Department of Education (DOE) not place a charter school at more than one location and that students whose charter schools open before busing begins for the school season will be provided MetroCards.

Another was the allowances that would permit the establishment of a separate set of standards for hiring charter school teachers, or specifi cally as stated within the proposed regulations: “an alternative teacher certifi cation pathway to charter schools.”

Subchapter E. Regulations of the Board of Trustees’ Charter Schools Committee

Section 700.1 Scope.

These regulations shall constitute rules of the committee with respect to the governance, structure and operations of education corporations for which the board of trustees is the charter entity of such education corporations, and regulating the matters contained herein as authorized by law. Nothing in these regulations contained shall be construed to restrict the power of the board of trustees or the committee from time to time to alter, amend, revise or repeal the provisions hereof in whole or in part.

Section 700.2 Definitions.

For the purposes of this Part, the following terms shall mean:

(a) Board of trustees. The board of trustees of the State University of New York.

(b) Committee. The charter schools committee of the board of trustees of the State University of New York, or any committee by whatever name delegated the same functions as the charter schools committee.

(c) Institute. State University of New York charter schools institute.

(d) Accountability plan. The student performance accountability plan contained in the education corporation’s charter agreement, which is required by paragraph b of subdivision 2 of section 2851 of the education law. Each school within an education corporation has its own accountability plan.

(e) Accredited institution. An institution holding institutional accreditation by name as a U.S.-based institution from an accreditor recognized by the U.S. Department of Education.

(f) Act. The New York Charter Schools Act of 1998 (as amended to date) constituting article 56 of the education law.

The Washington Heights Business Improvement District (BID) has announced a series of revitalization projects rolling out in Inwood.

The projects are made possible by a Neighborhood 360° grant from the city’s Department of Small Business Services (SBS). These grants, awarded annually, are designed to help boost commercial corridors in various communities.

Earlier this year, the Washington Heights BID received $1.23 million from SBS. At a June 26 press conference, the BID revealed that the grant is being used to enhance public spaces, increase resources for local businesses, and provide beautifi cation services.

“Neighborhood 360 is an example of an initiative that will be key in developing and revitalizing Inwood’s most traffi cked areas,” said Angelina Ramírez, Executive Director of the Washington Heights BID. “Through this targeted investment by [SBS], merchants, community-based organizations, and the residents of Inwood will be able to experience

improvement and revitalization in their own neighborhood.”

Using the SBS grant, the Northern Manhattan Arts Alliance’s (NoMAA) was able to double the number of events held during its annual Uptown Arts Stroll. Also, Inwood Art Works and NoMAA have partnered to launch an outdoor summer fi lm series, Film Works Alfresco, which will be held every Monday through August 21st at Gaelic Field in Inwood Hill Park.

Jose Porretti, Project Manager with the Washington Heights BID, said the grant features a neighborhood beautifi cation component that will provide funding for improved cleanliness of Inwood’s commercial corridors.

“It’ll provide for extra sanitation, graffi ti removal,

street sweeping, snow removal,” Porretti said. He noted that the Inwood commercial

corridors targeted by the grant include Dyckman Street, Broadway, 207th Street, and 10th Avenue.

The grant is also helping local volunteer groups spruce up Inwood Hill Park, said Porretti.

He explained that the SBS grant will

also fund a marketing campaign, titled “Up in Inwood,” that will include a website and social media efforts to help connect uptown residents with Inwood small businesses and neighborhood offerings.

“The website will feature a calendar of events, a business directory, and information so merchants know what’s going on,” said Porretti. “We’ll use social media to reach people.”

Though there is no launch date for the website, “it’s expected to be available by the end of the summer,” Porretti said.

The grant will also provide support to small business owners by providing free business courses, legal clinics and creating a merchant

organization for Inwood businesses.“We’re trying to create a leadership team of

local merchants to give them a louder voice in the community,” remarked Porretti.

“Strong neighborhoods are the backbone of our city, and the $1.23 million in investments to Inwood will go a long way towards revitalizing key commercial corridors,” said SBS Commissioner Gregg Bishop. “By working with the Washington Heights BID, we are responding to local needs to support small business growth and build more vibrant neighborhoods for all New Yorkers.”

Though summer is far from over, the state is asking residents to look ahead – to a later season of heat.

The state’s Offi ce of Temporary and Disability Assistance (OTDA) has announced that $2 million is available to help homeowners have their heating equipment cleaned and inspected before colder temperatures arrive in the fall.

Periodic tune-ups of furnaces or boilers can help improve energy effi ciency, thereby reducing heating costs.

The program is federally-funded through the Home Energy Assistance Program (HEAP).

“Properly maintaining your heating equipment prevents future problems and unwanted costs,” said OTDA Commissioner Samuel D. Roberts in a statement. “This kind of assistance is especially important for New Yorkers who receive heating assistance through HEAP, making it less likely they will face emergencies this winter by having a furnace or boiler that is operating effi ciently.”

The program covers energy effi ciency services costing up to $400, including the cleaning of primary heating equipment. Eligible services may also include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper and effi cient

operation of the heating equipment.

To qualify, applicants must meet the program’s income guidelines, which vary based on the number of people living in the household.

For example, a family of four can earn up to $4,423 a month and still qualify. Additionally, the household must have

heating equipment that is more than 12 months old, and the furnace, boiler or chimney must not have been cleaned within the past 12 months.

Applications will be accepted through Nov. 3,

or until funding is exhausted, whichever comes fi rst.

Administrator named

More than a year after the city moved to revamp the

Department of Homeless Services (DHS), the agency fi nally has a new leader.

On July 10, Mayor Bill de Blasio announced that Joslyn Carter would serve as Administrator of DHS, now part of the Department of Social Services (DSS).

“The Department of Homeless Services is on the frontlines working every day with

families and individuals who have lost their homes and the stability that provides,” said de Blasio in a statement. “Earlier this year, we announced a new borough-based approach to the shelter system designed to help homeless New Yorkers stay close to their support networks in order to get back on their feet and move out of shelter. Joslyn Carter has dedicated her life’s work to helping homeless New Yorkers, and I am confi dent that her leadership will further strengthen the agency.”

Carter has worked for DHS for 13 years, and most recently served as the agency’s Associate Commissioner of Family Intake, where she oversaw operation of the intake site where families apply for shelter, and was responsible for the application process for all shelter families.

She will report to Department of Social Services Commissioner Steven Banks, who has run both DHS and the Human Resources Administration (HRA) since de Blasio reorganized them after a 90-day review of homeless services was completed in April 2016.

As part of the review, de Blasio ordered that DHS and HRA should report to

a single commissioner, with an administrator appointed to directly manage each agency.

Grace Bonilla was previously selected to fi ll the Administrator position at HRA.

Prior to joining DHS, Carter worked for Kings County Hospital as a social worker, and for the American Red Cross as the Director of Social Services.

She received her Master of Social Work degree from the Hunter College School of Social Work in 1993, and completed a post-graduate Clinical Social Work Fellowship from Yale University in 1996.

The state’s Parks Department is looking to make a splash this summer by once again offering free swimming lessons for children.

Offered at state-run parks to children ages 5 through 12, Learn-to-Swim is a program run by the New York State Offi ce of Parks, Recreation and Historic Preservation, in

in its fi fth year, was launched as a pilot program in 2013 at Roberto Clemente and Riverbank Parks.

Since then, it has expanded to more than two dozen parks statewide, and currently has more than 3,000 children participating, Harvey said.

York Region, said that kids in low-income, urban communities are generally less likely to have access to swim lessons.

“Providing these free opportunities for young people to learn how to swim is really critical,” remarked Lockwood. “Essentially, it saves lives.”

The program consists of two-week sessions where kids spend 45 minutes each weekday in the pool with trained lifeguard instructors, learning to swim or improving their current skills.

Locally, Learn-to-Swim will be held at Roberto Clemente State Park in the Bronx and Riverbank State Park in Harlem through the end of August.

“Swimming is probably the most important skill we can teach our children,” remarked State Parks Commissioner Rose Harvey at a Learn-to-Swim kickoff event, held at Roberto Clemente Park on July 10. “For safety, and for health.”

She said that swimming not only offers kids a healthy fi tness activity, but teaches them abilities that could be life-saving.

Harvey noted that state park lifeguards perform over 400 “saves” per year.

“That’s too many,” she remarked.

Growing up, Pierina Sánchez relied on the subway to get

to her SAT prep classes.

She traveled from the Fordham section of the Bronx to Queens – and the trip made a world of difference to the young high school student who would go on to attain her bachelor of arts in psychology from Harvard University and a master’s in public affairs from Princeton University’s Woodrow Wilson School.

“Transit is the main reason why NYC is the city of opportunity that it is,” said Sánchez. See MOBILITY p22

That was the message Sánchez, the Director of the Regional Plan Association (RPA), delivered at a recent gathering of transit advocates.

RPA, an urban research and advocacy organization focused on the sustainability of the New York-New Jersey-Connecticut metropolitan region, is part of a coalition of eight advocacy groups which released a comprehensive proposal to improve transportation across New York City, and is targeting candidates in the upcoming city election with the plan.

Called “Transportation and Equity: A 2017 Agenda for Candidates,” the plan outlines steps city lawmakers could take to enhance the transit system, said coalition members, who unveiled the agenda at a press conference outside of City Hall on July 6.

The proposal asks the mayor to fund a Fair Fares program for low-income riders and reduce ticket prices for Metro-North and Long Island Rail Road riders traveling within city limits. It also calls on the city to expand Select Bus Service, make bike sharing available in all boroughs,

fast-track Vision Zero street redesigns, protect transit riders during the upcoming L train shutdown and advocate for additional funding sources in Albany.

John Raskin, Executive Director of the Riders Alliance, said the agenda would be shared with every candidate running for mayor, City Council, Public Advocate and City Comptroller.

“Everybody who’s up for election in 2017 has a role to play,” he stated.

While Raskin acknowledged that Governor

Andrew Cuomo has the greatest power to fi x the city’s beleaguered transit system, he said there is much that the city can do on its own to push improvements forward.

But today, our transportation network is showing signs of strain, with subways beyond capacity and bus service increasingly slow and unreliable. Despite recent safety improvements from the Mayor’s Vision Zero initiative, traffic crashes continue to kill and injure thousands of New Yorkers each year. The most vulnerable New Yorkers suffer disproportionately from high fares, long commutes, polluted air, and dangerous streets. To maintain New York’s competitive edge and achieve the OneNYC goal of a just and inclusive city, the Mayor and City Council should adopt the following 2017 Transportation and Equity Agenda:

Funding Public Transportation

New Yorkers made more than 5.6 million subway trips on an average weekday in 2015 -- and close to six million trips on weekends -- the highest ridership in nearly seven decades. But that increasing demand is overwhelming the century-old subway and its antiquated signaling system, leading to overcrowding and delays. The Mayor and the City Council must take the following steps to invest in the modernization of subway infrastructure:

• Identify and Secure Funds: In 2015, the City significantly increased its funding commitment to the MTA’s five-year capital plan, to a total of $2.5 billion. The City must follow through by putting real dollars behind its promise. Albany must do the same.

• Capture Value: As the city grows, it should capture a portion of the real estate value created by rezonings and neighborhood redevelopment to fund transit improvements, to guarantee that our infrastructure can meet the growing demands placed upon it.

• Find Local Solutions: At a time of policy uncertainty in Albany and Washington, the City should lead on finding creative local solutions to the transit funding crisis, for example by supporting the Move NY Fair Plan or other new sources of revenue.

New York City Transit and MTA buses carry nearly 2.5 million riders on an average day, providing a critical link for communities that lack adequate subway access. Unfortunately, service is often slow and unreliable, and buses are generally neglected by policymakers, at the expense of residents who already

New York is one of only fi ve or six states that require teachers to have advanced degrees.

Also opposed are Board of Regents Chancellor Betty Rosa and Commissioner MaryEllen Elia, who issued a joint statement critical of the certifi cation changes.

They wrote, “The Board of Regents and State Education Department are focused on ensuring that strong and effective teachers with the proper training, experience and credentials are educating New York’s children in every public school – including charter schools. Our review of SUNY’s teacher certifi cation proposal is cause for concern in maintaining this expectation.”

The regulation is now subject to a 45-day public comment period before fi nal consideration.

Pallotta says NYSUT members will be sharing their opinions.

“We have a month-and-a-half to put pressure on SUNY and its trustees that this is just wrong,” Pallotta continues. “It’s wrong to give the ability to license and certify teachers to an industry.”

Resilience, sustainability and responsibility were the guiding

principles of this year's G20 Summit Meeting in Hamburg, where leaders met to discuss 15 specifi c areas of focus, including many that are directly and indirectly tied to mental health.

As I spend time beekeeping in my backyard, I cannot help but think about how the buzzing world of the apis mellifera is an apt metaphor for our G20 leaders and mental health.

Five thoughts follow.The stakes are high: Through pollination,

honey bees are responsible for one out of every three bites of food we take. Wow. But no one talked about honey bees until about ten years ago, when news headlines called attention to the perilous effects of pests and pesticides that were ravaging bee colonies everywhere. Bad for bees; bad for us. We started paying attention when we realized we were losing

40% of the bee colonies each year. It is similar with mental illness. Hidden in plain sight

until we recognized that mental illness is the leading cause of disability around the world. Same for many of the issues that

the G20 is discussing. Ironic given that we know early intervention is almost always better.Resilience. Promoting

resilience means survival of the honey bee. We need research to better understand what

puts the bees at risk and what will result in more resilient bees. But resilience is not just relevant to individuals. “We as a society have to make it easier for our moms and our families,” Landau added. “It’s up to us to make sure our moms succeed. It’s up to us to make sure a mom’s choice to breastfeed is supported.”

Landau said the NYC Breastfeeding Leadership Council works with women in the federal Women, Infants and Children (WIC) supplemental nutrition program, which provides low-income mothers with breast pumping equipment.

“It was a big help to me,” said Adama Sambou, who enrolled in the program. “I learned a lot about nutrition and had [the] help of a support group.”

Sambou now works as a peer counselor helping other breastfeeding WIC moms. She said the new legislation would go a long way to help low-income women returning to the workplace after giving birth.

“I think it will give a lot of support,” she said. “It’s a big challenge, as many new mothers are going back to work after two weeks, six weeks because they need the money.”

Advocates said that low-income women are less likely to advocate for themselves when it comes to pumping breast milk in the workplace, due to fear of losing their job

“They’re afraid to go to their boss and ask for breaks, or ask for a place to pump,” said Kathleen Carpenter, Breastfeeding Coordinator at NewYork-Presbyterian Hospital’s WIC Program.

Larger corporations in New York City have facilities that are more conducive to providing space for pumping, with some offering private lactation rooms. Advocates agreed that smaller businesses face greater challenges in providing accommodations that the new legislation would require.

“It will require them to get a little creative,” remarked Carpenter.

“Most women would likely say they don’t need anything fancy, just someplace private,” Landau said. “We’ve heard stories of some businesses forcing women to take their lunch into the ladies room to pump, or making them go into their car. That’s not acceptable.”

Andy, a lifeguard at Roberto Clemente, said about two-thirds of program participants don’t know how to swim at all when they fi rst sign up, and that many kids have returned each summer to feel more comfortable in the pool.

“It’s always good for kids to learn to swim. It’s one of the best skills to have,” he said.

“A lot of kids go in the water, get in over their head, panic and that’s when tragedy can strike, so we really encourage folks to

seek out opportunities to learn basic water safety and how to swim,” stated Lockwood.

Isabel Ortega has been taking her daughter Bridget, 9, to the free swim lessons for the past three summers.

“It’s helped her a lot,” Ortega said. “Now she feels safer in the water. Before she was afraid and used to grab onto the sides.”

Harvey noted the extensive renovation project currently underway at Roberto Clemente, which will provide a new playground, refurbished picnic areas and ball fi elds, and improved access to the Harlem River. She said many elements of the park

were damaged during Hurricane Sandy, leading to the $70 million undertaking.

“If there’s a silver lining to Sandy, it’s that we can rebuild it and rebuild it better,” remarked Harvey, who said that Governor Andrew Cuomo’s $900 million Parks 2020 Plan to modernize the state’s parks system was primarily focused on underserved communities.

“Swimming at one of New York’s state parks is not only a rite of summer, it is also a wonderful way to exercise and stay healthy,” added New York State Health Commissioner Dr. Howard Zucker. “[This] gives children and their families the skills and techniques needed to safely enjoy swimming as a lifelong physical activity.”

In addition to Riders Alliance, the coalition is comprised of Transportation Alternatives, NYPIRG Straphangers Campaign, Pratt Center for Community Development, Regional Plan Association, New York League of Conservation Voters, StreetsPac and the Tri-State Transportation Campaign.

“All these improvements would make New York City a more livable place, a more economically viable place, and safer for pedestrians, children and drivers,” said Gene Russianoff of the Straphangers Campaign.

Transportation Alternatives Executive Director Paul Steely White said much of the agenda focused on “getting more” out of the city’s surface transportation network.

“Our streets can work much better than they are now,” he said. “They can be much safer, they can make busess move more effi ciently, and they can make bicycling and walking better options.”

Steely White said that about 25 percent of subway, bus and driving trips are one mile or less in distance.

“Those are trips that could easily be walked or biked if the mayor would reinvest fast-track Vision Zero street redesign,” he remarked.

Marcia Bystryn, President of the New York League of Conservation Voters (NYLCV), said the agenda could help the city reach its goal of reducing greenhouse gas emissions 80 percent by the year 2050.

“I think there’s great interest among candidates in transportation, but they don’t know what to do,” Raskin said. “We’re here to tell them what they can do.”

But today's bees will be long gone by that time given that summer worker bees live only about 40 days. The work today produces honey for a generation not yet born. Sweet. Same for economic growth. Same for climate change.
