INTRODUCTIONINTRODUCTION In 2007, Jordan launched its nuclear power
programme.
The motivations for the programme are to
increase energy security; reduce dependence on
fuel imports while meeting growing energy
demand.

JNRC is an effective and independent Regulatory Body.
General objectives:
± Regulating and monitoring the use of nuclear energy
and ionizing radiation; ± Protecting the environment and human health;
± Ensuring the availability of conditions and
requirements of radiation protection and nuclear
safety and security.
JNRC is administered and supervised by a Board of
Directors, headed by a Chairman appointed by the
Prime Minister and has five other members.

TASKS AND RESPONSIBILITIESTASKS AND RESPONSIBILITIES Provision of authorizations and licenses for institutions
and workers in the nuclear and radiation fields;
Ensuring compliance with the rules and regulations;
Communication with regional and international
regulatory bodies in the field, for exchange of expertise;
Coordination between national institutions in the field;
Public information;

Environmental monitoring.

emergency preparedness and response, physical

The Jordan Nuclear Power Plant Project is in its Site
Characterization Phase.

Building the Talent PoolBuilding the Talent Pool JNRC, as a young institute, relies mainly on fresh
graduates from local universities:
±
Engineering faculties. ± BAU and JU (Nuclear Physics and Medical Physics).
± JUST (Nuclear Engineering).
Education Partnership. MoU with BAU, CoE. Few older staff members with previous
experience (before the establishment of the
commission).

Fresh graduates have been rigorously selected.
Incoming employees have high expectations.
Fresh graduates are being trained with the EUand the IAEA, in addition to KINS, CNSC, US-
DoE-NRC, and soon with IRSN and GRS.
Identify gaps, minimize duplication.
There are limitations, however, on the size of
salaries and new vacancies.

IAEA missions and direct involvement in
developing Jordans nuclear regulatory
infrastructure: ± IAEA standards being understood and reflected
properly.
± Domestic and international acceptance.
± Encourage bilateral relations.
KINS is working closely with JNRC to help
licensing the Research Reactor.

The US Department of Energy / National
Nuclear Security Administration supports
Jordan in the area of illicit trafficking of nuclear
materials through the Megaports initiative.
The DoE provides equipment and training for
staff members on Jordan's borders.
US-NRC provides training in nuclear safety andsecurity.

The EU and Jordan are working closely to
develop a nuclear safety framework under a
two-year project.
The project aims to:
± enhance the skills and effectiveness of the
regulatory body as a whole;
±
improve the legal and procedural base for acompetent and efficient system;
± implement license based regulatory practices in
Jordan.

National Nuclear Security CommitteeNational Nuclear Security Committee
A high level committee established in 2009.
Chaired by JNRC.
Coordinates among national stakeholders on
issues related to Nuclear Security.
JNRC coordinates participation of relevant staff
from DPS, GID, Armed Forces, Customs andGendarmerie in courses organized by the IAEA
and other collaborators.

Safety and Security CultureSafety and Security CultureJNRC understands that:
Nuclear security is ultimately dependent on
individuals: policy makers, regulators, managers,individual employees and, to a certain extent,
members of the general public.
A strong safety culture is one that has a strong
safety-first focus.
Both are interrelated.
