Report of the 21st Plenary Meeting of ISO/TC 130 Graphic Technology

Tokyo, Japan, 2007-09-29 1. Opening of the meeting (9:00 h) Uwe Bertholdt opened the 21st Plenary Meeting of ISO/TC 130 and thanked the Japanese delegation for hosting the meeting. 2. Roll call of delegates A roll call of delegates was held. Delegations from 11 P-member countries attended the meeting. The attendance list is given in Annex 1 to the report. 3. Adoption of the agenda The draft agenda as circulated in document ISO/TC 130 N 1206 was adopted. 4. Report of the 20th ISO/TC 130 meeting The report of the previous Plenary Meeting as given in document ISO/TC 130 N 1084 was adopted. Mr Wischhöfer reported that all actions resulting from the resolutions of the previous meeting (ISO/TC 130 N 1072) had been either started or completed. 5. Appointment of the drafting committee A drafting committee consisting of the following participants was appointed: Yuji Egawa (JP), Andreas Kraushaar (DE), David McDowell (US), Bryan Sunderland (GB), Cord Wischhöfer (Secretariat, DE) 6. Report of the secretariat The participants reviewed the report of the Secretariat (ISO/TC 130 N 1168). Several points needing correction were identified.

• In 2. the correct name of the JWG Convenor is Andreas Kraushaar. • In 4.1 the ISO/TC 130 contact person for IEC/TC 100 is Dr. Danny C. Rich (not N.N

as given in the report). • In 5. the location of the 2007-05-21/23 meeting of WG was San Antonio (TX) (not

Scottsdale) The committee agreed that in addition to the meetings of WGs under the administration of ISO/TC 130, meetings of all JWGs in which ISO/TC 130 experts participate should be listed in the "Meetings"-section, e.g. TC 42/JWG 24. 7. Review of working procedures of ISO/TC 130 Uwe Bertholdt and Cord Wischhöfer introduced document ISO/TC 130 N 1169. Cord Wischhöfer gave a presentation of the ISO Committee Internal Balloting tool (see Annex 2 to the report). The Technical Committee discussed the merits of the proposals regarding adjustments to the ISO/TC 130 working procedures made in the document. The result of the discussion is given in Resolutions 326 and 327 (see Annex 3).

8. Report on SCIT activities David McDowell reported on the ongoing activities of ISO/SCIT. 9. Activity Reports 9.1 National reports David McDowell informed the participants of US national activities. The US national report is given on document ISO/TC 130 N 1205. 9.2 Liaison reports Messrs. McDowell, Urabe, Bertholdt and Rich reported as ISO/TC 130 liaison officers for ISO/TC 42, ISO/TC 38/SC 1, ISO/TC 6 and IEC/TC 100. Their written reports are given in documents ISO/TC 130 N 1187, N 1185, N 1184 and N 1208, respectively. 10. Working group reports 10.1 WG 1 - Terminology Barbara Horn reported on activities of ISO/TC 130/WG 1. Details are given in document ISO/TC 130 N 1202. 10.2 WG 2 - Prepress data exchange David McDowell reported on activities of ISO/TC 130/WG 2. Details are given in document ISO/TC 130 N 1199. 10.3 WG 3 - Process control and related metrology Andreas Kraushaar reported on activities of ISO/TC 130/WG 3. Details are given in document ISO/TC 130 N 1200. 10.4 WG 4 - Media and materials Uwe bertholdt reported on activities of ISO/TC 130/WG 4. Details are given in document ISO/TC 130 N 1201. 10.5 WG 5 - Ergonomics - Safety On behalf of the WG 5 Convenor, William K. Smythe, Mary Abbott reported on activities of ISO/TC 130/WG 5. Details are given in document ISO/TC 130 N 1204. 10.6 JWG 8 - Revision of ISO 13655 Andreas Kraushaar reported on activities of ISO/TC 130/JWG 8. Details are given in document ISO/TC 130 N 1198. 10.7 Planned JWG TC 6/TC 130 - Printability testing Wilco deGroot reported on activities regarding printability testing (ISO/TC 6/SC2/WG 39). Details are given in document ISO/TC 130 N 1194. 10.8 TC 42/JWG 24 - Revision of ISO 3664 On behalf of the JWG 24 Convenor, Jack Holm, Andreas Kraushaar reported about the progress of the ongoing revision of ISO 3664, presently at CD stage. The comments on the CD were resolved at the Tokyo meeting of ISO/TC 42/JWG 24 during the ISO/TC 130 meeting week. As a result the draft is proposed to be moved to the DIS stage by ISO/TC 42.

11. Result of systematic reviews and decision on further procedure The delegates took note of documents ISO/TC 130 N 1172 – N 1176 which contained the results of the ballots on the systematic reviews of ISO 12640-2:2004, ISO 12639:2004, ISO 2836:2004, ISO 15790:2004, ISO 15930-3:2002 all of which had been confirmed. Then ISO/TC 130 reviewed the outcome of the systematic reviews of ISO 2846-3:2002, ISO 12647-1:2004, ISO 12647-2:2004 and ISO 15929:2002 (ISO/TC 130 N 1177 – N 1180) which needed decisions by the committee. The result of the discussion is given in resolution N 325 (see Annex 3). 12. Requirements concerning a subsequent meeting The delegates discussed the medium-term timetable for ISO/TC 130 Meetings. 2009-09/10 WGs + Plenary Beijing, CN tentative invitation The ISO/TC 130 Plenary Meeting thanked Austria for their kind invitation to hold a Plenary Meeting in Vienna, AT, in 2008 or 2009, which could not be accepted this time. It was hoped, however, that Austria would renew their invitation to hold a Plenary Meeting in Vienna at a later point in time. 13. Any other business No other business was discussed. 14. Approval of resolutions The draft resolutions of the 21st Plenary Meeting, prepared by the Drafting Committee were discussed and adopted. The resolutions of the 21st Plenary Meeting of ISO/TC 130 are given in document ISO/TC 130 N 1207 (see Annex 3). Uwe Bertholdt thanked the delegates for their contributions to the Plenary Meeting, again thanked the Japanese delegation for the excellent meeting facilities and their hospitality, wished everybody a safe journey home and closed the meeting (12:15h).

Resolutions of 21st ISO/TC 130 Plenary, 29 September 2007, Tokyo, JP

316 ISO/TC 130 authorizes WG1 to prepare amendments to the existing series of ISO 12637 standards when an appropriate number of new terms is available. ISO/TC 130 further agrees that such amendments may be introduced at DIS level without the need for a New Work Item. [unanimous]

317 ISO/TC 130 authorizes WG2 to initiate NWI and CD ballots for ISO 12640-4 when the WG2 subgroup preparing the standard are satisfied that the image set to be used is satisfactory. [unanimous]

318 ISO/TC 130 authorizes its Secretariat to undertake the necessary steps for the creation of a new JWG with ISO/TC 42 under the leadership of ISO/TC 130 to be responsible for the ongoing development of ISO 12640-5. Working Group 2 will provide administrative support and Mr. McDowell will act as Interim Convenor. [unanimous]

319 ISO/TC 130 requests its secretariat to initiate the necessary steps to create a Category D liaison between Ecma TC46 and ISO/TC 130/WG2. This request should emphasize that ISO/TC 130/WG2 expects this liaison relationship to provide a two-way communication path between the two groups and allow ISO/TC 130/WG2 representatives active involvement in Ecma TC46. [unanimous]

320 ISO/TC 130 requests its secretariat to communicate with ISO/TC 171/SC2 and indicate that ISO/TC 130 would like to participate in the work on ISO 32000 and urges ISO/TC171/SC2 to create a joint working group under ISO/TC171/SC2 that would enable ISO/TC 130 participation. [unanimous]

321 ISO/TC 130, noting that consensus on ISO/CD 12635.2 Graphic technology – Plates for offset – Dimensions has been reached since all comments have been resolved at the ISO/TC 130/WG 4 meeting in Tokyo, authorizes the ISO/TC 130 Secretariat to submit a duly revised version of the document to ISO Central Secretariat for circulation as a Draft International Standard. [unanimous]

322 ISO/TC 130 authorizes its Secretariat to distribute a NWI ballot for an International Standard with the title of "Graphic technology – Test Method for Chemical Ghosting" and to include as part of that ballot the acceptance of an associated draft for distribution as WD based on a document to be provided by the convenor of WG4, Uwe Bertholdt. [unanimous]

323 ISO/TC 130 authorizes its Secretariat to distribute a NWI ballot for the revision of ISO 2834-1 Graphic Technology -- Laboratory preparation of test prints -- Part 1: Paste inks to include the new test method on Ink Transfer identified by ISO/TC 130/WG 4 and to include as part of that ballot the acceptance of an associated draft for distribution as WD based on a document to be provided by Uwe Bertholdt and Wilco deGroot. [unanimous]

324 ISO/TC 130 requests its secretariat to communicate with ISO/TC 6 and indicate that ISO/TC 130 would like to participate in the work on printability testing and urges ISO/TC 6 to create a Joint Working Group under ISO/TC 6 that would enable ISO/TC 130 participation. [unanimous]

325 ISO/TC 130 decides to take the following actions resulting from the 2007 systematic review of standards. ISO 2846-3:2002 Confirm. A NWIP will be issued when new test results are available. ISO 12647-1:2004 Confirm. ISO 12647-2:2004 Confirm. A PWI will be registered to initiate further developments in ISO 12647. ISO 15929:2002 Withdraw. ISO/TC 130 requests its Secretariat to undertake the steps necessary to implement this resolution. [unanimous]

326 ISO/TC 130 resolves to introduce the ISO Committee Internal Balloting Tool at the TC level starting in 2008-01. ISO/TC 130 instructs its TC Secretariat to issue a two-month letter ballot among the national member bodies in order to confirm their ability to support this balloting method. [unanimous]

327 ISO/TC 130 resolves to introduce e-mail reflectors for its Working Groups and Task Forces and instructs its TC Secretariat to undertake the necessary steps to implement this decision. [unanimous]

328 ISO/TC 130 accepts with pleasure the invitation of AFNOR to hold its Working Group Meetings on 2008-04-14/19 in Paris, France. WG 5 will meet 2008-03-03/07 in Phoenix, AZ, United States. [unanimous]

329 ISO/TC 130 accepts with pleasure the invitation of NEN to hold its 22nd Plenary and Working Group Meetings in the Netherlands on 2008-09-22/27. [unanimous]

330 ISO/TC 130 accepts with pleasure the invitation of ANSI to hold its Working Group Meetings on 2009-05-18/23 in the Dallas/Fort Worth area, TX, United States. [unanimous]

331 ISO/TC 130 accepts with pleasure the tentative invitation of China to hold its 23rd Plenary and Working Group Meetings in Beijing, China, in the 3rd quarter of 2009. [unanimous]

332 ISO/TC 130 expresses its thanks to its Working Group Conveners for their reports and accepts these reports with appreciation. [unanimous]
