1ote that there are two classes of 2ihad obligation! communal and individual.

3hen 4uslims attack, the obligation is communal.

3hen we retaliate, it becomes individually binding on the ummah. *his is also confirmed in eliance-.%.

50 In the time of the Prophet (Allah bless him and give him

peace) jihad was a communal obligation after his

emigration (hijra) to Medina. As for subsequent

times, there are two possible states in respect to

non-Muslims.

The first is when they are in their own countries,

in which case jihad (def: 09.8) is a communal

obligation, and this is what our author is speaking

of when he says, "Jihad is a communal obligation,"

meaning upon the Muslims each year. 65

*he ummah is under a demonic obligation to attack infidels in their own countries, 4inding their ownaffairs. *hey must perform 2ihad each year, if they have sufficient men and material.

3e are to be attacked without provocation, destroyed by the sword simply because we do not accept Islam.

kitman! lying by obfuscation: ;uoting their scripture out of context to twist its meaning.

&!89. +ecause of that 3e ordained for the Children of Israel that if anyone killed a person not in retaliationof murder , or or sins= in the land@.

&!88. *he recompense of those who wage war against Allh and His Messenger and do mischief in the

land is only that they shall be killed or crucified or their hands and their feet be cut off on the oppositesides, or be exiled from the land. *hat is their disgrace in this world, and a great torment is theirs in theHereafter.

*he next verse, which 4uslims avoid ;uoting, substitutes waging war against Allah for the murder clausein &.89. 3hat constitutes waging war against Allah (or the answer, we turn to *afsir Ibn kathir .

56 `Wage war' mentioned here means, oppose and contradict, and it includes disbelief, blocking

roads and spreading fear in the fairways.
