The Department of Defense (DoD) has mandated a landmark policy that requires all assets and personal
property owned by the DoD, including assets in the possession of contractors, to be marked with a unique serialized identification number in accordance
with MIL-STD-130.

The purpose is to have a single location—known as the military’s Wide Area
Work Flow (WAWF), now called iRAPT or Invoice, Receipt, Acceptance, and
Property Transfer —where everything DoD owns is logged with a purchase
date, a purchase price, and the dates the item was sent for repairs or
refurbishment or was taken out of commission.

Item Unique Identification (IUID) applies equally to legacy property and newly requisitioned government furnished property.

The Defense Acquisition Regulation Supplement (DFARS) requires defense manufacturers to identify, mark, and track assets by placing a tag containing a machine-readable IUID, or a 2D Data Matrix barcode, on new equipment under contract.

The first step to developing a consistent approach to IUID compliance is to choose a tag that meets the requirements of MIL-STD-130. During a product’s lifecycle, its tag must remain in good condition and withstand a variety of elements and environmental conditions that may occur during
shipping.

Four types of material are typically used to create tags: > Photo-etched aluminum > Polyacrylic > Metalized polyester > Polyester
The type of tag used depends on the asset and the amount of wear and tear that asset typically endures during its lifetime.

Tags also need to be validated to ensure that the machine-readable IUID, or 2D Data Matrix barcode, contains the correct and required information and has been encoded correctly with the proper semantics and syntax.

Proper placement of the tag is also important. The mark needs to permanent and readable. Before
placing the tag, it is best to clean the surface with an industrial cleaner to ensure it stays affixed. Be sure to record the affix date for any future audit
needs.

Data can be sent electronically to three places:

1. WAWF – Wide Area Workflow (now iRAPT) for contractors to transmit shipping notices electronically and DoD to perform both receipt and acceptance electronically. This requirement includes DD250s and ASNs.

2. UID Registry – DoD repository for IUID information. Include what the item is, how and when it was acquired, the item’s initial value, how it is marked, and who currently has custody (contractor or government).

3. DD1149 Transfer Reports – The DD1149 is not a contractually required document, but it may be used to transfer government property from one party to another, e.g., government to contractor, contractor to government, or government activity to government activity.

If your DoD contract contains DFARS clause 252.211-7003, then you must comply with the IUID policy.

Your contract will also tell you which items you are obligatedto mark.

Remember, it is the prime contractor’s responsibility to ensure the required IUID data is registered. Be sure to verify your tags to ensure the 2D Data Matrix can be read and decoded, reducing risks and cost from
