2. Implementation Strategy
2.2 Selection of the implementation agency• Large number sanctioned works and their effective
monitoring meant the existing line departments and their staff were too few for the NREGA.
• Also line departments were prone to arm twisting by the vested interests and the Naxalites.
• The presence of 693 gram panchayats, 500 forest committees and 12030 Self Help Groups were seen as solution
• The strength of the line departments was use for larger projects and technical inputs
