Appendix I - Brief Outline 1. Introduction The Hong Kong Science and Technology Parks Corporation (HKSTP) is planning to build its first-ever Experience Centre at Science Park, a showcase providing visitors with a holistic introduction of HKSTP, the home-grown technologies in our ecosystem, and information and technology (I&T) developments in Hong Kong. This innovative journey is expected to be presented in an integration of state-of-the-art technologies (including technologies from HKSTP premises) and interactive platforms. 2. About Hong Kong Science and Technology Parks Corporation Comprising Science Park, InnoCentre and Industrial Estates, HKSTP is a statutory body dedicated to building a vibrant innovation and technology ecosystem, and serve the entire I&T value chain, throughout their journey from conceptualisation to commercialisation. 3. Objectives The Experience Centre is a new initiative for HKSTP, which hopes to provide a premiere touch point for the HKSTP brand experience with objectives to:

Narrate the HKSTP’s story and showcase HKSTP and park companies’ achievements;

Use technology integration and interactive platforms in the Experience Centre to create an interactive and WOW experience to its visitors;

Impress and educate visitors, change their perceptions and strengthen their understanding towards HKSTP and Hong Kong’s I&T industry before and after their visit; and

Build advocacy among visitors to further spread HKSTP’s stories to the wider Hong Kong audience.

Roles and Responsibilities

Vendor A (Experience Designer & Project Manager)

Develop the detailed design and produce the requirements of physical build, technology and content production of the Experience Centre;

Manage the Construction Contractor on the physical build, supply, installation, and integration of technology, and development of content for the Experience Centre;

Ensure the related deliverables meet the requirements and are up to satisfactory level of HKSTP; and

Assist in handling maintenance coordination activities related to the Experience Centre design and construction over a 3-year period after the launch of Experience Centre.

Vendor B (Construction Contractor)

Appoint and handle the contracting of all Production Contractors;

Directly manage and hiring of all Production Contractors as subcontractor(s) for the physical build, development, integration and installation of technology, and development and production of content according to the final experience design requirements and specifications;

Responsible for the activities under the “Physical Build” workstream of the Scope of Services and the deliverables of its own as well as the Production Contractors in accordance with the approved detailed design and requirements; and

Provide warranty and maintenance to the Experience Centre for a 3-year period.

Production Contractor(s) (Technology Implementation)

Responsible for the activities under the “Technology Implementation” workstream of the Scope of Services;

Work under the Construction Contractor (Vendor B) as subcontractor in delivering the technology fixture, platform and integration in accordance with the approved detailed technology requirements and specifications; and

Provide warranty and maintenance to the Experience Centre for a 3-year period.

Production Contractor(s) (Content Production)

Responsible for the activities under the “Content Production” workstream of the Scope of Services; and

Work under the Construction Contractor (Vendor B) as subcontractor in delivering the content in accordance with the approved storylines for content.

5. Scope of Services The Construction Contractor (Vendor B) will be the Prime Contractor for the implementation of the Experience Centre, who will be directly managed by the appointed Design and Project Management Vendor (Vendor A). Vendor B will directly manage and the hiring of all the Production Contractors in delivering the works related to physical build, content production and technology implementation, and provide a 3-year warranty and maintenance period on physical build and technologies after the launch of the Experience Centre. Vendor B will be responsible to propose a detailed project timeline of all project activities based on tentative schedule, and ensure that all project activities are conducted according to the agreed requirement, detailed project timeline and budget. The Experience Centre will be located at G/F, Core Building 2, Hong Kong Science Park with a total carpet area of 4,334 ft2. Vendor B is expected to conduct the physical build of the Experience Centre according to the approved Detailed Design. Physical build activities include but not limited to procurement of materials, area preparation, demolition, wet works, M&E works, metal works, lighting works, partition works, ceiling and flooring works, and system and loose furniture installations. Technology fixtures will be installed throughout the Experience Centre to create an interactive experience for the visitors. Vendor B is responsible to work with and directly manage and hiring of the Production Contractor(s) of Technology Implementation to supply, install, develop and integrate technology fixture, platform and integration within the Experience Centre in accordance with the approved Detailed Technology Requirements and Specifications. With reference to Appendix V, technology fixtures, platforms and integrations include but not limited to AR glasses, content management system, facial recognition, interactive table, various type of sensors, various type of screens and projectors, and etc. Contents will be displayed throughout the Experience Centre to narrate the HKSTP’s story and the achievements of HKSTP and its park companies. Vendor B is responsible to work with and directly manage Production Contractor(s) of Content Production to develop and produce contents in accordance with the approved storylines on Content. Upon the readiness of technologies and content, Vendor B is responsible to ensure the integration of technologies and content by conducting testing, bug fixing, training, trial runs and rehearsals.

The Construction Contractor is expected to perform the following major tasks with a view to meeting the objectives mentioned above:

Workstream Scope of Services

Project Management

Coordinate and work with HKSTP’s appointed design and overall project management vendor (i.e. Vendor A) to ensure all construction work, installation and integration of technologies as well as the development and production of contents meet the approved design requirements and up to both Vendor A’s and HKSTP’s satisfactory level;

Be responsible for project management of all Production Contractors and activities and works related to constructions, supply, installation and integration of technologies (fixtures, platforms and integrations), development and production of contents, and integration of technologies and contents.

Act as a single contact point for all project related activities and work performed by the Construction Contractor and all Production Contractors;

Conduct weekly meetings with Vendor A and HKSTP and prepare meeting minutes and relevant documents for Vendor A’s and HKSTP’s information and record to ensure satisfactory project progress and quality workmanship;

Develop and submit project structure, manpower plan, master program, quality assurance check schedule, backup arrangement, and a staff contact list to Vendor A and HKSTP;

Develop the material and lighting list, and source suppliers that can meet the requirements as specified in the approved Detailed Design;

Develop a master schedule to set the construction and integration dates and deadline to achieve the timeline as specified;

Develop a check list and manage the appointed Production Contractors to discuss and co-ordinate with Vendor A and HKSTP Facility Management Office for all construction works arrangements – shall include but not limited to E&M services installation and logistics arrangement etc. All construction works shall comply with the government statutory and Hong Kong Science Park (HKSP) house rules;

Monitor the overall project progress and take corrective actions, if appropriate, to ensure the project can be completed as per the agreed timeline, quality standard and budget;

Manage technology software and hardware development, content production and integration, handle trial demonstration and final touch-up to ensure the technology applications perform as specified in the approved Detailed Design;

Ensure the accuracy, correctness and quality of text, visual elements, and final output as specified in the approved storylines; and

Ensure the quality, accuracy and safety of all construction works and the as-built works comply with the specifications outlined in the approved Detailed Design, floorplan layout, material and lighting list, related regulatory and legal requirements as well as safety standards.

Vendor Management

Appoint, manage and govern Production Contractors (including content production and technology implementation) to deliver quality work up to the standard, requirement and within agreed budget and timeframe; and

Coordinate appointed Production Contractors, including content production, technology implementation, security, etc.

Physical Build Conduct physical build of the Experience Centre according to the approved Detailed Design, including and not limited to demolition works, cleaning, site marking, metal works, partition works, mechanical and engineering containment, wet works, joinery works, ceiling works, floor finishing, system furniture and loose furniture;

Handle debris and waste after demolition and throughout the Project;

Provide MVAC and fire protection services installation, electrical and I.T. installation;

Provide material and lighting samples as required in the approved Detailed Design;

Source and procure materials and furniture as specified in the approved Detailed Design;

Carry out tests as required by Vendor A and/ or corresponding HKSTP parties;

Provide protection works to existing premises from site access point to the site during the course of project, including removal of the same after the completion of the Project;

Clean and remove debris upon completion of the Project; Follow HKSP’s working hour schedule and work in progress

procedures; Perform all requirements stated in Tenants Fit-out Guide of

HKSP; and All such other works as shown in the approved Detailed Design.

Content Production

Be responsible for the development and production of content in accordance to the approved storylines by working with Production Contractor(s). For High-level Content Production Requirements, please refer to Appendix IV;

Work with Vendor A to ensure the deliverables meet with the experience design requirements and up to the satisfactory level of HKSTP and Vendor A;

Prepare and finalise frame-by-frame storyboards, copywriting/ script, filming techniques, etc.;

Conduct post-production meetings and corresponding activities, including but not limited to talent search, wardrobing, prop sourcing, and location selection;

Conduct filming and post production (such as editing, rendering, and etc.); and

Conduct final touch-ups.

Technology Implementation

Be responsible for the procurement, design, development, debug, installation and integration of technology fixtures, platforms and integrations by working with Production Contractor(s). For High-level Technology Requirements, please refer to Appendix V;

Work with Vendor A to ensure the deliverables meet with the experience design requirements and up to the satisfactory level of HKSTP and Vendor A;

Perform testing of content and technology; Perform overall Experience Centre system integration testing

and bug fixing; Provide training and manuals for operation of the installed

technology application with Production Contractor(s); and Provide training and enablement for the centre operational staff

employed by HKSTP to learn and operate the technology components embedded in the Experience Centre.

Warranty and Maintenance

Provide maintenance of the Experience Centre in terms of infrastructure and technology solutions through a 3-year maintenance period upon the completion of the Project.

Note: Approved Detailed Design, Storylines for Content, and Detailed Technology Requirements will be provided in the subsequent tender. 6. Site Overview and Background Information The Experience Centre will be located at G/F, Core Building 2, Hong Kong Science Park, comprising of Unit COR2-G01, Unit COR2-Shop G01 and Unit COR2-MO-G01.

The whole premises consist of two main parts. Please refer to the layout plan in Figure 1. Part I (in pink) – Experience Centre Project Area: The total carpet area of the Experience Centre is 4,334 ft2. Part II (in green) – 1W Entrance Zone: Service providers can extend the entrance of the Experience Centre within the green area (282 ft2) and think of the fit-out design at 1W Entrance. However, as this is part of the main pathway for visitors to walk to the Spine area,

so the design should not hinder any visitors’ movement on the pathway area. It is required to keep the ceiling building services provision, and the hose reel operation should not be affected.

8. Shortlist Criteria Construction Contractors that meet the shortlisting criteria in Appendix II and provide the Expression of Interest and the Required Information will be shortlisted for invitation to submit detailed tender proposals separately in the next stage. 9. Submission Method and Deadline If your company is interested in providing implementation services for the Experience Centre, please complete the Expression of Interest and the Required Information in accordance with the Submission Requirements at Appendix III. Company should submit the EOI documents via our HKSTP TENDER Website https://tender.hkstp.org/ on or before 12:00 noon 6 June, 2019, via respective registered logins. Late submissions or submissions that do not conform to the requirements will NOT be considered. It should be noted that HKSTP will not be responsible for the reimbursement of any cost incurred for the preparation of the submission. Remarks: Please place the EOI documents in both “Technical Proposal” folder and “Technical Proposal (Copy)” folder. Because this is an EOI which shortlists the companies for tendering, in your submission, company should input “0” under the “Total Contract Sum (HK$)” section of HKSTP TENDER Website. Appendix II – Shortlisting Criteria This Appendix lists out the shortlisting criteria of the Expression of Interest (EOI). Construction Contractors who have submitted the EOI and the Required Information in accordance with Appendix III and fulfilled the shortlisting criteria described below will be invited in the next stage to submit detailed tender proposal for the Implementation of the Experience Centre. One point on each criteria will be given when your company meets with a shortlisting criterion stated below. A total of three points will be awarded when your company meets with all of the shortlisting criteria. Your company will not be invited to the next stage if one or more shortlisting criteria is not met. Shortlisting Criteria

The product/ solution provided by the technology product/ solution subcontractor should match with one of the technology components listed in Appendix V.

Should any of your submitted information be found to be incorrect or non-compliant at any stage, you shall not be taken forward to the shortlist. You should also note that HKSTP does not bind itself in shortlisting any company to be a listed Contractor for the Implementation of the Experience Centre. HKSTP will evaluate proposals in strict confidentiality. HKSTP is NOT bound to invite any company to further submit any bids. HKSTP reserves the right to reject proposals that do not follow the above guidelines.

Appendix III – Submission Requirements Construction Contractors interested in the Implementation of Experience Centre of HKSTP shall submit Appendix III (this Appendix) in accordance with the submission method and deadline stated in this EOI. Expression of Interest We hereby confirm that we *are / are not interested to apply for the Expression of Interest for the Implementation of the Experience Centre which will commence in September 2019 tentatively and be completed in March 2020. Appendix IV – High-level Content Production Requirements This Appendix lists out the high-level requirements for the content production. The approved storylines will be provided in the subsequent tender.

Zone High-level Content Production Requirements

Overall Produce the content deliverables in accordance to the approved storylines, each in sets of minimum two languages.

Zone 1 (Reception)

Produce 5 graphic variations of a digital personal assistant to be compatible with the video projection and AI solutions. The digital personal assistant will need to guide, greet and answer visitors’ enquiries along the experience centre.

Zone 2 & 8 Produce one video with audio voiceover in two and a half minutes long, including corresponding subtitles; and

Produce one set of mood visuals/graphics compatible with the video projection solution.

Zone 3 Produce 13 short content featuring given information on specific individuals and companies, in the form of a mix of multimedia (text, image, video of 30 seconds maximum) without any audio.

Zone 4 Smart City Produce four smart city scenarios each lasting from two to two and a

half minutes long, including corresponding subtitles. AI & Robotics Produce four choreographed robotic showcases each lasting from two

to two and a half minutes long, including corresponding subtitles. The movement of the robotics arms should be based on the subject matter;

Each choreographed robotic showcase should involve up to four screens/robotic arms out of the eight screens/robotic arms; and

The choreographed robotic showcases should be compatible for playing simultaneously side by side (two showcases at a time).

Biomedical & Health Technology Produce three ethical scenarios with the scenario introduction from one

to one and a half minutes long including corresponding subtitles, in the form of multimedia (text, image, short videos of 30 seconds maximum) with no audio; and

Produce six AR renderings of the two corresponding outcomes per ethical scenario each lasting from one to one and a half minutes long including corresponding subtitles with audio.
