For
Transport, installation and commissioning of energy efficient equipments in 100 Govt. schools
and 10 villages located in different locations of Uttarakhand
1. Uttarakhand Renewable Energy Development Agency (UREDA), State Designated Agency
for implementation of Energy Conservation Programmes in the State of Uttarakhand, invites
Expression of Interest (EOI) for Transport, installation and commissioning of energy
efficient equipments in 100 Govt. schools and 10 villages located in different location of
Uttarakhand.
2. Uttarakhand state has total geographical area of 53485 Sq. Kms. State have 13 district out of
which 11 district are hilly districts. Uttarakhand has many schools, hospitals/health
community centers, ULBs buildings, villages with huge energy saving potential. Seeing the
potential of energy saving in the schools and villages of Uttarakhand, UREDA has carried
out the energy audit of 100 govt. schools and 10 villages located in different location of
Uttarakhand. The major potential of energy saving in these schools and villages can be
achieved by replacing inefficient bulbs, tube lights, fans and street light with energy
efficient equipments.
3. In order to implement the energy savings recommendation of the energy audit report,
UREDA invites the applications from interested Firms for transport, installation and
commissioning of energy efficient equipments in 100 Govt. schools and 10 villages located
in the State of Uttarakhand. The details address of 100 govt. schools and 10 villages with
proposed energy efficient required to be replaced are enclosed as Annexure-1 and
Annexure-2. The energy efficient equipments shall be provided by UREDA/EESL at
Dehradun or respective UREDA district offices.
4. The interested firms are hereby requested to submit their offer(s) for transport, installation
and commission of energy efficient equipments viz-a-viz bulbs, tube lights, fans and street
light on the attached prescribed format on or before 18 September, 2019 (by 12:30 PM).
5. The interested firm can download the EoI from the UREDA website: www.uk.gov.in. The
bidders are required to submit their bid with non-refundable application fee of Rs 500 (Five
Hundreds Only) through demand draft drawn in favour of “Director, UREDA” obtained
from any Schedule Commercial Banks and payable at Dehradun. Further the interested firm
shall submit an earnest money of Rs 10,000 (Rs Ten Thousands Only) along with the
application. Application Fee and earnest money shall have to be paid along with the EOI
submissions failing which the EOI will be rejected.
6. UREDA reserves the right to reject all or any of the proposals/bids without assigning any
reason thereof.

Note: These conditions should be read very carefully by the firms while filling in their offer.
2. The last date of receipt of the offer is as indicated above. Offer shall be accepted up to 12:30
P.M. on above mentioned date. Offers received after due date and time will not be considered. If
due to any reason the due date is declared a Holiday the offer will be opened on next working day at
the same time.
3. Offer is required to be submitted in following two parts:-
(a) Technical Bid
(b) Financial Bid
4. The bidders shall submit the technical bid on the formats as enclosed at Annexure-3. All the
technical bid formats should be completely filled and the desired annexure(s) should be enclosed
with the related formats in support of their technical eligibility for the said works.
5. The financial bid shall be submit on the format as enclosed at Annexure-4. Correction, over-
writing and alteration in the offer should be initialed and dated by the bidder otherwise the offer is

liable to be rejected. The offer shall be typed or written in ink. Any offer written in pencil shall not
be considered, wherever the rates are mentioned, these offers only units mentioned against each
article failing which they are not likely to be considered.
6. Method of Submission 6.1 Bids are to be submitted in a single closed cover envelope containing Envelope I (Technical
Bid) and Envelope II (Financial Bid) each one duly closed separately. Envelope I (Technical
Bid) and Envelope II (Financial Bid) should be transcript in the following way;

6.2 The Bidders have the option of sending their Bid either by registered post; or speed post; or
courier; or by hand delivery, so as to reach UREDA by the Bid Deadline (last date and time
of submission of bid). Bids submitted by telex / telegram / fax / e-mail shall not be
considered under any circumstances. UREDA shall not be responsible for any delay in
receipt of the Bid. Any Bid received after the Bid Deadline shall be returned unopened.
6.3 It may be noted that Technical Bid (Envelope I) shall not contain any information/document
relating to Financial Bid. If Technical Bid contains any such information / documents,
UREDA shall not be responsible for premature opening of the Financial Bid.
7. The Earnest Money as mentioned at Sl. No. 1 (general information), will be refunded to the
unsuccessful bidder within one month after finalization of the offer or earlier. Further, in case of
successful bidder(s) (if interested) the earnest money shall be adjusted against security deposit.
However, the security amount (if any remained after adjusting the earnest money) shall have to
be provided by the successful bidder(s). This security amount will be released after completion of
work.
8. The financial bid shall be opened on the date and time as indicated by UREDA in the
office of Director, UREDA, in the presence of such technically shortlisted bidders who
choose to be present at the time of opening. Further it is to inform clearly that only the
financial bid(s) of the technically qualified/shortlisted bidders will be opened on the prescribed

financial bid opening date.
9. The 100 schools and 10 villages of different districts, where the inefficient equipments are to be
replaced by the energy efficient equipments, are categorized in 4 clusters. The bidders shall quote
their best offer against each cluster. The work order will be issued to the lowest bidder who
quoted the lowest amount in the specific cluster. However, no bidder(s) shall be allotted more
than two clusters.
10. The acceptance of an offer/bid will rest with the Director, UREDA, Dehradun. He is
also authorized to reject any offer without assigning any reasons thereof.
11. No foreign exchange will be provided by the department.
12. Offer will be valid for a period of 6 months from the date of opening of the bid. The offer with
validity of less than 6 months shall not be considered.
13. Time for completion of work: The work will be completed within the period of 2 months from
the date of issue of work order.
14. In the event of the breach of the conditions of the work at any time on the part of the bidder the
work may be terminated summarily by Director, UREDA, Dehradun without compensation to the
bidder.
15. If the bidder fail to provide the services for as described in scope of work within the period
specified in the EoI/work order, UREDA may at its discretion allow an extension of time subject to
the recovery from the bidder a sum equal to the 1% of the cost of work which the bidder has failed
to complete for delay of each week and upto the maximum of 10% of the cost of work, beyond
which the extension shall not be granted and the earnest money deposited by the bidder shall be
forfeited by UREDA
16. When a bidder is unable to complete the work within the specified or extended period, UREDA
shall be entitled to arrange the completion of work from elsewhere without notice to the bidder
but on his (i.e. bidders) account and risk, the work of any part thereof which the bidder has
failed to complete or if not available, the best and nearest available substitute there of, or to cancel
the work of such work and bidder shall be liable for any loss or damage which UREDA may
sustain by reasons of such failure on the part of the bidder. But the bidder shall not be entitled to
any gain on such purchases made against default.
The recovery of such loss or damages shall be made from any sum occurring to the bidder under
this or any other work with the Govt. If recovery is not possible from the bill and the bidder fails to
pay the loss or damages within one month, the recovery shall be made under law in force.

17. The price quoted shall remain fixed during the period of work.
18. Any changes in the constitution of the firm/company shall be notified by the bidder in writing to
UREDA and such change shall not relieve the bidder from any liability under the work.
19. The bidder shall sign with stamp on each page at the end in token of acceptance of all the terms & condition and it will be attached with the offer.
20. The successful bidder shall not assign, sublet or transfer the work or any part thereof to any party.
In the event bidder contravening to this condition UREDA shall be entitled to place the work
elsewhere on the bidders risk and cost and the bidder/firm shall be liable for any loss or damage
which the department may sustain in consequences of arising out of such replacing of the work.
21. Direct or indirect canvassing on the part of the bidder or his representatives will be a
disqualification.
22. If a bidder imposes conditions which are in addition to/or in contravention with the conditions
mentioned herein, his offer is liable for summary rejection. In any case none of such conditions will
be deemed to have been accepted unless specifically mentioned in the letter of acceptance of offer
issued by the UREDA.
23. Legal proceeding, if any, arising out of the work shall have to be
lodged in courts situated in Dehradun, Uttarakhand and not outside.
24. If at any question, dispute or differences whatsoever shall arise between UREDA and the bidder in
connection with this agreement except as to matters the decision for which has been specifically
provided, either party may forthwith give to the other notice in writing of the existence of such
question, dispute or difference and same shall be referred to the arbitration. This submission shall
be deemed to be submission to arbitration within the meaning of The Arbitration and Conciliation
Act 1996 and rules made thereafter or any statutory modifications thereof for the time being in
force shall be deemed to apply to the arbitration proceedings under this clause. The award of the
arbitrator shall be final and binding on the parties. Work under the agreement shall continue during
the arbitration proceedings, unless the arbitrator otherwise directs.
25. UREDA may at any time, by notice in writing to the bidder either stop the work altogether or
reduce or cut it down. If the work is stopped all together, the legitimately incurred by him as on
preparation of the execution of the work up to the date on which such notice is received by him.
such expenses shall be assessed by UREDA, If the work is cut down the bidder will be paid for the
work as so cut down, but in neither case will be paid any compensation whatsoever for the loss or
profit which he might have made if he had been allowed to complete all the work included in the
bidder.

26. If any force measure arises during the work i.e. beyond the control of bidder, UREDA may
consider for time extension for that period. However no price escalation will be considered.
27. Any work not covered in the scope of the work but essentially required for proper completion of the
work shall be carried out by the bidder for which no any extra cost will be paid.
28. If the bidder fails to deposit prescribed security/earnest money etc. or fails to execute the
agreement within the specified period, such a failure will be treated as a breach of terms and
conditions and shall make the firms liable for the forfeiture of the Earnest Money/Security and also
debarring from business with UREDA on the basis of merits of the case.

II. DETAILS OF WORK/SCOPE OF WORK
The district wise details of 100 schools and 10 villages where the inefficient equipments are
proposed to be changed with the energy efficient equipments like LED bulb, LED tube light, energy
efficient fans and LED Street light are enclosed at Annexure 4 and Annexure 5. The energy
efficient equipments shall be provided by UREDA/EESL at Dehradun or respective UREDA district
offices. The interested Firms shall transport, installation and commission these energy efficient
equipments in 100 Govt. schools and 10 villages located in the State of Uttarakhand.
Four clusters have been formed comprising of groups of district in each clusters. The
firm/consultant/bidder shall be selected on cluster wise basis for transport, installation and
commission of energy efficient equipments in 100 Govt. schools and 10 villages located in the State
of Uttarakhand. However, maximum two clusters shall be awarded to one firm/bidders. The details

The details of scope of work to be completed by the selected firm(s) in each clusters:
1. The firms shall be selected on the cluster wise. Not more than 2 clusters shall be awarded to
individual firm/bidder.
2. Before collecting the energy efficient equipment from UREDA/EESL office located at
Dehradun or respective UREDA district offices, the selected firms shall have to provide the
insurance of all the energy efficient equipments on the name of UREDA. The cost of insurance
shall be borne by firm.
3. After submission of insurance of the energy efficient equipments, the selected firms shall be
given the energy efficient equipments from UREDA/EESL office located at Dehradun or from
respective UREDA district offices.

4. The firm shall transport, install and commission on the energy efficient equipments in the
specific schools and villages as per the enclosed details. All the cost shall be bear by firm.
5. Any additional cost, if any against the wire, fixtures, cable etc shall be borne by the firms.
6. Before installing the energy efficient equipments, the firms shall inform the same to the
principal of related schools, Pradhan/Administrator of related villages as well as the related
district Senior Project Officer/Project Officer of UREDA.
7. After installation and commissioning of energy efficient equipments in each school and village,
the firm shall have to install the Galvanized Iron made Display board of size 5x3 ft at the entry
of that school and village. The contents of the display board shall be provided by UREDA HQ.
All the cost against this activity shall be borne by the firm.
8. The old equipments collected after replacing it with the energy efficient equipments shall have
to be handover to the concern UREDA district offices.
9. After commission of the project, the firm shall submit the school and village wise
commissioning report along with the colour photograph to UREDA Headquarter duly certified
by Principal of School or Pradhan/ Administrator of Village (as the case may be) and district
senior/project officer of UREDA.

IV. MINIMUM TECHNICAL ELIGIBILITY CRITERIA REQUIRED
1. The bidder/firm shall be autonomous bodies, societies, industry associations, NGOs, Government
departments, registered companies, partnership firms, proprietorship firms, Joint Ventures, Energy
Service companies, academic institutions. The firm has to submit necessary certificate/document in
support of this.
2. The bidder/firm should have registered GST number and PAN number. The GST registration
certificate and copy of PAN card have to be submitted by firm.
3. The bidder/firm shall have experience in installation of energy efficient equipments. The proof
regarding installation of energy efficient equipments shall have to be submitted by firm.
4. The firm should have their registered office in Uttarakhand. The detail of office address is to be
submitted.
5. The firm should have capable technical manpower for installation of energy efficient equipments.
The details of minimum 4 technical manpower have to be submitted by the firm.
6. The firm/bidder should not be black listed by any Central Govt./ State Govt./ Public Sector
undertaking in India.

• The bidder(s) are required to submit the required/relevant information/documents/certificates/letter
(duly self attested) as mentioned above failing to which the application/offer of bidder/firm shall be
rejected and will be technically disqualified.
