INTRODUCTION
A - BACKGROUND
Rajasthan Skill and Livelihoods Development Corporation (RSLDC) is mandated to implement the short term
skill development programmes in the State. Industry in general and unorganized sector in particular is facing
number of challenges with respect to availability of suitable manpower. Facilities for training are grossly
inadequate in the State. To meet this kind of inadequacy, RSLDC has already issued number of EoIs earlier to
invite proposals for setting up Skill Development Centers (SDCs) and is implementing skill training
Programmes in collaboration with large number of government and private training providers.
Ministry of Skill Development and Entrepreneurship (MSDE) has come out with Common Norms for
implementation of skill development schemes of various Ministries/Departments. Since, the State
Government has made RSLDC as a nodal organization to implement all such schemes and therefore RSLDC
has adopted common norms for their implementation including ELSTP sponsored by the State Government.
In view of adoption of common norms, RSLDC has revised the guidelines and has identified NSQF compliant
job roles/MES courses which offer wage/self-employment opportunities within and outside the State.
B - PROJECT DETAILS
Employment Linked Skill Training Program (ELSTP)
Launched in Oct. 2012 with the objective of linking skill training with wage employment, now adopted
under Common Norms Notification.
Focus Area Beneficiaries
(Unemployed) Placement
Wage Employment Urban & Rural Youth 3 months wage employment, minimum Salary
Rs.6000/month or minimum wage as per state

39 Economic Sectors having job opportunities were identified and 264 courses pertaining to those
sectors selected by RSLDC under CNN.
Empaneled PIA will establish skill development centers (SDCs) in allotted districts and sectors as per
ELSTP guidelines.
Training partner to ensure minimum 70% placement (50% wage and 20% self-employment).
For attendance Aadhar based Biometric machines installation in SDCs and in hostels to transmit real
time data to a centralized data base.
Dedicated MIS cell at RSLDC prepares various reports based on this data.

INVITATION
RSLDC now invites Expression of Interest (EOI) from eligible national agencies and business houses, industry
bodies, Government institutions engaged in providing vocational skill training or in administering educational
services, with keen interest to operate, maintain and manage ELSTP at Rajasthan, and in imparting industry-
relevant skills.
Interested agencies with required qualification and experience may submit their EOI applications as per the
prescribed format attached under Annexures of this document, along with details and supporting documents as
specified therein.
SCOPE OF THE PROJECT Institution Category :- Based on success stories/learnings/field experiences & exposures, RSLDC now
emphasises the concept of live training and placement focusing more on training, OJT and internship, for
which EoI in following categories is being issued:
1. Sector specific PIAs having captive placement and OJT/Internship facilities [SEC]
2. Universities/Colleges/Polytechnics/Pvt. ITIs [EDU]
3. Large/ Medium and Small scale Industry partners specifying the area/community[IND]
4. Government Institutions [GOV]
Definition of Category
Category is defined as under:

Pre-owned infrastructure in the state, Sector specific institutions having captive placement, facilities for
OJT and internship are listed under SEC category. With the understanding of the State and the industrial
scenario therein, the key imperatives for identification of sectors are as under:

CATEGORY WISE ELIGIBILITY CRITERIA
The Project Implementation Agency (PIA) should be a Registered Proprietorship / Partnership Firm / LLP/
Private Limited Company / Public Limited Company / Registered Society / Trust / Association and is active and
operational continuously anywhere in the country for the last three years on the date of application.
Interested JVs are also permitted to apply for the program. At least one of the parties in the JV should meet the
eligibility criteria. JV is not allowed under IND category (i.e. for Industry partners)

PIA must provide project based documents/certificates in the line of placement and also submit
letter of intent showing placement linkages with capacity.
PIA has to submit a refundable Earnest Money Deposit (EMD) as per above manner. Proposals that
are not accompanied by the above EMD will be rejected as non-responsive.
The EMD of the unsuccessful PIA would be returned (without interest) after completing the
evaluation process and in case of shortlisted PIAs, the EMD would remain with RSLDC which will be
returned (without interest) at the satisfactory signing of MOU for Empanelment with RSLDC.
The EMD will be forfeited on the account of one or more of the following reasons:
(a) In case, PIA withdraws from an EoI during the period of validity of EoI (EoI shall be valid for 180 days from date of submission of proposal);
(b) In case, PIA do not participate in the subsequent EoI process (Signing of MoU) after having been shortlisted.
All the payments will be paid online through RTGS/NEFT in the account of ‘Rajasthan Skill and
Livelihoods Development Corporation’ detailed as follows:

PERFORMANCE SEQURITY DEPOSIT
The shortlisted PIA should furnish a Performance Security Deposit (PSD) of Rs. 1,00,000/- (Rupees One
Lakh only) per Skill Development Centre (SDC) online through RTGS/NEFT in the account of ‘Rajasthan
Skill and Livelihoods Development Corporation' at the time of signing of MoU for Empanelment after
release of Sanction Order. EMD can also be adjusted against PSD on request of PIA.
Refund of PSD:- RSLDC will release PSD amount after closure the SDC / completion of all
documentation. It will be forfeited in case of non-performance.

EOI SUBMISSION
EoI shall be submitted in the prescribed format from Appendix I to Appendix VIII along with supporting
documents as required. The envelope containing the EOI application shall be super-scribed with “Expression of
Interest for ELSTP”. The envelope shall also clearly indicate the name of the applicant(s) with full details
of communication coordinates. The EOI shall be submitted on or before 5:00 PM on 15th March, 2018 at the
following address:

Submission of EoI application by fax, email or other electronic means will not be accepted. It is the responsibility
of the interested agency/institution/organization alone to ensure that its EoI is delivered at prescribed address
within the stated timeline.
Note:
1-The Sectors, Courses and Guidelines are subject to amendments.
2- The Training Providers/Corporates/Agencies, which have already signed MoU with RSLDC against an EoI issued by RSLDC earlier, may also apply under defined categories.
3- The Managing Director, RSLDC reserves the right or accept or reject any proposal without providing any reason, what so ever. The decision of RSLDC shall be final and binding upon the Company/Agency.

Notes:

2. The Evaluation Committee may also inspect the premises of each institute for verifying the Infrastructure
Presented in the proposal. The documentary proof has to be made available at respective training centers
also for verification.

CONSENT LETTER

2. I/We agree and accept all terms and conditions of revised ELSTP guidelines to be effective from
22.06.2017.

EoI for next three years from the date of submission of this consent letter.

recording attendance of trainees and trainers on ISMS portal of RSLDC.
