One key problem: The availability of good educated working force, with necessary skills, knowledge and competences (ageing work force, unattractiveness for young workers;
In the new agreement concrete engagements for employers and companies were introduced such as: systematically staff education/continuing education, actively trade unions’ involvement, additional paid lay-off up to 5 working days in a year which days should be used for education/training.
(BCWFI) has provided a license for Vocational Education and Training Center. This Center could be very helpful in the future joint activities in the field of continued education/training (start 2014)
In the process of collective bargaining at branch or enterprise level, the issues of the improvement of the qualification of the employed, of determining their competences and continuous training are placed with due weight and consideration.
See current BCLA for the „Metallurgy" sector (Art. 43, Point 3 and 4) - Similar and more specific provisions are included in the Collective labour agreements at enterprise level.
Cooperation in the Sector Skills Councils (SSC). The established SSC "Metallurgy" at BAMI is built on a tripartite basis: with the participation of employers, union representatives and state agencies, including educational institutions.
Key Functions of the Sector Consultation Council (selection):
•Coordination of recommendations, initiation of measures related to the labor market and the skills •Development and promotion of models for sectoral competencies and standards •Forecasting the demands for new skills •Support of the cooperation between the companies with universities, VET etc.

BULGARIA
• Existing skills and competences are well known and documented at the company. Regular trainings aimed at increasing qualification of employees are organized, including about 70% of the staff. There is no special attention to the unskilled and low-qualified workers. Generally trainings are related to the productivity increasing, new technology introduced, Health and Safety issues, etc.
• There is significant lack of training on transversal; social and motivation skills and competences such as team working, communication and presentation skills, actual social security and labour legislation issues, structure and change management etc.
Current situation of further training in company
• Only in one from the four pilot companies there is no existing system for the Human Resource development. The companies are equipped with HR departments and develop annual plan for staff development and training.
• In two of companies there are Training committees at enterprise level, responsible for the Continuing Vocational Training (CVT). All of enterprises provide own resources for staff training. There is existing VET centre in one of companies.
Interest of the company in further training
• As general result from the questionnaires, there are existing regulations regarding Further training (company agreements and legal regulations) in the companies from Wood and Furniture sector.
• In two of companies an annual budget for staff training is available. All the companies stated that do not use public funds for further training, which can be considered as a week point of Further Training Management at enterprise level
