1. Date and place
The Thirty-First Meeting of Ministers of Health of Member States of the WHO
South-East Asia (SEA) Region and the Sixty-Sixth Session of the WHO Regional
Committee for South-East Asia will be held in New Delhi, India, from 10 to
13 September 2013. A meeting of the Senior Advisers to the Ministers of Health
will also be held on 9 September 2013. The Joint Inaugural Session and other
meetings will be conducted as follows:

2. Registration
Representatives are requested to complete the attached “Registration Form”

3. How to reach New Delhi, India
New Delhi is the capital of the Republic of India and it has become one of
the business centres of India. It is easily accessible from other major cities in India,
and around the world.
By air – Indira Gandhi International Airport (IGI) in New Delhi serves both
domestic and international flights. It is one of the busiest airports in Asia.
By train – Delhi is well connected to almost all the important states in
India. Delhi has three major rail heads - one at New Delhi (Paharganj),
second at Old Delhi and the third station in Nizamuddin, (Sunder Nagar).
By road – Delhi is well connected to almost all the major cities in
northern India through a strong network of roads and highways. There are
three interstate bus terminals at Kashmere Gate, Anand Vihar, and Sarai
Kale Khan, which run both government and privately owned air-
conditioned, deluxe and ordinary coaches.
Please see Annex 6 for an overview of flight schedules from the capital cities
of Member States of the SEA Region to New Delhi and back.
As the Joint Inaugural session of the Thirty-First Health Ministers’ Meeting and
the Sixty-Sixth Session of the Regional Committee is scheduled to start in the
morning of 10 September 2013, participants are advised to arrive in New Delhi on
8 or 9 September 2013.

4. Visas
Participants are required to carry valid passports or applicable travel
documents. They are advised to obtain, in advance, a valid visa for India from the
relevant Indian Embassy/High Commission/Consulate, before undertaking travel, for
the entire duration of their stay in India. It may be noted that a visa will be granted
only if the passport remains valid for a minimum period of six months.
If participants require assistance from WHO in obtaining an Indian visa, they
are requested to contact the office of the WHO Representative in the
corresponding country well in advance of travel. Details of visa requirements for
States in the SEA Region and Switzerland are given in Annex 7. Details of Indian
Missions in Member States of the SEA Region are given in Annex 8.
Any difficulties in obtaining visas should be communicated to

5. Transport
5.1 Taxis
Taxis in and around New Delhi are reliable and cheap. Fares vary according
to the distance that is calculated by taxi meters. All taxi meters start at INR 25.
Please note that most taxi drivers are unable to converse adequately in English. Pre-
paid taxis are available at the airport. The approximate cost of a taxi from the
airport to The Ashok Hotel and other city hotels is INR 500.
5.2 Metro
Delhi Metro services covers Delhi, Gurgaon, Noida, and Ghaziabad in the
National Capital Region. The network consists of six lines with 142 stations, of
which 35 are underground, five are at-grade, and the remainder are elevated. All
stations have escalators, elevators, and tactile tiles to guide the visually impaired
from station entrances to trains. Delhi Metro operates daily between 0600 and
2300 hours running with an interval of 2 minutes 40 seconds between trains at
peak frequency. The Indraprastha Metro station is located near the WHO Office
and is on the Blue Line.

6. Security
For the purpose of identification and security, participants are requested to
wear their name badges while attending the meetings and receptions. Badges will
be issued by the Secretariat at the time of registration or upon arrival at the hotel.

7. General and practical information
7.1 Geography and other information about New Delhi
Area 1483 km2
Geographic Location New Delhi is located 28.38 degrees N and
77.13 degrees E.
Altitude 293 m above sea level.
Languages Hindi, English and Punjabi
Religion Hinduism is the major religion. Other religions
include Islam, Jainism, Sikhism and Christianity.

7.2 Climate
Delhi weather can be termed as hot and humid for most of the summer. The
climate becomes very hot during the months of May–June which is followed by the
monsoon. In September, the minimum and maximum temperatures average
between 25°C and 35°C. The city, Delhi, experiences three main seasons, summer
(March–June), monsoon (July–October) and winter (November–February),
respectively. During the summer season, temperatures can reach 45°C; and in
winter, the temperature can drop to as low as 3°C at night.

7.3 Postal and fax services
Arrangements have been made to distribute incoming mail during the day to
participants at The Ashok Hotel and SEARO. At night, for private telephone calls or
fax message, services of the Hotel can be used at participants’ own expense. Postal
services will be available at the Reception. Participants are advised to contact the
WHO Information Desk located in the Conference Hall lobby, for any assistance.
7.4 Electricity
Voltage is 220–240 volts AC at 50 cycles per second. Standard two-pin plugs
and sockets are used.
7.5 Banking services
Banking services are provided by Standard Chartered Bank at their extension
counter located on the Ground Floor of World Health House, WHO/SEARO office
from 1030 to 1630 hours. The bank has also installed an ATM machine in the
WHO compound to meet local currency needs round the clock.
7.6 Currency/ Foreign exchange
The monetary unit of Indian currency is Indian Rupees (INR). Indian Rupee
notes come in 5, 10, 20, 50, 100, 500 and 1000 denominations. Coins come in 50
paise, 1 rupee, 2 rupees, 5 rupees and 10 rupees denominations. Foreign
currencies must be exchanged only through banks or authorized foreign exchange
dealers. The receipts for such transactions should be obtained and retained. Visitors
can also exchange foreign currency at the Foreign Exchange counter at the airport
upon arrival. The official market exchange rate for one US dollar is equivalent to
INR 60 (as on 25 July 2013).
7.7 Travellers cheques/credit cards
US dollar and other convertible currency travellers’ cheques can be encashed
at most banks and from authorized “money changers”. Major international credit
cards, such as American Express, VISA and MasterCard, are accepted by most
banks and other establishments.

8. Medical arrangements
8.1 General
The Ministry of Health and Family Welfare, Government of India, will provide
standby nurse and doctor at The Ashok Hotel during SAM and HMM from 0800 to
1800 hours. The SEARO Dispensary is in Room No. 136 on the first floor.

8.2 Vaccination requirement for travel to India
Under the International Health Regulations, yellow fever vaccination
certificate is required if travelling to India from an area with risk of yellow fever
transmission.
