Main Objectives of Parliamentary Law

• 1 motion at a time (item of business)– Prevents confusion

• Extends courtesy to everyone– Recognized to speak

• Majority Rules– Unpopular ideas are not adopted

• Rights of the minority are protected– Everyone gets to have a say and vote

Main Objectives of Parliamentary Law

• Formal, Organized meeting using well-defined set of rules Roberts Rules of Order

• Chairman presides using gavel as symbol of authority– Fair and impartial unless they have relinquished

the duties of the chair

Amendment

• Change how motion states

• 3 ways: add words, take out words, substitute

Majority

• One more than ½ of members

• Can be determined by a voice vote

• Use a counted vote if it is to close to call

Minority

• Less than half

• ? Out of 100

• “Yes!” 49 “You are correct!”

Quorum

• 2/3 of the total membership present

• Needed for certain motions/abilities

• (Previous Question, Suspend the Rules)

Main Motion

• 1 on the floor at a time• Steps to make a main motion:– Address the presiding officer– Receive recognition to speak– State “I move….”

• Requires a 2nd (enough interest to entertain it)• Debatable, amendable (Discussion)• Requires a vote (majority)• Chair announces result of vote (1 tap of gavel)

Amendments

• Change the way a motion states

• Requires a 2nd

• Debatable, amendable

• Requires a majority vote

Division of the House

• Called for immediately after announcing outcome of a voice vote

• Get a counted vote (Not Voice)(show of hands, standing, etc)

Refer to a Committee

• Requires a 2nd

• Debatable, amendable• Requires a majority vote• “gather more information (dates, $, location)”• Committee appointed by President– Duties, number on committee (at least), when to

report back to members

Lay on the Table (motion)

• Discuss at a later time• Requires a second• Not debatable• Not amendable• Requires a majority vote

• Discuss a motion from another meeting (previously tabled)

Point of Order

• Corrects a mistake used in parli-pro

• “Rise to a point of order”

Suspend the Rules

• Temporarily suspend to rules in constitution/bylaws

Rescind

• Nulls a formerly passed motion

• Requires a second• Debatable • Amendable

Adjourn

• Close/end meeting• Requires a second• Not debatable• Not amendable• Requires a majority

Discussion

• Members have opportunity to discuss pros/cons of a main motion

Voting

• 2 kinds– Majority, 2/3 majority

• 4 Methods1. Voice vote2. Visual vote (standing, raising of hands)3. Roll Call4. Ballot

• 3 Types1. Informative (providing information)2. Persuasive (change or sway your mind)3. Extemporaneous (Impromptu) – little to no
