What is Neighbourhood Planning?

Neighbourhood planning is a new process within the reformed Town and Country Planning System agreed by Government through the Localism Act which provides the community with an opportunity to influence the planning and development of their area by producing a statutory planning document which once made will be used to help inform decisions in relation to future planning applications across the parish.

The Neighbourhood Plan will allow those, who live, work and have a business in the area to have a say on:

• The most appropriate places for new homes, shops, offices, leisure facilities and other developments to be located.

• What type of development is needed and what it should look like.

• Which important green spaces and other important areas should be protected.

• What improvements or additions to local facilities and services will be required alongside any development.

Why Produce a Neighbourhood Plan?

The planning system helps decide what gets built, where and when. In theory,

planning has always supposed to give local communities a say in decisions that

affect them, however, in practice, people have often found it hard to get their

voice heard.

The Neighbourhood Planning process will result in the production of a legally

recognised document which will be used to ensure that the needs, views and

priorities of the local community are fully considered when assessing future

planning applications and proposed developments within the area.

A Neighbourhood Plan will provide a great opportunity for you to have more

influence on how the place in which you live will change over time. Your local

knowledge and good sense of what should be protected and what needs to

change can now really make a difference.

What can a Neighbourhood Plan look at?

A Neighbourhood Plan can look at all issues related to the use and development of land and buildings in and around an area. This might include (amongst others);

Protection of important buildings and historic assets.

Local employment and opportunities for businesses to set up or expand their premises.

Transport and access issues (roads, cycling, walking etc.).

The provision of leisure facilities, schools, places of worship, health, entertainment, and youth facilities.

The protection and creation of open spaces (nature reserves, allotments, sports pitches, play areas, parks and gardens).

The development of housing (location, type, tenure etc.) and the design and layout of new buildings.

Installation of renewable or alternative energy solutions.

What a Neighbourhood Plan Can & Cannot Do

A Neighbourhood Plan CAN….

Shape and direct future development

Help to determine what type of development should take place

Identify the most suitable local sites for development

Encourage more development than proposed for the area

Identify key areas for protection (e.g. Historic buildings, open spaces)

Set out the improvements required alongside any development.

What a Neighbourhood Plan Can & Cannot Do

A Neighbourhood Plan CANNOT….

Prevent any development from ever taking place in an area

Be prepared solely by a developer or landowner

Be in conflict with local, national, or EU policies

Be prepared with no input or support from the local community

Who is producing the Neighbourhood Plan?

The production of the Hoby with Rotherby Parish Neighbourhood Plan is being led by Hoby with Rotherby Parish Neighbourhood Plan Steering Group acting on behalf of the Hoby with Rotherby Parish Council and includes local volunteers and councillors.

The success of the plan will rely on ongoing input and support from local residents, businesses, land owners, and other organisations active within the parish.

Opportunities will be provided for ALL members of the community to engage in and inform the production of the plan.

What Happens Next ?

• We will provide initial feedback from these consultation events over the next couple of months. The report will be available for you to view on the Parish Council website. If you would like to receive an alert, then please leave your contact details.

• Following these community drop-in consultation events, we will be holding a consultation evening on the 2nd November specifically for local Landowners, Businesses, Clubs and Societies. So if you own land within the designated area, run a local business or represent a local club or society, please leave your contact details. We aim to have invitations sent out no later than Friday 7th October.
