Dear Parents,
FRIDAY ASSEMBLY – CHANGE OF TIME
We will be trialing our Term One assemblies on Friday afternoons commencing 2.30pm and finishing at
about 3.20pm so that our young leaders have the opportunity to host a complete assembly rather than
always being called away to compete in sporting competitions at 9.15am. This will commence this
Friday 24th
February.

PERSONAL GOODS
The Department of Education and Early Childhood development does not hold insurance nor
does it accept responsibility for private property brought to school by
students, staff and visitors. Students are discouraged from bringing any
unnecessary or particularly valuable items to school such as mobile
phones, calculators, toys, sporting equipments; DEECD does not hold insurance
for personal property brought to schools and cannot pay for any loss or damage to such property.
SCHOOL UNIFORM
Families are strongly encouraged to ensure that their child wear the correct school uniform.
The way in which the school uniform is worn sends an important message to the wider
community, and reinforces a sense of pride and belonging amongst our students. I have
attached a copy of the Uniform Policy for you to help clarify expectations.
COUNCIL ELECTIONS
As you would be aware nominations for School Council closed on Monday 20th
February, 2012. We
have received more nominations than positions; this is terrific to have so many of our parents able and
willing to commit to School Council and its sub-committees. Due to there being more nominations (4)
received than there are vacancies (3) on council, a ballot will be conducted during the next two weeks.
Candidates will be invited to provide a brief statement about themselves to be distributed with each ballot
paper once the voting commences. Please stay tuned.
Our DEECD (Department of Education and Early Childhood Development) member is Cameron Agars.
There was only one position vacant and only one nomination. Congratulations Cameron, it‟s great to
have you back on the council.
IT’S NOT OKAY TO BE AWAY
Student absence has been high at HEPS for many years. Often we exceed State and Like School
benchmark data. It is important for families to realize every time school is missed there is a lost
opportunity to improve in learning. The more frequent the absence, the more likely progress in learning
will be limited. Our message is simple “It‟s not OK to be away”.

SCHOOL SONG/ADVANCE AUSTRALIA FARE
Attached to this newsletter are the words to the school song as well as our
national anthem; parents in the past have appreciated these so that they can
practise the songs with their child/children at home.
INFORMATION EVENINGS
Thank you to the many parents who attended our Information Evening this week; the interest was great
and the teachers appreciated the opportunity to clarify and explain the year ahead. We hope to continue
this valuable partnership in your child‟s education throughout the learning year.
DOING OUR PART FOR THE ENVIRONMENT
Currently we are looking into a „greener‟ way to deliver the newsletter. We are
researching a quick and easy way for you to access the newsletter and any other
school notices at the „click of a button‟. This is expected to happen in the very
near future.
Diane Plant, a visiting primary school nurse from the Department of Education and Early Childhood
Development will be attending the school during term two to conduct the Prep grade
health assessments and to see other children as requested by parents or teachers (with
parents‟ consent). The purpose of the visit is to provide all Victorian children with
the opportunity to have a health assessment; to link children, families and school
communities to services available in the community; and to provide information and
advice that promotes health and wellbeing. Parents are invited to visit or telephone
the visiting primary school nurse if there are any general child health issues they wish
to discuss. The contact number for the visiting primary school nurse is 0448 377 936. Parents of students
(other than Prep students) that wish their child to be seen by the school nurse need to complete a Referral
form that is available at the school office. This completed Referral form needs to be returned to the
school office as soon as possible.
KEEPING OUR STUDENTS SAFE
It has been brought to my attention by various concerned parents that we have many, many dogs on the
school premises at drop off and pick up time for students. I appreciate that our dogs are part of the family
and that it‟s great to walk them on a lead to and from school with the family, but we need to remember
many children are quite frightened of dogs and some even allergic; we can never predict that our dogs
won‟t react dangerously towards other people. It would be helpful if you continue to enjoy the walk to
and from school with your pet but meet your child/children at a gate so that the school ground is safe
from all dogs. Puppies/dogs may be brought to school for show and tell if there has been a prior
arrangement made with the child‟s classroom teacher.

SCHOOL NURSING PROGRAM
SPORTS UPDATE: SPORTS UPDATE: Swimming carnival was held on Monday 20
th February with 21 HEPS students
attending the Tintern pool. Congratulations to all competitors on your fantastic efforts.
There were 10 schools in our district: HEPS, Yarra Rd, Tinternvale, Wonga Park,
Dorset, Antonio Park, Park Orchards, Sacred Heart, Yarra Valley, Tintern/Southwood.
Tarni Cavanagh (10 yr Girls) won the 50m backstroke and Chris Mullenger (11 yr Boys) also won the
50m backstroke. Both of these students now progress to the Zone competition at Nunawading pool on
Thursday 1st March. Good luck to both of you. Every student (ribbon winners or not) were wonderful
representatives for our school and hopefully enjoyed a great day of friendly competition. A big thankyou
to my wonderful helper mums: Tracy Mullenger, Janine Dudenas and Robyn Woolcock whose
assistance is always greatly valued and appreciated.
5/6 Summer sport commenced last Friday against Park Orchards PS. The students all enjoyed their first
match despite only having one win in the cricket team. Best of luck for this week against Wonga Park PS.
Cricket, volley stars and both rounders are playing “away” at Wonga Park this week and bat tennis, both
tee ball and both basketball teams are playing at “home” at HEPS. Any parents still keen to assist on a
Friday morning throughout term 1 with Summer sport are welcome to attend as I‟m sure we can find a
job for you!
District trials are currently being held in February and March for cricket, tennis, basketball, netball and
soccer. If your child is selected, a note will be sent home with all the necessary information and parents
will be asked to transport their own child to the venue.
HEPS Harriers will hopefully start up again this term. I‟m still awaiting any parents that can assist me
on a Monday morning at HE Parker Reserve from approx 8.00-8.45am. Please let me know asap.
Good luck to all the netballers who return to the courts this Saturday for the commencement of the
Autumn netball season.

Waratah Cub Scout Pack meets Thursday evening between 7.00pm and 8.30pm. All boys and girls

I would like to introduce myself and my family to you as many of you probably won’t have a clue
who I am so, my name is Nicky Ogilvie and we have just moved to Australia from Scotland around
11 weeks ago. My husband is John and he is a Draughter for an Engineering Consultant and we
have a daughter in Prep and a son in grade 3/4.
I qualified as a Swedish Massage Therapist in Scotland a year ago and have recently qualified as a
Equine Body Worker.
If you or anyone that you know are interested in either therapy that I offer please pass on my

Swedish Massage Therapist
Massage is the manipulation of soft tissues to
produce therapeutic effects. With a variety of hands-
on methods, we not only stretch & loosen muscles
and connective tissue, but also improve the blood
flow & the movement of Lymph throughout the

Dear Parent / Guardian Financial assistance for your child’s education The Education Maintenance Allowance helps families on a low income with financial assistance to cover the cost of essential educational items like textbooks, stationery, uniforms and excursions for their child. In 2012 the annual Education Maintenance Allowance payment is $235 for primary school students and $470 for secondary students from eligible families. This amount is split evenly between the parents/guardians and the school to support your child’s education. You can receive the parent/guardian portion of the Education Maintenance Allowance by direct bank deposit into your nominated bank account or by cheque. If your child is starting Prep or Year 7, and you are eligible for the Education Maintenance Allowance, you will also receive the $300 Victorian Government School Start Bonus to help with the extra costs associated with starting primary or secondary education. EDUCATION MAINTENANCE ALLOWANCE & SCHOOL START BONUS: INFORMATION FOR PARENTS / GUARDIANS The Education Maintenance Allowance (EMA) provides assistance to eligible families by helping with the costs associated with the education of their children. The School Start Bonus (SSB) is a one off payment of $300 for students commencing Prep and Year 7 in 2012 to assist parents with the start up costs of students starting school. In 2012 the EMA payment for parents/guardians is $235 for primary school students and $470 for secondary students. This amount is split evenly between the parents/guardians and the school and is paid in two instalments as per the schedule of payments set out in the table below. The SSB payment of $300 is paid in full directly to the parent/guardian by EFT (electronic funds transfer). Students turning sixteen during the year will be paid on a pro rata basis up to and including the month they reach the age of sixteen.
The first instalment will comprise 70 per cent of the EMA and will be paid from March 2012. The second instalment will comprise the remaining 30 per cent and will be paid from August 2012. This payment schedule recognises that families incur the highest educational costs at the start of the school year. Eligibility for EMA To be eligible to receive the EMA, you must:
be either a parent or guardian of a primary or secondary school student up to the age of sixteen; and
be an eligible beneficiary of a Centrelink pension, allowance or benefit within the meaning of the State Concessions Act 2004 or be a Veterans Affairs (TPI) pensioner or be a foster parent; and
submit your application to the school by the due date. The eligibility criteria must be met as at the first day of 1st Term (1 February 2012 which is the first day for teaching staff) for the first instalment and the first day of 3rd Term (16 July 2012) for the second instalment. Any applications based on Centrelink payments that are not income tested (e.g. Carer Allowance) are not eligible unless the claimant, in their own name, complies with the second dot point above. The EMA is payable up until the age of 16 years. Once a student turns 16, you may continue to be eligible for financial assistance from Centrelink. The one off SSB payment of $300 is deposited into parents nominated bank accounts from mid January 2012 onwards. Eligibility for SSB To be eligible to receive the SSB, you must:
be an eligible beneficiary of a Centrelink pension, allowance or benefit within the meaning of the State Concessions Act 2004 or be a Veterans Affairs (TPI) pensioner or be a foster parent; and
submit your application to the school by the closing date of 29 February 2012. Application forms A combined EMA/SSB application form is available from your child’s school. A separate application is required for each school if you have children attending different schools. Please submit your application to your child’s school by 29 February 2012 for the first instalment of the EMA and by 3 August 2012 for the second instalment of the EMA unless your child remains enrolled at the same school and you were paid the first EMA instalment. Payment methods EMA Direct Bank Deposit (EFT) payment option: EFT payments can only be made to the parent’s nominated bank account for parents choosing the EFT payment option. Please advise your child’s school if your nominated bank account changes during the year. EMA Cheque payment option: Cheques payable to parents will be sent to the school for distribution for parents choosing the cheque payment option. Please advise your child’s school if your address changes during the year. SSB can only be made by Direct Bank Deposit (EFT) payment: EFT payments can only be made to the parent’s nominated bank account. School portion of the Education Maintenance Allowance Schools must spend the school’s portion of the EMA on essential educational items for which all parents are normally expected to provide. Such items could include:

student stationery (e.g. pens, pencils, exercise books, work-books)
materials for electives where the student consumes or takes possession of the finished articles (e.g. home economics etc) or the payment sought is the difference between the basic materials/services and the higher cost alternatives
programs provided by outside specialists (e.g. visiting artists, speakers, performers)
camps and excursions which are integral to the curriculum and which all students are expected to attend

official diary/handbook/work planner
student computer printing beyond the needs of the eight Key Learning Areas (e.g. personal use). 3
The school’s portion of the EMA cannot be used to offset voluntary contributions. Common examples of materials or services which are supported through voluntary contributions are:
equipment purchases
buildings and grounds beautification
library fund
general contribution to the school. Schools need to inform parents on request of the cost of the items on which they propose to spend the school’s portion of the EMA. Schools are only custodians of the school portion of the EMA. If a student transfers to another school, the balance of the school’s portion must accompany the student to the new school. Any portion of the EMA which is not expended by the end of the year must be returned to the parent/guardian. However, with agreement of the parent/guardian, this money can be carried over into the next year or other appropriate arrangements made to suit the needs of the student. ATTENDANCE POLICY
RATIONALE The Education Act 1958 requires that children of school age (six – fifteen years) resident in Victoria are required to be in full-
time attendance at a government or registered non-government school unless they are receiving approved home tuition,
correspondence education or have been granted an exemption by the Regional Director. It is recognised that absenteeism
contributes significantly to student failure.
2. GUIDELINES 2.1 To maximise student learning opportunities and performance by ensuring that children required to attend school do so
regularly, and without unnecessary or frivolous absences.
2.2 Education is a sequential process. Absences often mean students miss important stages in the development of topics,
causing them to find „catching up‟ difficult.
2.3 All enrolled students are required to attend school unless reasonable and valid grounds exist for them to be absent.
2.4 Parents have a responsibility to ensure that their children attend school regularly, and are only absent if ill or if
absolutely necessary.
2.5 Students are expected to arrive at school with sufficient time to prepare for the school day. The core hours of the
school are between 9am and 3.30pm.
3. IMPLEMENTATION 3.1 Parents are required to provide a written note or return a completed absence slip, provided in the School Newsletter,
to the school explaining why an absence has occurred. Appropriate levels of notification include written letters,
absence slip or email.
3.2 The Principal has a responsibility to ensure that attendance records are maintained by staff and monitored at school.
3.3 All student absences are recorded in both the morning and the afternoon by teachers, are aggregated on our CASES
21 database and communicated to the Department of Education and Training.
3.4 The Principal has a further responsibility to ensure that unexplained absences/lateness is investigated, and that high
levels of absenteeism are adequately explained.
3.5 Classroom teachers will contact parents of children who are absent for more than two days with no explanation. The
Principal or nominee will contact parents of students with high levels of unexplained or unapproved absences, with
the view to developing and implementing strategies to minimise absences.
3.6 Ongoing unexplained absences, or lack of cooperation regarding student attendance, will result in a formal attendance
conference being organised. Unresolved attendance issues may be reported by the Principal to the Department of
Human Services.
3.7 Student absence figures will appear on student half year and end of year reports.
3.8 Aggregated student attendance data is reported to DEECD and the wider community each year as part of the annual
report.
3.9 The school will implement the DEECD initiative of „It‟s Not Okay to be Away‟ to promote regular school attendance.
3.10 If a student leaves the school during the day, parents/guardians must ensure the child is signed out at the office and
then signed in on return.
3.11 Where prolonged absence is planned, eg holidays, written notification is encouraged before the absence.
4. EVALUATION 4.1 This policy will be reviewed as part of the school‟s review cycle.

RATIONALE The wearing of school uniform is an expression of pride in the school and assists in developing school identity.
School uniform provides a regular standard of dress and reduces competition amongst children whilst providing
economical clothing to assist parents.

1.1 The School Council supports the compulsory wearing of uniform at school, on
excursions and when representing the school unless otherwise stated.

2. IMPLEMENTATION
2.1 It is the parents' responsibility to ensure that children attending school are clothed
suitably for the weather, their safety, and for activities undertaken as part of the
school program.
2.2 Jewellery or any other fashion/fad items may not be worn apart from watches,
sleepers or studs.
2.3 Sports uniforms are to be worn by children in teams representing the school. These
uniforms must be washed and returned promptly after the last match of the season.
2.4 The School Council delegates the power to the Principal to grant exemptions.
2.5 Parents are requested to send a letter explaining any short term absence of school
uniform.
