Role of DTE & SCERT, Odisha • The Council will work as counterpart of NCERT
(Govt. RESOLUTION NO. IIIE/A(1)-36/86(Pt.) NO. 32834/EYS DATED 09.07.1987) • As a policy advisory body to the state govt. in matters of school
education and teacher education
• The major function of the Directorate is the management of Teacher Education Institutions:
IASEs(02), CTEs(13),DIETs & DRCs(30) and Secondary Training Schools(33)
• and providing necessary academic guidance and support in the field of Teacher Education and Research activities.
Major Functions of TE and SCERT, Odisha :
To act as an agent of change in school education and teacher education.
To Manage, supervise and to coordinate the working of the Elementary Teacher Education institutions (DIETs, DRCs and S.T. Schools) and Secondary Teacher Education Institutions (IASEs, CTEs and Training Colleges).

To arrange inservice training for different categories of teachers, Inspecting Officers and Teacher Educators and coordinate the work of other agencies operating at the State level.
To organize programmes including correspondence-cum-contact courses for professional development of teachers, teacher educators and inspecting officers.
To prepare curricula, textbooks, instructional materials for the use of educational institutions, teachers of pre-schools and elementary schools.

Teacher Preparation in Multilingual Context
• Some regions of the state have specific language dominance.
• There is increasing demand for schools with specific language
medium – Telugu, Urdu & Santali language schools and
language specific Tr. Training schools
• State already has Urdu Tr. Training Schools.
• Two more such training schools - Telugu & Santali are being
opened this year in Ganjam & Maurbhanj respectively
Odisha has been declared as a high teacher deficit state by MHRD, GOI and N.C.T.E
Demand for Trained Graduate Teachers exceeds supply by 895 per year in the state

Augmentation of Intake Capacity of Existing TTIs to meet the Requirements of Trained Teachers
• Increasing the intake capacity for D.El.Ed. Programme in the existing DIETs / DRCs only from 3150 to 5400 (2250)
• Increasing the intake capacity for B.Ed. Programme in the existing Secondary TTIs from 1240 to 2150 (910)
Strengthening of Teacher Education
• Govt of India has been supporting strengthening teacher education in the state since 1988 under centrally sponsored scheme of TE
• All TTIs- elem & sec. and SCERT is supported with GOI.
• There is proposal of opening of 6 BIETs in 6 districts with higher concentration of SC & ST populations
• Existing 6 DRCs are to upgraded to DIETs
