The One Hundred Sixty-Sixth Annual Conclave of the

Grand Commandery of Knights Templar of Kentucky was held Monday, September 16, 2013, A.O. 895, in the Holiday Inn Hurstbourne Louisville, Kentucky.

The Annual Conclave began on Sunday afternoon with the Divine Service at 6:00 PM under the direction of Sir Knight James D. Reeder Eminent Grand Prelate. DEPUTY GRAND COMMANDER’S BREAKFAST

Sir Knight William F. Lile, V.E. Deputy Grand Commander, presided over the breakfast for the Eminent Commanders, Generalissimos, Captains General and Inspection Staff of the Constituent Commanderies in Kentucky, held at 7:00 AM on Monday, September 16, 2013.

ANNUAL REPORT OF THE RIGHT EMINENT GRAND COMMANDER

Grand Commander’s Address Bobby E. Crittendon

TO; The Officers and Members of the Grand Commandery of Knights Templar of the Commonwealth of Kentucky Welcome Sir Knights to the One Hundred and Sixty Seventh Annual Conclave of the Grand Commandery of Knights Templar of Kentucky. We offer our heartfelt welcome and thanks to our distinguished guests from within our Commonwealth and to those traveling here from other States, we want you to know that your attendance is greatly appreciated. We want you to feel welcome and enjoy our session, and it is our hope that our actions and hospitality will inspire you and make you feel at home. Sir Knights, most of you have heard many, many addresses in the past, so to keep from boring you, I’ll try to hit only on the most interesting parts of my year. My itinerary and most of my activities will appear elsewhere in these proceedings, so with your permission, I will read only the parts relevant to the Grand Commandery, and will speak on the things that I feel are most important to our Grand and Beloved Order.

State of the Order

In traveling around the Commonwealth this past year, I have the distinct pleasure and honor of working with some of the most dedicated men in Masonry. This includes every degree and order from Entered Apprentice to Thirty Third Degree to Knights York Cross of Honor. I have seen some of the best work possible. But, we still have a ways to go. As good and efficient as we think we are, we still have room for improvement. I still see a lot of seasoned veterans performing degree work and, more often than not, open rituals being used. If my count is correct, we conferred orders on somewhere around one hundred new members this year. We need to get these new Sir Knights involved. For the openings, we need to practice, practice, practice. On the brighter side of the coin, in comparing these last four years, I do see less rituals being used for openings and Degree work. I am seeing less and less past Commanders taking offices and newer members are stepping up. Either myself or one of my officers attended every inspection this year. I missed only two. This was due to family conflicts. I can honestly say I never saw a “bad” one. It’s true, some of our Commanderies can use some help, but there’s no place on the inspection sheet for dedication. If there were, all Commanderies would have had a perfect score. Even the weaker Commanderies took their work very seriously. Thanks to my Divisional Commanderies for taking the time and having the patience of working with all of these Commanderies. Believe me, your work does not go unnoticed. I mentioned a few months back in one of my Templar supplements how important leadership was. It’s sometime difficult to find leaders in our York Rite Bodies. It seems there are times when nobody wants to step up to the plate, but this is the only way we’re going to keep our beloved York Rite alive. I realize some men are born leaders while others need a little coaching. But, these followers must realize that we’re there to help, not criticize your every move. So, please, if you want to get involved and are a little shy, don’t be afraid to ask for help. There are thirty-three Commanderies and more Chapter and Council bodies around the State, and someone is always willing to help. In regard to finances of the various Commanderies, it appears that while none of these Commanderies are getting rich, we’re still able to hold our heads above water. I realize that many of you are afraid of raising dues in fear of losing members. Sometimes, rather how difficult the consequent may appear, it is the right thing to do. My York Rite bodies at Newport were in bad shape a few years ago due to poor finances. We were losing members and not conferring degrees on as many as we were losing. So, we decided to bite the bullet and raise dues. We never lost one member in any of the bodies. I contribute this to our recorder Sir Knight Greg Wheeler for sending out literature explaining our situation. The key word here is education. Explain to your members in order to keep your Chapter, Council, Commandery afloat, you must have money to operate. As far as finances for the Grand Commandery, we’re just barely managing to stay above water. It’ll be a few years before we can realize the raise in assessments. My thanks to my budget and finance committee headed by Past Grand Commander George Brooks for their hard and tireless efforts of keeping track of the finances. When you have

an operating budget of less than eighty thousand dollars to work with it’s tough. In concluding my State of the Order, I feel that the Commanderies of Kentucky can compete with anyone in conferring the three Orders. I have witnessed with my own eyes just how good we can be if we try. But, again, we must put our foot forward. Remember, there’s always room for improvement. Let’s be better tomorrow than we were today.

Visitations

My visitations took me and my wife, Pat, to all corners of the State and could not have been treated any better. Whether it was from Williamsburg to Paducah or from Whitesburg to Covington, we met absolutely the finest people possible. The constant display of love, dedication, and hospitality extended to Pat, my officers, and myself is beyond words, and I shall be forever indebted to all of you for this. Oh, and by the way, my wife knows where every Walmart is in all one hundred and twenty counties. If one thing I preached as a Grand Officer. You’re no better than anyone else. You just have more responsibilities and a lot of times, the buck has to stop right here. Traveling to our various York Rite bodies throughout the Commonwealth is one thing that makes this job so rewarding. Thanks to my Grand Officers, the two Bills and Ray for attending many functions with me and some without me. You’ve all made my job a lot easier and fun. In March, all of my officers and I attended East Central Department meeting in Indianapolis, Indiana. As always, this was a very informative meeting and we brought back many good ideas. I would encourage anyone in some point in time to attend one of these meetings. They are well organized and planned out. Thanks to all of the Sir Knights and members of Chapter and Council who accompanied me. I also attended the Grand Commander of Indiana’s banquet as well as The Grand Session of Tennessee, where the Deputy Grand Commander Bill Lyle and I were made honorary members. My wife and I also had the honor of attending many Christmas Services offered around the State. Again, thanks to those of you who puts a great deal of time and effort in putting these services together. I also attended the Grand Session of the Order of the Amaranth in Louisville. This was a new experience for me, as we do not have an Amaranth in Northern Kentucky. This was one of the most beautiful opening ceremonies I have ever witnessed and will always be grateful for the invitation. I also had the opportunity of attending Eastern Star’s Grand Session just last week. This was equally as impressive as anything I have ever seen. I also had the honor of attending receptions for Grand Master of Masons Chris Stout, Grand High Priest Wendell Curtis, and Grand Illustrious Master Jimmy Jones. The rest of my visits are in my itinerary.

Dispensations Granted

By the authority of the Constitution and Statues of the Grand Commandery of Knights Templar of the State of Kentucky, the following Dispensations were granted; October 7, 2012, Jackson Commandery No. 47 – To hold a special election of officers on October 18, 2012. This was due to not having a quorum in June. This is for one time only. October 31, 2012, Somerset Commandery No 31 – To hold a special election on November 8, 2012 for the offices of Captain General and Sentinel and any other office which may become available due to such election. This is for one time only. December 11, 2012, Duffield Commandery No. 42 – To hold a special election for the office of Captain General due to the death of Sir Knight Carl Sherman. This is for one time only.

Grand Representatives Appointed I had the pleasure of appointing the following Sir Knights to represent Kentucky in other jurisdictions; Sir Knight James Bowles – Arkansas Sir Knight Robert Peelman – Missouri Sir Knight Thomas Wheeler – Nebraska Sir Knight Gary Hunt – New Hampshire Sir Knight James Reeder – New York Sir Knight William Lile – Utah All of these Sir Knights humbly accepted these appointments.

York Rite Festivals

This year festivals were held in five different locations throughout the State. These were Frankfort, Pikeville, Louisville, Newport, and Paducah. I attended all but one and the work was outstanding. I congratulate the several Commanderies coming together for the conferral of these Degrees and Orders. I have mixed emotions on festivals. Although it gets our candidates through quickly, it makes for a rather long day and I don’t think the candidates can comprehend the lessons being taught. I would rather see these festivals conferred the way Newport and Louisville does theirs. That is, to have a mini-fest conferring the Chapter and Council Degrees and the three Orders shortly

thereafter. I would commend the several York Rite Bodies coming together as a whole to help one another out.

Easter Pilgrimage to Kansas City

This year, the Sir Knights went to Kansas City, Missouri to celebrate Easter Sunrise Services. This was the first time services were held in Kansas City. There were seven States represented. All of the Grand Line Officers were present along with Past Grand Commanders Jim King, Danny Coleman, and George Brooks, and several Sir Knights and their ladies. Sir Knights, if you have never had a chance to go on these pilgrimages, you are really missing out on something. The fellowship is amazing and the Sunrise Service unforgettable. I cannot thank my committee Sir Knight Bill Ryan, Michael Yount, and Past Grand Commander Les Black for a job well done. I only hope that these trips will continue in the future.

Knight Templar Magazine Supplement

My sincere thanks to editor J.B. Hitt, for his unselfish time as editor of the Knight Templar Magazine. I thank you for your patience of me sometimes forgetting the deadline for my article and every month, he would compliment me with “another good article.” I personally look forward to receiving the magazine each month and we must not take J.B. for granted. This man works for nothing and I can only hope that he will continue to edit this publication for years to come.

Youth

The youth plays a very important role in Masonry. This year, it was my distinct pleasure to represent The Grand Commandery in visiting all of our youth groups throughout the State. On June 22nd, I attended Rainbow Girls Grand Session; on July 13th, I attended DeMolay Boys Grand Session; on August 23rd, I attended Jobs Daughters meeting, and on August 25th, I attended The Order of the Builders. On each occasion, I presented a check for one hundred dollars except for the DeMolay. We usually supply the Master Councilor’s jewel. However, this was the second year for the present Master Councilor and he already had a jewel. Instead, we got him an official U.K basketball, which was the high light of the evening. Sir Knights, I beg of you, please support these youth groups. They are our future Masons and leaders. They need you and you need them. If you ever have a chance, please go to these meetings. I’m sure you will be as impressed as I was. My oldest daughter was Honor Queen of Jobs when Northern Kentucky had not one, but four Bethels. Now, like so many parts of the State, we have none. PLEASE SUPPORT THEM. DO NOT LET THEM GO UNNOTICED. Thank You!!

Knight Templar Cross of Honor

This year I received several nominations for the Knights Templar Cross of Honor which will be presented during our Grand Sessions in Louisville. It was inspiring to read all that these Sir Knights have contributed to our great organization. It is sad that all of these Sir Knights cannot received this high honor, but I feel the choice that was made will be pleasing to everyone for this Sir Knight’s dedication and devotion to Commandery.

Conrad H. Cates Service Award

The Conrad Cates Award is singular to Kentucky and goes to one well known for his efforts and leadership over many, many years of faithful service to our beloved Order. There is little else we, as a Grand Commandery, can do to honor those who have labored so faithfully among us. Therefore, I douth if anyone will be surprised with the selection made this year.

Charter Arrested

Sir Knights, on August 13th, 2013, I, along with Grand Generalissimo William Jackson, journeyed to Ervin Commandery No. 55 and had the sad duty of arresting their charter. It is most important to know that this charter was their wish to have it surrendered because of lack of membership. It is my hope that these members will branch out to surrounding Commanders and help to make them stronger. Sir Knights, if we don’t do something to help York Rite Masonry throughout this State, I’m afraid that we’ll see more and more of this down the road.

York Rite Council

It had been an honor to have served on this council for the last four years, and a real pleasure to have served as president this year. The main function of this committee is to promote York Rite Masonry to the fullest. The Officers of the York Rite discussed many items of interest and everything discussed was for the betterment of our Fraternity. Another important function of this Council is to plan and organize the Grand Session, which is a huge undertaking. With input from each of our Grand Bodies, we pray that everyone will be pleased with our results. To our Grand High Priest, Wendell Curtis and Grand Illustrious Master, Jimmy Jones, and their officers, thanks for your many hours of devotion and input. You all made my job much easier as your President.

Recommendations

I recommend that the following be considered and approved by the Grand Commandery:

A. That a service bar be given with the Conrad Cates award to be worn on the Commandery uniform.

B. That a service bar be given to the outgoing president of the Grand York Rite Council suitable for wear on uniform.

Conclusion and Appreciation

Dear Sir Knights; There comes a time when one must step down and render his command to another. That time has come for me serving as your Grand Commander. In forty four years of Masonry, I have been very fortunate to have received many honors, maybe not as honorable as some of the high honors as many of you brethren have, but for a very poor kid growing up in Newport, Ky by a mother making a mere thirty dollars a week, I’m proud to be who I am. I’m a Master Mason and a Knight Templar, a member of the greatest Fraternity in the world, and I would not take a million dollars for the last four years as a Grand Officer in the Grand Commandery line. I only hope that I have represented you well, All of you have treated my wife, Pat and me with the upmost respect and we’ll always be grateful for that. First of all, thanks to my home Commanderies, Newport and Covington, for having the faith in me to nominate me as your Grand Captain General. When I took office I told them what I expected and not once did they ever let me down. Thanks to all the Past Grand Commanders for your help, advice, and support over the years. You have been my inspiration. Thanks particularly to my good friend Past Grand Commander George Brooks. His number was on speed dial and I used it often. Thanks to all elected and appointed Grand Officers for doing everything they were asked to do and more without any complaints or rewards. Thanks to our Grand Recorder Past Grand Commander Jim King and his very assistants Jim Hogue and the lovely Noel. You would have thought that these were seasoned veterans instead of first year rookies. Believe me, these three people deserve everything they make and more. Thanks to my committees for functioning to the very best of their abilities. Each time I called on them, they always had an answer and reports ready. Thanks to my Divisional Commanders for traveling and making sure these Commanderies were proficient in their duties. I have told all of how much you’re appreciated and I mean that with every bit of truthfulness. Finally, thanks to my wonderful and loving family, Pat, Kellie, Celissa, my two sons in law and my six beautiful granddaughters. These people have put up with me missing birthdays, holidays, and have planned their vacations around my travels and commitments. Pat has been my constant traveling companion and she knows where every Wal-Mart is in 120 counties. I love you guys and hope that my next forty seven years of marriage will be as rewarding as my last forty seven. Report of the Grand Recorder

To: The Right Eminent Grand Commander, Grand Commandery Officers and Sir Knights of the Grand Commandery of Kentucky. The success of the Grand Commandery depends largely upon the office staff, the Grand Commandery and I are very fortunate to have Mrs. Noel Stewart as an office Secretary; she is a very dedicated and hard-working individual who this year has completed the task of catching up with our proceedings from preceding years. She has also developed a financial bookkeeping system that will be easier to understand for the Sir Knights and enable us to keep very accurate financial records. We are also fortunate to have Sir Knight James Hogue Past Grand High Priest as the Assistant Recorder, who is always willing to come to the office and work on any projects that need to be completed. Special thanks goes out to George Brooks and his Lady Teresa who came to the office to help set up the computer systems and to help get the dues cards printed. I would like to personally thank both of them for assisting in the preparing of the advanced proceedings and other paperwork necessary for this grand sessions. We would like to invite you to visit the office at any time and determine for yourself the amount of work that is done by the staff, who are working for you.

Swanson, Chairman, Knights Templar eye Foundation Subject: Report of 45th Annual Voluntary Campaign The 45th Annual Voluntary Campaign which ran from July 1, 2012 to May 15, 2013, collected total donations of $1,379,456.13. This was down from the previous year’s Annual Campaign donations of $2,552,318.89. The weak economy coupled with high unemployment accounted for the adverse impact.

With the dues increase passed in 2012, income will equal expenses and no withdrawal will be requested this year from the permanent fund. The $289.58 income shown as error in transition occurred either during the transfer of records from our previous office secretary to our current secretary, or in the transfer of numbers from the previous M/S Excel reporting system to the current Quicken. Whatever the former cause, it should not come up again as we do not expect any transition in the foreseeable future. All future reports will come directly from the Quicken software. Grand Commandery Golf Scramble Report 2013

To: Eminent Grand Commander, Grand Commandery Officers, Past Grand Commanders, Distinguished Guest and Sir Knights

We were fortunate to have a nice dry day in Lawrenceburg, KY on August 3, 2013. We had 8 teams, a total of 31 golfers that played. $300 was awarded to first place and $200 to second and $80 in hole prizes were given out. All prize money was donated back. A good time was had by all with lunch provided. We had $2820 in hole sponsors. A big thank you to all that helped, played, sponsored a hole, donated time and had a part in making this day a success. A special thanks to the members of Ryan Commandery that helped out at the course with the food, setting up and tearing down, and to Sir Knight J.B. Hitt for driving the drink cart along with Past Grand Commander George Brooks. It was nice to see our Grand Commandery officers that were able to be there, thank you for your support. Report of the Committee on The Holy Land Pilgrimage September 16, 2013, A. O. 895

To the Right Eminent Grand Commander, Officers, and Sir Knights of the Grand Commandery of Knights Templar of Kentucky: Your Committee on the Holy Land Pilgrimage reports that the Reverend Garrett B. Bugg of the Ashland York Rite Bodies and former pastor of Ashland First Presbyterian Church was Kentucky’s Pilgrim Minister Applicant for the 2013 pilgrimage year. After making the pilgrimage earlier this year, he accepted a call to another church in Virginia. As of this date, no applications have been received for the pilgrimage in 2014. The deadline is October 15, 2013. All necessary application forms should be obtained from the Kentucky Holy Land Pilgrimage Chairman. Ordinarily, the Grand Commandery pays the full cost of the Pilgrim Minister’s trip (domestic and international airfare, housing, meals, etc., other than personal incidentals)—currently about $3800.00. However, Reverend Bugg’s trip was privately funded. Based on the most recent information available, it would appear that there are still sufficient monies to send a Pilgrim Minister to Israel in a future year, the Holy Land Pilgrimage Fund is rapidly decreasing. We encourage all of the Commanderies in Kentucky to donate whatever they can to replenish the fund in order that others may have the same opportunity to travel to the Holy Land in the future. Donations should be sent to the Grand Recorder and clearly marked “Holy Land Pilgrimage Fund.” We thank the Right Eminent Grand Commander for giving us the opportunity to serve. REPORT OF THE GRAND COMMANDERY EDUCATION COMMITTEE

2012-2013 TO THE GRAND COMMANDER, GRAND COMMANDERY OFFICERS, DISTINGUISHED GUESTS, AND SIR KNIGHTS. FOR THE YEAR 2012-2013, THE COMMITTEE AWARDED A $2,000 GRANT TO NANCY GRACE GREEN (AN OPHTHALMOLOGY STUDENT) OF THE UNIVERSITY OF KENTUCKY. HER GOAL WAS TO PURCHASE AN HEINE LOUPES SET WITH LED HEADLAMP. THIS PIECE OF EQUIPMENT IS SELF CONTAINED AND SELF POWERED AND ALLOWS A TRAINED OPHTHALMOLOGY PHYSICIAN TO PERFORM CERTAIN TYPES OF EYE SURGERY IN THE FIELD WITHOUT A NORMAL HOSPITAL ROOM SET UP. THIS EQUIPMENT ALLOWED HER TO COMPLETE ONE OF HER STUDY REQUIREMENTS IN HAITI. SHE CONTINUES TO STUDY PEDIATRIC CATARACT AND RETINOPATHY OF PREMATURITY (ROP). Dear Mr. Ramey and Grand Commandery, I want to write and thank you for your kind grant this past year, as well as inform you of the status of my international projects. I was humbled to be able to purchase a Heine Loupes set, complete with LED headlamp, thanks to your grant. This is a vital piece of equipment, equally in importance to my surgical instrumentation. I use them every time I operate on eye muscles both here and abroad. This particular model was more expensive than I could have afforded without the grant, and I certainly couldn't have afforded the LED light without your aid. Both the particular headset and the LED light allow me to operate anywhere, unlike the traditional setup made for the first-world operating room setup. With your help, I am able to operate in any situation, independent of power capability or generator, and in some cases can operate without a microscope. Between the magnifying loupes and the LED light, I can set up an OR in a remote concrete building by bleaching down the walls, using sterile towels and instruments, and donning my headlamp to work. Regarding particular projects: my plans to return to Haiti in May were thwarted just one week earlier than my trip. A hurricane had blown the roofs off two main buildings on the campus where I was to go scout for further project development. I discussed the matter with the NGO's US CFO at length, and we decided it was best for me to remain stateside and not spend hundreds of dollars on a plane ticket. This situation has slowly been resolving, but I am in the disappointing station of standing by while waiting for others without much resource to resolve their situation. Not wanting to put all my eggs in that basket, I have since attended the Christian Ophthalmology Society meeting in Houston, TX in late July. I discussed future plans with several members and I will be making a significant contribution of time overseas when I complete fellowship this year. Whether that entails an entire year (Swaziland, Kenya, and Fiji are legitimate places where my skills would be well-used) or several months (traveling to Haiti, Ghana, Honduras or Paraguay), we have not yet been able to work out. In many ways, it is simply too distant in time for many of these less-organized locales to decide if they can use me. However, I can assure you that my passion has been, remains, and will continue to be for international service in ophthalmology.

Regarding my immediate station: I am currently completing a year of fellowship with two of the nations' best pediatric ophthalmologists at Washington University in St. Louis. One of the main reasons I chose this location was their tendency to provide their fellow with at least twice the experience in pediatric cataract and retinopathy of prematurity (ROP) treatment as any other program at which I interviewed, all of which were very respectable. Both these fields in pediatric ophthalmology are of the most urgent nature in all countries of the world. Strabismus and the need for glasses are generally the most pressing in any location, with pediatric cataract third in developing nations and ROP third in most industrialized and up-and-coming areas. All that to say - I hope you feel your money has been well-invested. I will be writing you on occasion to remind you of what you have provided for those less fortunate through your generous grant. Attached you will find a receipt to show the purchase. Finally, Mr. Ramey asked that I suggest someone who might be able to use your grant money wisely. I would here strongly suggest you contact Jim Huffman. Jim's father and uncle are two of the busiest ophthalmologists in southeastern Kentucky. Jimmy grew up in the state and, based on what he has told me, desires to remain here for the remainder of both his training and career. He has a great heart that is focused on including international work and ophthalmology for the local poor. I am looking forward to working with the Grand High Priest and Illustrious Grand Master to make the York Rite a leading part of Kentucky Masonry. (606) 836-1820 Minutes September 15, 2013 Meeting was opened at 4:00 PM in the Holiday Inn Hurstbourne Hotel in Louisville, Kentucky by President-Elect J. William Riggs. There were 15 members present. The Minutes from September 16, 2012 were read and approved. The Treasurers Report showed that there is $446.45 in the Treasury. There were no papers submitted in advance. Brother Riggs, who is General Chairman for this York Rite Session, started a discussion about the Sessions. Advance reservations and meal purchases drive the success of a session, as the more revenue a hotel receives, the more perks for the group that is having the meeting. A large number of reservations helps with the reduced rates and perks. We received breakfast tickets at no cost to the user, reduced hotel rates, free hospitality room, and free suites for the Grand Officers. Lunch prices were realistic, at $22.00 per ticket, as it costs as much or more, with tax and gratuity, to eat at a restaurant as it does at the Hotel. Banquet tickets were $40.00 for Prime Rib. Suggestions such as a lunch and banquet buffet were brought up to possibly reduce costs. Our budget was reduced nearly $4,000.00 from last year. Elections for the year were held, with a slate proposed of Richard Miller, President; James King President –Elect; Larry Beeman, Vice-President; and Kerry Sluss Secretary-Treasurer. On a motion by JB Hitt, seconded by C. Victor Ramey, all were elected. The Officers were installed by outgoing President J. William Riggs. No further business, we adjourned at 4:51 PM.
