The Divine Service was held at 6:00 PM on Friday, September17, 2010 under the direction of the Eminent Grand Prelate.

Welcome to all Sir Knights at this Grand Commandery both from the jurisdiction of Kentucky and thosewho have traveled to be with us. We do appreciate all the efforts made and the dedication to Knight

Templar you have shown by your attendance. We will do everything within our power to make sure thatyour visit here will be interesting and enjoyable. The hospitality that I received in other jurisdictions was

fantastic and we will strive to show you the same.

Grand Commandery of Kentucky, after this attending many of our Commanderies throughout the state aswell as most of the Templar Academies presented along with attending the Arch and Area meetings. In

state visitation also included our privilege of presenting from the Knights Templar Eye Foundation, Inc. acheck for $35,000.00 to Brian Raisler, PhD with a follow up amount of $5,000.00 for a grant of researchat the University of Kentucky and then again we presented a check $31,060.00 with a follow up amountof $5,000.00 going to Ann C. Morris, PhD a grant for eye research at University of Kentucky. Both theseamounts totaling $76,060.00 were grants that I and Deputy Grand Commander, George F. Brooks had

the honor of presenting.

Out of State Visitations: Easter Pilgrimage to Washington D. C. with special honors of being invited topresent a wreath at the tomb of the Unknown Solider with Grand Commandery of Indiana and Right

Eminent Grand Commander James Dove accompanied by Deputy Grand Master of the GrandEncampment Sir Knight David Dixon Goodwin and Grand Generalissimo of the Grand Encampment SirKnight Duane Lee Vaught, We attended the East Central Division Conference meeting in Grand Rapid,Michigan. We attended Grand Commanderies in the jurisdiction of Indiana, and Ohio. Throughout theTemplar year visited with Grand Commanders in many jurisdictions including, West Virginia, Virginia,Indiana, Ohio, Michigan, Wisconsin, Illinois, and Florida as well as Georgia. Attended several Masonic

Lodges as well as meetings with Royal and Select Masters in Council and Royal Arch Masons and AlliedMasonic Degrees with Yeoman of York and KYCH (Knight York Cross of Honor). Had the honor ofattending several Order of Eastern Star, White Shrine of Jerusalem, Order of Amaranth, Order of

DeMolay, Job’s Daughters and Rainbow for Girls, Order of the Builders, National Sojourners, ScottishRite clubs, Supreme Council Order of Amaranth, Inc. in Florida.

Received Honorary memberships from Grand Commandery of Indiana, Knight Templar and GrandCommandery of Ohio, Knight Templar.

Recommendations would be that we as a Grand Commandery focus on retention of membership andmore aggressive programs of publications in the lodges with the cooperation of the Grand Lodge to

achieve increase membership so we may become stronger in our Chapters, Councils, and Commanderies.Continuation of the Templar Academy should be a must by our Grand Officers leading the way to keep

our Sir Knights informed of any changes and to be given up to dates from Grand Commandery and GrandEncampment. We all must get our Recorders up to date with internet or at least have someone in theChapters, Councils, and Commanderies to be able to project and receive information via email and to

pass this along. To continue in the forth coming years to work within a place of peace and harmony asGrand High Priest, Gary K. Hunt R.A.M. and Most Illustrious Grand Master, Douglas Bunch R. & S.M.

and I have had the honor of doing. Thank you Companions for all your hard work and dedication.

With the help, aid, and assistance of this Grand Commandery and its officers you have given me one ofthe greatest opportunities of my life and I shall be forever grateful. I must thank God for allowing me

each day to do the best I can to fulfill my obligation during my tenure of office as Grand Commander. Oneof my greatest memories during my tenure is the honor of participating in the laying of a wreath at the

have been honored to be present at York Rite Festivals as well as Order of Red Cross, Order of Malta, andOrder of the Temple. Each Grand Commandery officer preformed their obligation as well as representingthis Grand Commandery with pride and distinction. Sir Knight George F. Brooks, Very Eminent DeputyGrand Commander, I congratulate you on a job well done and wish for you a fantastic year pledging to

you my support in any way I can assist. Our Grand Recorder, Sir Knight Bill Hinton, R.E.P.G.C. and theoffice secretary Rebecca Wrath assisted me with professional attention to duty and without them we could

not have made it through this year. Right Eminent Grand Commander Archie was Born Archie R. Paulin on August 21, 1944 in DeaconessHospital in Louisville, Kentucky. He was adopted at the age of 13 by William H. and Leora B. Smallwood.

Sir Knight Smallwood attended Mill Creek, Graham, and Kerrick Elementary Schools in Louisville,Kentucky, George H. Goodman Middle School in Big Clifty, Kentucky, Clarkson High School in Clarkson,

Kentucky and several courses at U of L in Louisville, Kentucky. He and his wife Sandi have two boys,Aaron Ray and Eric Todd; two Girls Heather Lynn Sneed and Michelle Ann Pyke; eleven grand children

and two great grandchilden .Sir Knight Smallwood was employed by the Transit Authority of River City for 31 years, retiring in 2008.During this time he worked with the Pleasure Ridge Park PTA. American Heart Association in Kentuckyand Indiana. He was President of Tarcana Credit Union, Louisville Credit Union, and severalsubcommittees of the Kentucky Credit Union League. REPORT OF THE GRAND RECORDER

TO THE RIGHT EMINENT GRAND COMMANDER, OFFICERS, AND MEMBERS OF THE GRANDCOMMANDERY KENTUCKY, KNIGHTS TEMPLAR:

This is my fourth report to you as your Grand Recorder. I thank Rebecca Warth, our Office Secretary, andthe Constituent Recorders for their work on behalf of the Grand Council!

Necrology

We experienced the loss of a long-time Recorder during the past year; Sir Knight T. Boyd Brown was theRecorder of Duffield Commandery No. 42. We extend our sympathy to his family and friends.

Former Recorders

A number of Recorders stepped aside this year to allow others to serve. Among the “long timers” wereCompanion Tobey J. Adams of Webb Commandery No. 1, Sir Knight E. J. DeWitt of PrincetonCommandery No. 35, and Sir Knight James R. Bowles of Madisonville Commandery No. 27.

The Office

As we look to the future, we plan to update our computer resources, consider other needs and examineour financial resources. Our Office Secretary Rebecca Warth works from her apartment in Nicholasville onassigned tasks while I work in Shelbyville on my tasks. We try to meet in Shelbyville once a week to dosome joint projects. As you may know, ALL of the Commandery Recorders must have computercapabilities in order to file their reports with Grand Encampment.

Membership

Although membership records continue to improve, we still have a way to go! Many of our Recorders havecontinued to work very hard to get their records up to date. The summary of the statistical table is asfollows:

Somerset Commandery No. 31 had the greatest growth.

Finances

A basic summary of our finances is as follows:$70,584.43 - Income for fiscal year July 1, 2010-June 30, 2011$77,638.03 - Expenses for fiscal year July 1, 2010-June 30, 2011[$7,053.60] - Excess of Expenses over Income

I continue to express my belief that we should have a “continung resolution” to authorize expenditures inJuly and August prior to adopting a budget in September for the fiscal year of July 1-June 30.

We continue to have too many of our Commanderies that are not submitting their various reports by thedeadlines. This delays processing in the office and causes extra work. Again this year, I declined to issuefines. This is because the local body usually ends up paying the fine, and the local Commanderies don’thave the money to do this. However, the Office still needs to have the information on time!

The “problem” of producing an annual Proceedings is making great improvement thanks to our OfficeSecretary Rebecca Warth! This year, she completed the Proceedings for 2007 and 2008. She hopes tocomplete the Proceedings for 2009, 2010 and 2011 during the coming year.

We have too many things that get sent to the Office when it would be better if they were sent to the personresponsible. I will continue to work to see if more things can be handled in another way. For example,Nominations for the various Awards should have the same deadline date and be sent to the appropriateCommittee Chairman. Second, By-Laws could be sent to the appropriate Chairman and the Committeemight meet quarterly to review and approve them. At that point, the “approved” item(s) would be sent tothe Office for filing and return to the local Council.

Finally

I continue to be impressed by the expertise and dedication of so many Commandery Recorders. All arecomputer literate and do an outstanding job at the local level. Several have contributed both time andadvice to help the office become more “computer friendly” with our reports. To each of you who serve sofaithfully, I say a sincere THANK YOU!

This past year we saw 6 Commanderies have a score of 0. This was due to the fact they did not haveenough people to open. I do not know the answer to stop this. I will call on the members of ALLCommanderies to see if there is any way to help.

I want to commend the Commanderies for doing a GREAT JOB. This was the closest year for scores wehave had in a few years. The top 10 all scored above 200. They were:

COMMITTEE ON YOUTH

To: The Right Eminent Grand Commander, Officers, and Members of the Grand Commandery of KnightsTemplar of Kentucky

Your Committee on Youth is pleased to report that our four Masonic youth organizations continue to beviable and positive forces for young men and women within our jurisdiction to join and have a fraternalrelationship with our Masonic families. Due to the loyal service of many adult volunteers who serve inadvisory capacities and the sponsorship by our Masonic organizations, our Masonic youth groups areable to operate and exist in hopes of ensuring a better future for our Masonic families.

The Order of DeMolay has experienced positive growth during the past year in their membership programand operations. Kentucky DeMolay has offered three seasonal statewide conclaves that featured a varietyof events and programs in ritual, sports, leadership development and fraternalism.

The International Order of Rainbow for Girls in Kentucky has successfully continued in providing a well-rounded program for their young ladies with their annual leadership camp, Grand Officers Retreat,inspections by the Supreme Inspector, official visits by the Grand Worthy Advisor and Grand Assemblyduring the past year. During the past year, there has been a new Rainbow Assembly established.

The International Order of Job’s Daughters has encountered some growth within their state organization.Our Kentucky Job’s Daughters still function under the Supreme Guardian Council and continue to offerworthwhile and beneficial programs for their members.

The Order of the Builders has successfully offered its program of an annual Grand Chapter session andthe activities of their several chapters. They continue to function for the betterment of our Masonicfamilies.

Several of our Masonic youth groups have been visible in enhancing their credibility by their presence andparticipation at some of the Grand Lodge District Meetings and the District Schools of the Grand Chapterof Kentucky, Order of the Eastern Star, throughout the year.

The Grand Commandery and commanderies in Kentucky have continued to contribute their monetarysupport to Rainbow, Job’s Daughters, Builders and DeMolay. We are also pleased to note that our RightEminent Grand Commander Archie Swallwood has also shown his genuine interest and support to ouryouth during this past year.

Your committee commends those Commanderies that make donations or purchase advertisements in theprogram booklets of the various youth organizations. The committee extends their sincere appreciation to

those men who serve as adult volunteers and leaders for our Masonic youth groups. To The Grand Commandery Officers, Recorders and Members of the Grand Commandery of Kentucky:

Subject: Appointments and Evaluation

Greetings Sir Knights! As we start a new Templar year we must remember that as Christian Knightsand as we were taught on our first journey in Masonry, to “invoke the blessings of Deity” I ask that all ofyour remember our Fraternity and myself in your prayers as we begin the 2011-2012 Templar year. Withyour prayers and assistance this will be a GREAT time for Fraternity. I look forward to visiting with all ofyou during this coming Templar year.

Commandery Evaluation shall consist of general records evaluations, full form opening with rehearsalof duties, pass and review, reception of distinguished guests, and conferral of one of the “Orders” in fullform. The full form opening and the conferral of the Order may be held on different dates with priorapproval of the Division Commander. All Full form Openings must be completed by May 31. Allconferrals of one of the “Orders“ must be completed by June 30. The Division Commander will conduct aSchool of Instruction prior to Inspection. Any Commandery may request the Inspector General foradditional instruction. I hope the Templar Academies we held in each Division during July and Augustwill help the new Commandery Officers in achieving proficiency in the full form opening of theirCommanderies.

I recommend that each Commandery open in full form with rehearsal of duties at every conclave, eventhose who meet with all of the York Rite Bodies on the same night. From personal experience I can saythis gives your Local York Rite Bodies a sense of accomplishment and improves scores in all bodies. Itdoes not take but about an hour to open all three bodies in full form once you are proficient. I mandatethat each Commandery shall be opened in full form once each quarter during the Templar Year. Festivalconferrals may be used as evaluations.

I commend those who have One Day Festivals during the Year. I Know that this helps some of ourcandidates to join who couldn’t if we only had “slow” classes. And our smaller Commanderies who needhelp in conferring the Orders. We should not let this take the place of the local Commandery “slow”classes. I encourage each Commandery to become proficient enough to do the Orders of our Fraternity ina slow class. New members are our life blood and we need to grow or we will fade into history.

This General Order No. 1 is effective immediately and shall be read at the first conclave of eachConstituent Commandery after its receipt and be made a part of the minutes of the conclave.
