After the 1st Statutory conference, as the elected General Secretary, I honor theoverwhelming support and confidence shown to the adhoc committee as well as to me. Allstate associations extended their unstinted support to us. All the co-office bearers and stateassociations showed interest in organizing statutory meetings/conferences in particular the‘Silent March’ program in Punjab. All helped me in maintaining good relation with AIFUCTO,for the past two years. Keeping in mind these committed support extended by all membersto AIFRUCTO I am sending this circular as a report of our conference.

As per schedule the Executive Committee met at 5pm on 4-4-2016 at Academic StaffCollege at Ranchi. General Secretary and Treasurer submitted their reports, which wasapproved by the committee and EC permitted to submit the same on behalf of EC in thegeneral council and in the General body meeting to be held on 5th and on 6th April.

Regarding the unification of AIFRUCTO and AIFRUCTA, the EC decided not to proceedsince the AIFRUCTA is not ready for any joint discussion on this matter.

Inauguration, Release of Souvenir and Seminar on ‘Commercialization of HigherEducation’ were held till 5pm starting from 10.30am on 5th April. Then the General Councilmet and it went up to 6.30pm. In that meeting General Secretary and Treasurer presentedtheir report on behalf of the EC for discussion and approval with necessary modifications.Different committees were formed to propose constitution amendments, to proposemodalities to bring the journal in correct form, to hear the suggestions of the speakers in thegeneral body meeting and suggest future programs and to move resolutions on differentissues the state associations are fighting for. Then cultural program was held. Everybodyenjoyed it. We must record our appreciations to the artists who gave us wonderful andmesmerizing performances.

On the same day an unofficial meeting of the leaders of all state associations washeld and they finalized the list of office bearers of the AIFRUCTO for the next term so asto make the election of office bearers unanimous.

On 7th April the General body meeting started at 9am sharp. Prof.MrinmoyBhattacharya, Prof.Thokchom Meinya, M.P., Prof.Vijay Kumar, Vice-president, FISE,our patrons, gave their guide lines to move further for the betterment of Retired teachersand of the society in general. Prof.ArunKumar, General Secreatry of AIFUCTO andProf.Ashok Burman, Ex.General Secretary of AIFUCTO gave suggestions to moveahead joining hands with AIFUCTO to safe guard the interests of teachers in service aswell as of those retired already. Apart from these leaders, about 32 speakers representingdifferent states spoke on the reports giving their suggestions to strengthen AIFRUCTO.They expressed their observations on constitution amendments and on journal suggestedby the respective sub committees. They also gave details of the problems of retiredteachers existing at their state level and at National level and suggested programs tosolve them. This session enlightened the gathering on all issues.

Prof. Ashok Burman has kindly agreed to be the Election Officer and he announcedthe (unanimous) results appreciating the leaders who have agreed to bring a consensuson election of office bearers.HIGHLIGHTS OF THE CONFERENCE:1. 81 delegates, representing Gujarat, Punjab, Haryana, Maharashtra, Rajasthan, UP,

Bihar, West Bengal, Manipur, Odisha, Telamgana, Karnataka and Tamilnadu, apartfrom 124 delegates from Jharkhand attended this conference.

2. 3 ministers and Speaker of the Assembly of Jharkhand participated in the conferenceas guests. [Our congratulations to the organizing committee at Jharkhand.]

3. About 20 retired teachers, including a few retired Vice Chancellors, who have crossedthe age of 80, were honored in the conference. Prof. Kanubhai Shah, our senior mostvice president from Gujarat, aged 87 was also honoured.

4. Prof.Kanubhai Shah and Prof.Ashok Burman have agreed magnanimously to be our patrons.5. Prof.Thokchom Meinya,M.P., our patron has given the donation of Rs.10000 which

he promised to donate to AIFRUCTO every year, in the last conference. Prof.Halesh,our secretary from Bangalore donated Rs.10000 and promised to give the sameevery year till the organization become economically strong. He further announced adonation of Rs.1000 to ‘AIFRUCTO JOURNAL’. Prof.Subba Reddy of TelanganaAnnounced a donation of Rs.10000 [he has sent the cheque to the treasurer]. Thisgesture enthused all participants. Prof.Chauhan, our Zonal secretary from UPannounced a donation of Rs.1000 to ‘AIFRUCTO JOURNAL’.

6. Prof.ArunKumar, General Secretary, AIFUCTO during his speech asked us toprovide 2 or 3 members to the subcommittees formed by them for drafting report ofrecommendations to UGC committee and to the Government on New EducationPolicy so as to move jointly to solve the issues of teachers in service and of retired.This gesture was welcomed by the gathering emotionally.

7. Many speakers insisted on some program to be organized against the Govt. ofPunjab for passing a bill in March 2016, denying their commitment on retirementbenefits of the teachers of Aided colleges including gratuity, leave encashment etc.,and that too giving effect from 1-1-1974. Prof.Niranjan Padhy, our vice presidentdonated Rs.1000 towards the struggle fund of the Punjab Aided Colleges retiredEmployees Association, which is fighting tooth and nail to save the interests of retireesfrom Aided colleges in Punjab. He appealed to other members also to strengthenthe fighting teachers.

8. JN Vyas University Retired Teachers’ Society, Jodhpur, Rajasthan, GulbergaUniversity Retired Teachers’ Association, Gulberga, Karnataka, Bangalore UniversityRetired Teachers’ Association, Bangalore and Federation of Retired UniversityTeachers’ Associations of Bihar paid affiliation fee at the conference venue andbecame members of AIFRUCTO.

Only thosewho are present must be selected for office. 6. Candidate must be proposed by the officebearer of the respective association / state. Following these principles the above officebearers were proposed by the states.RESOLUTIONS PASSED IN THE CONFERENCE:[Prof.Nanda presented the general resolutions and Prof. Niranjan Padhy presentedresolutions given by the states]

The house observed two minutes silence to show our respect to Prof. Dr. Pande,former principal of Ranchi College, Ranchi where our conference was held, who died onthe previous day and passed a condolence resolution.1. The reports of the General Secretary and of the Treasurer were approved

unanimously.2. Resolved to request UGC to frame uniform pension rules for all states3. Resolved to request the state Governments of Punjab, Haryana and Chandigarh to

implement pension without differentiating the Govt. Colleges and the Govt. AidedColleges.

4. Resolved to condemn the Govt. Of Punjab for having passed a bill saying that theGovt. will not take any responsibility to grant pension and other retirement benefitsincluding gratuity, Leave encashment etc., for teachers and employees retiring fromGovt. Aided colleges giving effect from 1-1-1974. Further resolved to request theGovernment of Punjab to repeal that Act immediately.

5. Resolved to request the Central Government to form UGC committee immediately togive its recommendations regarding Higher education including the Pay scales forteachers serving in Universities and college throughout the nation.

6. Resolved to request the MHRD of central government to issue orders to all statesinstructing to remove pension disparity between pre 2006 retirees and those retiredafter 1-1-2006, as given to central university retirees and to central Governmentemployees.

7. Resolved to publish ‘AIFRUCTO NEWS’ as quarterly journal and to fix its price asRs.20 per copy.

8. Resolved to make AIFRUCTO an affiliate to Bharath Pensioners Samaj immediately.9. Resolved to authorize the Secretariati. To fill up the vacant offices in the Executive Committee as and when needed.ii. To form an Editorial board for the Journal including nomination of the chief Editoriii. To form a National ‘Legal Cell’ to guide states in filing cases to get justice for our

members and to file cases on behalf of AIFRUCTO, if needed.iv. To nominate a few professors to coordinate with AIFUCTO sub committees to include

the demands of retirees in its recommendations to be submitted to the UGC committee/ New Education Policy

v. To plan program of action for the issues, AIFRUCTO is takingvi. To make functioning at zonal level more effective.FINAL SESSIONTreasurer in his reply speech, he gave a call to mobilize Life Membership for theFederation and for our Journal. He requested all affiliated association to pay affiliation feeand membership fee regularly to strengthen the federation financially also.General Secretary in his reply to the discussion thanked all the states for having sentdelegate in good number. In particular he expressed thanks to Prof. MrinmoyBhattacharya who travelled with all his physical problems to attend this conference andhe expressed his appreciation for Gujarat team in particular Prof.Kanubhai Shah of age
