  • 4T his selection suggests 14 eff ective models of recovery of abandoned spaces, the identity of a place, certain techniques and

    good practice, ways of dealing

    with our environment promot-

    ing thus a culture of urban civic

    activism. Th e exhibition brings

    together the energies, experience,

    memories, questions and perspec-

    tives of people understanding

    that the fate of the place they live

    in is up to them.

    Th ey are all independent projects,

    initiated by professionals of the

    city, design groups, entrepreneurs

    or nongovernmental organiza-

    tions: people who get together

    for a common cause. Th ey do not

    follow a commission, yet aim at

    sorting out diffi cult issues, often

    of immediate and vital public

    interest. Th ey usually short-

    cut institutional systems, and

    sometimes some of them turn

    term projects and have already

    gone successfully through a stage,

    and won a battle. Beyond their

    precise, clear purpose, all of them

    aim at working as an impulse for

    future actions, reverberating as

    good practice models; and change

    the way of thinking in time.

    Each initiative manages to regen-

    erate existing local communities,

    motivating them to take part in

    actions bene c to all, or builds

    up other communities, coming

    up with new ways of using a city.

    Th ey challenge people to get away

    from passiveness and interact

    with each other a rst and vital

    step of the activation process.

    Besides the mere intervention,

    the communities get con dence

    in their own forces and in the

    concept of improving their lives

    on their own.

  • 6S treet Delivery quickly turned into a trendyevent, an urban happen-ing whose success almostconsumes its deep resources: from

    the distance it looks like a sum-

    mer Oktoberfest, a mini-edition

    on Dambovita where people enjoy

    culture instead of beer.

    Yet, behind this event there is

    no PR fabric, but a clear strate-

    gic plan of urban rehabilitation

    and possible model of interven-

    tion in the historical structure

    of the capitals centre: the Area

    Square. Although the Actually,

    this should have included a turn-

    ing of the street in that section

    into a pedestrian area too, which

    did not happen. Despite this and

    other cuts, the work stands for

    an achievement enjoyed by the

    public, highlighting the dubious

    contrast between such urban oa-

    ses and a diversity of vandalisms

    or usurpation of public space.

    Simplifying the case, which is the

    very mission of Street Delivery a

    non-pro t event of social respon-

    sibility, meant to highlight roles

    and functions of the public space

    in order to make it work, at least

    temporarily, as a place of commu-

    nity awareness, without waiting

    for the urban project to be fully

    nalized. A permanent pressure

    of the current state while going

    forward with small steps until

    authorities will understand that

    3 days out of 365 are an extremely

    avaricious concession for locals

    and that such urban oases should

    be constant.

    It is satisfying that the action pat-

    tern is contagious: Street Delivery

    is simultaneously organized in

    Timioara, in Florimund Mercy

    Street, while several similar ini-

    tiatives and street events appear

    in the capital, aiming at restor-

    ing the city to its people, step

    bystep.

    F actory for rent. Th enewspaper ad in 2009 followed the economical crisis which blocked theoriginal plans of replacing the Th e

    Paintbrush Factory, a former so-

    cialist plant in Cluj, with an offi ce

    and ats compound. At the same

    time, a group of artists, curators,

    cultural producers and manag-

    ers was in search of nancially

    convenient spaces.

    Th is is how the top cultural

    independent centre in Romania

    probably appeared; not as a result

    of cultural or urban public policies

    or mega-investments coupled

    with an architecture project, but

    as a federation managing a place,

    building and developing a collec-

    tive entity with certain common

    values along the respect for the

    individuality of its members.

    Th e federation has a cultural

    manager and a board of directors.

    Th e 2500 sqm space was organ-

    ized following the needs of the

    members, in 30 modern art units,

    with a minimal setup and essen-

    tial technical equipment. Th e mix

    of cultural display and produc-

    tion is fascinating and constantly

    feeds on energy, interdiscipli-

    nary acts and visibility. On the

    same oor one can acces artists

    workshops, contemporary art

    galleries, music or contemporary

    dance studios or an independent

    theatrehall.

    Th e Paintbrush Factory stands

    and develops. It will probably

    need a public support at a certain

    point: not mere funding, but an

    institutional one as well, perhaps

    a public-private partnership to

    cover the sustainability of the

    project without interfering its

    independence. Besides that, the

    reconversion will probably also

    ask for the coordination of an

    architect. As in so many places,

    the development produced by

    alternative culture may initiate

    a new issue it may gentrify the

    area and eventually endanger the

    very future of the center. But we

    will see what will be the long-

    term impact in the immediate

    urban context.

    Fabrica de Pensule rezist i se

    dezvolt. Probabil ns c, la un

    moment dat, va nevoie de o

    susinere public: nu doar fon-

    duri, ci i un sprijin instituional,

    poate un parteneriat public-privat

    care s asigure sustenabilitatea

    proiectului fr a-i agresa inde-

    pendena. Pe lng aceasta, va

    probabil necesar o coordonare

    arhitectural a reconversiei. Ca

    n attea alte locuri, dezvoltarea

    produs de cultura altenativ

    poate declana o nou problem

    ar putea gentri ca zona i, pn

    la urm, periclita chiar viitorul

    Th e post-industrial recovery for

    the art production is a classical

    phenomenon by now. But in this

    case, the factory did not remain

    a mere name, but continues to

    work on, and the centre does not

    simply occupy certain industrial

    areas left out, but reinvents, and

    cooperates with the union, a place

    and an institution. Starting with

    the launch in 2010, the activity

    of the centre exploded: a rm

    curatorial programme, several ex-

    hibitions, an elaborate catalogue,

    Romanian Cultural Resolution,

    the project for one of Romanias

    pavilions at 2011 Venice Biennale.

    Th e natural participation to

    the international arena blends

    with building a local audience

    and attracting visitors from the

    country. People come to see key

    works, listen to famous people

    like Dan Perjovschi and take part

    in lm projections or community

    theatre shows. We hope a more

    substantial physical change of

    the building and the public space

    (for the moment dull) in front of

    it will happen in time. Th e club

    could not only position and keep

    Craiova on the map of contempo-

    rary art, but also turn itself into

    an urban hub of Craiova.

    O ver a century ago, it wasa landmark for connect-ing the capital to the European economy. A monument of industrial ar-

    chitecture by the Italian archi-

    tect Giulio Magni, assisted by

    Anghel Saligny: the Commodity

    Exchange. In the 80s it turned

    into an administration site for

    the building site of Ceausescus

    Palace. After 90 it went through

    a devastating re, was abandoned

    and declared a collapse. Th is

    project saved it.

    Following Teodor Frolus initia-

    tive, DC Communications and

    Headvertising initiated a rehabili-

    tation strategy under a common

    partnership: they saved the build-

    ing from demolition buying it,

    struggled to get various permits,

    took loans and started the works,

    based on a brilliant reconversion

    project done by Re-Act Now archi-

    tecture offi ce.

    Th e transformation actu-

    ally expanded over three years:

    practically, a new building came

    up, covered by the old red-

    brick faade, fully recovered and

    restored, and whose frontispiece

    still has the old name. Th e func-

    tions of the old exchange were

    reconverted following current

    needs the ground oor and

    the basement as public spaces

    for fairs, exhibitions and events,

    and the three oors for offi ces for

    creative industries.

    Re-opened in 2007, the build-

    ing was called the Ark. Th e same

    year, Bucharest Urban Space

    Association launched the TUB

    project (TransCentral Urban

    Bucharest), a model of urban

    development following urban

    halls and which placed the

    UranusRahovaTh e Ark area in

    a possible Room of Alternative

    Culture. Its role would be to help

    regenerate a neighborhood with

    huge social problems and start a

    natural integration of the centre,

    currently savagely cut by the to-

    talitarian axes, and, together with

    that, of all the cultural, social and

    economic events along a route ex-

    clusively dedicated to pedestrians

    and cyclists.

    manifestrilor culturale, sociale

    i economice, de-a lungul unui

    traseu exclusiv dedicat pietonilor

    Association and ArhiterraA t the edge of ibneti, part of a historical route connecting Iai to Vaslui, there is Petre P. Carps complex, apparently

    damned to neglect and degrada-

    tion: an almost two hundred year

    mansion, a mausoleum (allegedly

    raised following Gustave Eiff els

    plans, who lived there for a while),

    a church and a tree park. Taken

    by the communist regime in

    1949, the mansion went through

    vandalisms and brutal interven-

    tions, being simply abandoned

    gradually. Th e restoration of

    the place to its owners brought

    the opportunity of a surprising

    rehabilitationformula.

    Instead of a mere restoration

    action, absolutely vital, the

    initiators suggested the change

    of its original function from a

    residence to an education and

    research centre linked to the res-

    toration of historical monuments,

    traditional techniques in con-

    struction, environmental archi-

    tecture and sustainability, the key

    owners being both the children

    in the village, and the students

    and camps. A staring point was

    the general fact that experts in

    traditional craftwork turn into an

    endangered species.

    In 2007, the rst workshops took

    place: one for wood restoration

    and ironwork, and a second for

    clay work and wood sculpture

    (more precisely, the backrest of

    traditional roma chairs). In 2008,

    a carpentry workshop took place

    at the administration offi ce.

    Following a partnership of Th e

    Chamber of Romanian Architects,

    Pro Patrimonio Foundation and

    Les Compagnons du Devoir, a

    French blacksmith was invited to

    ibneti to set up a smithy and

    to initiate a train a number of

    blacksmiths in that community.

    Th e initiative goes on and de-

    velops, and each year several

    workshops and labs are organized

    to rediscover the old crafts, useful

    both to the locals and to those in-

    terested in heritage conservation.

    Th erefore, in 2011, architecture

    students and members of French

    group of associations Rempart

    equally worked together with

    the village volunteers, experi-

    mented earth, manure or recycled

    paper plasters. Th ey found out

    how simple and cheap technolo-

    gies can improve the quality of a

    vandalized space by brutal inter-

    ventions with a set of concrete

    covers done halfway through and

    laterabandoned.

    I n between 20072009, DalaFoundation identi- ed 60 wooden churches under serious degrada-tion, some even under collapse, in

    Hunedoara, Sibiu, Gorj and Vlcea

    counties. All of them are historical

    monuments. In 2009, two of them

    (Almau Mic and Tomnatecul de

    Sus) fell down.

    Given such a case, Th e Chamber of

    Romanian Architects initiated a

    set of urgent intervention actions

    in 2009, often as a time trial,

    for emergency or even revival.

    Certain churches were covered

    with a temporary foil to protect

    the degraded cover, the tile roof-

    ing was repaired in the case of

    others, and the wooden church

    in Pogojeni Gorj was moved to

    Cmreasca Monastery as an

    exceptional recovery case.

    In 2010, the rst aid actions

    continued, especially for the

    Uri wooden church whose vault

    collapsed on the 12th of June. Th e

    critical state of paintings (mainly

    the exterior ones where pieces

    kept dropping daily) asked for an

    extreme emergency intervention:

    the frescoes were consolidated,

    a temporary protection struc-

    ture was built, the roof and the

    iconostasis were disassembled

    and a warehose for detached

    frescoes was built. Th e works

    went on in 2011 as well: a geo area

    was set up; the structure project

    and references for the restaura-

    tion of frescoes are under way.

    In October, the construction of a

    new temporary wooden roof for

    the Clugreni church started.

    At the same time with those

    urgent interventions, lots of

    events, information and raising

    awareness campaigns, workshops,

    exhibitions, debates, concerts and

    charity events were organized, an

    impressive eff ort meant to speed

    up and explore the long term

    strategies supported by a legisla-

    tion able to protect such a herit-

    age close to extinction.

    prim-ajutor, n special la biserica

    de lemn din Uri, a crei bolt

    se prbuise la 12 iunie. Starea

    critic a picturilor (n special a

    celor exterioare, din care cdeau

    zilnic buci) impunea o interven-

    ie de maxim urgen: au fost

    consolidate frescele, s-a construit

    o structur provizorie de protec-

    ie, s-au demontat acoperiul i

    iconostasul i a fost construit un

    depozit pentru frescele desprin-

    se. Lucrrile au continuat i n

    2011: a fost ntocmit un studiu

    geo i sunt n curs de desfurare

    proiectul de rezisten i ntoc-

    mirea documentaiei de restau-

    A n extremely contro-versial operation in Bucharest made a part of the centre sim-ply melt away under our own

    eyes: the apocalyptic landscape

    seasoned with bulldozers in the

    BerzeiBuzeti area reminded

    to many of us the brutality of

    interventions in the 80s. Tens of

    organizations joined, stating the

    absence of public consultation

    and the anachronism of an action

    far away from the rules of mod-

    ern urban planning, favouring

    sustainability, pedestrians and

    cyclists (the 2007 Leipzig Chart

    and the 2010 Toldedo Declaration,

    both signed by our country

    intervention, taking such an

    attack in the court: therefore,

    it turned into a legal entity in

    no less than 25 trials. Valuable

    time was hence saved to draw up

    alternativesolutions.

    In early 2011, a coalition of 50

    associations grouped under

    the Platform for Bucharest

    title forwarded authorities an

    elaborate survey, An alternative

    vision to BuzetiBerzeiUranus

    Diametral, which described

    the background of a potential

    integrated regeneration project.

    In April, the Area Urban Plan

    was cancelled by the court. In

    June, following the pressure of

    the coalition, the Ministry of

    Development decided to stop the

    works in the area and initiate a

    public debate, taking the role of

    a mediator between the town

    hall, the NGOs, Th e Chamber of

    Romanian Architects and the

    experts. Th e team of Arhitectii

    Voluntari (Volonteeer Architects)

    launched the Alternative Project

    for Matache Market Hall, a

    tion of the remained historical

    fabric and the preservation of

    the market as an identity core of

    publicspaces.

    Following intense rounds of nego-

    tiations, the administration and

    the coalition announced in mid

    summer that they reached a rea-

    sonable compromise, the so-called

    Peace at Matache Open Market

    agreement: besides the preserva-

    tion of Matache Market Hall on

    the current location, they got the

    commitment of the City Hall for

    an integrated urban regeneration

    of the neighbourhood, a rst seen

    historical by many: it would be

    the rst time when the principles

    of such an intervention would

    be applied in Romania where a

    disadvantaged area is turned into

    a high standard housing one,

    following solid surveys, a possible

    model for other cities across the

    country. Yet, in October, the City

    Hall hadnt started the actual

    urban regeneration process for

    theneighborhood.

    T he Roia Montan Mining project is a very popular topic for manyyears, and quite noisily referred to, so it is rather dif-

    cult to go beyond words and

    even harder to nd out the truth.

    High notes, increasingly shrewd

    ventriloquists and pink promises,

    a war of impressions on values

    with a clear market price list.

    Meanwhile, in almost total dumb-

    ness, an implacable war goes on:

    lately, over 150 houses were de-

    molished or left degraded, and the

    case only points out the destruc-

    tions planned once this huge gold

    surface extraction starts.

    In fact, starting with 2002,

    the International Council on

    Monuments and Sites (ICOMOS

    the largest world association on

    heritage) regularly affi rmed its

    point of view on such threats,

    of, several wide-known science

    organisations annually sign up

    resolutions, letters and position

    papers to support the endangered

    heritage; given this background,

    the actions of the Romanian or-

    ganizations should be referred to

    more carefully.

    Archeology Association carries

    out several projects for the cul-

    tural heritage in Roia Montan.

    Moreover, it initiated various ac-

    tions for the site to be part of the

    UNESCO World Heritage, providing

    the documents for the offi cial

    registration to the Ministry of

    Culture; following the initiative

    of A.R.A., the International Union

    of Architects adopted a resolu-

    tion to support this exceptional

    heritage. It is notable that such

    mobilizing actions of the associa-

    tion (including in the court) are

    doubled by practical and exem-

    plary initiatives, such as the ve

    editions of A.R.A. Summer School

    Th e aim is both the data on the

    threatened architectural heritage,

    as well as protecting it through

    practical works of restoring

    historical buildings. Th us, emer-

    gency temporary interventions

    were completed at the Reformed

    Church Offi ce, as well as resto-

    ration works to the Unitarian

    Church House, the Unitarian

    Church and traditional mining

    houses. Everything based on low

    funding, traditional materials and

    crafts and a direct commitment

    of the community: local labour

    and craftsmen, knowledge and

    techniques still alive in special-

    ized masonry, carpentry, iron

    or limestone work. A model of

    intervention was thus provided,

    and it may be used on for a sus-

    tainable development of an area

    hosting the oldest mining loca-

    tion in the country, and one of

    the most important in the world.

    off with the widest open quarry

    Park. To be successful in a massive

    urban intervention, the organisa-

    tion aimed at taking action with

    the locals instead of doing some-

    thing for them.

    Th e project started in February

    2011 with some workshops at

    School 136, and the students

    were invited to show, via collage

    and drawings on photographs,

    how they would like the park to

    change. Adults were consulted

    then, and architects and land-

    scape planners suggested various

    alternatives, for both partial and

    permanent rehabilitation, while

    the professional project of the

    whole park was to be implement-

    ed by sector 5 town hall admin-

    istration when the funds were

    going to be available.

    Starting almost from zero, the

    bene ciaries were directly in-

    volved in coordinating the work

    for a football ground, install-

    ing benches and rubbish bins,

    cleaning the green areas and the

    park. Th eir awesome park was

    celebrated with a big party

    public space and community

    interventions; and then, that such

    neighbourhoods do not only stand

    for issues, but also include un-

    foreseen perspectives for a better

    balanced urban development.

    In 2009, certain typologies were

    researched, and various ideas

    and principles for a regeneration

    strategy were thought, including

    possible solutions for a few key

    areas. In 2010, the team focused

    on the grand totalitarian aexes in

    the centre and the waste grounds

    behind them. For the Calea

    Moilor study case, certain solu-

    tions were looked after to change

    such ignored places in genuine

    public spaces to be used as ele-

    ments of reviving the historical

    city behind the concrete curtain.

    Th e urban strategy was connected

    to a series of interventions placed

    in key-locations and implement-

    ed with the local community:

    pointing out that real things

    can happen, while working as

    democratic tests of a professional

    initiative. Starting with 2011, the

    project is to be further promoted,

    aiming for an economic model,

    including the cooperation with

    the authorities to start certain

    pilot-projects.

    T he word kalaka has inour language meanings as close as Dr Jekyll & Mr Hyde: the negative one,from the Middle Ages, referring

    to unpaid and bad quality work,

    made with no enthusiasm; the

    tradition also left the good one

    the mutual support between

    fellows or neighbours, a nal-

    ized work, regularly followed by a

    small party.

    In 2008, Ordorheiu Secuiesc

    Community Foundation aimed at

    reviving this extraordinary tradi-

    tion. Once the town hall, a news-

    paper and a few local companies

    joined the idea, they managed

    to mobilize over 120 locals who

    worked voluntarily, and in their

    own bene t, to rehabilitate the

    playing grounds in 4 quarters,

    then developed naturally, with

    a similar event organized by the

    association of a block of ats and

    another one initiated by a young

    lady and her friends.

    In 2009, FCOS involved the locals

    in the urban planning process,

    collating their ideas about what

    could be done with a damaged

    well in a major park. Th ere were

    over 5000 votes and the fund-

    raising started. Th e organisation

    then reiterated the challenge on

    other issues pointed out by locals:

    rehabilitating the only free sports

    ground. Th e programme contin-

    ues to develop through similar

    projects run by the community in

    its own bene t.

    When we knocked on the first

    door in search of volunteers

    the man said 'of course I

    will come, it is my kids

    playground.' We asked if

    his neighbor would join. No.

    We went to the neighbor and

    asked if he would come. Of

    course, he said, I drink my

    coffee there. And, we asked

    will your neighbor come?

    Again, no. Later as they

    were working side by side on

    the playground it was nice to

    thank them both for coming.

    T he horrors of communist collectivism left the su-perstition that whatever belongs to everybody is actually nobodys. Th e public

    space, when not a mere abstract,

    is a combatant a pet hate of

    private space. It is nobodys, go-

    ing to be ignored, degraded, and

    annexed. unDAverde Association,

    managed by young architects in-

    terested in improving the quality

    of public space, understood that

    such a recovery includes healings

    at human level: refreshing com-

    mon sense, the sense of belong-

    ing, the communion with local

    values or a certain landscape.

    an old ally and friend once they

    started enjoying running water

    and plastic bottles. Th e Mure

    Face project literally proposes a

    change of attitude through an at-

    tractive shop window along its

    course, integrating certain simul-

    taneous functions: navigation, ca-

    noeing, cycling, trekking, shing,

    industry, living andrecreation.

    Following the mapping of shing

    routes trekked and recorded

    with a GPS receiver a cycling

    journey on ReghinTrgu Mure

    section was proposed, including

    minimal improvements, with

    certain halts or re ection places,

    bridges over surrounding streams,

    and information signposts.

    Various design workshops were

    organized on the water shore. Th e

    area, initially trekked by sher-

    men and agricultural tools only,

    turned into an enjoyable route for

    running, walking or cycling, far

    from the busy traffi c. Kayak trips

    can be organized along this rst

    inter-urban park.

    Th e concept could be applied from

    Izvorul Mureului to river mouth

    (Szeged) across Transylvania.

    Around 80 castles with gardens

    are attraction points along this

    journey, and tens of additional

    services could be involved to

    sustain tourism. Th e implemen-

    tation of this initiative is funded

    byAnvergo.

    nizat workshop-uri de proiectare

    pe malul apei. Calea btut pn

    deunzi doar de pescari i utilaje

    agricole a devenit un plcut tra-

    seu pentru alergare, plimbare i

    pedalare, departe de tra cul auto.

    De-a lungul acestui prim parc in-

    terurban pot organizate excursii

    cu caiace.

    Conceptul ar putea implemen-

    tat de la Izvorul Mureului pn

    la vrsare (Szeged), traversnd

    (not all of them actually) follow-

    ing quite a long time of study at

    university. Well, the students of

    Nagy Istvan High School learn,

    starting with 2006, also in real

    projects interventions in various

    areas in Harghita county. Part of

    summer camps, they are of course

    meant to make the students

    familiar with the materials, the

    role of a structure in an architec-

    tural work, the progress from a

    concept to real life; all on a rather

    practical side, bringing an added

    value to the place they set on.

    And those things truly involved

    the local communities they were

    devotedto.

    In 2008, in Ghidu, close to

    Lzarea, three pedestrian bridges

    were made of re trees off ered by

    the town hall, bridges to make

    the access to the school on the

    hill easier. In 2009, in Frumoasa,

    eight picnic areas were set up

    close to a mineral water reservoir,

    secured and run by the people in

    the village. Th e areas turned into

    the favourite places of locals for

    parties and celebrations. Th e set

    of interventions go on in 2011, at

    ugu cave Natural Park, in part-

    nership with the autorities and

    Lacul Rou Adventure organiza-

    tion. Th e set up includes bridges,

    pathways, stops, signposting and

    stops at the entrance to the cave.

    Perhaps it is not a bad idea that

    the rst works for the future

    architects are those of public

    interest, meant to support the

    community, to value and protect

    certain places and a local culture

    of building.

    I n Romania, the excep-tional untainted places are usually in a poor economic and social situation. While the accessible

    and popular ones get the touristic

    and economic development, they

    also destroy the values which

    made them attractive.

    Danube Delta is a marvellous

    place and the setting of terrify-

    ing social issues. Tourism, the big

    hope, is rather of the week-end

    kind and comes up with mo-

    torboats, luxurious ghettos

    and concrete. Olympic Canoe

    Champion Ivan Patzaichin (a man

    of the Danube Deltas himself )

    and architect Doru Frolu come up

    with an infrastructure strategy

    for a slow tourism in the Delta:

    outsides major routes, with

    longer trips and more pro table

    isolated areas), more sensitive and

    more sustainable too. A model to

    match development to protec-

    tion and to restore local traditions

    andresources.

    Th e format is an open one and

    centred on a community: a series

    of trips for human-powered boats

    (no car roads or ships), genuine

    eco tourist guesthouses to be

    accredited against clear criteria.

    Access centres along trips and

    camping sites will be funded with

    European money and then run

    by the locals. Th e Ivan Patzaichin

    Association, together with several

    partners, is in charge with the

    construction, funding and the

    integrated management of the

    project; once completed, it will

    monitor and supervise the proper

    use of resources.

    Th e rst real achievement is a

    prototype of the canotca done

    with one of the last experts in the

    Delta. Th e canotca is a hybrid of a

    lotca (the traditional robust boat

    of the Delta shermen) with a

    canoe: a lighter boat in which you

    can sail face forward. Th e boats

    can be rent and left at certain

    points along the route a water-

    world rent-a-bike.

    o hibridizare a lotcii cu canoea:

    What about a private city

    I f something does not work, do not try to force things, take a bigger hammer! says one of Murphys laws. Applied in our case, it would turn into: if the bike lanes are not usable, take a bigger car! A country

    for cars only works perfectly in the Middle East.

    For us though, the pedestrian areas, the lanes,

    the public transport are vital: we do not want to

    argue about city slices by hammers.

    One could say that they actually initiate a

    project-based critique, a diff erent kind of a dis-

    course on the values of the built environment.

    Not that it is truly new, if we browse the histo-

    ries of architecture, yet it is necessary given the

    cultural stand assumed by the authors of the

    projects and the way this professional tradition

    is well understood and updated. Th e projects

    promote, in this respect, something we really

    need: a genuine and responsible culture of the

    built environment.

    valorile mediului construit. Nu ar ea att de

    nou, dac rsfoim istoriile de arhitectur, ns

    e necesar prin poziia cultural asumat de

    autorii proiectelor i prin modul n care aceast

    tradiie profesional este bine neleas i

    actualizat. n acest sens, proiectele militeaz

    pentru ceva de care avem mare nevoie: o cultur

    autentic i responsabil a mediului construit.

    The conflict between the publicand the private interest

    W e need: Investments in organising the public space, able to stimulate privateinitiatives Private initiatives able to stimulate invest-

    ments in the public space.

    It is a circular process: lets think, for instance,

    about the historical centre of Bucharest where

    private investments at the ground oor of

    various buildings cannot be separated by the

    neighbouring public space: a terraced caf

    (private investment) depends on a pedestrian

    lane (public investment). If squares or pedes-

    trian lanes cannot be supported by converging

    private interests, the quality of urban life is

    sensibly lower and we feel its eff ects daily.

    Why we need to developcoherently the urban activism

    A critical stand:

    socially relevant intentions and motivations

    a set of assumed cultural values

    knowing critical theories validated

    internationally

    managing adequate tools of mapping and

    discourse interpretation to assess ideologies

    involved in social debates

    communicative action

    a creative capacity in problem-solving

    a multi-, inter- and

    transdisciplinaryapproach

    a project-based research and experimenting

    in known cases.

    A civic code of appropriating the city (by

    educated and responsiblecitizens):

    Ethical principles of using urbanspaces

    Good behaviour and intervention practice in

    the public space

    Models of collective action, public reaction

    and dissemination in the media.

    E un proces circular: s ne gndim, de pild, la

    centrul istoric al Capitalei, unde investiiile pri-

    vate de la parterul cldirilor nu pot separate

    de spaiul public adiacent: o cafenea cu o teras

    (investiie privat) depinde de un pietonal (in-

    vestiie public). Dac pieele sau pietonalele nu

    pot susinute de interese private convergente,

    calitatea vieii urbane scade drastic i resimim

    zilnic consecinele ei.

    Following the experience of a totalitarian city,

    it is time to re ect on extreme capitalism,

    the freedom of private economy at full speed.

    Th is would exclusively imply small cars, limos,

    mansions, mansions and mansions yet again,

    offi ces, malls and supermarkets. And a few chic

    cafs and relatively good restaurants. Perhaps.

    And lots of apartment buildings, if the economy

    were better. But it does not. Lets imagine a

    wide and spread suburb with no free place for

    people wasting time or for ordinary thoughts.

    Nothing for free. Everything for sale, everything

    to be paid and consumed. Everyone having a

    card in search of an ATM or to pay services and

    goods. In the middle of the private city, the eyes

    of citizens notice transactions solely. Starting

    as kids. Playing may be natural for living beings

    but, if it does not produce, it will spoil things.

    Everything making a city to be beautiful, pleas-

    ant and loved (freedom, elections, diversity,

    options, changing ones mind and hopes) would

    be missed by everybody. Free spaces, mobility,

    going out, meetings, and confrontation would

    disappear. Th e same with parks and spaces for

    education and culture. Issues invariably seen

    under etcetera: optional, disposable and rath-

    er unimportant now. To be done in the future.

    A correct move to and from theworld and welfare

    R ecent surveys claim though that edu-cation and spaces for meeting, dia-logue and culture are vital in a city and cannot be substituted by malls, that prosperity, welfare and balance rather come

    with education and culture instead of exploita-

    tion and strictly personal business. A correct

    move to and fro of the world and welfare hap-

    pen when there is a critical mass of biologically

    and intellectually/morally balanced individuals.

    It can be reached via complex actions, through

    making a public space to stimulate the meeting,

    assessment, negotiation, tolerance, reasoning,

    and dialectics and not just through satisfying

    and preserving the need of possessing things,

    Not that the latter may be lessimportant.

    AAsta ar implica exclusiv maini mici, limuzine,

    vile, vile i iar vile, birouri, malluri i supermar-

    keturi. i cteva cafenele ic i restaurante mai

    actrii. Poate. i blocuri multe, dac ar mai

    merge bine economia. Dar nu merge. Ni-l ima-

    ginm ca pe un intens i ntins suburb care nu

    are nici un loc liber pentru oameni care pierd

    vremea sau pentru gnduri normale. i nimic

    gratuit. Totul e de vnzare, totul se pltete i

    se consum. Toi umbl cu carduri dup aparate

    de scos bani sau la pltit servicii i bunuri. n

    mijlocul oraului privat, ochii cetenilor vd

    numai tranzacii. De mici copii. Joaca o na-

    tural la inele vii, dar, dac nu produce ceva,

    mai multstric.

    Tot ce face ca un ora s e frumos, plcut i

    iubit (libertatea, alegerile, diversitatea, opiu-

    nile, rzgndirile i speranele) ar lipsi tuturor.

    AAr disprea spaiile libere, mobilitatea, ieirile,

    ntlnirile, confruntarea. La fel i parcurile i

    spaiile pentru educaie i cultur. Chestiile

    care sunt trecute invariabil la i celelalte:

    deocamdat facultative, dispensabile, neimpor-

    tante. De fcut pentru viitor.

    Balansul corect al lumii ibunstarea

    TT otui, studiile recente spun c educa-ia i spaiile pentru ntlnire, dialogi cultur sunt vitale pentru un orai nu pot suplinite de malluri, c prosperitatea, bunstarea i echilibrul vin mai

    degrab din educaie i cultur dect din ex-

    ploatare i afaceri personale. Balansul corect al

    lumii i bunstarea se petrec atunci cnd exist

    o mas critic de indivizi echilibrai biologic

    i intelectual/moral. Ceva ce poate atins prin

    aciuni complexe, prin crearea unui spaiu

    public care s stimuleze ntlnirea, evaluarea,

    negocierea, tolerana, argumentaia, dialectica

    i mai puin prin satisfacerea i ntreinerea

    unor nevoi de
