1. Welcome and introduction and prayers

After an opening prayer, the Chairmanwelcomed all partners back from the long holidays and reiterated the need for continuous collaboration in meeting the huge WASH needs across different locations in Borno state. His remarks was followed by a round of self-introduction by all partners present and the acknowledgement of the presence of representatives of an important donor – OFDA, at the meeting.

3. Update on WASH response and coordination in LGAs: Situation, status of response and coordination activities, gaps and key challenges, agreed-upon solutions/way forward

 

Update of WASH Response from LGAs:

Mafa -(TDH): There are 2 Camps in Mafa and both suffering from acute water shortage, with people currently queuing up for for more than 6 hours, waiting to fetch water. There are currently 10 water points supplying water, but there is need to further reticulate to other points to reach more people.

Lack of soap is noticed and host community is totally neglected.

In response to the water scarcity in Camp B, there have been discussions with RUWASSA/UNICEF to drill an additional borehole in that location. There are currently 300 latrines and showers in use while TDH and CAID are planning to construct 101 latrines (75 and 26 respectively) by March 2018. Old latrines are due for rehabilitation.

KONDUGA - (CAID/IOM/IRC):

CAID: Boarding School Camp functioning. Host Community members have to queue up for long, to get water from the solar boreholes.

MONGUNO: (SI)

Coordination Meeting for the Area will be shared by Friday this week.

The peculiar nature of the area is creating drilling problems for most contractor, since they have to drill down to a depth of at least 400 meters before getting adequate water.

The plan to rehabilitate the free-flow boreholes is currently on-hold due to security challenges posed by youths in the area and backed by the local water vendors, who see this initiative as a threat to their livelihood.

The continued influx of new arrivals is creating pressure on existing WASH facilities and it is expected that more IDPs would be received into the town in the coming weeks, due to the ongoing military campaign.

In Doro Baga, cases of Acute Watery Diarrhea was noticed and Alima/MOH team have been there awaiting test results.

Monguno meeting will also hold tomorrow (31st/01/2018).

BANKI - (DRC):

All Solar Pumps are working, aided by 30 new hand-pumps installed to improve the water supply. The water supply index is 50 people with 15 litres /person/ day and waiting time is 3-6 hours. FHi360 constructed 440 latrines and distributed 7,000 Hygiene Kits. UNICEF, DRC and FHi360 have been carrying out hygiene promotion and Soap distribution. DRC continues to do maintenance of Water Points and bucket chlorination in all water points.

BAMA- (DRC UNICEF RUWASSA):

New Camp is operational with 5 Hand pumps by RUWASSA and the distance is about 300 meters from each other. UNCHR has constructed latrines. More soap is needed to cover the IDPs.

PULKA/GWOZA/RANN: (OXFAM)

Water in Pulka has been a problem, due to the difficulty in finding water especially around the ‘Green Zone’. Water trucking is an option as 2 bladders are used to store water while 20 taps are attached and operational. There are 3 Solar Pumps in Pulka and 20 VIP latrines to be constructed for the new arrivals.

In Gwoza all boreholes are functional as reported by Oxfam. Hygiene Kits distribution is on-going. 2 additional boreholes are planned by RUWASSA and OXFAM.

In Rann, hygiene kits is being distributed by the Rapid Response Team (RRT). ICRC and RUWASSA are planning to construct 5 new boreholes (3 by ICRC and 2 by RUWASSA). Soap distribution will start by Friday this week.

DIKWA & NGALA: (FHI360)

Dikwa - Planned activities are on going for new arrivals in Dikwa.

There is need for more hygiene kits and also an urgent need to respond to the water shortage at Kamcheji -only 1 borehole is serving the Hausa and Fulani Communities.

The Fulani community appears marginalized at water points, therefore, UNICEF was asked to construct separate taps for the Fulani Community.

Ngala - Security is an issue especially in Gamboru & Ngala as one need the Military to perform in all aspects of humanitarian deliveries. There is also an urgent need for the dislodgement of latrines in Ngala, as 70% of the latrines are filled-up as reported by the IOM Representative in attendance, to prevent an outbreak. Site drainage was an issue as well as most of the Camps are over congested. There was the suggestion that a site plan be made available to the Secretariat.

MAGUMERI & GAJIGANNA:

In Gajiganna an assessment was carried out in November 2017 and since then there has been an increased influx of IDPs. Water is in short supply as two boreholes drilled by Save The Children (STC) are working while Solidarites International (SI) is the lead in that area.

4. Presentation of desludging project covering 12 Locations: Bama, Banki, Biu, Damboa, Dikwa, Gwoza, Jere, Konduga, Mafa, MMC, Monguno, and Ngala

The dislodgement in Monguno and Mafa has been completed.

There is need to schedule the disludgement work in the other LGAs. The first 6 LGAs that were identified for the siting are: Monguno (Done), Mafa (Done), Dikwa, Ngala, Banki and Konduga. While the other LGAs will come in later.

5. PAYMENT OF ALLOWANCES BY PARTNERS TO LATRINE CLAENERS

While discussing the need to harmonize the payment of incentives to volunteers responsible for the cleaning of latrines, the meeting agreed that all partners discontinue such payments. Partners were then asked to come up with strategies to implement this action at their organizations level and ensure that the timeline of 31st April 2018 is respected for stoppage of such payments.

7. AOB

1. The need to have key indicators from the Health Sector so that nutrition issues are looked into by WASH.

2. The need to have records of mapping of boreholes across the State especially those drilled during the emergency intervention and those before it. It should include historical data on laid down pipes, depth, yield etc.

3. The issue of the need to harmonize the design of latrines to take into consideration the key factors like; cultural peculiarities, gender etc was referred to the WASH Technical Committee for discussion and action.

4. Partners in Monguno axis to look at the humanitarian gaps in Nganzai and determine how these can be filled.

5. The meeting came to an end by 12.30 PM with closing prayers.
