JOHN S. BRIMS Coordinator

Junior Officer Program Center

Mr. Brims was born in Shanghai.in 1933. Attended Trinity College (B.A. 1956), Columbia University (LL.B. 1961.)

His overseas assignments since joining the Foreign Service in 1962, include Goteborg (1963-1965) and Rome (1968-1970). From 1965 untill966 he served as Policy Reports Officer in the Bureau of European Affairs. He was a member of the task force headed by John J. McCloy from 1966 to 1967 which resulted in agreement on the level of U.S. and British troops in Germany. From 1968 to 1969 he was assigned to the Office of NATO Affairs in the Department. More recently, he was Deputy Director for Operations in the Operations Center of the Executive Secretariat.

Since July 1972 he has been Coordinator of the Junior Officer Program Center.

Married and the father of three children, Mr. Brims lives at 4219 Alton Place NW, Washington D.C. The phone is 362-7231.

DONALD C. ELLSON

Mr. Elison was born on October 12, 1939, in Palo Alto, California, and grew up in Bloomington, Indiana. He attended Miami University in Oxford, Ohio, for two years and received his A.B. from Indiana University in 1962, majoring in Economics.

After serving as a State Department Summer Intern in 1961, Mr. Elison joined the Foreign Service as an FS0-8 in July of 1962. Mr. Elison studied Burmese language for eight months. He then was assigned to Rangoon for seven months in 1962-63, serving in the consular and political sections of the Embassy. This was followed by two years as principal officer at the one-man Consulate in Mandalay. He returned to Washington in 1966 for ten months of Thai language training before going to the U.S. Consulate at Chiang Mai, Thailand, as vice consul in 1967-68. This was followed by a year at the Center for South and Southeast Asian Studies at the University of Michigan, where he obtained an M.A. in Political Science in 1969. Mr. Elison then returned to Washington, where he was a political analyst for Laos, Cambodia, .Thailand and Burma in the Bureau of Intelligence and Research in 1970-71.

PHYLLIS VILLEGOUREIX-RITAUD

Mrs. Villegoureix was born on January 26, 1942, in Melrose, Massachusetts and grew up in Malden, Massachusetts. She received a B.A. at Brandeis University where she majored in French.

After working as a translator for the Defense Department for three years Mrs. Villegoureix joined the Foreign Service as an FSS0-6 in October 1966. Upon completion of the Basic Officers course she was assigned to Bordeaux, France where she served from February 1967- to June 1969 as a consular officer. She was then posted to Paris, France where she headed up the Passport and Citizenship section from June 1969 to December 1971. She returned to Washington in January 1972 to be assigned to the Office of Refugee and Migration Affairs and is now on temporary duty to co-chair the 104th class of the JOP.

Mrs. Villegoureix has recently undergone lateral entry and is now an FS0-5 in the consular "cone". She is married and has one daughter, 13 months old. Her address is 990 N. Tuckahoe Street, Falls Church, Virginia, and her home telephone is 534-1677.
