The village of Downers Grove may soon look to homeowners to help close a $500,000 budget gap.

At a recent village council meeting the board passed a measure that opens the door to increase the property taxes in the village to help close a $500,000 budget deficit.

Over the past four years revenue collections have

declined by more than $2.5 million.

The council has been able to curtail the drop with cuts in expenses, but the decline in revenue has outpaced cuts and now the council is looking for a stable revenue source in the form of property taxes.

Mayor Ron Sandack said no one wants to raise taxes, but the village has to have revenue for its basic core services. “The village is not there in terms of revenue for funding basics, let

alone extras,” he said.The average homeowner of

a $300,000 house in Downers Grove would see a property tax increase about $20 a year, according to Doug Kozlowski, a village spokesman.

Commissioner Marilyn Schnell said she would not support something that is limited to property tax only. Her constituents want a revenue source that is more flexible and not limited solely to property tax use, she said.

Other commissioners said that they were concerned with cutting city services if a source was not determined.

“The village can increase the levy or cut services,” said Commissioner Sean Patrick Durbin, who said he would support the property tax plan.

Commissioner William Waldack said that he wants a budget proposal that is “flexible and keeps options open,” and that he would not support the amendment for more residential

taxes.“We would be able to produce

a balanced budget if a property tax levy is approved,” added Kozlowski.

Budget discussion including a proposed tax levy increase will begin in October. The council is scheduled to pass a budget in December. Commissioners Neustadt, Beckman, Barnett, Durkin and Mayor Sandack voted in favor of the measure, while Commissioners Waldack, Schnell voted against it.

Tax increase proposed to bridge budget gap

This weekend there will be an official re-opening of the long awaited Washington Park.

The Downers Grove Park District and the Village of Downers Grove will hold a re-opening ceremony for the new park on Sunday, September 19, from 1 to 3 pm. at the park located at Washington and Franklin streets. Park board members and village commissioners are expected to be present for the official ribbon cutting ceremony that will be held at the gateway

arch. The park, which was closed in

fall 2008, received a $3.1 million renovation to provide the city with storm water retention areas. The project was done under an intergovernmental agreement between the park district and the village. The city paid for the project and the park district provided the land.

“Acting on its own, the village would have only been able to provide the storm water improvements needed, but working together with the park district we’re able to provide storm water improvements, as

well as upgraded park amenities at significant cost savings to the community,” stated Village Manager Dave Fieldman.

The purpose of the project was to reduce flooding in the surrounding neighborhood by creating storm water detention areas within the park. The new above ground retention basins are located in the baseball and soccer field locations.

Officials have said that the

partnership between the two parties constitutes a significantly savings for the village. Without the union, the project would have costs about $7.9 million because the village would have been forced to purchase about 19 area homes equaling about three acres of land to house the detention basins, said Doug Kozlowski, a spokesman for the village.

In exchange for the use of the

land, the village allocated $1.3 million for park improvements that were selected by the park district, including new playground equipment, picnic areas, athletic fields, decorative fencing, entryway signs, and a fountain.

Downers Grove Chamber announces Enterprise award winner

Police cars and city lawn mowers are some of the items expected to be on the auction block as the village of Woodridge prepares to host a county municipal sale.

“We sell everything that they (municipalities) send,” said DuPage Auction Coordinator Marcy Ramirez Velez.

The DuPage Mayors and Managers Conference, a non-profit agency, organizes the event and saw about 100 people attend its last sale, which was

held in June. Over $300,000 in city equipment was sold.

The Woodridge auction will be held on Saturday, Sept. 25 at the Cypress Cove Family Aquatic Center Parking Lot, located at 8301 S. Janes Ave. in Woodridge. Viewing and bidder registration will begin at 9 a.m. followed by a 10 a.m. bidding process.

Many of the “hot ticket” items on the auction block are expected to be late model police cars like Crown Victorias and Expedition SUVs. Glendale Heights, one of the top participating municipalities, will sell two Crown Victorias and several

Expeditions, while Woodridge will also sell four Crown Victorias and one Expedition.

The auction will also see municipalities as far as Plainfield and Bloomingdale participating in the upcoming event.

Some of the cars are vehicles that have been seized by villages in cases of owners arrested driving under the influence and various drug arrests.

At its height in 2006 the auction sold about $450,000 worth of merchandise, but because of the economy suburban villages and cities have been holding on to their vehicles and equipment

for longer periods of time, added Velez.

“They’re holding on to the cars. They’re stretching the length of time, especially the policemen,” added Velez.

Many of the buyers who attend the auctions are often “big buyers” such as owners of used cars lots or taxi company owners, but also families looking for well-maintained cars for their children.

Revenue from the sale goes back to participating municipalities and auctioneers receive a percentage of the sales. Auctions are held twice a year at

different locations in the county. The event was held at the DuPage County Fair Grounds in June.

“They (police agencies) take care of the cars. They go through monthly check ups,” said Velez.

Auction participation is free. Cash, money orders, and certified checks are accepted, but no personal or company checks. Full payment is required on acceptance of the highest bid. All pieces are sold as is and must be removed the same day by the buyer.

DuPage County municipal auction Sept. 25

Those interested in learning about the history and culture of churches in Downers Grove might want to attend a new exhibit held at the Downers Grove Park District Museum.

The museum located at 831 Maple Avenue will unveil its newest exhibit, Religion in Downers Grove: A History of its

Churches, on Sunday, September 19th from 1 to 3 p.m.

“Churches are an important foundation of a community,” said Sarah Ebel, the museum’s collections manager. “The exhibit will highlight how local religious organizations create connections and community by giving them a sense of shared identity and a place to socialize.”

The exhibit was originally conceived because one area

church, First United Methodist of Downers Grove, located at 1032 Maple Avenue, is preparing to celebrate its 175th anniversary.

“We thought it would be good to expand (the exhibit) rather then focusing on one individual church,” said Ebel.

Museum organizers asked area churches to lend artifacts for the exhibit.

Joan Wilson, historian for the First United Methodist, said that

the church has many interesting and historic items, but wasn’t sure which of them would make into the exhibit.

“We have some pretty some decent archives and photos, collection and communion plates, and pictures dating back to 1880,” said Wilson. A fire damaged the original church in back in 1854.

The exhibit, which runs until January 2011, will explore the

history of Downers Grove’s religious institutions and their relationship to the past, present and future residents of Downers Grove. There are about 24 churches in the village.

The exhibit reception is free and open to the public. Light refreshments will be served.

Police recently arrested a Downers Grove man for burglarizing a home on South Lyman Avenue.

Residents at a house in the 5500 block of Lyman Avenue awoke to find a man in their

basement, said Sergeant David Bormann.

“They were sleeping and they heard someone in their basement,” he said. “They called the

police.”After hearing the police, the

intruder fled from the scene. Several blocks away the police stopped and questioned Sean Place, 19, of 6117 Lane Place in Downers Grove.

However, Place was released. After further investigation, the police issued a warrant for

Place’s arrest. Several days later he turned

himself into police. Authorities were not able to determine exactly how he entered the home.

Place had no previous relationship with the homeowners, but does reside in the nearby community. No

property was stolen in the incident.

Police said Place has had some previous run-ins with police, but they would not state the nature of those incidents.

Place was charged with one count of residential burglary, and is being held at DuPage County Jail.

September signals the end and beginning of many things. The end of summer vacation. The harvesting of crops. The beginning of school. The final push into campaign overdrive.

Signs are up on the front yards. Commercials are on the radio and on television. Candidates may soon come a-knockin’ on front doors.

Since there is no national election voter apathy is a strong possibility. In Illinois there is a U.S. senate seat up for grabs and the jobs of governor, lieutenant governor, attorney general, comptroller, secretary and treasurer are being contested. There are various other races for county offices and state representatives.

When campaigning begins in earnest it’s easy to get fed up with the door knocking, the commercials, the mailers. Rather than turn an apathetic ear to the whole electoral process there is a better way.

Vote early.Developed in response to

the Federal Help America Vote Act of 2002 (HAVA), the Early Voting initiative was passed by the Illinois legislature in August

of 2005. It gives registered voters the opportunity to cast their ballot during an 18-day window before the official Election Day.

In DuPage County the first day to early vote is the 22nd day prior to the election, Oct. 11 and the last day to early vote is the 5th day prior to the election, Oct. 28.

Much like holiday shopping you can avoid the rush, rise above the campaign fray, and stand superior to those answering doors, reading mailers and listening to commercials.

This school year parents, teachers and staff members will be able to apply for more grant funds than before, courtesy of the District 58 Education Foundation.

The foundation recently decided to increase the amount of its available grant money from $25,000 to $35,000.

“That’s the first time that they’ve made a special approval. That is especially good news in the economy,” said Jennie Waldorf, a District 58 spokeswoman.

The grants fund curriculum enhancements, staff development and technology innovation. Staff members as well as parents are eligible to apply for the grants.

The foundation, made up of local business people, community members and parents, is a not-for-profit organization that

started in 2002 to provide financial support for educational enrichment programs aside from the local school district.

The foundation holds fundraisers such as its annual Kelly Miller Circus event that will be held this year on Sept 27 at O’Neil Middle School Field, located at 635 59th Street, and its spring Entertainment for Education event.

Aside from grant funding, the foundation has regularly provided funds for the educational events like the middle school students’ “Sneak Preview,” the 8th grade spring banquet, and the annual new staff welcome lunches that are held each year in August.

“They raise money with the purpose to give back to the schools,” said Waldorf.

School officials work with the foundation to distribute the awarded grant funds. Last year, 20 applicants were awarded

about $20,000. A committee reviews all

applications and decides on them based on the rules and criteria of the grant. For any grants involving school members, principal approval for the program is required.

The deadline to submit a grant application is Sept. 30.

As heart-breaking defeats go, they don’t get much tougher than the one Downers Grove North suffered Friday night in Western Springs.

The Trojans scored 14 consecutive points to rally from a 20-14 deficit, only to see host Lyons Township punch in two touchdowns in the final 2:14 to pull out an improbable 35-28 victory in a West Suburban Conference Silver Division opener.

“I’m empty and I’m trying to figure out why we can’t finish,” a stunned Downers North coach John Wander said. “We’ve been (coaching) here for nine years and we never lost games like that before. Somehow we’re finding a way to lose and I’m trying to put a finger on it.”

The Trojans (1-2, 0-1), who are still searching for their first conference victory since 2008, trailed 20-14 at halftime but took the lead on a 29-yard touchdown run by Rob Sheppard with 43 seconds left in the third quarter.

and Kyle Freres snuffed out Lyons’ next drive and the Trojans took over on their own 49-yard line. A 33-yard pop pass from Riley McGinnis to tight end Tyler Mason set up a four-yard touchdown run by Fred Palma, extending North’s lead to 28-20 with 4:42 remaining in the fourth quarter.

That proved to be the culmination of a great performance by the offensive line, which helped North outgain the Lions 399-247. The Lions (3-0, 1-0) had given up just 20 points total in its first two games.

“You score 28 points in a high school game, you should win those,” Wander said. “I thought our kids played well enough to win that football game.”

It appeared the Trojans would until the Lions marched 64 yards in seven plays, pulling within 28-26 on a 30-yard scoring jaunt by quarterback Brian Kelley with 2:14 left. Kelley then completed a two-point conversion pass that deflected off his intended receiver before being caught by a diving Mark Sewall.

On the ensuing possession, North picked up a quick first down but then McGinnis was intercepted by Lions sophomore Matt Harris, who returned it 25 yards to the North 20. Three plays

later, Kelley rolled right and hit Dylan Fielder with an eight-yard pass for the game-winning score with 15 seconds remaining.

The ending was eerily similar to last year’s game against LT,

when the Lions scored in the final minute to win 37-35.

“It was very difficult,” North center Max Wasserman said. “We need to perform better in crunch time and on special teams.

“The offense did well. The defense did well at times. Special teams hurt us, but I think we just showed what we can do if we all

There are no state titles won during the summer high school basketball season.

But that doesn’t mean the summer isn’t crucial in determining how good a team’s going to be in the upcoming season. If Downers Grove South’s summer is indicative of the season they’ll have this winter, it’s going to be a mighty interesting campaign for the Mustangs.

“It was honestly an unbelievable summer,” South coach Jay Baum said. “We played over 50 games where we had a bulk of our players and we only lost four games.

“Summer doesn’t mean a lot but it’s going to be a pretty exciting season for us. We might be better at every single position on the court this year. I think all five of my starters could play in college.”

The Mustangs finished the summer with a 47-4 record when they had a majority of their starters available.

The two key players were returning starters from last

season, juniors Jamall Millison and Jeron Wilbut. They starred last year helping the Mustangs to a regional championship appearance where they lost to Benet, who went on to win the sectional, by just two points.

“Jamall is such a steady player,” Baum said. “He’s a scorer and can really put the ball in the hole. With his shot selection and passing and he’s showed a lot of leadership. This is going to be his fourth year with me. He’s our best player at the moment. He takes a lot of pride in his defense.

Jeron is getting recruited by some schools and has offers from

Nevada and Southern Illinois. He’s a really good high school player. He has big hands, he can jump and he can hit the outside shot. He played on the Illinois Wolves and that’s where Evan Turner played. He amazes me every day with the stuff he does. The sky’s the limit for him.”

South will also look for big things from Dan Jurgutis, who transferred from St. Joseph.

“He came over at the beginning of the summer and (one of our assistants) calls him the missing link,” Baum said. “He handles the ball for us and Jeron and Jamall can just score.”

Standing at 6-feet 6-inches tall, Ziggy Riauka will handle a lot of the tough work inside while Kevin Honn, who saw a lot of time last year as a sophomore will also be in the starting five.

South’s solid team doesn’t stop with its starting five. Baum has a pair of bench players in John Dillon and John Lithio who will make very significant contributions in the winter.

“John Dillon was the sixth man last year and he’ll stay there,” Baum said. “He’s a threat off the bench. John Lithio is just a hard-nosed rebounder and competitor.”

The 5-10, 145-pound sophomore returned one kickoff 88 yards for a touchdown and had a 93-yard return for a touchdown truncated to 71 yards by an illegal blocking penalty in the second quarter. After that, the Trojans elected to squib all of their kicks.

“He’s a sophomore?” Wasserman said. “He was very good on defense and special teams. He was all over the place.”

North’s offense could have been even more prolific. The Trojans were twice stopped on downs inside the 5, including once after they had a touchdown on a muffed Lyons punt called back by an inadvertent whistle.

Palma rushed 15 times for 95 yards and two touchdowns and completed a 17-yard halfback option pass for North, while Sheppard added 77 yards on

eight carries and Rumael Brown had a 50-yard touchdown run. McGinnis completed 8-of-16 passes for 108 yards, 72 of which

went to Mason.Kelley was 9-of-18 passing for

90 yards and carried 15 times for 59 yards and two scores for

Lyons, which also received field goals of 27 and 33 yards from Mike Pett.

Things wont get any easier

for North this week as they play host to Downers Grove South on Friday night. The Mustangs are 1-2 on the season.

Downers Grove South picked up its first win of the season last Friday night as they throttled Leyden 41-0 at home.

“One of our goals is to win the conference and this is one of the teams we needed to beat,” said South coach John Belskis who

was without six starters due to injuries. “We didn’t play a perfect game but considering the fact we had six starters out going into our conference season we were pleased we could do some things well in all three phases of the game.”

Josh Williams had a monster night picking up 226 yards and two touchdowns on 31 carries.

The Mustangs started the scoring with a three-yard touchdown pass from A.J.

Simoncelli to Jordan Hoffman with 21 seconds to play in the first quarter. Simoncelli tossed two more first half touchdown passes, both going to Marco Scalzetti (36 and 29 yards). Williams also had a 13-yard run in the second quarter as South took a 27-0 lead into halftime.

Williams kept the Mustangs rolling in the second half, scoring a 54-yard touchdown pass on South’s first possession of the half. Hoffman finished the

scoring, scampering 15 yards into the end zone in the fourth quarter.

The Mustangs face a hungry Downers North team this week in the annual cross-town showdown.

“We’re going into a tough environment with Downers

North where they were winning with four minutes to go and lost,” Belskis said. “This is a must win (for North) if they want to be a playoff team. Records don’t really mean anything. Our biggest concern right now is will we have enough bodies to play.”

Q. I’ve had a career for 20 years and believed it would get easier the longer I worked. Instead, I find the work is easier and the people issues harder. How can I stop wasting time feeling so uncomfortable and frustrated by people at work?

A. You can stop “wasting time” when you are uncomfortable and start using your discomfort to increase your efficiency, power and influence on the job.

Most of us have many emotional places where we react automatically without being able to see our most powerful behavioral option. One of my clients used to get angry and pout every time he felt mad. Another client used to get angry and blow up every time he was upset. A third client used to get angry and withdraw every time he was frustrated.

Not all of these reactions are always ineffective, but they certainly fall short when we can’t consider whether pouting, blowing up or withdrawing give us the best chance of getting the outcome we prefer.

The reason many of us go on automatic is that we don’t want to feel any discomfort. Any of my readers that work out at a gym know the old adage, “No pain, no gain!” The same wisdom applies to the workplace.

No sensible sports coach would suggest you purposely physically hurt yourself, but all coaches would make it clear you will have to feel some pain to get stronger, more flexible and healthier.

I do not suggest my clients purposely seek out emotional pain so they can gain strength, but I can guarantee my clients that situations will find them that are guaranteed to bring up emotional pain. The question is not, Can we avoid pain? The right question is, Can we use it to make ourselves fitter, stronger and more effective?

The longer we’ve been in our careers, the easier the technical part becomes and the more noticeable our difficulties with people become. The good news is that every day you go to work, you have a chance to start over

with new tools to use your d i s c o m f o r t rather than just suffer.

Start by keeping a “Discomfor t Journal.” Every time you become aware that you are uncomfortable, write down what happened and how you reacted. At the end of each week examine your habitual reactions to different emotions. What do you always do when you are sad, mad or scared?

Now go through the situations again and consider what you might have said or done if you tolerated that feeling, identified the outcome you wanted and reacted in a way that got you what you wanted.

When we feel uncomfortable, we will often do and say whatever

we hope will make that awkward feeling go away! In our rush to run away from our discomfort, we do and say things that sabotage making money, having influence, getting promotions and being given opportunities. We move so quickly away from our feelings that we don’t even realize we are being our own worst enemies.

Next time an uncomfortable moment opens up at work, take a deep breath, lean into the discomfort and start reaping the rewards of working with your emotions, not against them.
