As a democratic concept where sovereignty is
constitutionally divided between a central
governing authority and constituent political
units, federalism has its origins in late 18th
century North America and post-World War II
Europe. It has spread over the years and, in one
form or another, is now practiced in nearly 80
countries worldwide.
Being a form of government where both laws
and institutions are shared between national
and state/provincial authorities, federalism
necessitates the existence and facilitates the
creation of local representation and
government. It has proved to be a way to ensure
political stability in societies which are
ethnically, culturally or religiously diverse.
Sharing and balancing governing power
between federal institutions and constituent
units, however, is a constant 'work in progress'
anywhere in the world. Europe and South Asia
are no exception.
In light of recent events and developments in
South Asia, which include major readjustments
of the federal systems in Pakistan and India, the
need for a more comprehensive analysis of
contemporary issues of federalism arises.
Starting in 2012 the Hanns Seidel Foundation’s
offices in Delhi, Islamabad, and Munich are
therefore organizing a series of two-day
conferences, to be taking place annually at the
Foundation's conference center in the secluded
Bavarian town of Wildbad Kreuth.
