Dear Members,
Let me begin my first 2015 Chair message with a challenge and then a Washington story that we can all learn from. I am a workout guy and I do it year round (pretty much). Every January, the New Year’s resolution crowd shows up, the parking lot and the gym are more crowded, however, 30 days later, all is back to normal. All those good intentions are gone after a spurt of activity. The challenge for all of us in the Chamber is to ensure that 2015 does not just start with good intentions and then fizzle. Instead, let’s define 2015 by making steady and focused progress for all 12 months. Let’s commit to the Chamber, its leadership, staff, members and partners, and commit to making a difference every day, week and month as we drive forward our key initiatives, like the Tri-Cities Branding efforts, and our new and exciting Economic Gardening program. Let’s use the same drive to support the redevelopment of Vista Field or groups like FUSE, where entrepreneurship is fostered. Everyday, let’s think about what we can do to improve the economic vitality of our community.
Now for the story. A few weeks ago I finished reading a book titled The Boys in the Boat. It’s a fantastic story that comes from our home state of Washington. For you Cougar fans, it is a story about those rivaled Huskies; the book is about the Huskies crew team that earned a Gold medal in the 1936 Olympics. Anyone who reads it will see that the book is about so much more. It is about people making a difference, it is about perseverance and steady progress, it is about heart, it is about teamwork. The Boys in the Boat tells the story about a diverse group of boys, with different skills, personalities and backgrounds that all come together to achieve an extraordinary result. With initiatives like Branding and developing the Tri-Cities, we all have the same opportunity to take our diverse skills and “row” together to push the great Tri-Cities that we all love to the next level of extraordinary success. 2015 is going to be a great year because of the efforts of all of us.

T he Board of Directors recently approved the Chamber’s 2015 Legislative
Priorities for Energy, Healthcare, Tax & Fiscal Policy, Transportation, Education & Training, Wage and Hour Reform, Worker’s Compensation Reform, Government Transparency and Immigration Reform.
T he Regional Chamber recently received a clean audit of our financial statements,
assets and cash flow. We undergo a biennial financial audit to ensure the fiscal stability and financial responsibility of our organization.
T he Chamber’s 2015-2017 Strategic Plan outlines five goals, each with specific strategies and tactics. The five goals are :

T he Board of Directors recently approved the Chamber’s 2015 annual budget of
$1,219,820, focusing on small business programs, advocacy, membership growth and networking events.
I n partnership with Battelle and Gesa Credit Union, the Chamber has launched the
Tri-Cities Economic Gardening Pilot Program and is currently accepting applications from eligible businesses. Information about this innovative program can be found on our website: www.tricities.nationalcentereg.org.

The Tri-City Regional Chamber of Commerce, thanks to the support of Battelle and Gesa Credit Union, has launched the Tri-Cities Gardening Program – the first pilot program with the National Center for Economic Gardening in the Pacific Northwest!
Economic Gardening is a new way to think about supporting growth companies and letting local business owners know how important they are to our economy. Instead of offering traditional incentives, tax credits or real estate discounts, Economic Gardening offers CEOs valuable, strategic information that is gathered with their guidance and customized to their business. It addresses challenges that many businesses encounter as they grow, such as refining business models, developing new markets and accessing competitive intelligence.
The Tri-Cities Economic Gardening Pilot Program is a partnership with the Michigan-based Edward Lowe Foundation, which houses the National Center for Economic Gardening (NCEG). Five second-stage businesses from the Tri-Cities community will be selected as part of the pilot to engage with NCEG’s “National Strategic Research Team” – a team of specialists from across the country who will deliver Economic Gardening services that are specially tailored to each business’ particular attributes. These services are free of charge for participating businesses and simply require a time commitment over a few weeks.

Tri-Cities businesses critical to Vit Plant progressBy Peggy McCullough, Project Director, Waste Treatment Plant Project, Bechtel National Inc.
The Hanford Waste Treatment and Immobilization Plant, better known as the Vit Plant, is the largest government construction project underway in the nation. Bechtel National Inc. is designing and building the facility for the U.S. Department of Energy to treat 56 million gallons of radioactive liquid waste stored in central Hanford's 177 aging underground tanks.
Local and regional vendors and subcontractors are particularly important to our success, providing high quality equipment, materials, and services. Since the project began, Bechtel has provided more than $1.6 billion in subcontracts and procurements to Washington and Oregon businesses, more than $1 billion of that in the Tri-Cities area.
When operational, the Vit Plant will immobilize the liquid waste by mixing it with glass-forming materials in high-temperature melters. The resulting molten slurry will be poured into canisters where it will cool to form a stable glass material. Although still radioactive, it will no longer pose a threat to the environment, including the Columbia River.
The Vit Plant covers 65 acres and has three major nuclear processing facilities, a laboratory and 20 infrastructure facilities and systems. Construction continues on the Low-Activity Waste Vitrification Facility, Analytical laboratory and other support facilities. And work is progressing on resolving technical issues involv-ing design and operation of vessels that will be used in treating the tank wastes.
Most recently, work on the Vit Plant took a major step forward when DOE autho-rized Bechtel to resume design engineering on the High-Level Waste Vitrification Facility. A full-scale vessel testing facility was developed in collaboration with URS, Pacific Northwest National Laboratory, EnergySolutions, Washington State University Tri-Cities and several other local and national organizations.
Bechtel also has a need to hire more than 100 experienced engineers over the next several months. That’s adding to a current employment of about 2,700 living-wage jobs. Bechtel National has long been a part of the Tri-Cities landscape. Our involve-ment in the community and collaborations with local and regional organizations are critical to our success and our ability to recruit and retain valued employees.
It’s also clear our employees value the community. In 2014 alone, Vit Plant employees donated $585,000 and thousands of volunteer hours to community organizations, such as United Way, Second Harvest, March of Dimes, Junior Achievement and Toys for Tots.
As we head into a new year, we look forward to continuing the momentum for a Brighter, Bolder, Better future for the Vit Plant and the Tri-Cities.

Tri-City Regional Chamber 2015 Legislative PrioritiesEDUCATION & WORKFORCE TRAINING
■ Promote legislation to ensure Washington has an educated workforce with skills to thrive in the 21st century.
■ Support initiatives to bolster STEM – Science, Engineering, Technology and Mathematics –Education, community colleges and universities to achieve this goal. In addition, support clinical and allied health programs throughout the state to ensure that communities can “grow their own” clinical and allied health professionals, especially in underserved areas.
ENERGY PRODUCTION IN WASHINGTON ■ Support changes to the Energy Independence Act (EIA) to protect
utility companies from purchasing power they do not need to serve customers, this avoiding needless and costly rate hikes.
GOVERNMENT TRANSPARENCY ■ Citizens deserve to be informed and have access to participate in
the legislative process. The Regional Chamber supports legislation to provide adequate public notice before public hearings and votes, as well as remote video testimony for legislative committee meetings.
HEALTH INSURANCE ■ Support legislation to eliminate structures that raise exchange
administrative costs, duplicate services in the private market, exceed current federal laws or jeopardize the private market overall.
IMMIGRATION REFORM ■ Creation of a carefully monitored federal program to fill the
growing gaps in America’s workforce would help address labor shortages in agriculture and STEM sectors. Modernizing student visa programs will also make U.S. colleges and universities more attractive to the best and brightest students around the world. Harmonizing state and federal regulations, in addition to establishing clear and consistent employee verification standards, would also improve the immigration system to benefit workers, employers and the economy.
MID-COLUMBIA ENERGY INITIATIVE ■ Support legislation that promotes
development of sustainable, clean energy from the abundant resources in the Tri-Cities region.
PUBLIC FACILITIES DISTRICTS (PFD) SALES TAX EXTENSION
■ Support legislation to allow PFDs to continue receiving .033% of sales tax revenue for an additional 15 years.
TAX & FISCAL POLICY ■ The Regional Chamber supports a balanced state budget and
a constitutional amendment to restore the supermajority vote requirement for increasing taxes. In addition, the Chamber urges legislation to modernize the antiquated tax collection system currently used in the state by utilizing technology that will increase efficiencies and create a simplified system for businesses and residents.
TRANSPORTATION ■ The Chamber urges legislators to enact comprehensive reforms
to Washington’s transportation funding system that will achieve savings for taxpayers. Savings from these reforms, combined with new revenues, should be used to fund transportation and infrastructure projects that are vital to economic development and congestion relief in the state, including key projects in the Tri-Cities community.
WAGE & HOUR REFORM ■ Legislative action is necessary to promote consistency between
state and federal wage and hour laws.
WORKERS’ COMPENSATION REFORM ■ Support legislation to bring benefit levels in Washington to levels
more in line with other states across the country.
