Entry Point once you have a cyle working that the entry point does not matter. You could for eg look at statitical systems- but if statistical systems are not based on indicators from planning- and resources have not been allocated or the procurement processes do not allow for implementation or the auditng process does not pick up on corruption or more importantly inefficiencies

Transparency does not make it happen, nor does accountability. These are all products of having sound systems.
