INTRODUCTION
The European Commission and the World Bank share a common objective of building competitive and sustainable
economies and reducing poverty and social exclusion – goals of both the Europe 2020 Agenda as well as of the WBG
Strategy for shared prosperity and poverty reduction.
In 2012, the Europe 2020 Programmatic Trust Fund was set up to allow the European Commission to avail itself of
the Bank’s technical assistance and analytical and policy work for the purpose of pursuing the goals of Europe 2020.
Over the last three years, over 17 million USD have been channeled through this Programmatic Trust Fund. All figures
in this document refer to the active Trust Funds of the portfolio.

• Activities: This Trust Fund finances the completion of a set of poverty maps for each of the EU Members States whichacceded to the EU in or after 2004 (not including Cyprus nor Malta). These maps provide estimates of poverty for smallsub-national geographical areas and can help guide allocations of European Structural Funds (which support the EU'sRegional Policy). The Trust Fund also finances activities to explore refinements to the risk of poverty measurement thatincorporate sub-national differences in the cots of living.

This Manual was one of theoutputs of the activities financed under another Europe 2020 TF (TF072371 - Cyprus Public Investment Management).The Bank will provide tailor-made methodologies taking into account the specific characteristics of the country in orderto calculate the basic variables for assessing both land transport and public building projects.
