The Eagle Lake Headlight News for Southern Colorado County, Texas Thursday, March 8, 2001, Page 3 House preparing medical records privacy bill fr State Representative Robert L. Cook (D-28) announced that the Tex- as House of Representatives is prepar- ing legislation to protect the privacy of Texans' medical records. The Texas Medical Privacy Bill creates standards allowing an individ- ual to exercise authority over the dis- closure of his or her private health information. Currently, an individual's health information can be collected and transmitted to different entities with- out the individual's consent or au- thorization. From the Office of State Representative Robby Cook Cook explained that the bill pro- hibits health care providers, govern- ment entities, Internet companies and others with access to medical records from disclosing, using or selling per- sonal health information for market- ing purposes. According to Cook, the Texas Medical Privacy Bill also gives indi- viduals the right to access their own health information and receive a no- tice of how their health information is collected and will be used, and to whom it is disclosed. The medical privacy bill offers stronger protections to Texans than are currendy provided by federal law. Cook said the Texas Medical Pri- vacy Bill is not intended to interfere with the normal operations of health care providers, but will help address growing public concerns over the role of electronic technology advances in the health care industry.
