ES Newspaper Project EEB1 Article I. Introduction Student journalism is essential for the cultivation of an informed, interconnected, digitally literate and politically active student body, and offers a pathway to becoming conscient citizens of the EU. To combat the fragmentation between the European Schools is to make connections flourish between students of all the European Schools uninhibited on a common platform where ideas are exchanged freely without interference from any other stakeholders of the European Schools. It is for this reason that the ES Newspaper is proposed as a common project of all the European Schools. The ES Newspaper Project involves creating a common ES Newspaper run by students for the students of all the European Schools. This newspaper will be developed and managed by the CoSup, thus the CdEs of all European Schools in a fair and democratic way. Just as other schools and universities have their own independent student newspapers, so will the European Schools. The following articles describe the current state of this project and the next steps to take in order to reify this idea. Article II. Article I. Introduction

Student journalism is essential for the cultivation of an informed, interconnected, digitally literate and politically active student body, and offers a pathway to becoming conscient citizens of the EU. To combat the fragmentation between the European Schools is to make connections flourish between students of all the European Schools uninhibited on a common platform where ideas are exchanged freely without interference from any other stakeholders of the European Schools. It is for this reason that the ES Newspaper is proposed as a common project of all the European Schools.

The ES Newspaper Project involves creating a common ES Newspaper run by students for the students of all the European Schools. This newspaper will be developed and managed by the CoSup, thus the CdEs of all European Schools in a fair and democratic way. Just as other schools and universities have their own independent student newspapers, so will the European Schools. The following articles describe the current state of this project and the next steps to take in order to reify this idea.

Article II.State of Play

There are already two projects similar to the above-described in the European Schools ecosystem, and there are also a few local student-run newspapers in individual European Schools.

The EURSCMAG.eu magazine was launched in 2017 by a team of students, teachers and the administration at EEB1. It is intended to be a magazine where students from all European Schools can publish, but as of yet only EEB1 and ESM have sent articles. It is relatively known at and works well at EEB1, and has articles published periodically but has not managed to catch on across the other European Schools, mainly because of a lack of promotion and interest. This lack of interest could come from one of its biggest limitations – the fact that the teachers and mostly administration control the newspaper and do not publish anything that is deemed controversial or that which criticizes the European Schools.

The BISSC.net newspaper is an independent student newspaper run by the CdE of EEB1. It also hosts the CdE’s website (e.g. the CdE Transparency Project), the MyEEB1 app, and the CdE Radio Project of EEB1. It is open to any publications from any of the European Schools (contrary to its name “Brussels International Schools Student Committee”) and does accept more controversial articles (e.g. Laszlo Molnarfi’s investigative journalism pieces) as it is fully independent. It is known, however, it has not managed to catch on either, mainly due to a lack of advertising (BISSC does not even have an Instagram account, only a Facebook account which does not have many followers), meaning that there are no periodic publications from students. The idea would be to transform this online newspaper into the ES Newspaper with a new name and other improvements, mainly on the advertising front, and make this become the leading newspaper in the European Schools community. Since all the infrastructure is already there, this transformation will not be difficult.

Then there are the local newspapers of each European Schools (excluding the two above-mentioned EEB1 newspapers, EURSCMAG and BISSC). These are mostly run by the CdEs independently, but in some the administration interferes with varying degrees of control. There are online, and also paper-printed newspapers in some cases, with varying levels of activity.

Article III. Unification of the Local Newspapers

The idea would be to centralize these newspapers into the ES Newspaper, either by directly bridging each local newspaper to the ES Newspaper or by double-publishing. However, since most of the newspapers are not active all of them can be bridged directly to the ES Newspaper (ESN). Bridging simply means that the submitted articles are submitted to the ESN and published there, or that the websites simply redirect to the ESN site (thus, the local newspaper is “shut down”). This should be accompanied by an advertising campaign (i.e. “Woluwe Independent is starting up again as the ESN”). Thus, each CdE is responsible for promoting the ESN in their own circle of students locally.

For newspaper that decide to not want to halt the publishing of their own articles there is the possibility of double-publishing, i.e. that submitted articles are sent both to their own site and to that of the ESN. This could work great for Lux1’s paper newspaper for example. For others, as they are online, it is recommended that they unify under the ESN project.

It must also be said that for CdEs with no independent newspaper, bridging may not be allowed by the administration, as that would mean liability issues and the supporting of an independent newspaper. In those cases, the CdEs should simply ask for the newspaper to be removed from the school’s control. Bridging can also simply take the form of shutting down the local newspaper and promoting the ESN.

As BISSC transforms and absorbs all of these local newspapers, there will be competition between the new ESN and EURSCMAG. The possibility of back-and-forth double-publishing EURSCMAG and ESN articles exists, thus solving the conflict (for this, either the authoring students themselves need to double-publish or the CdE of EEB1 will have to discuss with the Editorial Board of EURSCMAG, and ESN has to double-publish all fitting articles on EURSCMAG).

The bridging process can also involve the transfer of all articles from the local newspaper if requested by the local newspaper to the ESN, so that articles are not lost during the transfer process and the creation of the ESN. For example, all articles of BISSC will be transferred.

The task of each school’s CdE is now to start the bridging and promotion process as described above.

Article IV. Naming

To prevent any interference from the other stakeholders of the European Schools, a name needs to be chosen, one which does not include the trademarked „European Schools”. Suggestions are welcome. Currently, this table the collected list of proposed names.

If the Pupils’ Voice is chosen, it could be an idea that Lux1/Lux2 instead of printing their own separate paper magazine, that they print instead the online ES Newspaper as a paper version. Otherwise, there is a naming conflict.

Article V. The Creation of the ES Newspaper

As agreed at the CoSup meeting on the 12th of October 2019, the CdE of EEB1 is mainly responsible for the ES Newspaper. As such, the CdE of EEB1, more specifically the IT Working Group will take care of transforming the BISSC newspaper into the ES Newspaper. Technically, only the domain needs to be brought and then a few cosmetic changes need to be made (e.g. naming), and certain links need to be modified by EEB1’s CdE.

Also, a suggestion was brought up that in addition to having category-based ordering, there could be a per-school submenu on the website like EURSCMAG has so that there will be ‘local’ and ‘global’ articles. The former only of interest to a specific school and the latter of interest to all European School students.

This transformation will take place once all the local newspapers are centralized to the fullest extent possible. This means that there will be a small time period where all the local newspapers and BISSC will be not operational, for the duration of the transformation (not more than a few days).

The Instagram of the ESN will also be created and handled by the CdE of EEB1 in cooperation with the other CdEs.

Article VI. Logo

The logo is proposed to be the “fist and pen” logo symbolizing the power of journalism.

An alternative proposal is any typographic representation of the ESN’s chosen name. More suggestions are welcome. Possibly a logo competition could be made by CdEs.

All content will be published under an open Creative Commons license ‘Attribution-NonCommercial 4.0 International’.

The CoSup is responsible for the costs of this newspaper. It is 117.37€ per year.

The Editorial Team of the ES Newspaper is composed of students from each school’s CdE.

Just as EEB1’s CdE has hosted the CdE Transparency Project on the BISSC newspaper website, so will other CdEs be able to host whatever they want on the ES Newspaper, in their own submenu.

Article VIII. Annexes

The name was decided to be 13 Stars Newspaper, and the logo the following.

The website has been set up at https://13stars.eu, and an Instagram called 13starsnewspaper. The Administrative Board of the 13 Stars Newspaper is composed of 1 representative per school, who manages the articles for their schools and also the social media (1 main PR position to be elected from the board, though this is quite easy - just post the articles on Instagram), to be selected by the CoSup and the CdEs. The board should also contain an IT Working Group and in this a Working Group for Design. It is the CdE of EEB1 who provide the IT Working Group for 2019-2020 and possibly for the years to come. The board should in addition also contain the sent representatives of those local newspapers that have agreed to double-publish in order that the double-publishing can be coordinated.

As for the unification process, LAERA has been unified. Woluwe Independent, Painted Mirrors and EEB4Tracks are now obsolete as local newspapers, and the CdEs do not have access to them. An email has been sent to a majority of EURSCMAG authors.

The Pupils’ Voice agrees to double-publish a "few" articles every edition as a “quota”.

BEE3 agrees to double-publish “almost everything”.

ESB Times needs to have meeting with Direction and GDPR officer to discuss about the unification. EuroTimes agrees to give up newspaper and name, but 13 Stars is still awaiting confirmation of this.
