Poland's waste market is estimated to be 1.2 billion Euro worth. In the Poland, whose population reaches 40 million, there are about a thousand companies which deal in recycling, i.e. waste materials recovery and reprocessing. There are also a few thousand companies which are involved in waste collection. The investment needs of Poland's business sector of waste management are estimated at the level of 20 billion PLN by 2020, which is a considerable challenge the whole industry has to face in the next few years. Owing to the regulations introduced by the government, Poland's waste management market becomes increasingly attractive for investments and public-private partnerships. On 5 and 6 March waste management, recycling and renewable energy sources will reign supreme in Targi Kielce. The International Environmental Protection and Waste Manage- ment Expo EKOTECH is to be held already for sixteenth time; the trade show focuses on technologies and solutions for waste manage- ment as well as upon cutting-edge appliances and techniques which have been designed for environment protection. The exhibition's and the accompanying conferences' and business insiders' meetings' product and service range include waste recovery, disposal, transport and segregation, rendering waste harmless, muni- cipal waste management. I can cast my mind back to the times when I started working at Targi Kielce. In 1998 the EKOTECH trade show was organized by a friend of mine - Peter. I had been working and learning the business' all do's and dont's for a year when I was appointed to run the project. However the event was suspended for 6 years. The concept was re-established in 2006. A year later the reactivated event was staged; that edition had brought together 15 companies. In 2014, 96 exhibitors put their products and services on show.

I think the most recent edition is the one you usually remember best; human memory is ephemeral by nature and lets you remember the most recent events. I am really pleased with the latest edition owing to the fact that it brought together twice as many companies as the year before.

Since when has EKOTECH Expo been held? What we-re the origins of the Expo?

Which Expo edition do youremember most distinctly? Which edition has been themost difcult, and which makes you particularly proud?

A vast majority of exhibitors join every Expo edition. Years of cooperation, the relations we have established and cultivated, the e-mails and phone calls we have exchanges have built our friendships. We know one another very well. After hours, e.g. at the banquet we also discuss our private matters. We send each other holiday greetings. This is really nice that we have developed and fostered relations for so many years. May I have more friendship of this kind. We talk about real friendships.

It is difficult to present a concrete vision. One thing is certain. Year after year I want to see the event grow and develop just the way it has been advancing recently. I want to establish interesting contacts with our partners. However, the most important is to see our exhibitors happy when the expo ends also to welcome them back at the consecutive edition. We also hope to be recommended to the companies' partners.

Exhibitors say that EKOTECH makes them feel just like one,big family. And the family life abounds with funny or touching moments ... Do you remember such events at the EKOTECH Expo?

How do you envisage EKOTECH in ... 10-15 years' time?

The Polish Recycling Chamber of Commerce OIGR represents and associates business entities from the waste management sector. OIGR was founded when legislative work related to the EU regulations' implementation into Poland's legal system was still underway. The Chamber is an alliance of private entities involved in municipal waste as well as industrial waste management. The main objective of the Chamber's establishment was to present practical and substantive comments to the administration bodies involved in implementation of the European Union's provisions for waste management. The Chamber's aim is also to present the government with practical observations related to the development of Poland's secondary materials recovery and recycling industry. Our knowledge and experience have been gained from the "EU's old 15 countries'" proven laws and regulations. We take an active part in implementation of all waste management associated directives and apply to the municipal and municipal-related waste stream . Extended liability for industrial waste and the "polluter pays" principle - these are the system's main rules which should be introduced in the Polish law. EU 15 Member States are the example of such a system.

Plastics pose the biggest threat for the environ-ment. There are seve-ral reasons, however dwindling natural resources of cheap crude oil in addition to a whole diversity of plastic waste g e n e r a t e d f r o m perishable products wrappings come at the top of the list.

Recyclable materials (regranulates) made of used home appliances are used on a limited scale owing to their heterogeneous compo-sition. Such regranulates cannot be dyed, they usually come in grey or black colour which is a major limitation . Owing to a lack of producers' financial support, products or product parts are recycled only when financial outlays are covered. Such a system does not offer a proper environmental care. What is more, it has completely nothing to do with job-openings creation, new technologies develop-ment which stands in opposition to the waste directives' grounds.

The current system is based on recycling levels attained (however on paper only). The "polluter pays" principle has not been introduced into the Polish system; thus municipal waste storage is promoted and at the same time development of new technologies for waste packaging management is limited.

cooperation with SPECIALISTS

At the last year's EKOTECH edition the Waste Management and Recycling Cluster has been publicly presented for the first time.

The Cluster's Information and Consul-tancy Desk was crafted around the Expo guests' needs. For all three Expo days the experts and scientists who represent the cluster-associated R & D units, univer-sities and consulting firms provided entrepreneurs with expert advice on technological innovation, investments, the market and subsidies.

The first Expo day encompassed the conference on "Waste Management and Recycling Cluster as a chance to enhance development of innovative companies which operate in the waste and recycling business sector”. The session was attended by 140 representatives of com-panies and institutions from all over the country.

"The conference objective was to exchan-ge experiences and to present cluster-based cooperation forms targeted at scientific research units, consulting firms, NGOs and companies from waste management and recycling sector; this is presented in the context of the Europe's economy and Polish entrepreneurs'

chances for effective competition with inter-national companies" - said Joanna Kulczycka PhD - President of the Waste Management and Recycling Cluster.

During the conference there were presented new requirements and challenges for the waste industry (e.g. EMAS), as well as the possibility of obtaining the 2014-2020 EU grants and low-interest loans. Director Joanna Podgórska - a representative the Polish Agency for Enterprise Development was one of the key-note speakers. The conference participants were familiarized with Polish cluster policy's directions and assumptions as well as with cluster-related benefits and costs and impact on innovative and entrepreneurial SME sector companies' development.

The significance of waste management and recycling sector for Poland's economy was repeatedly emphasized in the course of the conference. The document on "National Strategy for Smart Specialization" identifies waste management as one of the 16 national smart specialization in the "Natural resources and waste management " section. This is referred to as "Energy and materials utilization of wastes (recycling and other recovery methods)." Not only is this a tremendous opportunity but also a challenge we need to be ready for. What is more, the 2014-2020 perspective is the last chance

Poland can make use of such large-scale EU support.

“It is no coincidence that the Kielce exhi-bition centre has been chosen as the venue for this important Cluster conference"- said Jolanta Okońska-Kubica, the Cluster coor-dinator. For many years EKOTECH has enjoyed a high reputation among the Cluster- associated entrepreneurs . Companies join the Expo as exhibitors or visitors; they all recognize the tangible benefits offered by the event. Entrepreneurs highly regard and compliment the Kielce exhibition's dynamic development. Smart specialization - a chance

for SMEs development

Intelligent Specialisation projects stand a greater

chance for subsidies

The European Union uses smart specia-lizations as a new vehicle designed to concentrate and earmark public funds for specific economic areas particular regions intend to specialize in and thus improve their competitive advantage. The smart specialization concept is based on the assumption that a particular country or a region can build a competitive advantage based upon specific territory potentials. Smart specialisation is based on common potentials science and economy of a country or a region can explore. Pursuing this ambitious goal may significantly accelerate enterprises' development. This impulse may stimulate companies in and outside this particular region.

8 April 2014 The Council of Ministers adopted the Enterprise Development Programme which comprises the National Smart Specialisation (KIS) as its integral part. The result of the KIS development is the indication of the national smart specializations which determine science and innovation policy priorities until 2020. The document sets out the 18 National Smart Specialisations, the list includes waste management and recycling.

What is smart specialization?

PNO Consultants President empha-sizes that at this stage, a particular region's entrepreneurs' opinion may shape Smart Specialisations. If the local government has not made a final resolution, entrepreneurs may have their say. They e-mail or phone the Marshal's Office and put forward recommendation. The decision about the region's Smart Specialisation can be changed. Every year Smart Specialisation will be reviewed; entrepreneurs may instigate other business sectors to become a part of SS. This will make it possible to shape subsidy scheme so that it reflects actual needs of region's economy. And there is much at stake - in accordance with the European Commission's recommendation, region's projects unrelated to SS are in for limited access to EU subsidies.

These areas will undoubtedly become one of the EU programs' priorities at the na t iona l l eve l . For th i s sec tor ' s companies, SMEs in particular, these priorities offer a huge growth opportunity. SMEs will enjoy 20% greater financial support compared to large enterprises. The Smart Specialisations' indirect role is to stimulate strong partnerships between businesses, research institutions and public entities - says Tomasz Hoffmann, President of PNO Consultants, Europe's largest grant consultancy company.

In practice, economic activities related to one of the smart specialization will enjoy a privileged position when subsidies are granted. And in consequence, business activities which do not correspond with smart specializations will have limited access to EU funds. If there is a strong competition for funds, such companies may not have any access to subsidies.

Tomasz Hoffmann also points out the fact that the IS formulation process should include identification the region's competitive advantage, a thorough analysis of the assets and technologies which set a particular region apart from others, as well as outline of strategic priorities of the region's development. In addition, analysis of potential partners in other regions should also be included in order to eliminate the risk of unnecessary duplication.

Formally speaking, marshals' offices will have the greatest influence on the smart specialisation selection; however their decision is based on feedback obtained in the course of the public consultation from, inter alia companies and enterprisers.

Next year Reko will have been putting its services on display for the third time. We are part of this event because our customers and companies we cooperate with are also a part of this event - so I think this is a must-attend event for us.

You have taken part in the EKOTECH for a number of years. Why do you want to be a part of this event?

For seven years SEKA has organized a series of environment-related conferences within the scope of EKOTECH. The conferences' objective is to indicate the law changes which have come into force in Polish environmental protection responsibilities.

The program is arranged in such a way that you are provided with information on the legislation which has already been modified as well as the laws which are to be implemented in the future. We pay scrupulous attention to definitions, deadline changes and the various methods used to fulfil reporting obligations.

Kielce (population 201,000 inhabitants) is the Swietokrzyskie Region's capital; the city is situated in the south of central Poland. For a number of years the city has been ranked among the most investor-friendly locations. In 2013 it was put on the short list of the prestigious Poland Outsourcing and Shared Services Award. Targi Kielce's favourable location in the heart of Poland makes it a perfect venue for exhibitions and conferences. Not only is this a splendid place for domestic companies, but also for companies from the neighbouring countries.

Medals, distinctions, diplomas and statuettes ...The gala is traditionally held in the evening of the first Expo day, it includes awarding ceremony of medals and distinctions. Not only do products gain recognition, but also, as the Targi Kielce tradition holds it, the prizes are also given in recognition of innovative exhibition stands, interesting design and arrangement of trade fair presentation.

The trade show distinction winners agree in saying that expo medals and mentions are a perfect marketing tool and have a substantial, positive influence on the brand's prestige and construction of promotional campaigns.

Targi KielceTargi Kielce - the exhibition and congress centre in south-east Poland is ranked second among all among Central and Eastern Europe's trade fair and exhibition centres. Targi Kielce is the runner-up among Polish exhibition organisers, the leader enjoys 1/3 of Poland's trade fair and expo market. Every year Targi Kielce is the showcase for almost 6,000 exhibitors from almost 60 countries of Europe, America and Asia. The trade shows attract over 217,000 business insiders who represent virtually all business sectors.

Kielce (population 201,000 inhabitants) is the Swietokrzyskie Region's capital; the city is situated in the south of central Poland. The City of Kielce which owns the Targi Kielce Company takes a proper care for the region's economic and industrial develop-ment.
