Founded in 1972, Edmunds & Associates started providing in-house software solutions exclusively to local governments in 1984. The offices are headquartered in Northfield, NJ just minutes from Atlantic City. All available solutions are developed, implemented and supported by in-house employees. Edmunds is a privately owned and debt-free corporation. Great pride is taken in offering a quality, fully integrated software solution at an affordable price to over 725 clients along the East Coast with annual operating budgets ranging from less than $850,000 to over $1,000,000,000.

Continuous improvements are made to focus on specific customer needs. Upgrades and enhancements are always free and implemented at the client’s convenience. Support and service are critically important, and our 99% client retention rate is the industry’s highest. Over 75% of the operating budget and 70% of employees are dedicated to customer support and product development.

Edmunds & Associates has developed an implementation methodology which has been fine tuned based on many years of experience. The methodology has been uniquely designed to afford clients the greatest opportunity for project implementation success. By combining the associate strengths with the client’s implementation personnel, a strong end user training program is developed. Through the course of implementation, the training resource plan will be thoroughly reviewed to assure that milestones are reached. Edmunds is committed to continued customer education for a better user experience. Post implemetation guarantees additional training, follow up, and review are scheduled. Ongoing support offers many ways to find answers.

solutions overviewWith an Edmunds & Associates solution, a true Windows application with a graphical user interface is delivered. All applications are ODBC compliant and utilize a SQL database which allows for seamless integration with products such as MS Excel™, MS Word™ and many GIS packages, to name a few.

Security - The software features a single sign-on approach that allows for user based security. This provides access to modules based on the employee’s security profile. The security is module specific and task specific.

Integration - All modules are fully integrated. A single source of entry minimizes data entry errors and streamlines organizational processes. The system dynamically posts all related entries to the appropriate modules.

Reporting - Along with standard system reports, customized reporting is also provided. Through built-in custom reporting tools, users can create and save personalized reports that can be exported directly into MS Excel™. Reporting flexibility allows users to create unlimited custom reports that are accessible at any time.

PDF Forms - All required forms can be generated within the application. This reduces the need to have pre-printed forms, such as pre-printed checks or utility bills. Create customized letters by merging in any field from the system. Letters can be created, printed, and documented in the corresponding record.

Attachments - The ability to attach any type of file to records, accounts, and employees along with scanning images directly into the software is provided. There is no limitation with the amount or size of those items you wish to attach.

The Finance Super Suite was designed to meet all of a local government agency’s financial needs. This fully integrated application includes all the modules needed for accounting, purchasing, budgeting, fixed assets, and reporting. The setup is based on your requirements with a customizable chart of accounts with unlimited funds. Start with the core modules, and, as processes become streamlined, add on supplemental modules to improve business processes and increase efficiency.

The Personnel Super Suite consists of payroll, human resources and employee self-service (ess). They are completely integrated with each other and, as with all modules, integrate directly with the general ledger. Reduce paperwork by scanning or attaching documents directly to an employee record. Update employee benefit changes globally with the simple touch of a button. All screens and attachments are security driven allowing for tight control over user accessibility. All state and federal reporting mandates can be generated within the system.

The Utility Billing module is capable of handling any type of utility billing your locality provides. Any type of meter reading device is supported. Customized bill layouts as well as bar coding, usage graphs, e-bills, and direct debit are all supported. Every field within utility and electric billing can be pulled into a report and exported to MS Excel™. Real time updates allow you to accurately view account balances at any time. It is fully integrated with finance, work orders, inventory control, and wipp.

The Tax Billing module is made up of all the necessary components to process property and personal tax bills, collect payments, generate other taxable revenue, and report on all parcels within the municipality. It provides a way to accurately bill, collect, enforce, and report on all tax levies. User defined penalty and interest allows for a fully customizable product. Tax Billing integrates with finance, utility billing and collections, accounts receivable and web inquiry payment portal (wipp).

Permitting and Code Enforcement enables a municipality to issue any type of permit and issue code violations. Permitting self-service allows the resident to apply for permits, check the status of a permit, review scheduled inspections, and make payments via the web. Enforcement provides users the ability to track complaints, store photos, issue fines, and print notices and letters. Once an inspector’s schedule is in the system, an inspection calendar can be utilized for scheduling new inspections, viewing currently scheduled inspections, and recording inspection results. Parcel ID’s integrate throughout the system to display all municipal charges.

Edmunds has a full suite of web based modules that allow your office to be accessible 24/7. With these modules, customers can view and pay bills online, residents can log complaints and request service, employees can view time off, and much more. WIPP allows residents to view and pay their tax and utility bills online. Employee self-service (ess) allows employees to manage their information online from anywhere. The dashboard integrates with the finance and payroll modules and provides fiscal transparency and accountability. User defined tabs allow for non-financial information to be displayed, such as public safety statistics.
