BUSINESSChina, The World’s Largest Car Market, Has Announced An End To Gas And Diesel Cars

Last Saturday, a Chinese official told the audience at an auto forum in Tianjin that the government is working on a timetable to end “production and sales of traditional energy vehicles,” i.e., gasoline and diesel cars, according to accounts from the Xin-hua News Agency. Regulators have begun the “relevant research,” and the policy will be implemented “in the near future.”Details are somewhat sketchy, but it ap-pears the government plans to shift away from the massive research and consumer subsidies of recent years to something like a cap-and-trade program for fuel economy and emissions, with automakers facing rising quotas but tradable credits provid-ing some compliance flexibility.It’s not a concrete policy yet; we’ll have to see how it’s implemented. But for a mo-ment, look beyond the policy to the optics. This is the world’s largest car market — responsible for around 30 percent of glob-al passenger vehicle sales — announcing an imminent end to fossil fuel cars. That’s a big, big deal.It is just one of many remarkable develop-ments around EVs recently. The past year has seen trumpet blast after trumpet blast heralding the arrival of an EV revolution — sooner than most analysts expected.

How fast that revolution will unfold is the source of much dispute and uncertainty. And it matters a great deal to oil demand, electricity demand, greenhouse gas emis-sions, air pollution, and global trade flows.In many ways, questions around EVs par-allel questions around renewable energy. They have both been consistently underes-timated. If they continue beating expecta-tions, revolution is nigh. But there’s also a lot of hype, wildly conflicting projections, and plenty of risks and pitfalls ahead.

National fossil fuel vehicle bans are catching onChina is only the latest country to announce its intention to phase out the production and sale of gas and diesel vehicles altogether.Last year, the Dutch parliament voted through a motion to end all gas and diesel

car sales by 2025 (it still has to go through the Dutch senate).In June, India announced that it would end sales of gas and diesel cars by 2030.In June, Norway agreed to end sales of gas and diesel cars by 2025. (Norway leads the world in EVs — almost 40 percent of its newly registered vehicles were hybrid, electric, or hydrogen in 2017.)In July, France announced it would end sales of gas and diesel cars by 2040.In July, Britain announced it would end sales of gas and diesel cars by 2040.In August, German Chancellor Ange-la Merkel hinted that her country would follow suit. “I cannot name an exact year yet,” she said, “but the approach is right, because if we quickly invest in more charging infrastructure and technology for electric cars, a general changeover will be structurally possible.”This month, the Scottish government an-nounced it would phase out gas and diesel cars by 2032.Of course, dozens of other countries and states/provinces have their own targets for EVs. (The International Energy Agency’s Global EV Outlook has a good overview.)

Many of these promises are vague or lack implementation plans, and all could be

overturned by subsequent governments, but they all carry a clear message. While there are all sorts of clever EV support policies, outright bans carry a unique po-litical and market-moving weight — espe-cially in rapidly expanding markets like China and India.There’s a big psychological difference be-tween “we’re going to start edging into a transition” and “we’re ending gas cars.” There’s a finality to the latter that, shall we say, stimulates the entrepreneurial imagi-nation.

(Some) automakers are making big promises on EVsIn most big markets outside the US, EVs are the hot thing, so lots of major auto-makers have announced plans to start shifting in the direction of electrification, through either conventional gas-electric hybrids (HEVs), plug-in gas-electric hy-brids (PHEVs), or pure battery electric vehicles (BEVs).Some pledges are more ambitious than others. And all must be taken with a grain of salt, given that many automakers are not hitting their current EV targets. Here are a few, in chronological order.Last year, Volkswagen announced that it would attempt to bring 30 or more BEVs to market by 2025, with a target of 2 mil-lion to 3 million sold by that year, roughly 25 percent of its total sales. This year, the company upped the ante again, vowing to create electric versions of all 300 of its models. (After its diesel scandal debacle, Volkswagen is all in on electrics.)In March, Daimler (owner of Mer-

cedes-Benz) announced it was acceler-ating its EV program and would have 10 new EVs to market by 2022.

Daimler’s (owner of Mer-cedes-Benz) electric car subbrand will be called EQ.In July, Volvo announced that all its mod-els introduced in 2019 and after would be hybrid or electric.This month, BMW announced that by 2025 it would have 12 new BEVs and 13 new hybrids on the road.This month, Jaguar Land Rover an-nounced that all of its new models from 2020 onward would be hybrid or electric.And of course there are big electric car companies like Tesla, which plan to sell 100 percent BEVs now and forever.In contrast to their European counterparts, the Big Three US automakers — Ford, GM, and Chrysler — have been slackers on EVs. Across all three, today they offer three BEVs and five PHEVs. And in the next three-plus years, they have cumula-tively promised one (1) noncommercial EV. (The Renault-Nissan electric alliance, which had an early lead in EV sales, is not selling well.)What Ford, GM, and many other auto-makers have done is go to China to estab-lish partnerships. “The biggest players are shifting crucial scientific and design work to China,” wrote Keith Bradsher in the New York Times, “as the country invests heavily in car-charging stations and re-search and pushes automakers to embrace battery-powered vehicles.”China is leading now, and the US is lag-ging.

Three cool new models are coming to the US this yearEVs have typically been criticized for being too expensive and not going far enough on a charge. But with every new

model that hits the market, they get cheap-er and go farther. Three notable contend-ers this year (listed prices will be lower after the $7,500 federal EV tax credit and various state-level incentives):

The Tesla Model 3 sedan began deliv-eries this year, marking the company’s long-anticipated move into the mass mar-ket. There are two models, a standard with 220-mile range ($36,200 base price) and a Long Range version with 310-mile range ($45,200 base price). Full reviews haven’t come in yet, but early encounters are de-scribed in rapturous terms.The 2010 Nissan Leaf is the world’s best-selling EV, but it has gotten long in the tooth. The 2018 Nissan Leaf is an up-grade, with 150-mile range and a $29,990 base price. The company plans to intro-duce a higher-powered version next year.

2018 Nissan LeafThe Chevy Bolt technically debuted at the very end of last year, but I’m counting it anyway. It boasts a range of 238 miles and a base price of $36,620, which makes it squarely competitive with the Model 3. It got five stars from Car & Driver and won Motor Trend’s 2017 Car of the Year — by all accounts it’s a fantastic car — but it’s received oddly little hype relative to Tesla, and sales have been disappointing.

HOUSTON, TX -- A local economist says the Houston area economy is in the midst of a rebound, ending a period of stagnant economic growth that started with the oil downturn in late 2014.Patrick Jankowski, senior vice president for research and development for the Greater Houston Partnership, addressed local business and community leaders Friday at the 2017 Houston Northwest Chamber of Commerce Economic Out-look Forum, and said the local economy has begun to rebound, which means more jobs being created in 2018.“The worst is over,” Jankowski said.During the regional economic forum in March 2015, economist Bill Gilmer, di-rector for the Institute of Region Forecast-ing at the University of Houston, project-ed the Houston area was at that time in the early stages of a recession, and projected that oil prices had already begun to drop and rig counts were already being reduced in the Permian Basin and other oil fields.Gilmer also projected at the time that job growth would shrink significantly, and that the recession would remain through 2016, and 2017.Gilmer was nearly spot on with his anal-ysis.

Census data shows Houston leads in population growth across U.S.However, Jankowski said the economy has already begun to rebound, and that the Houston metro area actually experienced a level of robust growth in 2016, despite a weak local economy.“Some people come here for jobs, some people come here for families, and some people come here from far and wide, and some people come here from Chicago be-cause they don’t want to shovel snow any-more,” he said.Over the last seven years, Jankowski said the Houston metro area has grown by 150,000 people -- the equivalent of drop-ping the entire population of El Paso in to Houston, he said.Jankowski added that the local economy

began adding new jobs in August 2016, and that the economy will continue its upward thrust through the remainder of 2017, and into 2018.The job growth will come some from the oil and gas industry, which is due for an upswing, and will also be aided by other industries, such as healthcare occupations.“2017 won’t be as good as 2014, but it will better than 2015, and 2016 were,” he said. According to recent data complied by data analytics company Alteryx, the population of the Katy Area, as defined by Katy ISD bound-aries, has surpassed the Steel City by over 1,000. Population estimates put the Katy Area at 309,556 and the City of Pittsburgh at 308,237. Over the past decade, the Katy Area has

been no stranger to growth with an annual population growth rate between 4 and 6%. 大成殿位于大成门的北面,是祭

祀孔子的正殿。始建于北宋景祐元年

(公元1034年)大成殿高16.5米,长

28.4米,宽22米,奠基座高1.5米,

殿内正中悬挂一幅全国最大的孔子画

像,向下有木龛,龛内主要有“大成

之圣文宣王之先师”牌位,两旁配有

孟轲。曾参。颜回。孔伋四亚圣汉白

玉石像。

大殿四周是孔子业绩图壁画,形

神并具。庙院被两庑碑廊环抱,墙上

镶有三十块由赵朴初、林散之、沈鹏

、武中奇等著名书法家撰 写的墨宝

真迹碑刻。碑廊里陈列着被誉为“中

华一绝”的雨花石展览。大成殿内也

经常筹办其他历史文物和艺术品展,

宣传中华民族的悠久文化。

门厅东西两侧分别是“仁”和

“礼”两副浮雕壁画,这就反映了儒

家的重要指导思想。

殿内基座上有孔子青铜像一尊,

高4.18米,重2.5吨。大成殿内四周墙

壁镶嵌有《孔子圣迹图》壁画,采用

玉石,鸡血冻、寿山石、翡翠及黄金

珠宝、罗钿等名品饰件以浮雕镶嵌造

型,每幅画高2.5米,宽1.3米,计38

幅,内有人物雕像408位,所雕人像

及亭台楼阁、人文故事等,栩栩如生

,非常传神,表述了孔子“万世师表

”的典范形象。

正脊两端饰以龙吻,脊上有双龙

戏珠雕刻,重檐之间海蓝色立匾上金

色“大成殿”三字由老革命家、外交

家姬鹏飞题写。殿前丹墀是祭祀孔子

时乐舞的地方。院中两庑是碑廊,镶

嵌着三十块赵朴初、林散之、沈鹏、

武中奇等著名书法家的墨宝碑刻。

大成殿内正中悬挂巨幅孔子画像

,高6.5米,宽3.15米,尺幅为国内之

最。大殿中悬挂的明黄帐幔,中间对

开的两幅绣着龙纹,其余的写着“大

成至圣文宣王”字样。

大殿正面高悬三面金边匾额,蓝

底金字,正中孔子画像上的写着“万

世师表”,东侧的写着“与天地参”

,西侧的写着“斯文在兹”。殿内正

中孔子画像下是至圣先师牌位,供案

上陈设着三牲模型,殿中两侧分立着

“四配”汉白玉雕像,分别是复圣颜

子(颜回)、宗圣曾子(曾参)、述

圣孔伋(孔子之子)、亚圣孟子(孟

轲)。殿中陈设着十五种祭孔乐器,

有青铜编钟、编磬、大鼓、古琴等等

,条案上还摆放着青铜礼器。

南京夫子庙的建筑富有明清色彩

。它以大成殿为中心,从照壁至卫山

南北成一条中轴线,左右建筑对称配

列,占地约26300平方米。四周围以

高墙,配以门坊、角楼。

从大成殿后门走出,即进入学宫

参观区。学宫是科举时代本省学子读

书的最高学府,为使士子接受教化,

渐知遵循先圣先贤之道,所以学宫总

是和孔庙建在一起。作为江苏古代文

教中心的学宫位于大成殿后,以明德

堂、尊经阁为主体,“东南第一学”

门匾由清末状元秦大士题写。

秦大士是清代江宁府人,乾隆

十七年(公元1752年)为皇太后六

十大寿特举办万寿恩科,38岁的秦

大士高中夺魁,是不折不扣的南京

本土状元。有传言说他是南宋奸相

秦桧之后,但是据说经考证实为宋

代清官秦梓后人。秦大士为官清廉

,诗书画俱有名,家道在乾嘉道年

间达到鼎盛。

明德堂是学宫的主体建筑。全国

的学宫都使用明伦堂之名,唯独南京

学宫称明德堂。时移世易,明德堂内

再也不是读圣贤书的场所,改成了雅

乐宫,演奏古代宫廷雅乐,再现华夏

正声之优雅意趣。

夫子庙始建于东晋成帝司马衍咸

康 三 年 (337 年 ) , 宋 景 佑 元 年

(1034年)改建为孔庙,在六朝至明

清时期,世家大族多聚于附近,故有

六朝金粉之说。范蠡、周瑜、王导、

谢安、李白、杜牧、吴敬梓等数百位

著名的军事家、政治家、文学家有这

里创造了不朽的业绩,写下了千古传

诵的篇章。

在南京秦淮河畔有个乌衣巷,

是历代诗人大发诗兴的地方,当西

晋大军兵临石头城下时,乌衣巷就

已改换门庭,迎接西晋时代的到来

。王导谢安纪念馆坐落在南京夫子

庙秦淮河南岸乌衣巷内,是一座展

示六朝文化艺术及王、谢两大家族

家世的专题性陈列馆。这里最有名

的当然要算刘禹锡的《乌衣巷》了

:“朱雀桥边野草花,乌衣巷口夕

阳斜。旧时王谢堂前燕,飞向寻常

百姓家。”这是 一首吊古伤今的咏

史诗。朱雀桥,在作为六朝都城建

业(南京)的正南门外,是当时车

马填塞的交通要道,至唐代已是野

草丛生一片荒凉之地了。

千百年来,追寻刘禹锡笔触而来

的文人墨客络绎不绝。从兴盛到衰败

再到后来的重建,乌衣巷里的一砖一

石,都述说着东晋以来的王朝更迭、

韶华流逝。那些流传于地名背后的故

事,更承载着历史深处走来的文化记

忆,让后人对这个静默的小巷充满遐

思和想象。

王导是东晋初年的宰相,权势显

赫,威震朝野,当时有“王与马(指

晋帝司马氏)共天下”的歌谣。成语

中有“新亭对泣”,表示思念故国的

意思,就是说的王导的故事。

至于谢安,他是参加王羲之兰亭

集会的一员,平日与王羲之诗酒唱和

,书法切磋 。据《书断》所述,谢

安学写正、草书体就是就教于王右军

。谢安书法尤其行草书的知名度是仅

次王羲之的了。

有人感慨,如果说王导和谢安令

乌衣巷不凡,王羲之、谢灵运令乌衣

巷不俗,那么刘禹锡、周邦彦则令它

不朽。这份不朽,沉淀在文人墨客流

芳千古的诗词歌赋中。六朝古都金陵

几多磨难,隋文帝灭陈后为防政权割

裂,竟将金陵夷为平地,乌衣巷也化

为废墟。

如果说诗词让乌衣巷永恒,耳熟

能详的成语则赋予它更多文化趣味。

乌衣巷的原址已消失不在,但独特的

文化韵味却让它经久不衰。直到今天

,文人依旧纷至沓来,在此沉思默想

,点墨成金,古都金陵的人文脉络在

发展中延续。

如今的乌衣巷,早已没有了豪门

士族的觥筹交错,取而代之的是游人

探访的脚步。纪念馆内陈列的东晋雕

刻展、淝水之战壁画和王羲之书法复

制作品等,无声地诉说着那段悠远的

历史。

乌衣巷是历史留给后人的一面镜

子,从盛极一时到残败衰落,它警醒

后人一个亘古不变的真理:纵观前贤

国与家,成由勤俭败由奢。

薄暮时分,夕阳黯淡,连片的青

砖小瓦马头墙,回廊挂落花格窗建筑

之上,鸽群在天际徘徊,衬托出闹市

之中夫子庙的几分宁静和恬淡。

在秦淮河,寻找历史深处走来的文化记忆巍峨辉煌的大成殿作为南京夫子庙的核心景区,是供奉和祭

在曾经被受推崇的“经连会”系

统下,日本制造商与供应商之间基于

信任的紧密合作关系,让“日本制造

”成为工业品质及可靠的代名词。但

这个美名已经在过去几年凋零。神户

制钢所篡改数据丑闻只是一连串日本

企业造假丑闻的最新一起,让日本企

业的高品质招牌再受打击。

日本未能跟上合规标准

报道称,神户制钢所丑闻的曝光

,看起来可能是日本政府推动加强公

司治理所带来的结果。但问题根源其

实是,日本制造业者在艰苦面对国内

市场萎缩及全球竞争加剧之际,未能

跟上现代的合规标准。

随着企业焦点从轻松的套交情业

务转移到市场运作机制,日本制造业

者不得不参与价格竞争,并努力扩大

客户来源。

“全球竞争不断增强,迫使日本

制造商削减成本以提高效率,同时还

要完成通常难以达到的生产配额,”

Tokyo Kasumigaseki 律所的律师Moto-

kazu Endo表示。

“企业集团”制度以前是日本汽

车产业的根基。汽车产业顾问及罗兰

贝格合伙人Hitoshi Kaise表示,随着

市场竞争越来越激烈,那些汽车厂商

现在减少对供应商的投资,而且用于

检查那些供应商工厂产品的时间越来

越少。

此外,由于人口萎缩和来自亚洲

邻国的竞争加剧,日本经济陷入了长

达几十年的低迷状态。

早稻田大学教授及企业治理专家

Hideaki Miyajima表示,这些压力有可

能削弱了日本企业的竞争能力。

走得太远

无良制造商的名单很长,而且上

榜者还在不断增加。与此同时,日产

汽车因违反安全检查规定,被迫召回

最近三年在日本出售的所有新车。

铃木汽车和三菱汽车现汽车能效

测试造假丑闻;而现已申请破产的安

全气囊生产商高田,以及东洋橡胶工

业和旭化成也均曾爆出不正当行径。

“虽然着重于目标在一开始是正

确的,但做得过度了,许多无法达到

目标的企业得靠蒙骗。”生产品质专

家暨文教大学教授Hiroshi Osada称。

专攻企业合规的律师Nobuo Go-

hara表示,过去15年来合规规则趋于

严格,但许多日本企业仍遵循以往的

惯例行事。他在奥林巴斯2011年爆出

会计丑闻后曾参与对该国公司的审核

“工厂内潜藏许多这类问题。”

他说。

悉尼科技大学企业治理专家

Thomas Clarke 教授指出,随着其他

亚洲经济体的产品质量标准和可

靠度不断提高,日本恐有输掉之

虞。

董事会也需改善

此外,问题还不只是数据造假。

专家指出,应当对日本企业的董事会

成员予以更多关注。

目前,日本东芝仍在应对会计

丑闻,而福岛第一核电站的运营商

东京电力也被指存在一系列不当行

为。日本核监管机构上周称,日本

原燃违反了安全规定,其六所村核

电站伪造记录称安全检查已经完成

。该核电站的启动数据已经推迟公

布了23次。

文教大学的 Osada 表示:“即

使采取措施强化对公司的外部监控

,也不可能每天进行检查。”Osada

补充说:“企业必须更加努力地发

展这样一种文化,让员工能够提出

自己的顾虑,对上级说不,通过团

队合作来发现其他员工的不当行为

。”

身为律师的Japan Corporate Gov-

ernance Network 总裁 Shin Ushijima 表

示,应当对日本企业的董事会成员予

以更多关注。丑闻曝出时他们的参与

不够积极。Ushijima指出,企业往往

过于依赖委任并非真正独立的外部委

员会。

Ushijima说,公司治理改革产生

了一些影响。他说:“虽然并不完美

,但东芝的董事会在改组之后得到改

善。”

神钢丑闻进一步暴露“日本制造”招牌裂痕

韩国首尔中央地方法院13日决定,

延长羁押前总统朴槿惠最多半年,逮捕

依据是起诉阶段新增的对收受乐天及SK

贿赂的指控。

法庭认为,朴槿惠如国在一审羁押

期限届满的10月16日24时获释,有毁灭

证据之虞,满足延长羁押条件。

上月26日,检方以擅政案情重大亟

需揭示真相为由,提请法庭延长羁押朴

槿惠,以免她借故拒不出庭影响正常审

理。

报道称,因控辩双方及法庭都希

望尽快结案,一审判决最早可能年内

出炉。

另一方面,法院公布决定前一日,

青瓦台宣布找到一批新文件,证明朴槿

惠政府在2014年“世越号”事故报告中

存在作假嫌疑。

“世越号”当日在早上8时58分发

生翻侧,在调查报告的最初版本中,列

明朴槿惠于9时30分接报,10时15分下

令处理此事。然而,在6个月后的修正版

报告中,朴槿惠接报的时间却变成了10

时,将朴槿惠从接报到下令处理的间隔

由原先的45分钟,缩短至15分钟。

此外,青瓦台还发现朴槿惠政府疑

似违法变更国家危机管理准则。在原有

准则中,灾难发生时是由国家安全局为

主管部门,但事故发生后3个月,准则却

被篡改为国家安全局只负责涉及安保相

关事件,让国家安全局撇开处理海难的

责任。

青瓦台指出,这些改变理论上需国会

批准,但朴槿惠政府无视了这些程序。
