The U.S. would be ready to talk with North Korea if it renounced further nucle-ar or missile tests and followed through on the pledge, U.S. Ambassador to China Terry Branstad said.“If they announce that they’re not going to be doing any more nuclear tests and they’re not going to be launching any more missiles,” Branstad told Bloomberg Television on Wednesday, when asked what it would take for talks to start. “If they announce that and do that, I think there’s an opportunity for us to get back to the bargaining table.”Branstad, speaking on the sidelines of the Fortune Global Forum in Guangzhou, also said that sanctions against North Korea were “starting to have an impact.” Calling Kim Jong Un’s push for nuclear weapons “the biggest threat to humankind right now,” the former Iowa governor repeated the Trump administration’s call for China to cut off oil sales to Kim Jong Un’s re-gime.“We believe we need to go further,” Bran-stad said. “We think oil and also these North Korean workers working in China and other countries, that needs to stop.”‘Starting Gun’President Donald Trump has sought to pressure China to rein in its ally and neighbor, which last week tested a new type of intercontinental ballistic missile. Kim said the test showed that North Ko-rea’s nuclear program was complete be-cause it could deliver an atomic warhead anywhere in the U.S.While Kim hasn’t yet proven he has the technology to put a warhead on an ICBM and deliver it safely to a target, the test has put new pressure on the U.S. and its allies to find a solution. By declaring his weapons program complete, Kim may have created a path to resume negotiations from a position of strength.

“I interpret this as a starting gun, signaling that he’s opening up the negotiating pas de deux, the dance,” Daniel Russel, who until June was assistant U.S. secretary of state for East Asian and Pacific affairs, told reporters in Beijing after the test. “The likeliest scenario is that we’ll start seeing some initiatives from one quarter or another and there will be some testing of the ground for negotiations.”

The United Nations’ top official for po-litical affairs is in Pyong-yang this week to discuss the nuclear issue, and countries from Canada to Germany are seeking to help facilitate talks. Branstad told

the economic forum later Wednesday that Canadian Prime Minister Justin Trudeau, who was attending the same event, would meet with U.S. Secretary of State Rex Til-lerson to discuss North Korea on Dec. 19.A spokesman for Trudeau declined to comment on the possible meeting.

Military DrillsMeanwhile, the saber-rattling has contin-ued on both sides, with the U.S. sending a B-1B bomber to join massive aerial drills with South Korea on Wednesday. North Korea had previously threatened

to retaliate against the exercise with the “highest-level hard-line countermeasure in history.”The U.S. must work with China and others to convince North Korea “what they are doing is a suicide mission that makes no sense,” Branstad told the forum. He de-clined to rule out a Trump visit to North Korea at some point, but said the timing “is probably not right.”Branstad, 71, has ties with Chinese Pres-ident Xi Jinping that go back decades. The two men met in 1985, when Xi vis-ited Iowa as part of a delegation from the northern Chinese province of Hebei. Chinese officials refer to the envoy as an “old friend of the Chinese people,” a des-ignation reserved for foreigners who’ve demonstrated a particular understanding of the country.

Facebook, WeChatBut the ambassador told Bloomberg that the “very good” chemistry demonstrated in meetings between Trump and Xi was more important. “Building a relationship of trust and respect hopefully can go a long ways to these two big countries, the two biggest economies in the world, working together,” he said.Still, the U.S. has sharpened its tone to-ward China since Trump’s state visit last month to Beijing, which ended with no big breakthroughs on trade. The Trump administration has in recent weeks hit China with a probe into the country’s aluminum imports, and accused its lead-ership of backsliding on market-oriented reforms.Branstad said he agreed with such criti-cism. Between Thanksgiving And Christmas

Holiday shopping is more of a marathon than a sprint, requiring careful preparation and strategy. But customers who expected to win by saving their dollars for later in the race may be disappointed this year, ac-cording to The New York Post.Slow and steady may not win the race this time. The tortoise may not outstrip the hare.The long weekend after Thanksgiving is the media darling, with brand-name rec-ognition for three out of the four days: Black Friday, Small Business Saturday and Cyber Monday (plus Giving Tuesday, to give a full account of where consum-er dollars might be going during the final

week of November).However, fame isn’t the only determinant of success. Thanksgiving weekend — in-cluding the evening of Thanksgiving itself and the sales that go with it — only gener-ates around 15 percent of holiday spend-ing, according to retail consulting firm Customer Growth Partners.And while that 15 percent is substantial — with eCommerce sales up 17 percent on Black Friday to hit a record $5.03 billion, and breaking even more records with $6.6 billion in sales on Cyber Monday — it’s still only 15 percent.Meanwhile, the two Saturdays leading into Christmas typically generate a com-

bined 11 percent of holiday spending, making Black Friday only the third-big-gest shopping day of the season.And in between, there’s the valley. Call it the “December Doldrums.”

There are two types of shoppers during the holidays. Customers either rushed out to start shopping as soon as they’d swal-lowed their last bite of pumpkin pie, or they’re biding their time until the end-of-season fire sales later in December — the ones the New York Post is saying won’t happen this year, since retailers have less overstock than they did in past holiday seasons.Forbes agrees that discounts may not be as deep as in previous years. Retailers were evidently more conservative about buying inventory this year, which means they won’t need to burn through as much with late-season deals — which means that gross margins will likely be up this Christmas shopping season. So while con-sumers may be disappointed not to see their favorite store offering 75 percent off on Christmas Eve, the smaller markdowns are good news for merchants.Forbes further corroborates the conclusion that Black Friday weekend is a lot of hype and is less profitable than the media likes to make it sound when compared to bigger shopping days later in December (includ-ing the week after Christmas, when gift cards are redeemed, returns are processed and the trajectory is set for seasonal clear-ance). However, Forbes hardly paints the middle of December as the retail doldrums.With the biggest sales behind and (con-sumers hope) ahead, it would make sense for them to take these intervening weeks to catch their breath and wait for the bell to ring on the second round of holiday

shopping.That’s one way to look at it. But simple math shows that the season’s big shop-ping days still only add up to less than 30 percent of holiday spending, leaving the remaining 70 percent to spread out over the four weeks between Thanksgiving and

北海老街

老街位于北海珠海路,有着一

百多年的历史。1883年开始建造,

沿街全是中西合璧骑楼式建筑。珠

海路曾是北海最繁华的商业街区,

被历史学家和建筑学家们誉为“近

现代建筑年鉴”。古老的门洞,陈

旧的墙壁,美丽的窗檐、屋顶,弯

曲而凹凸不平的街道,这便是老街

的独特魅力。

侨港美食街

北海的美食街有好几处,其中

侨港风情街人气最旺。以北海、越

南风味的特色小吃为主。一到晚上

,从市区及外地过来的车辆便开始

源源不断地涌进侨港,品尝当地带

有越南餐饮特色的海鲜。

涠洲岛

来到北海若如不去涠洲岛上逛

一逛,一定会感到遗憾。涠洲岛是

中国最大最年轻的火山岛,也是广

西最大的水火天成海岛,这里盛产

菠萝、香蕉、木瓜、芒果,更有尝

之不尽的美味海鲜。涠洲岛是一座

东盟会馆 红豆之乡——南宁

青秀山是南宁的绿肺。青秀山

景区内山峦起伏,群峰叠翠,泉清

石奇,素以山不高而秀,水不深而

清著称。建有热带雨林大观、棕榈

园、水月庵、龙象塔、泰国园、瑶

池、天池等景点以及世界上最大的

苏铁园。现存明清时期的古迹和名

人文士的题吟颇丰,是游客观光旅

游、寻古探幽的好去处。山上还建

有观光缆车,可一饱湖光山色,被

评为广西十佳景区之一。

南湖公园

南湖公园位于南宁市区东南隅

,在这个公园中,湖的面积占总面

积的四分之三,湖水澄碧,湖岸上

芳草绿树相依。荡舟湖中,临湖垂

钓,都会令人心旷神怡。夕阳西下

,慢跑在公园的林间小道,自然是

无比惬意。公园围绕南湖而建成,

被九拱桥和南湖大桥分成三个部分

,园内聚齐了各种观光景点,有树

木林,娱乐场,盆景区,其中最具

特色的是水幕电影,每周五开放一

次,水幕喷出是荧光闪烁,与南湖

周围的楼宇夜景交相呼应,成为南

湖的一大特色。

金茶花公园

1月起,南宁市金花茶公园的上

万株茶花已陆续绽放,打头阵的当属

已经盛开的茶梅、云南山茶系列和华

东山茶系列。云南山茶包含大头红、

菊瓣等,而华东山茶则有凤山茶、红

嫦娥彩、抓破美人脸、十八学士等。

这些花的花期约为2—3个月,但如果

你是急性子,想要早早尝鲜的话,1

月底你就可以去大逛一场了。

美丽南方

南宁是一个从不缺花的地方,

史上北方最为繁华的“畿辅首邑”,每一栋楼都在讲故事,而我

是个喜欢听故事的人。这不仅仅是天津的过去,也代表着中国百

年来的荣辱兴衰。

天津的租界里,居住过民国的5位总统,6位总理,19位总长

,7位省长,17位督军,2位议长,2位巡阅使。而如今,这也是大

陆最具星味的影视外景地。如果要做一次跟着电影去旅行的攻略

,天津就有点像香港,无数大街小巷,都会有你

熟悉的电影场景和你喜欢的大牌明星出没过。

《建党伟业》、《建国大业》、《南京!南京!

从东北游玩回来仔细盘点了一下我走过的中

五大道指的不仅仅是重庆道,常德道,大理道,睦南道,马

场道这五条大道。它是由成都道、马场道、西康路、南京路交叉

围起来的22条街道,总长度17公里。这里曾是英租界的墙外推广

界,住着有着治外法权的外国人。上世纪二三十年代,清廷的遗

老们,北洋政府下野的军阀纷纷来此寓居置业。文艺复兴式、希

腊式、哥特式、巴洛克式、折衷主义、中西合璧式。。。不同建

筑风格的小洋楼汇聚于此,堪称万国建筑博览会。如今依然保留

了347处各级文物保护单位,见证着近代历史的风云变幻。虽然基

本都不对外开放,但就看外墙都很有意思。名人居住过的房屋外

墙会有简介,我当时觉得自己都记住了,结果现在写的时候才发

现拍的太多,记住的没几个。。。

英法是最早在天津设立租界的国家。最高峰时同时有9个国家

在天津设立租界,有23000亩租界。瓷房子附近便是原来法租界的

范围。张学良故居也在附近。赤峰路也有着张爱玲童年的记忆。

以中心公园为圆心的六条放射性道路,那些典型的法兰西建筑,

承载着这座城市的历史。从天津站西行,过海河解放桥,便是以

前法租界的入口。绿树成荫的街道上各种西洋建筑比五大道上的

小洋楼更加大气恢宏。各种银行、证券交易所、信托公司鳞次相

比,被誉为东方的华尔街。

一般人都是从北京乘火车过来,所以首先看到的天津就是世

界钟、津湾广场、解放桥这些。我是从盛捷公寓去往海河,所以

和大家线略有不同。前往赤峰路的途中,经过了安里甘教堂,这

座在《南京!南京!》里出现的英伦范儿教堂,可惜不对外开放

。而对面的纳森旧居,是曾经开滦煤矿的老板,犹太人。顺便说

下,我们酒店楼下,小白楼对面那个建筑以前是犹太会堂,很多

人都忽略掉的历史遗迹。

意大利风情街是以马可波罗广场为中心的原意大利租界所在

地。如今满街都是西餐厅,咖啡馆和小酒吧,很有文艺气息。这

里也有很多中国历史上的名人故居。大名鼎鼎的梁启超故居,饮

冰室。曹禺故居纪念馆还有我的偶像李叔同故居。《日出》和

《雷雨》都是讲述的民国时代天津的故事。走在这些街巷,感觉

符号化的历史人物一下就鲜活起来。狮子桥头的望海楼天主堂也

是历史课本上天津教案的发生地。如果要拍天津之眼摩天轮,在

金刚桥头比较适合,夜景更美。

圣城耶路撒冷传出重大消息,美

国总统特朗普6日宣布,美国承认耶

路撒冷是以色列首都,计划将美驻以

使馆搬迁至此。表态一出,多国纷纷

反对,并警告地区冲突风险将增加。

这块经历了太多波折的“应许之地”

,何时才能应人民之许,迎来长久的

和平?

不按常理出牌 打破美国几十年外交传统

又不按常理出牌!特朗普正式承

认耶路撒冷为以色列首都的举动,打

破了美国外交几十年来的传统,也使

美国成为以色列1948年建国以来首个

这么做的国家。

早在1995年10月,美国国会已通

过法案,要求政府承认耶路撒冷是以

色列首都。但由于这个法案在外交上

极为敏感,此后美国历任总统都不敢

轻举妄动,纷纷以“推迟搬迁”的形

式避免介入耶路撒冷纷争。

然而,小布什、克林顿、奥巴马

……“前任们”都搁置的事,特朗普

上台一年就给办了。

女婿就是犹太人 特朗普举动为兑现竞选承诺?

以色列群体在美国的游说能力很

强,很多犹太人在美国地位都很高。

犹太人群在美国社会有很大影响力,

特别是在美对中东政策方面。而身为

特朗普女婿的犹太人库什纳,今年也

作为白宫高级顾问两次访问巴以,传

达中东政策。

库什纳祖辈是纳粹大屠杀的幸存

者,20世纪40年代移民到美国。到了

父辈一代,其家族已财力雄厚,所以

库什纳过着无异于“富二代”的优裕

生活。

今年5月,特朗普访问以色列时

,做出了亲犹太人倾向的举动。他当

时赴位于耶路撒冷的犹太教圣地哭墙

,成为首位在任职期间“访问”哭墙

的美国总统。他头上还戴了犹太教徒

最明显的标志之一小圆帽“基帕”

(Kippah)。

英国广播公司(BBC)记者称,通过

承认耶路撒冷是以色列首都,特朗普

履行了竞选时的承诺,以变通方案来

满足他的亲以色列选民。

原来,据报道,早在当初竞选总

统时,获得过犹太财团大力资助的特

朗普,就承诺将美国驻以使馆搬迁至

耶路撒冷。

中东政策方向渐清晰 “猛刷存在 拉拢盟友”

事实上,上任以来,特朗普调整

了奥巴马政府的中东政策,体现在打

击“伊斯兰国”、遏制伊朗、修复沙

特关系和加强与以色列关系等方面,

政策方向逐渐清晰。

总体来说,奥巴马减少中东战略

投入,而特朗普却加强在中东的政治

军事存在,巩固其主导地位。他要

“猛刷存在”、“拉拢盟友”。

不难看出,不论是出于兑现承诺

的压力,还是调整中东政策的需求,

对特朗普来说,承认耶路撒冷为以色

列首都,不是能不能做的问题,只是

何时做的问题。在他看来,这件事

“早就该做”了。

然而,特朗普不忘暗示,自己

“并没有把事情做绝”。他说,美国

在最终地位问题上不会采取立场,比

如耶路撒冷最终边界问题。他还表示

,新的美使馆完工后,“将为和平做

出更大贡献”。

跨越“红线” 巴以和平前景堪忧

特朗普表态一出,除了以色列称

赞这是“公正而勇敢的决定”,多国

都发出警告、谴责,并表达对巴以和

平进程和地区局势的深切担忧。

最直观的风险,就是可能引发巴

勒斯坦的抗议浪潮。多个巴勒斯坦组

织呼吁展开“愤怒三日”的抗议行动

。德国政府、沙特国王萨勒曼、土耳

其总统埃尔多安等纷纷警告,美国政

府的举动可能广泛激怒伊斯兰教信徒

,并可能引发耶路撒冷、约旦河西岸

和加沙地带的暴力冲突。

今年夏天,巴以双方刚因为圣殿

山事件爆发大规模冲突,而因为耶路

撒冷问题的任何变化,都会对巴勒斯

坦建国产生影响——“政治和宗教象

征的意义在这里相互渗入”。

上世纪90年代以来,巴以和谈进

程已走过了20多年。然而,双方和谈

多次陷入僵局,经历了启动、中断、

重启和再中断的曲折过程。双方达成

的一系列协议也未能彻底执行。

巴以谈判所面临的问题都是难啃

的“硬骨头”,比如耶路撒冷地位、

犹太定居点前途、最终边界划分、巴

勒斯坦难民回归、水资源分配、以色

列安全保障、巴勒斯坦国军队形态、

巴勒斯坦国未来边界控制等等。

在外界看来,耶路撒冷问题“只

能通过冲突各方直接谈判”得以解决

,美国的单方面行动,可能会使和谈

脱离轨道,也使别国无法相信其在和

谈中的公正性。

打开潘多拉盒,点燃未知火药桶?

耶路撒冷问题,不仅事关巴以和

谈,还关乎地区局势。基于中东长期

动荡的局面,而耶路撒冷的地位又是

最敏感问题之一,特朗普的这次决定

,具有巨大的象征意义和不可预知的

后果。

这一决定不仅伤害了巴勒斯坦人、

阿拉伯人乃至穆斯林世界的民族和宗教

情感,全面影响美国与伊斯兰世界的关

系,还可能让中东反恐形势进一步恶化

,点燃了更多未知的火药桶。

土耳其总统埃尔多安就曾说过,如

果美国真的将耶路撒冷认定是以色列首

都,那么将让恐怖分子有机可乘。

专家称,特朗普此举可能会给反

美主义、极端主义、恐怖主义提供一

个新口实,刺激他们掀起新一轮反美

情绪。

美国对可能的反抗情绪早有预料

。美国驻耶路撒冷领事馆前一日就发

声明,要求领馆员工及其家属尽量不

前往耶路撒冷老城或约旦河西岸,还

敦促美国公民不要前往人群聚集或增

派军警部署的地方。

“三教圣城”:耶路撒冷到底有多重要?

作为一座历史悠久的城市,耶路

撒冷老城面积虽然只有1平方公里,

却被伊斯兰教、犹太教和基督教三大

宗教视为圣地。虽被冠以“应许之地

”和“和平之城”,耶路撒冷数千年

来却承受了战乱和苦难的重重考验。

1949年时,耶路撒冷开始由以色

列和约旦分治;

1980年,以色列宣布耶路撒冷为

其“永久首都”;

1988年,巴勒斯坦也宣布耶路撒

冷是新成立的“巴勒斯坦首都”;

至此,耶路撒冷的归属问题成为

巴以冲突的核心。

犹太教的哭墙、穆斯林的圆顶清

真寺、基督徒的圣墓教堂,在这座小

小的城里汇聚。现在的耶路撒冷分为

东西两区,西区是新城,东区是老城

。以色列的国会、重要政府部门、都

在西区,虽然以色列宣称耶路撒冷是

其“首都”,但各国都将驻以色列使

馆设在特拉维夫。

耶路撒冷归属问题不仅涉及老城

的历史定位、宗教权利和文化属性,

更重要的是,牵扯到犹太人和阿拉伯

人难解的复杂心结。究竟谁才是这片

土地真正的主人?

以耶路撒冷为钥匙特朗普打开中东潘多拉盒

本月6日,日本政府开始协调拟

将2018年度预算案的防卫费增加到创

纪录的约 5.2 万亿日元(约合人民币

3100亿元)。将包括计入为引进远程巡

航导弹的调查费等。

此外,美军普天间机场(日本冲绳

县宜野湾市)搬迁到该县名护市边野古

等美军整编相关经费也将增加。2017

年度原始防卫费为51251亿日元,安倍

政府编制的原始预算自2013年度以来

连续六年增长。

报道称,日本政府还考虑将陆上

部署型拦截系统“陆基宙斯盾系统”

的设计费等防卫省申请预算的一部分

提前计入2017年度补充预算案。

日本政府拟把用于除社会保障外

的教育和公共项目等原始预算的总额

仅比上年度增加300亿日元。在其他

经费被压缩的情况下,对防卫费的优

待十分显著。

据了解,现行的日本《中期防

卫力整备计划》(中期防,2014 至

2018年度)显示,自卫队的主要装备

引进费用每年增长 0.8%。2018 年度

日本防卫预算将重点放在加强弹道

导弹防御(BMD)态势和南西诸岛的

防御上。

除了在日本航空自卫队战斗机上

搭载的远程巡航导弹相关费用外,还

拟写进最新隐形战机 F-35 及运输机

“鱼鹰”的购买费用等。

加上不属于中期防对象经费的边

野古搬迁及美海军陆战队移师关岛等

美军整编相关经费,预计防卫费总额

将达到5.2万亿日元左右。

对利用宇宙空间人造卫星等的情

报收集、研究应对网络攻击的技术和

增强人员等领域也将提供财源。

日本2018年度防卫预算将创新高已连续六年增长

法国信息与自由全国委员会警

告,近年流行与孩子互动的人工智

能玩具安全性不足,可能不利儿童

的隐私。

据报道,该委员会针对i-Que机

器人和凯拉娃娃(Cayla)两款智慧玩

具,要求业者加强安全,以免有心

人借此搜集孩子和周边环境的个人

信息,例如声音、孩子与玩具对话

【梁義大藥劑師(巨人連鎖藥局經理退休、北美洲台灣鄉親聯誼會總會長、全美台灣同鄉聯誼會第二十八屆會長、台中一中大華府地區校友會前會長)供稿】最新消息明年2018年4月至 後年2019年4月,您會收到新的Medicare Card 醫療照顧卡片和新的保險號碼。新的卡片沒有您的社會福利號碼,以便保障您的個別隱私,為 確保您收到新 的 卡片,您的住址一定要正確,如有變更應馬上向 社會福利局申請更正。(新 的卡片如以下展示的樣本)

2017年符合額外補助的民眾,學名藥只須付$3.35元,商品名的藥只須付$8.35元。※如果您符合低收入的資格,醫療補助 (Medicaid)會幫您:

1. 依照您的收入和資產,支付全部或部份基本保險的月保費 (Premium);如果您選擇比較好、月保費比較高的保險計劃,您就必須支付部份月保費。2. 幫助您支付年度的扣抵額 (Deductible)。3. 幫助您付處方的自付額 (Co-payment) ,如果您買的藥不在保險公司的處方藥清單中,您要付擔全部藥價。4. 幫助您支付甜餅圈洞 (Donut Hole,$1300.00) 的費用。5. 沒有因延遲登記參加處方福利保險的罰款。6. 任何時間可以更換保險計劃,變更後在隔月的一日即生效。

※在您收到醫療照顧處方保險卡以前,如果您需要處方藥品,要如何處理?一般在您登記加入保險計劃後一個星期左右就會收到保險公司的通知,表示收到您的申請書;三至五個星期後,您應該會收到歡迎您加入該保險計劃的信件以及處方保險卡。※假如您已有聯邦醫療照顧福利保險,而又有以下任何情況,聯邦政府會主動給您處方福利保險的“額外補助”:1. 您有完全的醫療補助(MEDICAID)保障2. 您獲得州政府,幫您付聯邦醫療照顧福利保險B PART的保費3. 您有補助安家收入 Supplemental Security Income (SSI)的福利。社會福利局會寄給您一封紫色的信,告訴您合乎“額外補助”,請妥善保管此信。4. 您有額外補助的資格,而您仍未參加聯邦處方保險計劃的登記,社會福利局會寄給您一封黃色或綠色的信,告訴您已幫您登記在某一個處方福利保險計劃和那一天生效的通知書。5. 假如您不滿意目前的處方福利保險計劃,您可以隨時申請變更,在次月一日新保險計劃馬上生效。

※假如您去藥局領藥,但是處方保險卡尚未收到,您必須攜帶下列文件:1. 保險公司寄給您的收到您的申請書的通知。2. 保險公司給您的確認登記號碼,以及保險計劃的名稱和電話號碼。3. 您還要攜帶您的醫療照顧卡和 (或) 醫療補助卡,其他處方藥品的取藥保障證明和身分證 (如駕駛執照)如以上證件均齊備,而藥局的工作人員仍無法讓您享有保險的福利時,您可以先付現金,再拿收據給您的保險公司請款。

※今年Medicare Part A的保費如下:(A)假如您或配偶工作超過40個積點,社會福利局會依往例從社會福利金扣除保費使您享有Medicare Part A 和B的保險;(B)假如您須買Medicare Part

A 的保險或工作積點30以下,則須繳$422($413在2017),如工作積點在30-39之間,則須繳$232($227在2017)

※今年2018 Medicare Part B保費如下:年收入單身在$85,000 以下,夫婦在$170,000以下,須繳標準保費$134.00,但如由社會福利金扣除Medicare B保費,要繳交$130.00的保費即可。如年收入單身在$85,000-107,000下,夫婦在$170,000-214,000或以下,須繳$187.50月保費;單身在$107,000-133,500夫婦在214,000-267,000須繳$267.90單身在$133,500-160,000夫婦在267,000-320,000須繳$348.30單身收入超過$160,000夫婦收入超過$320,000須繳$428.60如您領有社會福利金,則月保費通常從社會福利金扣除。2018年Medicare Part B的 Deductible (扣除額) $183

※一般情況,每年在10月15日至12月7日登記或變更保險後,一年內不能改變保險計劃,除非有下列情況:A. 假如你搬家後,你原來的保險沒有服務到你的新住址;B. 假如你有社會福利 (Medicare) 和社會補助 (Medicaid) 雙重的福利;C. 假如你符合低收入資格,且申請得到額外補助;D. 假如你住在老人之家 (如 Nursing Home)。

※符合申請社會福利健康保險補助(即Medicare)的資格,每一州規定不同,您的收入和財力限制,有一定的額度,且各州的規定不同。須自己回所在地的州政府查詢,是否合乎申請補助的資格。

※假如您已參加 Medicare ADVANTAGE PLAN(聯邦社會福利優惠保險如HMO、PPO均含有處方保險在內)您就不能參加Medicare Supplemental Insurance或MEDIGAP (聯邦社會福利補償保險) ,而MEDIGAP 僅保個人,夫妻必須個別投保。

※Medicare Part A 和B並不保您在國外的保險,所以您要是常出國旅行最好買有保障您到國外旅行時的Medicare Supplemental Insurance (MEDIGAP)。

※最好的時機參加Medicare Supplemental Insurance(聯邦社會聯邦社會福利補償保險),在您參加Medicare Part B後六個月內會比較便宜,六個月後保費可能會較多。

※假如您已符合申請登記Medicare Part A和B的資格,而本身又沒有工作四十個積點,如沒按期參加(符合資格的前後三個月)申請登記參加,則會被處以不同的罰金。Medicare Part A和Part B一般是加罰10%的月保費Medicare Part A的罰金期限較短,通常罰您延遲登記期間的兩倍,如您延遲兩年沒參加登記Medicare Part A,則罰款期間為四年。Medicare Part B是每12個月加罰10%的月保費罰金且累計每12個月增10%的罰金,如您延遲30個月 (兩年六個月) 您的罰金罰20%的月保費 (兩年計) ,但是終身罰款。※假如您在符合資格能申請登記參加Medicare Part A和Part B的七個月期間(生日前三個月及後三個月)應申請但沒有申請,則可在每年的1月1日和3月31日補申請,當年的7月1日才能生效但處以罰金。

※Medicare Part D (聯邦社會福利處方保險) 的月保費今年略有調降隨著您的收入增加 (級數和Medicare Part B一樣) 您的月保費除了基本的月保費還要加上高收入的附加費 (從兩年前您申報IRS的收入) 而有附加$13.00,$33.60,$54.20,$74.80的月保費。

※那些項目Part A 和Part B不給付?*大部分的牙齒預防保健。*有關處方眼鏡和眼睛檢查。*假牙的裝配和補牙的治療。*美容整形外科手術。*針炙。*耳朵助聽器和裝耳朵助聽器的檢查。*長期照護。
