Methods of paymentThe Local Government Act 1993 provides for rates to be paid either in a lump sum or by quarterly installments. Due to COVID-19 legislation, the lump sum and first installment payment date has been extended from 31 August to 30 September 2020:

General ratesCouncil’s total rates income for the year will be increased by the rate peg of 2.6% which is set by the NSW Independent Pricing and Regulatory Tribunal. The rates peg is not the amount that each individual rates assessment can increase, but the increase in the total rates income that Council receives.The rates structure above is a harmonised rate structure for QPRC, the new structure will mean that some rates increase and some decrease in the first year.The NSW Valuer General values land every three years. All properties have been revalued, and the new values will be used for rating from 1 July 2020 to 30 June 2023. Works program 2020-21Continuing the Nerriga Road upgrade
The Nerriga Road upgrade has been funded by the Monaro Palerang Roads Package from the NSW Government. We have started work on the third stage of this project. This is a 3.1km section of the road that we call the Durran Durra section. It travels through the Durran Durra Range, between Brightside Road and Grants Road. We estimate that this is around 12 months of work, weather depending.
Stage 4 of the project is the upgrade of the intersection of Nerriga Road with the Kings Highway.
Tarago Road rehabilitation
We plan to rehabilitate a section of Tarago Road between Mt Fairy and the Goulburn Mulwaree Council border.
Monaro Street upgrade
The NSW Government has provided a $10m grant towards the upgrade of Monaro Street in the Queanbeyan CBD. This project will focus on the section between Crawford Street and Lowe Street. Significant planning and community engagement will need to occur for this project, as well as approval and support from Transport for NSW as Monaro Street is under their control.
Sewage treatment plant upgrades
While not as visible as other projects, two essential projects we are planning are upgrades for the Bungendore and Queanbeyan Sewage Treatment Plants. The Queanbeyan STP will be a complete replacement and is one of the largest projects that Council will undertake. Plans will be developed this financial year, but construction is not planned to begin this financial year.
Message from the MayorWelcome to the Operational Plan 2020-21 overview. This overview looks at a selection of major projects Council intends to undertake over the next 12 months and outlines the general rating structure for 2020-21.
The general rating structure for 2020-21 is a harmonised rate structure for QPRC. Late last year, a community reference panel with ratepayers from around the local government area and from different rating categories helped us develop an equitable rating structure as we move from the two rate structures that were in place for the former Palerang and Queanbeyan City Councils. You can see the rates structure and more information about general rates in the “About your general rates” panel of this overview.
In 2020-21, general rates total income will increase by 2.6%. This is in line with the rate peg set by the Independent Pricing and Regulatory Tribunal. The majority of our waste, sewer and water charges will also increase by 2.6%.

Works program 2020-21Stage 1 of the Regional Sports Complex and Bungendore Sports Hub
Both of these projects have been on Council’s agenda for some time and we expect to see construction of the first stages this financial year. We have received a $10m grant from the NSW Government for the first stage of the Regional Sports Complex which will include four football and two hockey pitches, three grass warm-up pitches, club rooms and amenities, car parking and lighting.
In Bungendore, we have progressed the acquisition of the land on Bungendore Road for the Bungendore Sports Hub. The first stage will include four playing fields (two of which will be floodlit), two floodlit hard courts, parking and amenities. This project is being funded by grants from the NSW Government with $1.5m from the Stronger Communities Fund and $950,000 from the Stronger Country Communities Fund.
Bridge replacements
Council will be replacing Reedy Creek Bridge on Mayfield Lane and Gidleigh Bridge on Gidleigh Lane. The old timber bridges will be replaced with new concrete structures.
Bungendore roundabout
This project upgrades the intersection of Malbon and Molonglo Streets in Bungendore. The project is underway and we plan to complete the main construction and pavement activities before the summer peak season. Incidental works such as landscaping will be completed by the end of November 2020. The roundabout is funded by the NSW Government’s Monaro Palerang Roads Package.
