Colorado Department of Education

District Accountability Committee (DAC) Responsibilities

Recommending to its local school board priorities for spending

school district moneys;

Submitting recommendations to the local school board concerning

preparation of the district's Performance, Improvement, Priority

Improvement or Turnaround plan (whichever is applicable);

Reviewing any charter school applications received by the local

school board and, if the local school board receives a charter school

renewal application and upon request of the district and at the

DAC’s option, reviewing any renewal application prior to

consideration by the local school board;

At least annually, cooperatively determining, with the local school

board, the areas and issues, in addition to budget issues, that the

DAC shall study and make recommendations upon;

TSD- At its option, meeting at least quarterly to discuss whether

district leadership, personnel, and infrastructure are advancing or

impeding implementation of the district's performance,

improvement, priority improvement, or turnaround plan, whichever

is applicable; and

Providing input and recommendations to principals, on an advisory

basis, concerning the development and use of assessment tools to

measure and evaluate student academic growth as it relates to

teacher evaluations;

For districts receiving ESEA funds, consulting with all required

stakeholders with regard to federally funded activities; and

Publicizing opportunities to serve and soliciting parents to serve on

the DAC;

Assisting the district in implementing the district's parent

engagement policy; and

Assisting school personnel to increase families’ engagement with

educators, including parents’ engagement in creating students’

READ plans, Individual Career and Academic Plans, and plans to

address habitual truancy

Thompson School District Strategic Planning Focus Areas

1. Make Thompson School District the uniquely preferred choice for families inside and outside the district.

2. Focus on maximizing student achievement for all children.

3. Promote student participation in visual and performing arts, athletics, and other co-curricular activities.

4. Develop and implement a plan to attract and retain quality employees.

5. Analyze needs and update the technology plan to provide the infrastructure for organizational efficiency to effectively meet student and employee needs in a 21st century environment.

6. Ensure fiscal responsibility by maintaining a balanced budget with long-range focus, clarity and planning to equitably support student learning.

7. Optimize the effective use of district resources and facilities to meet student learning needs.

8. Ensure post secondary readiness opportunities for all high school students through integrated, rigorous and relevant academic and vocational curriculum.

9. Engage community and parents as active partners in the objectives, activities, and performance of the district and its students.

10. Develop safe and secure campuses through the implementation of security practices that include disaster and threat preparedness, development of community partnerships with emergency responders, as well as, related technological systems for communication and deterrence.

On February 6, 2013, the Thompson School District Board of Education formally adopted ten “Strategic Planning Focus Areas.” These areas are designed to be a roadmap for the district as it manages current policy and procedures and also plans future needs.

Major Improvement Strategy #1: Implement high quality instruction and formative assessments aligned to the Colorado Academic Standards/Common Core Standards, monitoring student progress toward attainment of grade level standards and intervening quickly and appropriately.

Action Steps- Elementary, Middle School, High School: Deliver Literacy Acquisition, Balanced and Content Cycle Literacy, Literacy Design Collaborative (LDC), Math Instruction, and Math Design Collaborative (MDC) Elementary: SIOP and other Common Core Professional Development

o Monitor implementation though educator effectiveness feedback and Common formative assessments.

o Provide ongoing professional development sessions provided.

Action Steps- Elementary, Middle School, High School: Strengthen our balanced and coherent assessment system through development of real time, formative and summative assessments aligned with CAS and CCSS to drive instruction.

o Develop Illuminate-based CCSS math and literacy assessments and implement Illuminate-based CCSS math and literacy assessments, and iReady-based CCSS literacy assessments.

Action Steps- Elementary: Implement Early Literacy requirements- READ/Readiness Act/GOLD

o Continue implementing kindergarten GOLD pilots o READ plans written o Provide ongoing support for READ Act implementation and iReady assessment o Explore additional READ act approved Interim assessments o Provide two- four week summer school sessions

o Utilize Alpine Achievement System and Infinite Campus to import assessments and make available to teachers for data driven decision-making.

Major Improvement Strategy #2: Elementary, Middle School, High School: A clear vertical articulation, EC-12, of expectations for students, staff and parents with a specific focus on student achievement in preparation for success on PSWR (Post Secondary Work Readiness). Middle School, High School: A clear alignment of ICAP/Plans of Study and EC-12 progression for PSWR; utilize this articulation to respond to all student’s needs through personalized learning plans that outline academic goals, behavioral goals, students actions, and instructional strategies to support the attainment of the plan.

Major Improvement Strategy #3- Elementary, Middle School, High School: Implement the new educator performance evaluation system aligned with S.B. 191 where 50% of an educator’s effectiveness is based on demonstration of professional standards and 50% upon the academic performance of students.
