PREFACE

1. Self-reliance through indigenous development has been on top of the agenda of the Government and the Navy right since independence. Accordingly, initiatives were taken to enable such a vision to be fulfilled, with the required policy framework; opening up of the defence sector to private industry and encouraging academia and individuals to participate in enhancing self-reliance. Though Indian Navy has had a clear roadmap to self-reliance, this process had to be reinvigorated to factor in the rapid advancements in technology and paradigm shift in the way wars are going to be fought in future.

2. Indigenous Development is an activity involving numerous stakeholders including, users, designers, manufacturers, academia, the policy makers and QA agencies. All these agencies have to work in tandem to give the ultimate user the equipment/weapon which serves its designed purpose and aids in endeavours envisage. The development of equipment by a vendor to the desired specifications has to be validated by various tests and trials as close to the actual work environment of the designated platform. This is where the test labs and facilities play a major role in certifying the role worthiness of equipment, both in private sector as well as Government agencies.

3. A large set up of these test facilities has been created in the country for the testing of the prototypes developed indigenously. These facilities play major role in validation of the equipment being developed by the local industry. Although major chunk of these facilities have been set up by government agencies, like DGQA/DRDO etc, these are available for use by the private sector as well. Vendors taking up the developmental orders for the government agencies can avail these test facilities free of cost whereas a nominal fee is charged for the other orders.

4. The availability of specific facilities for applications like EMI/EMC, Shock, Environmental tests etc is listed in the various websites of numerous organisations controlling these facilities. However, no single publication was readily available as a ready reckoner for the users.

5. The compendium is an effort to put the test facilities in a single manual, which can be referred for ascertaining the availability of requisite facility alongwith the specification/parameters checks for the testing of prototypes developed indigenously, and is intended to put up in Public Domain on IN Website for ease of reference by Industry for testing of Naval equipment.

NAVAL MATERIAL RESEARCH LABORATORY, AMBERNATH

Technical Facilities

Major Processing and Characterization Facilities

NMRL has also established test facilities to carry out the various testing and validations required for the realization of the technologies and products. Some of the unique facilities established by NMRL are :

1. XRF Spectrometer

XRF spectrometer (model: MDX 1OOO) allows simultaneous quantitative multi element analysis of a wide range of samples using WDX technique. The instrument can analyze the following elements: Zr, Y, AI, Si, Mg, Nb, Fe, Sr, La, Cr, Pb, Ti, Ni, and Mn. The instrument is used for analyzing purity of liquids, powders and solids containing above elements from 10 ppm concentration onwards. The operating procedure of the instrument is very simple, and at a time maximum 10 channels can be utilized.

2. Temperature Programmed Desorption Reduction Oxidation (TPD/R/O)

This is used to define the strength, the number and the type of active sites available on the surface of a catalyst by the determination of the quantity of gas desorbed from the fuel cell electro-catalyst submitted to a linear temperature ramp. TPD/R/O allows the determination of the gas quantity ( H2, O2, CO, etc) chemically absorbed from the surface of a solid sample at various temperature profiles. The instrument can be used to characterize samples like heterogeneous catalysts, metal corrosion, measurement of acidity and basicity of surfaces and reducibility (oxidisibily) of materials, and also for evaluation of temperature range in which a sample undergoes oxidation due to an oxidizing agent.

3. FTIR Chemical Imaging

The Fourier Transform Infrared Spectroscopy (FTIR) instrument is used to characterize coating film to study the modification of commercially available polymers by chemical route to be used as binder for paint formulation; for failure analysis of coating film; self-stratified coating; to study the curing kinetics of underwater applicable paint composition; in self-healing coating characterization, etc. The instrument can be used for analyzing wide range of organic compounds like resins, polymers, biological samples, medicines, etc. Chemical imaging provides additional information by way of the acquisition of spatially resolved spectra. Detection limit for chemical imaging is quite different than for bulk spectroscopy. Bulk spectrum represents an average of the material present. Hence, spatial signature of trace compounds are simply missed due to dilution. However in imaging each pixel has a corresponding spectrum. The instrument provides the chemical constituents present on the surface as well as bulk composition of given material. Simple FTIR provides only preliminary information, but chemical imaging provides details about different constituents and their distribution.

4. Cold chamber High Pressure Die Casting Facility for Semi Solid Metal Processing (SSM)

NMRL has facility for forming of near-net shaped metal parts using a semi solid raw material that has a unique non dendritic microstructure.

5. Low Shear Cooling Slope Set-up to Generate Semi-Solid Slurry for New Rheocasting [NRC] Technology

NMRL has been working on Semisolid metal processing (SSM) of Al and Cu alloys through thixocasting route. NMRL was successful in developing near net shape high pressure die cast Aluminum alloy components such as piston for naval war ships, thin aerodynamic missile fin and pressure tight valves for engineering applications. In Thxocasting route an imported feed stock with unique non-denritic (globular) microstructure is reheated to semisolid temperatures and injected into a mold cavity to obtain near net shape sound castings. This route puts severe restriction on the range of materials, which can be processed through this route. To overcome this technological limitations and makes the process economically viable , New Rheocasting technology is most promising alternative approach. In this route semi-solid slurry is generated in-situ under low Shear temperature controlled cooling slope conditions and directly fed into a pressure die cavity to exploit thixotropy of such slurries. NMRL in collaboration with IIT Kharagpur has set-up a low shear temperature controlled cooling slope set-up to generate semisolid slurries. This unit has been integrated with Buhler Vision 53N Real Time controlled pressure die-casting unit to obtain near-net shape components of Al & Cu alloys & their composites

NMRL has created a new facility for high productive welding of high strength structural steels. This is a Waveform Controlled two wire Tandem Submerged Arc Welding machine. This has got two 1000 Amp AC/ DC power sources which can be independently controlled. In conventional Tandem SAW machine due to the use of multiple feed wire, the heat input required is on the higher side that often deteriorates impact toughness in Coarse Grained Heat Affected Zone and is a matter of concern when demand is high toughness. Using a Waveform Controlled Technology the Sinusoidal AC waveform is converted to Square Waveform. The Waveform parameters like balance, offset and frequency can be controlled independently.

Using a suitably optimized waveform control parameters the heat flux going to the base metal can be controlled, for a given heat input, so that desirable weld / HAZ property is obtained during high productive welding.

7. Scanning Probe Microscope

The instrument is being used for atomic force microscope (AFM) and Scanning Tunnelling microscope (STM) characterization of different samples like polymer, ceramic, glass, metal and biological samples. It has added facilities like Electric force microscopy (EFM), magnetic force microscopy (MFM), liquid AFM, online corrosion study and in-situ thermal behaviour study of samples upto 250 degree celcius. The facility is open for civil industry.

Acoustic, Shock, Noise and Vibration Test Facilities

Measurement, study, analysis and mitigation of underwater noise generated by ships and submarines are essential requirements to have a healthy and stealthy Naval fleet. Achieving the objective of having a silent ship is possible only if the machinery and equipment fitted on these ships are also silent and their vibrations isolated. This is achieved through proper condition-monitoring of machines and design and development of shock & vibration isolation mounts of appropriate type. The ships and machinery may also be subjected to explosive shock loading due to enemy weapons in the event of a conflict. The design of these ships and equipment should be such that they will withstand such shock and still be operational.

Therefore to understand and design such systems, NSTL has setup several facilities in the field of underwater Shock, Noise and Vibration. An underwater Noise and Degaussing range are installed off Goa coast. The same are described subsequently under field facilities. A Field Shock Testing Platform, a Shock Testing Tank, a Shock Platform and a Vibration Shaker are all established at NSTL. NSTL is the shock qualifying agency for equipment to be fitted on board Naval ships.

Shock Test Facility Measurement, study, analysis and mitigation of underwater noise generated by ships and submarines are essential requirements to have a healthy and stealthy Naval Fleet. Achieving the objective of having a silent ship is possible only if the machinery and the equipment fitted on these ships are also silent and their vibrations isolated. This is achieved through proper condition-monitoring of machines and design and development of shock & vibration mounts of appropriate type. The Ships and machinery may also be subjected to explosive shock loading due to enemy weapons in the event of conflict. The design of these ships and equipment should be such that they will withstand such shock and still be operational. Therefore to understand and design such systems NSTL has set up several facilities in the field of underwater shock, noise and vibration.

Floating Shock Platform. A field of shock testing facility using floating shock platform and mobile instrumented van for data acquisition are created by NSTL. Using the twin facilities ships main machinery such as the gas turbines, diesel alternators, etc., weighing up to 15 tons can be subjected to the desired shock levels to pass qualifying criterion before installation.

Shock Test Tank. A double walled steel shock testing tank created at NSTL with a cross section of 15 x 12 x 10 m is capable of handling equipment weighing up to 2.5 tons and can subject them to desired shock loads. The equipment is placed inside an open floating shock barge and an underwater explosion

is set off by firing a charge. The behaviour of the specimen is recorded through accelerometers placed on its body. The desired shock level can be achieved by varying the quantity of charge, standoff distance and depth.

Shock Testing Machine. A shock testing machine is also installed at Shock and Vibration centre of NSTL. This micro-processor controlled machine is capable of generating variety of shock pulses such as - half sine, square waves ranging from 2 to 40 m/sec pulse duration. It can generate acceleration of 90 g on pay loads up to 500 kg.

Vibration Shaker. In order to study the response of equipment and machinery subjected to severe vibration levels, Vibration Excitation Platform is set up at NSTL. This platform with a load capacity of 220 kg can generate vibration in the frequency range of 1 to 5000 Hz varying 'g' values up to 10. This machine is extensively used to test the shock and vibration isolation rubber mounts and various subsystems of torpedoes and mines.

Shock and Vibration Mounts. The shock and vibration mounts are used to reduce radiated noise due to vibration of various machinery and safe-guard the machinery and equipment against underwater explosion. NSTL has developed several types of mounts such as plate, angular and cylindrical types for use with gas turbine engines, reduction gears, diesel engines on board ships. The imported mounts are no longer available for replacement.

The performance of NSTL mounts is superior to those of foreign origin. They can withstand shock loads up to 6 g at the maximum weight of 1.5 tons. Vibration isolation of 20 dB and shock isolation of 15 dB were achieved with these mounts.

Condition Monitoring System. Vibration signature analysis is an important tool in diagnosing faults on rotating machinery. NSTL has developed Microprocessor based online Condition Monitoring System exclusively for monitoring vibration levels of main propulsion gas turbines and gearing of different classes of ships meeting the Naval Standards. These systems are operational on-board front line ships of Navy.

Acoustic Test Centre. An Acoustic Test Centre is established at NSTL for noise evaluation and qualification of various types of equipment, machinery, torpedoes, etc. The test centre consists of an Anechoic Room and a Reverberation Room

Anechoic Room. It is used to evaluate noise radiation characteristics of equipment machinery over a wide frequency range of naval interest. It is basically a room inside room type construction having 1m air gap between inner and outer walls, floor and ceiling. These inner rooms are floating on a heavy duty rubber pads. The dimensions of the inner room are 10 x 10 m and height 6.8 m. The inner walls of the inner room are lined with wedge shaped noise absorbers.

Reverberation Room. It is used for measuring acoustic properties of material. It is also room inside room type construction having 1 m air gap all around between inner room walls and outer room. The roof height is 5.14 m. The inner room of this reverberation room also is floating or rubber pads. The walls are non parallel, the opposite walls making 5o angle with each other. The roof also makes 5o angle with the floor.

Acoustic Tank Facility. The Acoustic Tank Facility is also established for calibration of underwater transducers in which near field and far field conditions can be simulated. The tank is of 8m x 8m x 8m size. The transducers operating at frequency of 3 kHz and above can be calibrated.

Field Test Facilities. Underwater systems comprise of large number of critical components and subsystems which have to operate in the harsh sea water environment. These are subjected to extreme hydrostatic pressure conditions. It would be unwise to test these sub-assemblies etc., straight away at sea as loss of such system during trials would result. Therefore some captive testing is essential in actual field conditions creating nearly the sea conditions and at the same time be capable of recovering the equipment from water even in the event of failure of the test/trial. For this purpose, NSTL created field test facilities such as Lake Test Facility at Nagarjuna Sagar, IN Ship Astravahini and Underwater Ranges off Goa.

Lake Test Facility At Nagarjuna Sagar. NSTL has setup a field testing facility for testing of the underwater systems and sub-assemblies. This facility is setup at Nagarjuna Sagar lake which is a large inland hydroelectric reservoir and when full will be able to provide a depth of about 60 m and in the lean season a depth of around 30 m. In this vast reservoir an area of about 10-20 sq. km stretch is available to carry out the underwater testing of torpedoes and mines. The facility is equipped with a Catamaran Launch and Recovery Vessel (CTLRV) and a Gemini boat.

The CTLRV is fitted with echo sounder, a global positioning system (GPS) and with Schottelle Rudders and propellers which can be lifted off water if required.

Ranges Off Goa Coast. The measurement of noise and its mitigation and measurement of magnetic signature, etc., are essential to maintain the healthy and stealthy fleet. Therefore all ships and submarines need to be periodically measured for their noise and magnetic signatures and after repair and refit signatures are measured once again. For this purpose underwater Noise and Degaussing Ranges are setup at Goa. The ranges consist of DG ranges for MCMV vessels and Steel Ships and a Noise Range. The Noise Range is configured with series of hydrophones embedded in the sea bottom and connected to the shore recording station through underground/submarine cables. As ships pass over the range the noise signature is picked up and analysed. The faulty machines/structures causing excessive noise levels can be identified and recommended for repair / refit. Once these are carried out, the test is repeated to see that desired noise levels are maintained.

Test Centre off Goa Coast. Excessive magnetic signatures of ship and submarines make them vulnerable for detection by enemy through ariel reconnaissance etc. Therefore a magnetic range is also set up at Goa. A series of magnetic sensors are buried in the sea floor and when a ship / submarine passes over it; it will create disturbance in the magnetic field and data is recorded at the shore station. Based on the analysis the ship is advised to degauss by passing suitable current through its degaussing coils. One or two iterations like this brings back the ships magnetic signature to the desired level.

Torpedo Engineering Centre. For testing and assembly of high precision components like gyros, control and guidance systems, onboard computers, etc., highly dust free and controlled environmental conditions are required. The Torpedo Engineering Centre(TEC) provides these conditions and is equipped with special tools and fixtures for integration of the Torpedoes and Mines.

Propulsion Test Centre. The major equipment of this facility are

(a) 250 kW high capacity single shaft dynamometers for testing of high-speed torpedo motors,

(b) 120 kW contra-rotating dynamometers for testing of present varieties propulsion motors

(c) high capacity power supply, from 0-450 V, 0-1500 A DC. The facility will cater for maintenance and over-hauling of propulsion motors and storage and maintenance of propulsion batteries.

TEST FACILITIES AT GTRE, BENGALURU

ACTUATOR TEST RIG PURPOSE 1. A custom specific Actuator Test Rig (ATR) was configured and commissioned to carry out various stand alone functional and development qualification tests as per MIL standard and approved test plan and procedure for indigenously developed mechanically synchronised hydraulic actuator of 380 bar class. The facility is also used to carry out acceptance testing of the indigenous developed mechanically synchronised nozzle hydraulic actuator new assemblies as per Acceptance Test Procedure (ATP). BRIEF FACILITY DESCRIPTION 2. The actuator test rig comprises of a bed mounted environmental chamber inside which the test actuator is integrated. The test actuator piston rod is connected to the diametrically opposite loading servo actuator through a linear bearing assembly. Provision for integrating the flexible shaft from the hydraulic actuator worm gear to a drive and brake assembly of ATR is also provided. The hydraulic power for the test actuator is derived from a custom built Actuator Testing Power Pack (ATPP) and for the loading servo actuator by another Nozzle Loading Power Pack (NLPP). The ATR is capable of providing to the test actuator a tensile load of 50,000 N and a compressive load of 12,000 N. The environmental chamber of the ATR provides temperature variation adjustable between -54° C to +150° C simulate hot and cold conditions as required during carrying out qualification tests. The test actuator can be driven in three different modes viz by direction control solenoid valve, by proportional servo valve in closed loop control and by driving through the flexible shaft at 0-2000 rpm upto 5 N-m torque levels. The hydraulic actuator loading can by hydraulic through servo control of loading actuator or by control of back pressure by proportional relief valve (Passive loading), electric through loading of flex shaft end by braking at adjustable torque levels up to 5 Nm under dynamic and 15 Nm. under static conditions or by combination of both. The ATR also incorporates a hydraulic separator for supplying fluid at high temperature (adjustable from ambient to +130° C) to the test actuator which is required during simulated high fluid temperature qualification testing of the test actuator. EMI/EMC TEST FACILITY AT DLRL

1. Present day electromagnetic scenario comprises of high density complex EM fields occupying wide frequency range from LF to milli metric waves and beyond. These EM fields are originated either by the enemy or by own friendly electronic systems used for communication/ command / tracking/jamming etc. 2. One of the crucial is that the electronic system hardware should be compatible with the dense electromagnet environment it is deployed-in. In this environment, the electronic system has a precise role or function to perform in order to meet the mission goals of the platform, be it a ground-based system, an air-borne Avionic System. This is feasible only when each system so located is able to survive in this dense EM environment and not causing degradation in performance to other co-located system.

3. Ensuring Electromagnetic Compatibility in electronic system hardware calls for EMI evaluation of the system by test/measurement and simulation of EM/fields at the EMI test Facility as per MIL Standards before the system is integrated and installed on the intended platform, DLRL has established an advanced, state-of-the-art EMI / EMC test and measurement facility in its EMI-EMC Division. Automated test facility exist for Radiated &Conducted Emissions (30Hz to 18GHz) and Radiated & Conducted Susceptibility Measurements (30Hz to 40GHz) for testing electronic systems/equipments to conform to MIL-STD-461C and its latest versions MIL-STD-461D/E for various LRUs /subsystems/Equipment designed & Developed by DLRL and subsystems/equipment manufactured for DRDO.
