Responsibilities: 1. Policy and Program Development Assists the Executive Director in the development of and, as needed, of revisions to clear and effective service delivery policies, procedures and standards for Board approval to both comply with evolving First Nation and Funder requirements (applicable legislation, regulations and policy directives), and to address any operational issues as they are identified. Assists the Executive Director with the identification and substantiation of the evolving needs of children, youth and their families, with the design of programs of service to respond to these needs and with the service component of proposals prepared to obtain the funding required to deliver the required programs of service. 2. General Program Management and Administration Assists the Executive Director in ensuring that Board-approved service delivery policies and procedures are implemented and followed, and that Board-approved standards are met in the day-to-day delivery of the programs of service offered by DBCFS. Assists the Executive Director in ensuring all service delivery recording and reporting set out in policies is completed by staff to the specified standard. Assists the Executive Director in ensuring that a 12-month service delivery plan is prepared 60 days prior to the new fiscal year, is consistent with the annual expenditure plan and is presented to the Board for review and approval. Serves as an Ex-officio member of any committees that have responsibility for service delivery policy and procedure, and provides pertinent data to the Executive Director as may be required. Assists the Executive Director in relations with the funders concerning service delivery matters and issues. Assists the Executive Director with the recruitment of any service delivery and service delivery support staff; and directly supervises, evaluates and delegates functions and authority to staff responsible for service delivery. according to plan.• Ensures that the workload of any staff members reporting to her/him is effectively distributed

onthe basis of regular review.

• Assists the Executive Director with the development and maintenance of effective communications between management, staff and functional units of the DBCFS.

• Ensures that each staff member reporting to her/him is evaluated as per personnel policy inrelation to applicable position descriptions; and assists with the development of the annual training plan to ensure it that addresses both identified weaknesses and the professional development needs of her/his staff.

3. Service Delivery• Assists the Executive Director with the development of requirements for, the acquisition and

the implementation of an electronic case management and management information system that meets these requirements.

• Directly supervises the supervisors of the programs of service implemented - or the servicedelivery staff in the absence of a supervisor; including the completion of required performance evaluations, annual position description updates, identification of development/training needs, etc.

• Assists the Executive Director in providing guidance to the First Nation Child Welfare Prevention

workers and coordinating the existing regional committee of prevention workers.• Consults on a regular basis with the First Nation Child Welfare Prevention workers respecting

regional service requirements and the adequacy of regional service delivery policies and procedures

4. Community Relations• Assists the Executive Director in establishing and maintaining effective and positive public

relations.• Ensures positive working relationships between DBCFS, other First Nation partners and

relevant external agencies.

5. Other Duties• Ensures the effective implementation of other duties as determined by the Executive

Director.

Preferred RequirementsThe successful applicant will have:

• A MSW from a recognized school of Social Work. • A minimum of 5 years progressive experience in the field of child and family services.• A minimum of 5 years proven experience in progressively responsible supervisory positions

in the field of child and family services. • A valid class “G” driver’s license and a vehicle.• Possess adequate automobile insurance (1 million Liability)• Individual must be bondable.

Knowledge RequirementsThe successful applicant will:

• Be thoroughly familiar with the relevant provincial legislation, regulations and guidelines.• Be knowledgeable about the cultures and the significant characteristics of the social

structures of the DBCFS First Nations.

• Be thoroughly familiar with service delivery policies and procedures; (re: funded areas of service).

• Have extensive knowledge of the range of methods and techniques that are employed in social

work practice with children and families.

Ability RequirementsThe successful applicant(s) will demonstrate ability to:

• Relate effectively to and supervise staff as a diplomatic and flexible team player.• Work effectively with the management and staff of other programs/agencies.• Communicate effectively in writing and verbally.• Provide an acceptable CPIC and VPSS.

Salary Range: $80,000 to $90,000
