The Spanish Cadastral Service by internet gives cost-free, easy, rapid, 24-hour, 7 days a week access to cadastral data

The Spanish cadastre is a pioneer public sector organisation in its facilitation of access and re-use of its data for free for both commercial and non-commercial purposes.

The internet services of the SGDC have been a phenomenal success with more than 8 millions of access a day and 5 millions certificates issued in 2010.



Many reasons influenced the cadastre in offering the data for free:

1. We found it a contradiction to seek economic compensation for access to cadastral information when our public task is to collect the data anyway for purposes of fiscal control.

2. We consider that the data is not ours it is of everybody.

3. We also estimated that the cost of bureaucracy in determining the pricing, management, and invoicing of the system would be great .

4. the Spanish cadastre does not produce or sell any value added services to the market. This is not our bussines..

The cadastral philosophy is to maintain an open administration



5. Moreover we have stated that the increase in transparency of the system has resulted in many users telling it about errors in the data or potential improvements, thus improving the quality of the data with the users feedback.



Efect in the users lowering of costs is (partly) translated into lowered prices in the successive parts of the chain;

Quantity effect: re-users will use more products, due to lowered prices and increased accessibility;

Entry effect: through the disposal of exclusive arrangements, more companies will enter the value chain, at various points;

Diversification effect: new and diversified products will be developed and brought to the market;

Quality effect: new entrants will force ‘older’ suppliers to increase quality; Revenue effect: tax revenues will increase under increased economic activities.

Firms functioning in the countries in which public sector agencies provide fundamental geographical information either freely or at maximum marginal costs have grown, on average, about 15 percent more per annum than the firms in the countries in which public sector GI is priced according to the cost-recovery principle

geo-information systems for cars, on-line weather forecasts, or travel information applications

which could, for instance, be downloaded on smart phones or other electronic devices”



During the years of operation, there has been a dramatic increase in use of data that has been stimulated by a progressive increase in the services offered. These were provided following this timeline:

In 2003, some information was made available online

In 2004, all cadastral mapping was available online.

In 2005, the Web Map Server (WMS) was launched.

In 2006, Web Feature Service (WFS) was implemented for registered users.

In 2007, more interactive services for citizens and government were created.

In 2008, new services were made available with SOAP (which allows more effective searches).

In 2009, a four-dimensional Interchange Format KML was implemented.

In 2010 the cadastral internet office allows electronic procedures and provides editable WFS and other formats for public administrations.



The Spanish Cadastre has evolved from being a government tax collection and a real estate security service

to being a socially valuable tool since this data is used in an increasing number of application and new services.

This approach has led progressively to a huge success in demand,

Our web services create a dramatic increase in the use of geographical data.

For instance, the number of cartography data consultations increased from the year 2004 to 2005 about 700 percent, from over million consultations to over 41 million consultations. In 2010, the corresponding number was over 124 millions indicating over 2300 percent growth in usage compared to that of 2004.

A new download model has been recently introduced following the entry into force of the Sustainable Economy Act.

Since April 5, 2011 the cadastre has implemented a new service which enables download mass literal non protected data and all cartography in editable format, under a simple and clear re-use license model provided for free to everybody with digital signature.

But users demand more information. The private companies and the citizens want too to have the possibility to edit all cadastral information, re-use it and add value on it to provide many other services



Other than the typical re-users such as notaries or local administration, the Spanish cadastre is encountering increasing number of examples of new companies, applications and reuses of our data

As the online real state service which uses their database to identify and describe more accurately properties in their database.

The SGDC to boos the economy in a crisis period wants increase of the use of cadastral data with a wider applications,



With our new Licence the SDGC can meet the demand of citizens at the same time that establishes the conditions to ensure

- its intellectual property rights,

- the liability derived from wrong or outdated data or services

- the procedure in case of non-accomplishment of the accepted conditions for accessing information

- or services and the disciplinary proceedings.



The license agreement also includes

In the months since the start of the new system,

the impact on re-users is already very visible:

5075 companies and professionals have made use of the system.

Over 114.000 downloads of digital cartographic data and 180.000 literal cadastral information have been made.

60% of these downloads are destined to form part of other geographic information systems supporting different activities.
