Chapter 1Introduction

1-1. Purpose.This regulation prescribes policies andgeneral procedures for administering theArmy ROTC scholarship programs.

1-2. References.Appendix A contains the required andrelated publications.

1-3. Explanation of Abbreviations andTerms.The glossary contains abbreviations andexplanations of special terms used in thisregulation

1-4. Responsibilities.

a. Commander, U.S. Army CadetCommand, responsibilities are stated in AR145-1.

b. Commander, ROTC Region,will administer the policies and proceduresas specified in this regulation.

c. Battalion Commanders/PMS areresponsible for ensuring eligibility criteriais applied for students and paperwork hasbeen completed and verified as specified inthis regulation.

d. The Basic Camp commanderwill administer the Basic Camp ScholarshipProgram.

1-5. Objective.The Army ROTC Scholarship Program isdesigned to provide financial assistance forthe education and training of highlyqualified, highly motivated young men andwomen who have a strong commitment tomilitary service.

Chapter 2Section I.

Scholarship Eligibility Requirements.

2-1. Eligibility criteria.In order to be considered for scholarship,students must meet the requirements statedin AR 145-1, Chapter 3 and in this section.Additional information is contained inCadet Command Pamphlet 145-4.

2-2. Citizenship.Be a citizen of the United States prior toenrollment as a scholarship cadet.

2-3. Age.

a. Be at least 17 years of age by 1October of the year of the award.

b. Be able to complete allrequirements for a commission and acollege degree and be under 27 years ofage on 30 June of the calendar year inwhich eligible for commissioning. Amaximum extension of up to three years,however, may be granted for previousactive duty service; i.e., with three yearsactive duty service, applicants must beunder 30 years on 30 June of the year inwhich eligible for commissioning. Thelength of extension cannot exceed theactual period of service; e.g., with twoyears active duty service, applicants mustbe under 29 years on 30 June of the year inwhich eligible for commissioning. Agerequirement is governed by law, Title 10,US Code, Section 2107 and cannot bewaived.

2-4. Academic status.Be a high school graduate or possess anequivalent certificate before 1 Septemberof the year of award.

2-5. SAT/ACT Requirements. (Seeappropriate appendices for supplementalguidance) Some scholarship programs (2,3 or 4 year) may require individuals to takethe Scholastic Aptitude Test (SAT) or theAchievement College Test (ACT) andobtain a minimum qualifying score.Students taking either or both of thesetests should use the following codenumbers to ensure test results areforwarded to this headquarters by thetesting agencies.

If the SAT or ACT score is not received byHQS, Cadet Command, the SAT/ACTscore from the applicant’s high schooltranscript or the applicant’s copy of score(the actual form or a verified copy must befurnished) will be used in the processing oftheir application. When more than one setof SAT scores is available, the highestscore of MATH/VERB will be used.

2-6. Grade Point AverageRequirements. (See appropriateappendices for supplemental guidance)

a. The required cumulative gradepoint average (CGPA) for scholarshipconsideration varies by program type.Some programs require as a minimum aCGPA of 2.0 - 2.7 college/high school.See appropriate appendices forsupplemental guidance for GPArequirements.

b. The following is the propermethod for computing GPA for scholarshipconsideration:

(1) If the applicant has not yetestablished a GPA at the institution wherehe/she is enrolling, the battalioncommander/Professor of Military Science(PMS) must ensure all hours previouslyearned at other institutions are used tocompute a comulative GPA for scholarshipconsideration and enrollment purposes.

(2) Once the GPA has beenestablished at a university, the institution’sprocedure for computing the GPA appliesto all scholarship applicants.

2-7. Medical qualification.Successfully pass a medical examinationreviewed by Department of DefenseMedical Examination Review Board(DODMERB) or be granted a medicalwaiver by Headquarters, Cadet Command.

2-8. Physical Aptitude Requirements.Some scholarship programs (2, 3 or 4 year)require the completion of a Physical AptitudeExam (PAE) and/or an Army PhysicalFitness Test (APFT). In some programs aqualifying score of 450 for males or 350 forfemales may be required if the PAE is takenand a qualifying score of 180/160 with aminimum of 60/50 points respectively in eachevent if the APFT is taken. The PAE will beadministered in accordance with the booklet"Physical Aptitude Exam (PAE), UnitedStates Army Precommissioning AssessmentSystem (PAS)." Table 2-1 providesinstructions on how to establish a spreadsheetto calculate PAE scores and Table 2-2provides a correlation of the APFT and PAE.

2-9. Character.

a. Have no moral obligation orpersonal conviction that will prevent themfrom--

(1) Supporting and defendingthe Constitution of the United Statesagainst all enemies, foreign and domestic.

(2) Conscientiously bearingarms.

b. Satisfactorily explain any recordof civil conviction.

2-10. Discipline requirement.Applicants must agree to enroll in one ofthe approved baccalaureate degreeproducing programs listed in Appendix B.Emphasis within the scholarship processwill be placed on technical disciplines; i.e.,engineering, physical science, and nursing.Specific guidance on the awarding ofscholarships by academic discipline andchanging academic disciplines is providedat Appendix B. Recipients of engineeringand nursing scholarships must enroll in anaccredited engineering or nursing school,as appropriate, in the fall of the year of theaward.

Section II.

2-11. Scholarship Ineligibility.The following students are ineligible tocompete for or receive benefits from anArmy ROTC scholarship:

a. Previous two- and three-yearscholarship winners who disenroll for anyreason are ineligible to recompete in anyscholarship program. Previous four yearwinners whose scholarship

terminated/disenrolled during theirfreshman year may compete for a two-yearscholarship during their sophomore year.

b. Noncitizens (if citizenship willnot be obtained prior to fall enrollment).

c. Conscientious objectors. (Afirm, fixed and sincere objection toparticipation in war in any form or thebearing of arms, because of religioustraining and belief. Unless otherwisespecified, the term “conscientiousobjector” includes both I-O and I-A-Oconscientious objections. (See AR 600-43for further guidance)).

d. A student who has an adversejuvenile adjudication or has been arrested,indicted, or convicted by a civil court ormilitary law for other than minor trafficviolations (for which a fine or forfeiture of$250 or less was imposed) unless a waiveris granted. The student must submit arequest for waiver of convictions at thetime of application.

e. A student who fails to satisfyloyalty requirements.

f. A student with a knowndisqualifying medical defect, unless amedical waiver has been approved byproper authority.

g. A student who will not be readyin all respects to enter college at thebeginning of the fall term following awardof scholarship.

h. A student committed to theministry.

i. Certain sexual activities maymake an individual ineligible for ascholarship. Refer to AR 145-1.

j. A student who has beendischarged from any branch of the ArmedForces with a nonwaivable disqualifyingreenlistment code or with one of thefollowing types of discharge:

(1) Dishonorable.

(2) Bad conduct.

(3) Undesirable.

(4) Discharge under other thanhonorable conditions.

(5) General or honorable if thereason and authority for separationpreclude reentry into military service underAR 601-210 without a waiver. Regioncommanders may approve waivers inhardship cases when the hardship for whichthe release from active duty was grantedno longer exists provided the student doesnot have a nonwaivable disqualifyingreenlistment code. All other applicationsfor waiver of a disqualifying reenlistmentcode will be submitted IAW CadetCommand Pamphlet 145-4.

k. Pregnant Students. Pregnantstudents are not ineligible to compete forscholarship. However, they are ineligibleto enroll in ROTC if pregnant. Therefore,students must be medically qualified at thetime of enrollment. Cadets who becomepregnant after enrollment will not beinvoluntarily disenrolled solely because ofpregnancy. In addition, all applicants mustmeet dependency requirements (AR 145-1,Chapter 3) before enrollment.

l. Students who are commissionedofficers, former officers, or who have acertificate of eligibility for appointment asa commissioned officer.

m. Students who will have 10years or more of active federal service atthe time of commissioning.

n. Students who have completedundergraduate degree requirements.

Chapter 3Financial Procedures

3-1. Financial assistance.Region commanders are responsible forarranging financial assistance payments foracademic instruction to scholarship cadets.Following award of an ROTC scholarshipand completion of enrollment proceduresset forth in AR 145-1, an ROTCscholarship cadet who remains in an activeenrolled status until the 45th day after thestart of classes of each academic year willbe furnished financial assistance as follows:

a. Tuition. Authorized tuition andeducational fees up to an annual amountestablished will be paid for the number ofacademic years prescribed by thescholarship award. Summer sessionsnormally are not considered part of theacademic year. Benefits will be paid forother than the above indicated periods onlywhen the courses pursued are--

(1) An integral part of thecadet's major field of study required forattainment of the cadet's degree but are notoffered during the academic year.

(2) Required as the result ofchanges in curriculum made by the schoolsubsequent to approval of the cadet's

degree plan, provided such degree planwas filed at the appropriate time asdetermined by school officials.

(3) Required to be repeatedbecause of injury or illness that preventedthe cadet from completing scheduledcourses during the academic year, providedthe cadet's absence was approved by theschool authorities and the PMS. The cadetmust be accepted for enrollment/reenrollment and qualified for continuancein the program.

b. Related academic expense. A"flat rate" fee will be paid for books andequipment. Flight fees required by anyacademic discipline will not be paid.

c. Subsistence allowance. Allscholarship cadets are authorized asubsistence allowance. The subsistenceallowance will begin on the date that thecadet enters the first term of college workunder the scholarship contract or on thedate the cadet meets all requirements forand is appointed as a scholarship cadet,whichever is later. The subsistenceallowance will continue until the cadet hasmet all requirements for commissioning orhas been disenrolled, except as providedbelow or by other law, regulation ordirective. MS I, II and V (extendedbenefits) cadets receive subsistenceallowance for no more than ten months ofany academic year or the actual duration ofthe academic year, whichever is shorter.MS III (through MS IV year) cadetsreceive subsistence allowance for no morethan 20 months uninterrupted except whileattending Advanced Camp and CadetTroop Leader Training (CTLT) during theJunior and Senior years.

(1) A scholarship cadet unableto contract upon entry into the ROTCprogram may participate as a conditionalcadet pending decision by the properauthorities. Conditional cadets will not bepaid scholarship benefits or subsistenceuntil found qualified for enrollment/contracting and actually enrolled/contracted.

(2) Advanced course ROTCcadets and basic course scholarship cadetswho are enrolled in "cooperative course"may receive credit and subsistenceallowance for ROTC training during thatpart of their academic course while awayfrom school, provided they continue toperform the minimum required trainingthrough military correspondence courses.Cadets enrolled in programs sponsored bythe school, which include study at foreigneducation institutions or study on anoverseas campus of the ROTC institution,may perform ROTC training and receivesubsistence allowance under the samebasis. Since cooperative programsgenerally involve more than four years ofstudy, a leave of absence (LOA) from theROTC may be granted to the cadet whileaway from the school. No compensation isapproved or allowance accrued while thecadet is in an LOA status. Subsistencepayments are stopped during any LOAperiod.

d. Travel reimbursement.

(1) Cadets authorized travelreimbursement are as follows:

(a) Four-year scholarshipcadets.

(b) Green to Gold scholarshipcadets.

(c) Military Junior College(MJC) scholarship recipients attending theMJC for the first time as college freshmen.

These cadets listed above are authorizedone time travel entitlements from theirhome of record to the school for thepurpose of enlisting in the USAR ControlGroup (ROTC) and to obtain the academicdegree shown in the contract. (See JointFederal Travel Regulation (JFTR), VolumeI, paragraph U7150-F).

(2) All scholarship cadets areentitled to return travel to their home ofrecord on discharge from USAR ControlGroup (ROTC) if they are not orderedimmediately to active duty, except thosecadets who remain at the school after suchdischarge to continue their education(JFTR, Volume I, paragraph U7150-F).

e. Reimbursement. When scholarshipawards are made after the beginning of theschool year, the PMS will take action toupdate cadet database, reimburse theschool for tuition provided, ensuresubsistence allowance is started and toreimburse the cadet for travel andacademic expenses authorized under thescholarship contract.

(1) Payment of cadetscontracted prior to SY 95-96 (contractdated July 1992) and SY 94-95 3-yearAdvanced Designees are grandfatheredunder the $8,000.00/80% rules. Tuitionand mandatory fees are payable up to$8000 or 80%, whichever is greater.Mandatory fees are defined as thoserequired of all students every school year.Miscellaneous fees (those additional on-campus fees such as laboratory fees,student activity fees, transcript fees, health

fees and graduation fees) will be paid notto exceed $400.00 per school year.

(2) Payment of cadetscontracted for SY 95-96 (signing contractdated June 1995) and later and SY 94-952-year Advanced Designees are assigned atier level associated with a not to exceeddollar amount published annually by CadetCommand. The amount by tier coverstuition, mandatory and miscellaneous fees(see Appendix C which will be updatedannually by Resource Management,Headquarters, Cadet Command) andrepresents the cap for that tier level, not aflat rate amount paid to every cadet in thattier. Tier amounts are for the normalacademic year, which excludes anyapproved summer term benefits. Cadets'tuition/fee payments will be made based onthe invoice listing approved tuition andfees not to exceed the tier amount.Examples: a cadet with a 9K tierattending a school whose approvedtuition/fees total $10,000 will have hischarges covered at $8000.00 for theacademic year (excludes approved summerschool), the cadet is responsible for thedifference. A cadet holding a 12.8K tier,attending a school whose approvedtuition/fees total $10,000 will have theentire $10,000.00 paid through hisscholarship, but no more than the$10,000.00. A 3K cadet attending aschool whose approved tuition/fees total$3,000.00, will have his tuition paid at$2,550.00. A 3K cadet attending a schoolwhose approved tuition/fees total$1,000.00, will have the entire $1,000.00paid, but not more than that amount.Three basic rules of thumb apply forpayment of fees under the tiering concept.

(a) If it applies to all students,all the time, every year, it is payable (olddefinition of mandatory fees).

(b) If the fee is connected to acourse required for degree completion orthe fee is required for attendance at thatCollege/University, it is payable.

(c) Any fee listed as anoptional fee in the school catalog is notpayable. Optional means it is a choice ofthe cadet and not required for degreecompletion.

(3) The flat rate payment forbooks, supplies and equipment isestablished annually by Cadet Command.The flat rate payment is intended topurchase books, supplies and equipmentand does not include rental fees. It ispayable in one half increments for semesterschools and one-third increments forquarter/trimester schools. Flat ratepayments to returning cadets will beprocessed through ROTCMMS on the firstday of classes. All new awardees will havethe payment processed on the 45th day ofclasses. Subsequent semester/quarterpayments are processed 15 days prior tothe first day of class for each term.Payments should be received 10-15 day’safter the payment is processed. Paymentsare made by the Defense Joint Military Paysystem-Reserve Component/ROTC PaySystem (DJMS-RC/ROTC).

(4) For the purpose of payingscholarship benefits, the normal academicyear begins with the fall term and ends withthe spring term. Cadet’s validating in thesecond term of the school year are onlyentitled to one-half or one-quarter(depending on school term) of the annualawarded scholarship.

(5) Approved summer schoolsessions will be paid outside the tier levels.Tuition and all fees (mandatory andmiscellaneous) will be capped andpublished annually by Headquarters, CadetCommand with a flat rate book paymentalso established annually.

(6) Colleges/Universitiesconducting a term in between Spring andSummer. Cadets wishing to attend thisextra term will have to be approved alongwith summer sessions and the tuitionbecomes part of the summer sessionpayment.

(7) Scholarship payments arenormally paid directly to the school. On anexception basis, scholarship payments canbe made directly to the cadet. ROTCRegions are responsible for assuring thatthe cadet submits a certified true copy ofthe school’s itemized bill and paid receiptthat clearly breaks out tuition, fees andother costs. The paid receipt submitted bythe cadet must indicate that either the cadetor his guardian actually paid the bill.Payments authorized will be withinscholarship tuition and fee limits asprescribed by the scholarship contract ineffect for that particular cadet.

(8) Payment of cadets whowere awarded an ROTC scholarship inconjunction with other scholarships/ grantswill be processed as follows. If the otherscholarship/grant was specified for tuitionand fee’s and the cadet’s total tuition andfee’s are not fully covered under theirROTC scholarship, the cadet may use theother scholarship/grant towards thatportion not paid by the Army ROTCscholarship. The cadet’s tuition is notreduced by the amount of the other award

before application of the Army ROTCscholarship. Example: A cadet awarded a$9000 ROTC scholarship attends a schoolwith a tuition amount of $10,000. TheArmy ROTC scholarship will pay $9000and the cadet may use the other awardagainst the $1000 difference.

(9) Payment of Cadets atMilitary Junior Colleges (MJCs).

(a) Cadets appointed underTitle 10, U.S. Code, Section 2107a, areentitled to full tuition payment, therefore,the scholarship cap and/or tier level shouldnot be applied. The cadet database reflectsa scholarship award category of MJ or BRfor those MJC cadets appointed under2107a. The scholarship contract, DAForm 597-3 (Jun 95 edition), Part II,paragraph 21a(1) should be annotated withthe words “published tuition rate” sincethese cadets are not awarded a tier.

(b) All other cadets attendingMilitary Junior Colleges will be paid underthe appropriate cap or tier as indicated ontheir scholarship contract. Section 2107does not allow for full payment of allcadets attending an MJC, therefore, it isimperative that the cadet database bechecked for scholarship award categorybefore payment is made.

(10) Payment of HealthInsurance/Health Fees. If the schoolrequires full health insurance coverage, andit is optional whether to purchase theschool policy or an independent policy, theschool policy may be payable as amiscellaneous fee. If all students arerequired to purchase the school’s healthinsurance, it is payable as a mandatory fee.The payment of any health insurance/feeshould be reviewed on a case-by-case basis

as required by each college/university.ROTC cadets are covered by Veteran’sAdministration (VA) for serious injuries(permanent in nature) or Workman’sCompensation for less serious injuries(temporary in nature) when participating inROTC activities.

(11) Tuition and fees can bepaid for cadets attending approved coursesthrough cooperative programs at schoolsother than those in which they are enrolledfor ROTC from the host institution,provided the courses are not offered at theextension centers and are a prerequisite forgraduation.

(12) Excess credithours/semester overloads: Courseoverloads and excess credit hours may bepaid within the cadet’s individual tuitionlimits as long as they assist the cadet instaying academically aligned, are requiredfor degree completion and prevent arequest for extension of benefits or summerschool. These excess classes will not bepaid for any reason stated in paragraph fbelow.

(13) Payment of tuition forcollege credit obtained for attendance atAdvanced Camp will be handled on a case-by-case basis under a request for paymentof summer school courses.

(14) Questions regardingpayment of various tuition/fee benefits willbe coordinated between the RegionResource Management and Personnel andAdministration Divisions before forwardingto Resource Management, Headquarters,Cadet Command. All exceptions to policywill contain a point of contact from bothoffices.

f. Nonreimbursable items.Retroactive pay for tuition and relatedacademic expenses will not be authorizedfor any term completed prior tocontracting as a scholarship cadet. Thefollowing items are nonreimbursable underthe scholarship contract.

(1) Educational expensesincurred prior to the beginning of thescholarship, except as authorized in eabove.

(2) Remedial courses takeneither for background enrichment or tomake up a deficiency.

(3) Courses not required forthe degree, unless charges for such coursescan be absorbed with the normal basictuition charges during the academic year.

(4) Courses required becauseof changes in academic majors when suchcourses cannot be completed within thenumber of academic years covered by thescholarship.

(5) Courses taken at anotherschool other than those in which enrolledfor ROTC training, except in the case of across-enrolled cadet selected for ascholarship. (Exception: approvedsummer tuition).

(6) Correspondence or othernonresident courses, except that cadets atextension centers may take extensioncourses from the host institution, providedthe courses are not offered at the extensioncenters and are a prerequisite forgraduation.

(7) Summer sessions, except asauthorized by a above.

(8) Travel, except asauthorized by d above.

(9) Penalties or fines for lateregistration, when the fault of thescholarship cadet.

(10) Charges for makeupexaminations, violations of school rules,and the like.

(11) Room and board.

(12) Personal fees, such as forlaundry, clothes, grooming.

(13) Permits and feesassociated with vehicle operation.

(14) Flight fees - aviation flightfees required by the discipline.

3-2. Extension of scholarship benefits.

a. Four-, three-, and two-year(excluding Tier IV) scholarship cadets whoare pursuing an undergraduate degree,which requires an excess of four academicyears for completion of the baccalaureatedegree requirement and scholarship cadetsenrolled in advanced degree programs withno baccalaureate degree, are eligible forconsideration for extended scholarshipbenefits for up to an additional year (twosemesters or three quarters), or as acombination of a part of a fifth academicyear and a summer session. Request forextended benefits must be submitted andapproved 30 days prior to completion as aMS IV scholarship cadet and must includethe following documentation:

(1) Current completed copy ofROTC Cadet Command Form 104-R

(2) Extract from theuniversity's catalog describing theundergraduate degree program courseschedule and required curriculum fordegree requirements. Course descriptionsare not necessary.

(3) Favorable recommendationof the PMS and endorsement ofappropriate ROTC region to Commander,U.S. Army Cadet Command, ATTN:ATCC-PS, Fort Monroe, VA 23651-5000, to include -

(a) Projected cost of therequested extension of scholarship benefits.

(b) Identify requestedsemesters.

(c) Why requesting extensionof benefits.

b. The following are eligibilityrequirements for extension of scholarshipbenefits, to include summer tuition(benefits are considered from the point ofcontracting as a scholarship cadet).

(1) Minimum 2.7 cum GPA, asshown on the college transcript,nonwaivable. In instances where aninstitution uses other than a 4.0 gradingscale, the PMS/Battalion Commander willconvert the applicant’s cumulative GPA tothe 4.0 scale using the institution’s

conversion scale. In addition, if classes arenot based on credit hours (i.e., transcriptshows credit units), they should beconverted to hours.

(2) Maintain adequateacademic progression towardsundergraduate degree requirements:

(a) Meeting minimumrequirements to qualify as a "full time"student for tuition purposes (normally 12units per term), seldom means makingnormal progression toward a degree.

(b) If, for example, the schoolcatalog identifies a requirement of 128semester units (not counting ROTC) to geta degree in a four year program and thecadet has a four year scholarship, divide128 units by eight semesters. This meansthat the cadet must average 16 units persemester in order to make normalprogression toward a degree.

(c) If in the above example, thecadet qualified for a two-year scholarshipand still requires 68 semester hours(excluding ROTC) to qualify for a degree,divide 68 by the remaining four semesters.In this case, the cadet should be averaging17 hours per semester to be making normalprogress.

(d) Five year degree programsmust be documented and curriculumoutlined in the university catalog.

(3) Consistent with a above,good academic performance with no D's,F's, or I's from the point of contracting.No courses were repeated to meetacademic department or universityrequirements for minimum grades. Cadet

must not be on academic probation thepreceding semester/quarter.

(4) Current term andcumulative ROTC GPA 3.0 or better,nonwaivable.

(5) No dual majors.

(6) No loss of credits due tochange of major.

(7) No loss of credits due totransfer of schools (not as a result of aschool closure).

(8) No extension for a termwhen the cadet requires fewer hours thanthe number of hours constituting full-timeenrollment. Example: The cadet requireseight hours, but the university catalogindicates that 12 hours constitute full-timeenrollment. However, if eligible forextension, cadet may request summertuition regardless of degree provided it isat the end of MS IV and degreerequirements.

(9) After-the-fact requests areunauthorized and will be returned withoutaction. Submitting an incomplete packet,which delays processing in a timelymanner, just in order to get a request in ontime will not be condoned. Regions havethe authority to return incomplete packets.Extension of scholarship benefits must beapproved prior to the commencement ofthe requested semester/quarter.

c. Unless required by thecurriculum plan, only cadets in technicaldegree programs, Engineer, PhysicalScience and Nursing (EPS&N), are eligiblefor summer tuition, nonwaivable.Freshman summer tuition is not an option.

The purpose of summer sessions is toreduce the academic course overload fortechnical degrees and to keep cadetsaligned with projected mission sets.Summer term benefits are used in lieu of orin combination with the extension ofscholarship benefits (fifth academic year).In addition to the above requirements, thefollowing are eligibility/proceduralrequirements for summer tuition.

(1) Must register for andcomplete a minimum of six, but not morethan nine credit hours of course workrequired for the degree during eachsummer term. This authority is for onlytwo semesters/summers and is notauthorized for the summer after thefreshman year (Fall/Spring).

(2) Must attend sameeducational institution at which the cadet isseeking the degree, or have a letter ofacceptance from institution attendingindicating the hours taken at anotherinstitution will be accepted toward thedegree.

(3) Remedial, backgroundenrichment courses or make up course as aresult of academic failure/difficulty are notauthorized for payment.

(4) Military science courses arenot required during the summer term, thus,no subsistence is authorized. Exception:If a military science course is taken as partof degree requirements then subsistencemay be paid, provided payment does notexceed the maximum allowable for theschool year.

(5) The use of summer tuitionauthority reduces the available extension ofscholarship semester benefits. One

summer term equals one semester/quarter.Currently, there are two semesters or threequarters of extended benefits authorized ona case-by-case basis. The completion ofone or two summer terms reduces the fifthyear of extended benefits. Thus, when onesummer term has been authorized, only oneadditional semester or two quarters ofextended benefits can be authorized.

(6) Request for summerbenefits authority will be submitted toHeadquarters, Cadet Command, inaccordance with a above. The RegionCommander's endorsement for EPS&Nsummer benefits or extended benefits mustindicate if EPS&N summer tuition waspreviously paid. The PMS justification forthe payment of summer tuition mustinclude the academic plan on CC Form104-R as prescribed in CC Pam 145-4.Approval will be for the courses indicatedon the CC Form 104-R.

(7) For payment purposes,approved summer tuition will beconsidered a separate period from thenormal academic year. Summer periodbegins at the end of the spring term andends at the beginning of the fall term.Summer tuition, fees and flat rate arepayable up to an annual amount asestablished by Headquarters, CadetCommand.

(8) The Professor of MilitaryScience must ensure that EPS&Nscholarship cadets receiving summertuition clearly understand that the summerbenefits are in lieu of a semester/quarter ofbenefits.

d. Any request which does notmeet the above criteria is to be returned bythe Region to the Battalion.

e. Four-year scholarship cadetsreceiving extended scholarship entitlementsin excess of four years, incur an additionalperiod of active duty or reserve dutyequivalent to the length of entitlementextension. This extended period of activeduty, however, does not prohibit theArmy's option to permit/offer RFD to thesecadets under the terms of the ROTCscholarship contract. Three-and two-yearscholarship cadets receiving extendedscholarship entitlements do not incuradditional obligations since theirscholarship entitlements would not exceedfour years.

f. Cadets granted extended ROTCscholarship benefits will be entitled tosubsistence allowance as well asscholarship benefits during the period ofthe extension. To receive extendedbenefits, the cadet must currently be andcontinue to be a full-time student enrolledin the Army ROTC. Approval must begranted and authorized by Headquarters,Cadet Command 30 days prior to the endof the MS IV year. The PMS muststructure an MS V program of ROTCtraining in which the cadet mustparticipate.

Chapter 4.Physicals

4-1. Physical examinations.

a. Medical qualification is not afactor in determining who will be offered ascholarship. Winners without a completequalifying physical examination areconditional winners (excludes Basic Camprecipients who must be medicallyqualified). A conditional winner that neverbecomes medically qualified will have the

scholarship offer withdrawn. Ideally, two-and three-year scholarship winners areinformed of their status prior to the end ofthe spring term. The importance of thenonenrolled two-year winners' earlymedical qualification cannot beoverstressed.

b. Scholarship physicalexaminations will be forwarded to DODMedical Examination Review Board(DODMERB), ATTN: Army Branch,8034 Edgerton Drive, Suite 132, USAFAcademy, CO 80840-2200. DODMERBwill be the reviewer for these physicalexaminations. The PMS is required toannotate the school code on each physical(top right hand corner) to ensureexpeditious processing by DODMERB.Each physical for the three- and two-yearapplicants will be forwarded toDODMERB the same time applications areforwarded to Headquarters, CadetCommand or Region headquarters.Physicals on Green to Gold four-, three-,and two-year applicants will be forwardedfrom this headquarters to DODMERB.Basic Camp physicals will be reviewed byFort Knox Medical Department Activity(MEDDAC). DODMERB is the medicalreview authority for all physicals exceptrecipients of Basic Camp or Tier IV.

c. On-campus and Green to Goldmedically disqualified physicals areforwarded from DODMERB directly toCadet Command for automatic waiverreview. Request for medical waiversregarding four-year applicants are sentdirectly from the individual to HQ, CadetCommand. All scholarship winners mustbe medically qualified or medically waivedbefore scholarship financial assistancebenefits can be paid.

Chapter 5.Enrollment

5-1. Enrollment procedures.The PMS will perform the sameadministrative actions for enrollment ofscholarship cadets in the ROTCScholarship Program, Basic or AdvancedCourse, that apply to enrollment of othercadets in the Advanced Course,nonscholarship program (AR 145-1, para3-5 through 3-11). Verification ofeligibility will include reference toadditional criteria set forth in Chapter 2.Following a careful examination of theprovisions of DA Form 597-3 (ArmySenior ROTC Scholarship Cadet Contract)to the enrollee's satisfaction (AR 145-1,para 3-41), the PMS will--

a. Enlist enrollee in the UnitedStates Army Reserve (USAR) (AR 145-1,para 3-15), if not already so enlisted.

b. Have the individual execute DAForm 597-3, part I, in quintuplicate. Thiscontract should be completed as soon aspossible after award of the scholarship andmust be completed prior to entitlement.

5-2. Eligibility for contracting forscholarship.

a. Professors of Military Scienceare required to ensure that the applicantstill qualifies for the award since there is anappreciable time lapse between the timethat an individual applies for the award andcontracting. To prevent an ineligiblestudent from contracting the PMS or acadre member will be required to completeROTC Cadet Command Form 139-R(Cadet Enrollment Record) for each newscholarship cadet and place it in the cadet'sMilitary Personnel Records Jacket, U.S.

Army. ROTC regions will ensure that thischecklist is an item for inspection duringthe Annual Formal Inspections (AFI) ofROTC host institutions and extensioncenters.

b. Prior to contracting, all waiverrequests of medical standards, moralstandards, reenlistment code, ordependency except four-year and Green toGold applicants will be submitted onROTC Cadet Command Form 131-R(Cadet Action Request) IAW CadetCommand Pamphlet 145-4. A copy ofsuch waiver request will be included in theapplication file. ROTC regions will takefinal action on those waivers within thepurview of the region, and a copy of thewaiver action (approval and disapproval)will be included in scholarship file.

c. Request for waivers regardingfour-year and Green to Gold applicants aresent by the individual directly toHeadquarters, Cadet Command.

d. If an individual has beendesignated as a scholarship recipient and isdeployed prior to contracting, PMS mayrequest in writing to hold the scholarship inabeyance until individual returns and isotherwise qualified for contracting.

Chapter 6.News Media

6-1. Publicity/certificates.

a. Each region commander shoulddevelop and execute a supporting publicityplan to assure dissemination to news mediaof information regarding scholarshipwinners. The "Army ROTC Handbook,Recruiting and Publicity Guidance" and"Structured Interview, Interviewer's Guide,U.S. Army Precommissioning AssessmentSystem" contain techniques that may beused by commanders for this purpose.

b. Scholarship certificates will bearthe signature of the Commanding General,U.S. Army Cadet Command. Three- andtwo-year ROTC scholarship certificateswill be mailed directly to the PMS. Four-year scholarship certificates will be mailedto the PMS who conducted the interviewand be presented at an appropriate highschool awards ceremony. At theconclusion of the academic year,certificates not presented will be maileddirectly to the recipient.

c. Suggested script for use inpresenting these certificates is at figure 1below. Such a presentation will providehigh visibility for the recipient and theROTC program, especially at high schoolsthat have no Army Junior ROTC program.The recipient's name, address, and phonenumber are furnished with the certificate.

Chapter 7.Scholarship Transfer

7-1. Transfer of scholarship cadets.Contracted scholarship cadets may transferprovided--

a. They remain academicallyaligned.

b. It results in no change inacademic discipline unless approved byproper authority.

c. Individual receives approvalfrom gaining and losing PMS. Four-yearscholarship recipients may only transfer toan approved Army ROTC institution.Nurse scholarship recipients may onlytransfer to a university recognized as aPartnership in Nursing Education (PNE).Four-year Historically Black College/University scholarship recipients may onlytransfer to an approved HBCU.Scholarship cadets must be informed thatindividuals who lose academic credit dueto a transfer of schools will not beconsidered for extension of benefits.

Being with you today is a distinct pleasure. I am here to present a certificate to (NAME OF WINNER),who has been (conditionally) selected to receive an Army Reserve Officers' Training Corps scholarship.

Receiving this certificate is the culmination of a process that began several years ago. (NAME OFWINNER) can be extremely proud of this achievement as competition was keen.

ROTC scholarship will provide an annual amount towards college tuition and mandatory educationalfees, provide an allowance for textbooks, school supplies, and required equipment. In addition to thesegenerous benefits, this scholarship also includes an educational grant of up to $1,500 each school year.

Adding it all up, you can see that this scholarship will go a long way toward meeting financial expensesassociated with going to college. But the really great thing about this scholarship is that when (NAME OFSTUDENT) graduates, (HE/SHE) will have more to show for (HIS/HER) college days than just adiploma--(HE/SHE) can have the confidence, self-discipline, and leadership skills that come with havingearned a commission as an Army officer.

As you can see, Army ROTC gives students a valuable opportunity to build for the future by helpingthem earn both a college degree and an officer's commission. ROTC is a demanding and challengingcomplement to traditional college courses. The standards for admission into this program are quite high--as they must be since the individuals who complete this training are to be ultimately entrusted with the livesof American soldiers.

Chapter 8.Training Requirements

8-1. Mandatory Requirements.

a. Scholarship cadets will receiveROTC training on the same basis asnonscholarship cadets. However, three- orfour-year scholarship cadets will not berequired to undergo another medicalexamination or execute additionalcontracts for enrollment in the AdvancedCourse. They will take achievement orqualification tests required of other cadetsenrolling in the Advanced Course as an aidto the PMS in identifying areas ofacademic weakness or limited potential.

b. Three-year scholarshiprecipients who are not entitled to basiccourse placement credit, must compressMS I and MS II during their sophomoreyear.

c. Two-year scholarship recipientswho are required to attend Basic Camp forplacement credit must successfullycomplete camp without waiver in the areaof APFT and obtain a minimum qualifyingscore of 775 on the Cadet EvaluationSystem (CES). Tier IV scholarshiprecipients are required to have a minimumCES score of 600.

Chapter 9.Study Abroad

9-1. Foreign study.

a. The PMS may approve studyabroad for scholarship cadets for periodsup to one year provided--

(1) The course of study at theforeign institution is fully sanctioned, is arequired part of the academic discipline ofthe scholarship cadet, and full credit will begranted to the ROTC institution for thecadet's studies abroad.

(2) The scholarship cadetenrolls in PMS-approved Armycorrespondence courses to meet militaryscience requirements while studyingabroad.

(3) Arrangements are made forthe PMS to monitor the academic programof the scholarship cadet through theinstitution.

(4) Arrangements are made forpayment to the CONUS institution of thoseexpenses incurred abroad that would bepayable by the Army to the CONUSinstitution under the ROTC ScholarshipProgram if the cadet were pursuing anapproved course of study at the CONUSinstitution for a like period.

b. Payments under the ROTCScholarship Program for tuition, fees,textbooks, and student identification cardcosts for the approved period of overseasstudy will not exceed the charges that thestudent would incur in pursuing study onthe campus of the CONUS institution or

Requests foradditional changes will not be honored.It is especially important that theBattalion Commander resolve anacademic discipline change prior to thecontracting of the recipient. Four-yearnational and two and three-year on-campus recipients of nursescholarships may not change academicdiscipline and retain their scholarship.Scholarship cadets must be informedthat individuals who lose academiccredit due to a change in academicdiscipline will not be considered forextension of benefits. Proceduralguidance on the discipline changespermitted follows:

a. The selection of scholarshiprecipients by academic discipline isdone with the specific intention ofmeeting the Army's need for juniorofficers with specific disciplines. Topermit changes in academic disciplineafter the award of the scholarshipsubverts the purpose of the program.

b. Additionally, nonscholarshipcadets who are classified as completioncadets with one full year of under-graduate college credit remaining areeligible for these scholarships.

c. In exceptional cases,scholarship cadets who havecompleted their ROTC and scholarshipbenefits and require one full year ofcollege credit to complete theirundergraduate degree requirementsmay also be considered for thesescholarships. Their obligation foractive or RC duty, however, will bethat of a scholarship cadet and theymust meet the age and medicalrequirements of a scholarship cadet.Cadets currently on an Army ROTCscholarship are ineligible.

d. Individuals may only be therecipient of one of the Army ROTCcivilian sponsored scholarships.

ROTC regions and one nationalrecipient selected by Headquarters,U.S. Army Cadet Command. Thenational scholarship is in the amount of$1,500, and each region scholarship isin the amount of $1,000. Scholarshipassistance is provided by the sponsorsafter Headquarters, Cadet Commandnotifies them of the scholarshiprecipients. Region commanders willprovide Headquarters, CadetCommand the name of their selectedrecipients to include backgroundinformation on the individuals,identifying the cadet for nationalnomination and an alternate.Headquarters, Cadet Command willnotify the appropriate region of thenational winner and will designate thatregion’s alternate as a regional winner.ROTC region will notify theappropriate PMS of the nationalGeneral Creighton W. Abrams award.Information will be provided to thesponsor. ROTC region commanderswill notify the PMS of the regionalaward. b. The Combined UnitedServices Automobile Association/Sprint (USAA/Sprint) Scholarship:This annual scholarship program issponsored by the United ServicesAutomobile Association and Sprint(USAA/Sprint). Twenty-nine one-yearcombined USAA/Sprint SponsoredArmy ROTC scholarships are awardedeach year -- nine each by second andfourth regions, ten by first region andone national award by Headquarters,U.S. Army Cadet Command. Each scholarship is in theamount of $750. Scholarshipassistance is provided by PentagonFederal Credit Union after notificationis made by Headquarters, CadetCommand. Appendix EROTC Scholarship Processing andSelection Procedures for the ArmedForces Communications andElectronics Association (AFCEA)Educational Foundation ROTCScholarship Program

E-1. General.

a. The AFCEA EducationalFoundation Scholarships are toencourage and reward outstanding anddeserving students in the ROTCprogram. The Foundation seeksapplications from students majoring inelectronics, communications, orelectrical engineering, mathematics,computer technology, or intelligencesystems.

b. The AFCEA EducationalFoundation awards 20 scholarshipseach year for undergraduate college oruniversity study on the basis of meritand financial need.

(1) Ten scholarships for$1,500 are presented to ten ArmyROTC students from the junior classfor the year they matriculate as seniors.

(2) Ten scholarships for$1,500 are presented to ten ArmyROTC students selected from thesophomore class for the year theymatriculate as juniors.

c. The scholarships are paiddirectly to the scholarship recipientthrough the appropriate PMS.

E-2. Nomination eligibility. Thecadets selected for these scholarshipsmust--

a. Be U.S. citizens.

b. Be of good moral character.

c. Have demonstratedacademic excellence.

E-3. Nomination. In makingnominations, the PMS is expected towork with their educational institutionsin a manner compatible with theirexisting procedures for scholarshipawards.

E-4. Application. Regions will beprovided nomination forms (Form I(Nomination for AFCEA EducationalFoundation Scholarship)) annually todistribute to their PMS. The PMS willensure that Form I is completed,signed as appropriate, and forwardedto region. It is extremely importantthat the application be completed in itsentirety, particularly the financialportion.

E-5. Final selection and acceptance.Each region headquarters is asked toscreen all applications and submitnominations to the AFCEAEducational Foundation, Scholarshipsand Awards Program, The AFCEAInternational Headquarters Building,4400 Fair Lakes Court, Fairfax, VA22033-3899, for final selection.Nominations should be received by theAFCEA Educational Foundation not

later than 1 May of the year ofapplication.

E-6. All individuals nominated byregions will be notified in writing byAFCEA of the results of theircandidacy. Those selected for ascholarship will be notified in writingin June of the year selected. Studentsreceiving a scholarship are eligible tocompete again in subsequent years.

Appendix FROTC Scholarship Processing andSelection Procedures for theDaedalian Foundation ScholarshipProgram

F-1. General. This annual scholarshipprogram is sponsored by the DaedalianFoundation. The Daedalianorganization perpetuates the deeds andmemories of the first American pilots.Two $1000 scholarships are awardedeach year along with Daedaliancertificates. These scholarships will beawarded annually to the previousyear's outstanding top two MS IVAviation Branch ROTC cadets. Theproduction year 1 April through 31March will be used. These awards arepresented to recognize and encourageoutstanding candidates in Army ROTCto become career military pilots.Scholarship checks will be made out tothe individual recipients. Scholarshipswill be presented whenever possible byDaedalians. The Daedalians willcoordinate with regions for publicityand presentation.

b. Advanced designatedscholarships. Two- and three-yearscholarships awarded to qualified three-and four-year applicants provided theymeet established validation criteria.

c. Academically and militarily(ROTC) aligned. Status of an ROTCcadet who has completed a similar numberof college academic and ROTC classes andhas a like number of years remaining fordegree and ROTC completion; i.e., militaryscience (MS) I cadet would be an academicfreshman, MS II cadet an academicsophomore, MS III cadet an academicjunior, and MS IV cadet an academicsenior. Cadets in a documented five-yeardegree program and receiving extendedbenefits are classified as MS V.Contracted cadets who have completed allROTC requirements but have notcompleted baccalaureate degreerequirements are classified as completioncadets.

d. Qualified Winner. A fullyqualified scholarship recipient. No furtheraction is required by Headquarters, CadetCommand or region, as the individual isfully qualified for the scholarship. ThePMS must ensure the winner is still fullyqualified at the time of enrollment andcontracting as a scholarship cadet.

e. Conditional Winner. Anapplicant who has been selected to receivea scholarship. However, due to anunresolved medical and/or administrativeproblem, the award is not final. Awardmust be final and notification receivedprior to contracting as a scholarship cadet.

f. Enrolled cadet. Any individualcurrently enrolled in a ROTC militaryscience course who has signed CadetCommand Form 139 (Army ROTC

Loyalty Oath and Conscientious ObjectorStatement).

g. Nonenrolled student. Anyindividual not currently enrolled in aROTC military science course. If studenthas completed some MS courses but is notcurrently taking MS, he is considerednonenrolled.
