Department of Education InternationalThe Department of Education International (DEi) is the international branch of the Queensland Department of Education (DoE). DEi’s trading name is Education Queensland International (EQI).

DEi’s primary role is to lead, facilitate and coordinate the Department’s international activities. It develops and promotes programs for international students who want to study at a Queensland state school and provides opportunities for Queensland students, teachers and school leaders to undertake educational and cultural immersion experiences and professional development internationally.

Connecting globallyDEi’s key objectives are to:

y support the expansion of international education services with a focus on the internationalisation of our schools, students, staff and community

y develop collaborative partnerships to lift student outcomes and build a globalised education sector

y showcase Queensland and its world-class education system.

Some of the key activities undertaken by DEi include:

International Student Programs (international students studying in Queensland state schools)

Study Tours and Professional Visits

Developing and managing relationships with overseas governments and education partners

Scholarships and awards to Queensland school students, teachers and school leaders to undertake programs overseas

Coordinating DoE international travel approvals

Professional programs and international education services for Australian and overseas clients.

By connecting globally, our students, teachers and local communities enjoy an enriched cultural, social and educational experience and are prepared to engage in a globalised world.

International Student ProgramsDEi offers international students a variety of study pathways enabling them to fulfil their academic potential, broaden their experience and achieve their personal goals, in a safe and supportive learning environment.

Over 90 EQI accredited Queensland state schools deliver the following programs:

Program Description

Primary School For students from Prep to Year 6

High School Preparation (HSP) An intensive English program for students who want to improve their English proficiency before commencing high school

High SchoolJunior High School for students from Year 7 to Year 10

Senior High School for students from Year 11 to Year 12

International Baccalaureate (IB) A globally-recognised diploma awarded by the International Baccalaureate® for students to study in Year 11 to Year 12

Study Abroad A one to four term program in high school providing opportunities to pursue personal, cultural and academic goals.

In 2018 EQI’s International Student Program welcomed 3,685 international students from 62

countries.

Study Tours and Professional Visits Study Tours and Professional Visits offer tailored programs that combine exciting educational, tourism and cultural exchange activities for overseas students and professional groups visiting Queensland state schools.

Hosting study tours and professional visits introduces your school community to the world.

Welcoming international students for study tours creates a climate of opportunity and understanding where our students widen their horizons and learn about others, as well as learning more about themselves and our own Aussie culture.

Global Schools through languages The international education sector is economically important for Queensland and supports the internationalisation of our school communities by providing all students with a global view and connections across the world.

The effort to improve the intercultural skills of our students, teachers and school leaders contributes to the ongoing work to lift learning outcomes and improve school performance. We need to maximise the opportunities our existing diversity brings and support schools to build relationships internationally so that our students can develop their skills as global citizens.

Learning a language helps to prepare young people to succeed in a globalised world. Principals are at the centre of strengthening our approach to language learning by generating a commitment to the importance of languages across their school community and by providing quality programs.

Queensland’s Global Schools through languages is a plan that supports successful global citizens in Queensland state schools by:

y expanding the study of languages from Prep to Year 12 with a focus on Asian languages

y building the intercultural capability of students, teachers and school leaders

y marketing Queensland’s education sector internationally.

We will explore different models of delivering language learning through:

y immersion programs where students undertake some subjects in the selected language

y partnerships with higher education institutions and international schools to offer students broader learning opportunities

y the use of technology to connect internationally.

Offshore Projects UnitThe Offshore Projects Unit (OPU) facilitates and coordinates offshore programs, professional services and projects for international and domestic clients.

These international education services include professional development programs, teacher recruitment for schools and offshore education consultancy.

The OPU plays a significant role in developing and establishing Queensland Recognised Schools and curriculum licensed schools. OPU currently manages offshore schools in the United Arab Emirates, Papua New Guinea, People’s Republic of China, Taiwan and Republic of Nauru.

DEi’s offshore programs are for students living outside Australia who want to study the Queensland curriculum and gain access to world-class schools or universities in Queensland and around the world.

International ServicesInternational Services offers students, teachers, school leaders and schools a range of international exchange programs, study tours and professional development opportunities that provide quality language and STEM based immersion experiences around the world.

The team also manages all formal education-related Memoranda of Understanding (MOU) and other cooperative instruments, such as Statements of Intent (SOI) and Education Action Plans between the department and overseas governments and education partners.

These arrangements establish and support state-level relationships with countries around the world, and include sister school partnerships that contribute to developing global citizenship within our schools.

Guest teacher programs and study tours are among the opportunities available to education leaders and teachers to enhance their cultural understanding and international experience.

International TravelAll official overseas travel by department employees requires Ministerial approval if the destination is more than five hours away from Brisbane. For overseas destinations less than five hours from Brisbane, approval by the Director-General is required. Appropriate approvals must be obtained prior to booking travel and making payments.

Key considerations

y Consider travel that is necessary to advance the achievement of Queensland Government priorities and the relevance of the experience to the school’s improvement agenda or individual’s professional development needs

y Undertake international travel only after exploring alternatives to travel and after consulting with other departmental bodies to ensure there is no duplication of activities

y Submit travel applications at least 10 weeks prior to the planned departure

y Minimise the number of school days in travel

y Minimise the number of people travelling. Employees generally travel unaccompanied, especially for business and professional development related travel. Exceptions apply only if a business case can be made for more than one employee to travel

y Provide the funding source for travel and the specific cost benefit of the activity to the agency or the students.
