And, now we are about to enter the Christmas phase! I hope you and yours all enjoy the best of what the Festive Season can bring. You will see at the foot of this page and on page two information regarding a re -run of the excellent social gathering at Weston-super-Mare engineered by John Vincent to replace the, formerly long established, Divisional/District pre-Christmas socials. If you are near enough, please give the event your support. Conference was, for me at least, much less of a strenuous effort than was the experience last year, my short report appears later in the Newsletter. In this ‘editorial’, however, I feel compelled to draw to prominence the input we received at Torquay from Simon Weston CBE. This courageous man needs no introduction but is well known and recognised by anyone in this country over a great many years. The main reason that he received a, very long, standing ovation at the end of his presentation was, I believe, because of the attitude to life which his speech reflected. It could not have been better placed in the calendar as it coincided with the massive efforts of so many of our representatives in the Paralympic Games then taking place in Brazil. Simon spoke most eloquently for the many to whom life has dealt a less favourable hand but who make the most of their lot rather than constantly moaning. We all know people who have ample cause to complain but seem never to do so and much of what Simon Weston had to say on the 9th of September in Torquay served to recognise that indomitable spirit such people quietly display. The traditions of policing we ‘old hands’ frequently worry have been politically eroded since ‘our day’ but our Force cannot be said to have forgotten its roots. The Force History Group is small but becoming increasingly industrious, the Open Days have shown the public that, despite the relatively rare vision of a ‘bobby on the beat’, the modern police officers remain approachable and there was the recent celebration of 100 years of women in the Service. Police Memorial Day, of course, demonstrates that we do not forget those who paid the highest price when in Service. Few encounters in the future can be unexpected if we do not forget what has gone before! I have already wished you a good Festive Season but make no excuse for doing so a few lines later on - my best wishes for Christmas and into 2017. I hope you and yours all enjoy the best of what the Festive Season can bring. You will see at the foot of this page and on page two information regarding a re-run of the excellent social gathering at Weston-super-Mare engineered by John Vincent to replace the, formerly long established, Divisional/District pre-Christmas socials. If you are near enough, please give the event your support. NARPO Golf Tournament - Mendip Spring Golf Club - Thursday, 14th July, 2016 My thanks to Dave Walbyoff for providing the information and, I am sure from all who participated, another ‘thank you’ for organising the event. Blessed with sunny weather, the Golf Day was enjoyed by all who took part and the Mendip Spring Golf Club presented a course in great condition and supplied excellent food. The results were as follows:- Champion Golfer, with 37 points Chris LUKE 2nd, with 35 points Ian WOOD 3rd, with 35 points (after countback) Tony BRETT 4th, with 34 points Mike HEDGES Nearest the pin in two Sean LEWIS Nearest the pin Ian WOOD The two’s competition was shared by Steve BOYLE and Tim BEER We look forward to another Competition at Mendip Spring Golf Club on a date to be fixed in 2017.

Weston-super-Mare Christmas Social - an important Date for your Diary Following his rescue effort, after the demise of the facilities at the Walliscote Road Police Station, at the end of last year, John Vincent has made the preparations for a return to the Weston-super-Mare Cricket Club on the evening of Wednesday, 14th December, 2016. Fifty six members and friends willingly dug into their pockets to meet the modest cost of what turned out to be an excellent buffet last year and the facilities at the Club proved to be very suited to our needs. John has, again, organised a buffet supper for the very reasonable cost of £6.00 per person. The usual reply-slip appears in this Branch Newsletter so be sure to get it completed and sent to John without delay. As there seems to be little likelihood of such social functions elsewhere other than at Bath, all who are pre-pared to travel to the Cricket Club are welcome. There will be an inevitable ‘fire regulations’ limit on numbers but that is well above last year’s attendance. Remember, as the recent past has unfortunately demonstrated, if you want these types of social gatherings to continue they will only do so if they receive our support. Long-Distance Cycle Ride in support of Cure Parkinson’s Trust Branch Member, Andrew GILBERT, spotted the item in the last Branch Newsletter regarding the abseil down the quarry face at Uphill and was prompted to tell us of his own charitable effort in support of Cure Parkinson’s Trust. Andrew rode a touring bicycle, loaded with all his equipment for the epic journey, from the coast in Norman-dy all the way to the Adriatic coast at Ravenna in Italy. Force Club - Sailing Section In his capacity as President of the Force Club Sailing Section, Jeff Statford has asked that we draw attention to NARPO Members of this available activity. The Section already has quite a few NARPO members and more will be very welcome. It appears that, as with so many aspects of police ‘family’ activity, the sailing sections across the country are struggling to maintain numbers. In a recent National Championships, held in Poole, there were only 12 boats competing and three of those from the Avon and Somerset contingent. Simon Hawkes won the single-hander event and he & Malc. Dykes were second in the Open event. The only pre-condition to becoming a member of the Sailing Section is that you are a member of the Force Club. You will recall that a few years ago the Honorary Membership for those on Police Pensions was withdrawn but it only costs £2.00 per month (deducted from your pension). Subscriptions to the section are £60 for full mem-bership, £85 for a couple, or crewing membership at £35 - if you have your own boat full membership is £35. There is a £10 discount if subscriptions are paid in January. Only Club members can sail but there are opportuni-ties for introductory sessions. The Section have boats at Chew Valley Lake Sailing Club (CVLSC) and Baltic Wharf in the Floating Harbour in Bristol. To helm club boats you must hold a RYA level 2 dinghy certificate or be authorised as competent by one of the Club instructors. Courses for these qualifications are run annually at a modest additional cost. The Club can also offer powerboat training in conjunction with CVLSC for £25. Force History/Heritage Group My thanks to John Vincent for his update on the progress of this Group, with which your Branch Officers have been involved for just over a year. Since the Group was formed, in conjunction with the revisited Force Open Day in 2015, there has been a considerable amount of information brought forward. So much so, that it has proven to be a major exercise simply to assemble both information and artefacts in such a way as to secure them for the future and to work to-wards it all becoming more accessible to anyone with an interest in the background to the Avon and Somerset Constabulary and its constituent Forces. The small Group of enthusiasts within the ranks of serving officers has been supported as much as can be by Branch members and your NARPO Committee. Much of the cataloguing and recording of photographic history has been handled by the indefatigable Alan Vowles, assisted by a host of people who have been attempting to name people and places within the hundreds of photographs. There is already a wealth of material available to be viewed on the Flickr pages of the Internet and this can be accessed through https://www.flickr.com/groups/2894630@N25/ Access to suitable space for display of artefacts has proven to be as problematic as may be expected in the current situation where police premises are becoming fewer, but the updating of the display areas is another ob-jective for the Group.

Branch Officer Continuity I renew the request that anyone who so wishes please let me know if you would like to consider potentially filling one of the roles currently occupied by your Branch Officers. The previous request, made a few years ago brought forward a prospective Treasurer and he, David Read, currently has taken over as Branch Auditor. All current incumbents are happy to remain as such but there is some real benefit in people getting involved well in advance of any need to fill a vacancy. I take this opportunity to thank all Officers and Committee, especially Ken Jones, who spends considerable time checking the SCC deductions list, often to Branch and member advantage.

Summer Outing - Seaton Tramway - Wednesday, 6th July, 2016 My thanks to Jill Deane, wife of our Branch Chairman, for her report and photographs from another great day out. Our journey to Seaton was eventful. Having stopped for an early lunch, we witnessed the police ‘rescuing’ an overheated illegal immigrant from a lorry. The warm sunny day was disastrous for him but it proved to be a bo-nus for our Seaton Tramway trip. Fifty seven of us boarded two trams and, as we travelled to Colyton, the scenery was delightful. There were plenty of unusual birds to spot, including a crane. After a relaxing period at Colyton station, where we enjoyed a delicious cream tea, many of us explored a nearby antiques emporium. Some, more adventurous, souls walked to the nearby village. The return journey was a bit cooler but everyone had enjoyed ‘A good day out’. Many thanks to Sue & David Read for their careful planning which ensured such a success.

Old Comrades Tony Buss, from Bath, sent me a copy of the Welcome magazine for Spring 1984, which has the further title ‘Edition 2’. It proved to be an interesting read and I share just a few items with you. Thanks Tony! The Welcome magazine was the journal of the Bristol Avon & Somerset (Police) Comrades Association. Although very much a former Bristol Constabulary enterprise, ten years into the amalgamated Force it carried reports from members from all of the Divisions of the day. Heavily supported by local business organisations, the advertisements themselves make an interesting read. The ‘A’ Division section (of which I was still a member in 1984, although attached to NSY), carries full reports of several retirements, including that of Inspector Barbara Maggs, although Barbara stayed a little longer in a civilian support role within the ‘A’ Division Process Office. Among the ‘comings-and-goings’ on ‘C’ Divi-sion there is mention of Southmead Sub-Divisional Commander, Ian Tweedie, heading off to Bramshill. The earlier Christmas Party gets a mention (I recall my youngsters - now in their 40s - enjoying the parties at Hyatt Baker Hall in the 1970s) and so does the Crime Prevention Exhibition in the Whiteladies Shopping Centre, the tape being dramatically cut with a sword by Leslie Crowther! Nancy Powell reported on their earlier Christmas Social on ‘D’ Division and included the collective thanks of those attending to C/Supt. Pike and Supt. Oliver for their help with the washing up. The ‘E’ Division entry heralds the win by the Divisional Cross Country Team in the Force Competition held at Kingsweston House that January. Then Collator, Tony Buss, together with Mark Harris, gets a mention in support of the Force Hockey Team, who reached the semi-finals of the national competition in Birmingham. Tony’s involvement with the Bath Abbey Choir and their appearances on BBC and HTV during the run-up to the previous Christmas, including the Choir’s backing of Harry Secombe, and in participation at the Farmborough Music Hall. First Aid was still an important competitive challenge in 1984, with the ‘E’ Division Team winning the Brenner Cup and certainly not for that only occasion. Among the Headquarters Departments is a piece from Steve Foulkes which certainly points up the key roll played by the Mounted Section in the too prevalent public order policing demands of that era. There is a near-two-page series of reports on the Bristol (Avon) Branch of NARPO but no mention at all from the Avon and Somerset Branch! Amid the full report there is a mention of the Annual Tea and Social, held in the Civil Service Club and special grateful mention of her catering skills for Miss. Pat Gates. An interesting ‘footnote’ is found in the Obituaries, one departed soul had served as a Police Fireman.

NARPO Conference 2016 - The Riviera Centre Torquay - 8th/9th September. Your Delegates at Conference this year, as agreed at the Branch AGM back in March, were Bryan Brice QPM (Vice President); Rod Deane (Chairman); Dave Leach (Secretary), Ken Jones (Treasurer); John Vincent (Welfare Officer) and Linda Gittings (Committee Member and IoD Review Liaison Representative). We all ar-rived in good time for a relaxing afternoon on Thursday, 8th, to prepare for the pre-Conference Dinner and had the company of two fellow Delegates from the Bedfordshire Branch for that evening. The Guests were welcomed by our President, Ian Potter and the response and toast to NARPO came from the Mayor of Torbay, Gordon Oliver.

On Friday morning Conference was opened by Councillor Gor-don Oliver and the day’s proceedings guided through by our President. Steve Edwards (CEO) reviewed the past year and Sue Ward (Financial Controller) brought us all up to date with the income and expenditure of 2015/16 and budget schedules for the forthcoming twelve months. Ste-ve and, in his Presidential Address later in the day, Ian Potter, both fo-cused upon the inequalities now even more visible as the conditions for police widow(er)s who find an opportunity with a new partner are vari-ously penalised dependent upon where in the four ‘home nations’ their former spouse served. Bringing fairness to this aspect has long been one of NARPO’s principal targets and will remain so until the equitable retention of the widow pension earned by the contributions throughout each officer’s police service has been achieved.

I have already made mention of the excellent and, in some ways, challenging address given by Simon Wes-ton. In my many years of attending Conference I cannot recall the whole assembly remaining on their feet and applauding for such a long while before Simon was allowed to leave the platform. The Debate, a welcome feature of Conference over several recent years, was on the ‘Silver Economy’, with presentations and discussion on the significant roll now played by the older generation in all aspects of both the economy and the , not unrelated, political scene. After we had enjoyed our packed lunches, and the matter of the new and leaving NEC representatives had been announced, we were updated regarding the ‘Later Life Ambitions’ being coordinated by ‘Connect’ and sup-ported by a wide range of public sector pensioner groups. There were only three Motions, one of which had an Amended Motion attached. Motion One, a proposal to reduce the precept paid by Branches to Wakefield from 40% to 30%, motivated by the less well off smaller branches, was lost. Motion Two, not entirely unrelated, to mandate that the NEC should fund the attendance of a member at Conference where a branch cannot afford that expenditure, was also lost but the facility for the NEC to provide such support at present was recognised. The Third Motion was calling for the national membership database, SuperSleuth, to be updated and enhanced and there were very few dissenters with the motion carried. The President acknowledged in his address and introduction that the lengthy debate of the Rules in 2015 had brought home to him and the rest of the NEC the importance of consultation with Branches long before such a complex item is brought to Conference. The promise in October and beyond is for Branches to be meaningful-ly included in the process of identifying the rules under which NARPO should conduct its business for the future so that Conference 2017 can see a less contentious debate.

Injury on Duty Award Reviews - Autumn 2016 Update (Continued overleaf) The following is her report for the past three months from Linda Gittings and she offers her apology that it has been necessary to abbreviate matters as there is much to say and not too much space to accommodate it. I thank Linda on be-half of us all for her considerable effort to represent the NARPO position on behalf of the Branch. There has been no IoD Liaison Group meeting since the July Newsletter. The matter of pre-retirement courses for IoD pensioners is still being looked into and I expect an update at the October Liaison Meeting as to what Penna, the facilitators, are offering. As I write this in mid-September, there appear to have been no new Reviews but there is still unacceptable delay in finalizing some of those already on-going and it appears this is mainly caused by the various departments involved awaiting legal advice before making decisions. This is total-ly unacceptable because the Pensions Authority, the Chief Constable, is charged with carrying out a review of ALL IoD pensions at reasonable intervals and in order to do so is to use the services of an independent SMP to determine if the IoD recipient’s injury-related health has changed and whether an Award should be adjusted.

Injury on Duty Award Reviews - Autumn 2016 Update (Continued from page five) What makes this issue of delays more frustrating is that, whilst at the NARPO Conference (see above) Robin Hobbs (Chair of Bristol NARPO) rose to ask on your behalf why the 43 Forces in England and Wales appear still to be applying 43 different sets of thinking in relation to the IoD Review process. Many are of the view that the Home Office are reluctant to raise new legislation or issue clear guidelines as there is the potential to promote the implementation of a system that has been shown to be flawed. This means, unfortunately, that when the new legis-lation may be brought out by the Home Office can best be described as ‘not in the foreseeable future’. Also while at Conference, I collated details of a survey undertaken by the Police Dependents’ Trust (PDT) in relation to IoD pensioners and they have found an unacceptable number suffering ‘Injury of the Mind’. As a conse-quence, the PDT is making grants available to assist Forces in dealing with members who suffer such injury and to seek to prevent such further injury. This is a three-year project and it is up to Forces to bid for the money they re-quire by submitting a business case. At the, forthcoming, IoD Liaison meeting I will draw this to attention and en-quire as to what is to be proposed as the Avon and Somerset Business Case.

Celebration of 100 Years of Women in Policing - Headquarters - Thursday, 15th September, 2016 Serving Officers and Staff were joined by a large contingent of retired women, including a number of our own Branch Members, to participate in the celebration of the 100th anniversary of the first appointments of wom-en Officers in our area, to the former Bristol Constabulary, mid-way through the First World War. After the informal gathering and renewing of old acquaintances, ACC Nikki Watson gave an interesting in-troduction and was supported by Alan Vowles’ informative presentation of some of the further historical aspects of the development of the considerable growth of the role of women in the Force and Service. There was a light-hearted cavalcade of women’s uniforms of all vintages and specialisms. ACC Kay Wozniak closed the presentation and there was a special vote of thanks for Deborah Harris for her coordination of the event. All then enjoyed the cutting, and eating, of the ‘birthday’ cake and the further informal chance to catch-up with former colleagues. The Force is to be congratulated upon marking this important anniversary.

Police Memorial Day - Sunday, 25th September, 2016 Actually taking place on St Michael’s Day this year, the national commemoration was, once again, back at St Paul’s Cathedral in London. The Force held two ceremonies to locally mark this day. There was a Service and ceremony in the Memorial Garden which, as over the past decade, was centred around some of the families who have lost loved-ones and flowers were laid in front of the Roll of Honour. The Chief Constable was in London to represent us all at St Paul’s and the Service at Headquarters, led by the Force Chaplain, Andy Padget was introduced by ACC Jon Stratford. As has become customary, family members who have lost their relatives in the line of their police duty were supported by serving and retired officers at Portishead. On Sunday afternoon the parade along Walliscote Road culminated in the 3 p.m. Service at Clarence Park Baptist Church. Our pictures, taken by Jill Deane, wife of our Branch Chairman, show the parade arriving along Walliscote Road, with the Force Male Voice Choir forming a Guard of Honour as it approaches the Church. Each gathering was a fitting tribute to those from our Service who’s lives were lost in direct connection with the pursuit of their Police Duty and, I trust, further helped their remaining family members to live with their loss.

E’Mail Message Links I am sorry to have to repeat this request but have been somewhat inundated in the past several weeks by peo-ple sending me e’mail messages with nothing on them but a link to some, often obscure, website address. For what I hope are obvious reasons, I do not open such links, so sending me such e’mails is quite a pointless exercise. Some of these messages are from people of whom I have never heard but too many are sometimes identifiably from branch members. I repeat my earlier request. If you have something to share which you feel will be of wider inter-est to other members of the branch please tell me about it so that I can consider sharing it around. Please do not just send me an Internet link without some reasonable explanation - I will not open it!

BAKER, 89 years, widow of Maurice, who died in 1984. 31st May, 2016 Mrs. Margaret E. BRADLEY, 95 years, widow of Robert, who died in service in 1969. 4th June, 2016 Evan HUGHES, 94 years, who joined the branch in 1977. His wife, Pat, died in 2015. 28th June, 2016 Mrs. Ivy LINTHORNE, widow of Pat, who retired in 1978 and died in 2005. 8th July, 2016 Mrs. Isle A. M. SPEED, 94 years, widow of Len, who retired in 1977 and died in 2002. 28th July, 2016 George M. T. BARTON, 92 years, who retired in 1981. Change Notifications I am sorry to have to raise this matter yet again but please will any member who has to notify any change, such as new address, telephone number or other details do so by contacting me in the first instance. Messages sent, in whatever way, to Wakefield result in changes to the national database by the head office staff but are not conveyed to me in any other way. I, of course, regularly monitor the changes to SuperSleuth constructed from NARPO House but my life is made easier if I am first told of changes by members. You will still only need one message as I will arrange the update of the national database from the information you give me.
