Seychelles captures 11 suspected pirates

French soldiers successfully defended two fishing boats from capture by pirates in the Indian Ocean on Saturday, and 11 men suspected of involvement in the failed attack were pursued at sea and captured, officials said. The chain of events illustrated the teamwork in the international community to crack down on piracy in the Indian Ocean, where pirates cruise the waters searching for boats to hijack for ransoms. After French soldiers chased away the pirates, the coast guard of the Seychelles archipelago, south of where the attack took place, chased the assailants. The coast guard captured two boats — a small craft with eight men aboard and a larger ship carrying three that was the pirates' suspected mothership, said Jacqueline Sherriff, chief press officer for the maritime unit of NATO in Northwood, outside London. It was not clear how many pirates had been involved in the attack, and whether any got away. The nationality of the suspects was not known, but Somali pirates are active in the Indian Ocean.

The two tuna trawlers, the Drennec and Glenan, were heading toward the Seychelles after a fishing trip when they were attacked. The pirates approached at sunrise, when they were about 300 kilometers (190 miles) north of the Seychelles, said French military spokesman Rear Adm. Christophe Prazuck. French soldiers stationed aboard the fishing boats first tried to warn the pirates away with flares and warning shots. But once the pirates used their weapons, the soldiers returned fire, Prazuck said. The pirates then fled. All those aboard the French boats were unharmed, but it was not clear if any pirates were injured, he said. Piracy in the region soared as the rule of law crumbled in Somalia and organized criminal gangs ramped up the lucrative business of holding ships, their crews and cargos to ransom. After dozens of attacks last year, French President Nicolas Sarkozy called for tougher action against pirates. France's government has been stationing military escorts aboard French fishing boats off East Africa since July to protect them from gangs of Somali pirates. Saturday was the first time the soldiers used their weapons in such operations, Prazuck said. One of the fishing boats involved in Saturday's incident — the Drennec — had already escaped a rocket attack by pirates in September 2008, an event that led the fishing industry to ask for military protection. France is a key member of the EU's naval mission, Operation Atalanta, fighting Somali pirates in the area, which has aggressively tracked and caught suspected pirates. France is, however, the only nation to station military escorts aboard its fishing boats in the region, though Spain's fishing industry has petitioned its government unsuccessfully for similar help. About 10 French fishing vessels are currently under military protection, Prazuck said. Cable-laying ships have used on-board military escorts as well. On Wednesday, the French military foiled another attack by pirates, under different circumstances. Somali pirates fired on a French navy vessel — after apparently mistaking it for a commercial boat. Aruba Ports Authority verliest miljoenenzaak

Containerschip Zim Houston III botste in 2005 tegen een loodsboot en de kade van de containerhaven. De schade liep in de miljoenen. Aruba Ports Authority (APA) heeft afgelopen woensdag een civiele procedure tegen het bedrijf MS Austria verloren. De havenautoriteit eiste ongeveer 2 miljoen florin van het bedrijf, dat op haar beurt een tegeneis van 500.000 dollar stelde. Beide eisen werden door het Gerecht afgewezen. Directeur Alfonso Boekhoudt laat weten dat APA het niet eens is met de uitspraak en ‘zeker in hoger beroep gaat’.

In maart 2005 deed zich een zware aanvaring voor in de containerhaven van Oranjestad. Bij het binnenlopen van de haven minderde het containerschip Zim Houston III geen vaart en botste met grote kracht tegen de kademuur, op de plaats waar een nieuwe sleepboot lag aangemeerd. De kleine boot werd door het grote schip meegesleurd en verdween half onder water. De loodsboot raakte hierbij onherstelbaar beschadigd. De klap tegen de kademuur was zo hard dat er een grote scheur ontstond en ook de muren van het gebouw van het kuststation liepen schade op. De hoofdbuis van het van het waterleidingnet van WEB werd eveneens zwaar beschadigd. De aanzienlijke materiële schade werd door experts van het havenbedrijf Rotterdam geschat op 3,8 miljoen florin. Dat betreft de grotendeels verwoeste loodsboot, het herstel aan de kademuur en een muur van een gebouw van APA, huur van loodsvaartuigen vanuit het buitenland en de aanschaf van een nieuw vervangend vaartuig. De vernielde loodsboot was nog maar drie jaar in bedrijf in de Arubaanse haven. Het containerschip werd destijds enige tijd aan de ketting gelegd in afwachting van een bankgarantie voor de vereffening van de schade. De kapitein van het schip werd namelijk verantwoordelijk gehouden voor het veroorzaken van het ongeluk. Nadat een bankgarantie werd afgegeven, mocht het schip enkele weken later alsnog vertrekken. Pogingen om tot een schikking te komen, liepen op niets uit en daarom begon Aruba Ports Authority in 2005 een rechtszaak tegen het Duitse moederbedrijf MS Austria. Ondanks de uitspraak van het Gerecht in Eerste Aanleg heeft APA goede hoop op het hoger beroep. “Wij zijn van mening dat het Gerecht geen rekening heeft gehouden met bestaande jurisprudentie en nieuwe wetgeving”, aldus directeur Boekhoudt. “Als niet alsnog een schikking kan worden getroffen, dan hebben we nog een lange juridische weg te gaan.” Mocht de havenautoriteit bij het Gemeenschappelijk Hof opnieuw in het ongelijk worden gesteld, dan is APA bereidt in cassatie te gaan bij de Hoge Raad, zo laat de vastberaden directeur weten. Baltic Dry Index Rise Prompts Talk Of Vessel Acquisitions

The steady rise in the Baltic Dry Index, seen by many as the key indicator to world commodity trade, has prompted rises in Japanese stock prices with the Nikkei and Topix up for the third consecutive day. Shipping shares are leading the charge as the BDI continues to climb, clawing its way back after the collapse of over 90% last year with the strength of the Yen moderating gains. The drop in Australian employment figures also provided a market boost. NYK, Mitsui OSK and K Line shares all rose by an average of almost 7%. Although prices to charter dry bulk vessels are still well down on the euphoric highs of latter days the growth is seen as a more cold blooded approach with demand for bulk commodities rising steadily as stocks run low. No one doubts that the market has shrunk and times will be tough for the near future but most of the market feels that the bottom has been reached and a slow rise has begun. In the light of this the CEO of Hong Kong’s biggest commodity ship operator, Pacific Basin Shipping Ltd, stated in an exclusive TV interview with Bloomberg that his company considered the possibility of adding to their fleet in the second half of next year. This seems to be the pattern which many Asian, and indeed European vessel operators believe to be the most likely future for the industry. Crew wages continue to drive up ship operating costs

Ship operating costs surged by almost 16% per cent last year, mainly as a consequence of soaring crew wages, according to the latest OpCost report from shipping accountant Moore Stephens. OpCost 2009, Moore Stephens' ship operating costs benchmarking tool, showed an annual average increase of 15.8% in total operating costs for the range of vessel types examined for 2008. The average rise in crew wages over that period peaked at 21.4%, the highest level since OpCost was first published, in October 2000, and more than

double the increase (10.3%) recorded in 2007. For tankers, the average increase in crew costs was between 22% and 23%. As a result, OpCost's tanker index rose by a 15%. In the stores category, the increase in costs came out at just 7%, well down on the previous year's average of 16%, and almost two-thirds lower than the 20% increase recorded in OpCost 2007. The large increases recorded for 2007 and 2006 were principally accounted for by a sharp rise in lube oil costs, which eased in 2008. Indeed, in most vessel categories, increases in lube oil costs dropped, and the average year-on-year increase for this item was just over 7%, compared to the 25% recorded the previous year. Owners continued to spend on repairs and maintenance in 2008. The increase in costs in this category averaged 13.5%, compared to 12.8% the previous year. Factors contributing to the increased costs include the generally healthy freight markets for a significant part of 2008, during which owners and operators were keen to effect repairs in order to keep their vessels trading, and an increase in the price of steel. However, there were significant variations between the different vessel types. In the Insurance category, it was a year of relatively small increase, just 5% for tankers. Moore Stephens partner Richard Greiner says, "For the first time, the OpCost indicator has broken through the 15% barrier. This is sobering news at a time of depressed freight markets, and creates something of a double-whammy for owners struggling to survive in a climate of falling revenues and increased costs. "It is no surprise to find that crew costs remain the most significant element of the increase in operating expenditure. We often hear industry comments about the adverse effect which cheap crews have on safety and efficiency, but we see no evidence of such crews in the responses received from the owners and managers of more than 2,100 ships whose details are included in OpCost 2009 - rather the opposite. "This year we have two new vessel types in OpCost - LPG carriers of 3,000-8,000 cu m, and VLGCs of 70,000-85,000 cu m, thus further endorsing the relevance of our statistics. OpCost is built from real data from real ships and so gives an accurate picture of the costs facing shipowners and shipmanagers for most major ship types and sizes. It sets an industry average for specific costs, and thereby provides owners and managers with a relevant benchmark against which to measure the performance of their internal and external management," Greiner concluded. Process begins for removal of sunken ship Paradip Port Trust (PPT) on Friday said a Florida-based company had been entrusted to remove 975 MT of furnace oil from ship ‘Black Rose’ which sank off Paradip coast last month. “The work has been awarded to Resolve Marine Group, Florida which has a branch at Singapore. The firm is expected to start the work within 10 days,” said PPT chairman K. Raghuramaiah said. Moreover, on PPT’s request The Energy and Resources Institute (TERI), New Delhi and research and development wing of Indian Oil Corporation had sent microbes, a kind of bacteria which lived on oil for cleaning up the spilled oil on the coast as well as in the water, Mr. Raghuramaiah said adding that the work was started from Friday. PPT said managers of sunken ship had failed to respond and had not taken part in salvage operations. Since the sunken ship was not insured, the insurance company could not take up the salvage operation. “While legal action has been initiated against the owner of ship, we are taking up the work of removal of oil from sunken ship. One firm J. Enterprise and Dives has been engaged to prevent minor leakage of oil by plugging the air vents, sounding pipes and other holes of sunken ship,” PPT chairman said. Meanwhile, pressure on PPT was mounting for inordinate delay in taking measures to clean spilled oil that posed a grave danger to marine ecology.

State Pollution Control Board on Friday shot a show-cause notice to the port trust under Section 31 and 32 of Water Act and asked authorities to reply within 24 hours. “A pollution control board team had visited the spot on September 13 last and asked the PPT to take mitigating steps. About a month later when a team inspected the site it found that its directive was not complied,” a SPCB spokesperson said. Moreover, if an industrial action occurred, there was a provision that company should inform pollution control board, he said. However, no communication was conveyed to SPCB by PPT, the spokesperson said. Outside the State Assembly here on Friday, several political outfits raised slogans against PPT for making delay in taking steps for removal of oil. Leaders said neither State government nor PPT had taken visible steps to remove oil, which was jeopardising coastal ecology. They demanded investigation into the matter. Source : The Hindu

Last week Friendship Offshore B.V. and Rederij Noordgat B.V. were instructed by the Dutch P&I Amsterdam to salvage and locate the missing container. The Hurricane refloated two containers which were beached at the sandbar Rif near Schiermonnikoog, divers established the towing connection and at high tide around 23.50 hrs LT Monday evening the containers were refloated and towed to salvage vessel Friendship.

Friendship delivered the containers in the port of Lauwersoog, were the were lifted onto the quay. At the moment the Friendship commenced sonar/search operations for the 4 missing containers above the Frisian Island Ameland.

Navy dismisses charge of assault on Gujarat fishermen off Diu coast

The Indian Navy has dismissed allegations of beating up fishermen from Gujarat, who had strayed into a high security area off Bombay High last month. “We took their papers, but did not assault them,” said the Navy after fishermen had lodged a complaint with the Vanakbara police station about an assault on them by a team of Offshore Defence Advisory Group (ODAG) comprising personnel from the Navy, Coast Guard and the intelligence units. The team was patrolling the area on a tugboat owned by public sector undertaking Oil and Natural Gas Corporation (ONGC). However, according to the fishermen’s complaint, the ODAG men had summoned the crew of each of the six fishing boats to Samudrika III, after which they were all beaten up badly with wooden clubs. One of them, Kanji Chudasama, is still recuperating from a rib cage injury, while another, Darti Raja, has lost his hearing after the assault. Several others of the 40 fishermen allegedly beaten up by ODAG men are still unable to resume work, said sources. According to the case details, on September 14, six boats from Diu with 40 fishermen on board were apprehended around 20 nautical miles off the Diu coast by a tugboat named Samudrika III, an Oil and Natural Gas Corporation (ONGC) vessel. The vessel was leased to ODAG, comprising men from Navy, Coast Guard and IB. On Friday, Capt Manohar Nambiar, Chief Public Relations Officer (Defence), Mumbai, said: “The documents were seized from them (fishermen) for entering an oil rig area by ODAG. But the charges of physical assault are baseless.” Capt Nambiar said ODAG is essentially a wing under the Navy’s control. Source : Indianexpress

Dutch gov't aims to flood land for Antwerp port plan

The Dutch government approved a plan on Friday to flood a patch of reclaimed land by breaching dikes to compensate nature for planned work to deepen a river estuary route to the Belgian port of Antwerp. Despite local opposition, the cabinet decided that flooding the 300 hectare (740 acre) Hedwige polder in the southern region of Zeeland was the only way to preserve the natural habitat around the estuary and meet legal and environmental requirements. The plan will need approval from parliament. Flooding the polders is a sensitive issue for the Netherlands, where a catastrophic flooding killed 1,850 people when dikes were breached by freak high tides in 1953. A Dutch authority temporarily halted plans to deepen and widen the Westerschelde estuary in July, after conservation groups objected to the project, arguing the area was a unique region where mud and sandbanks attract many migratory birds. The government hopes the new plan will meet the concerns of the environmental groups and convince the authority, the Dutch Council of State, to allow work to deepen the river estuary to proceed. Plans to deepen the Westerschelde, an estuary for the Scheldt river, are aimed at easing access for large cargo vessels to Antwerp port, Europe's third largest container port based on 2008 figures.

CASUALTY REPORTING Tanker rams into BP platform

BP HAS shut down production after an oil tanker collided with a floating platform in the North-sea. The incident happened about 175 miles west of Shetland. A total of 120 people were on the BP platform at the time of the incident. No one was injured and there was no oil spill but BP has mounted an investigation. Sources said the collision involving the 1998 built 75500 gtr shuttle tanker Loch Rannoch and the BP’s Schiehallion platform is likely to halt production for up to six months. But a BP spokesman dismissed the claim as “speculation.” The BP spokesman said: “The incident happened on Thursday evening. We have shut down production as a precaution. “The Schiehallion floating production, storage and offloading vessel is permanently stationed 175 miles west of Shetland.”

The BP spokesman said the collision happened when the 130,000 tonne tanker was docking at Schiehallion to take oil from the 144,000 tonne platform for transfer to the Sullom Voe terminal in Shetland.

The BP spokesman added: “No one was injured and there was no spillage – which are the main priorities. The next priority is getting the investigation team together.” The Schiehallion was hit by another shuttle tanker in

1998. The Savonita ran into its stern while taking on cargo. The ship would normally remain 90 yards away but at that time BP said there seemed to have been a failure in the tanker's computerised positioning system. The impact, which occurred at very low speed, left minor plate damage to the vessels but no holes, however, equipment used to transfer oil was damaged.

New Zealand navy ship leaves for tsunami-hit Tonga, Samoa

The New Zealand navy vessel HMNZS Canterbury left Auckland on Saturday afternoon to deliver tsunami relief to the South Pacific island nations of Tonga and Samoa. Its cargo includes 12 shipping containers of donated goods bound for Samoa, specialist supplies and items requested by the two countries' governments, Radio New Zealand reported on Saturday. Delegations from both the Samoan and Tongan communities gathered at Auckland's naval base on Saturday morning as the ship prepared to leave. Hundreds of volunteers in Auckland packed the donated goods for shipping. A further 15 shipping containers will be sent on a commercial vessel, and 15 pallets of goods are being sent to Tonga. Donations include canned food, cooking utensils, tents, sanitary goods and construction materials, New Zealand Defense Minister Wayne Mapp said a Seasprite helicopter is also on board to survey damage in the tsunami hit areas. HMNZS Canterbury will be used to help the Tonga government transport supplies from the capital to remote Niuatoputapu, where nine people were killed in the tsunami. The death toll in Samoa stood at 143, at least 33 people died in American Samoa and nine died on Niuatoputapu after a magnitude 8.0 quake triggered a tsunami in the Pacific on Sept. 29. Russia to Build New Ballistic-Missile Sub Work is set to begin in December on a new Russian ballistic-missile submarine, SKRIN Market & Corporate News reported. The Sevmash shipyard is scheduled to begin assembling the new Borei-class vessel, tentatively dubbed Nicholas the Sanctifier, on Dec. 22. Three more submarines of the same class -- the Yuri Dolgoruky, the Alexander Nevsky, and the Dmitry Monomakh -- are in various phases of construction and testing. The Russian navy plans by 2018 to base much of its nuclear strategy around the Borei-class submarines, which would carry ballistic missiles armed with up to 10 nuclear warheads as well as missile defense countermeasures. Moscow plans to gradually phase out its Typhoon, Delta 3 and Delta 4 submarines in favor of the new vessel. The latest vessel is likely to cost roughly $767 million, the expense announced for the Yuri Dolgoruky Meanwhile, the Russian strategic missile forces were set today to begin drills expected to continue through Oct. 17, RIA Novosti reported. Russian subs successfully test ballistic missiles in Pacific

Two Russian nuclear-powered strategic submarines have test-launched intercontinental ballistic missiles, the Defense Ministry said on Friday. The RSM-50 (NATO codename: SS-N-18 Stingray) missiles were launched on October 6 and 7 from the Sv Georgii pobedonosets [St. George the Triumphant] and the Ryazan in the Pacific Ocean, hitting their designated targets in the north of Russia. The RSM-50 is a two-stage, liquid propellant, submarine-launched ballistic missile (SLBM) developed for Project 667BDR/Delta III-class strategic submarines. Each carries up to 16 RSM-50 missiles. Almaz (Saint-Petersburg) to flout out Nevskaya Zastava ice-class towing boat

Shipbuilding Company Almaz OJSC (Saint-Petersburg) will flout out an ice-class towing boat Nevskaya Zastava of 2805 design. As PortNews IAA learnt from the company, the ceremony is preliminary planned for October13, 2009, 3 p.m. The boat has the following characteristics: overall length – 41 m, breadth molded – 11.6 m, hull height – 5.2 m. The towing boat was built upon the order of the City Committee for Nature Use. The boat will be basically used in liquidation of oil spillage in Saint-Petersburg water area. Shipbuilding Company Almaz OJSC is located in the center of saint-Petersburg, not far from the Gulf of Finland. The company is occupied in building of high-speed vessels, multipurpose air-bag vessels, and civil-purpose boats.

Sietas and VOSTA LMG build two TSHDs for Josef Möbius Bau

German shipyard Sietas in Hamburg-Neuenfelde and VOSTA LMG are coming together to build two trailing hopper suction dredgers for Josef Möbius Bau-AG. The contract is part of the of the shipyard’s current order balance of seven special ships. It is the first time that hopper suction dredgers will be built at Sietas’s Neuenfelde shipyard. Sietas has also drawn up a timetable with Josef Möbius Bau-AG and VOSTA LMG for the construction of the ships – commissioned in the summer of 2008 – that responds to the new client’s needs. An expert in hydraulic engineering and harbour construction, Hamburg-based Josef Möbius Bau-AG shifts millions of cubic metres of earth every year using capacity and equipment that are unique in Germany. The company, which has undertaken projects such as the expansion of the Airbus site in Hamburg or work on the construction of the fourth tube of the Elbe tunnel, also counts waterway construction as well as earthwork and underground engineering among its core competencies. The two new hopper suction dredgers mean that Josef Möbius Bau-AG is now expanding its fleet with two innovative, high-performance units. Gerhard Raubenheimer, member of the management board of Josef Möbius Bau-AG, said: “As Germany’s leading hydraulic engineer, we are investing now so that we can also convince our customers of our special strength, the development of innovative solutions for particularly demanding construction projects, in the future. In Sietas, we have found a partner that, like Möbius, has a Hanseatic tradition and is capable of being innovative. Vosta LMG is bringing in the necessary specialist knowledge so that our new dredgers are also competitive internationally.” Two suction dredgers based on the modular design principle Working in partnership, Sietas and VOSTA LMG are building two different-sized suction dredgers based on the modular design principle. The long-term experience of VOSTA LMG and Josef Möbius Bau-AG underlies the construction of these types of ships. While the bow and stern will be the same on both ships, the larger dredger will have a loading volume of 7,350 cubic metres, the smaller one 5,550 cubic metres. The draught for both will be 6.80 metres. Sietas is handling the detailed engineering as well as the construction of the ship. The dredgers can load themselves in less than an hour, transport the dredged earth at a speed of 13 knots and then dispose of the earth via the ‘rainbowing’ process or dump it via the six to eight bottom valves. The ships are particularly suitable for deepening and maintaining shipping channels and for the dredging of harbours as well as land reclamation. They each have a suction pipe, one metre in diameter, which can reach depths of up to 30 meters. The dredger ships have a fully diesel-electric drive system. The generators and electric motors are controlled via a new type of power management system, e.g. for the propulsion or dredger pump drive system, to minimise diesel consumption, wear and emissions. The ships can travel with a 16-man crew – e.g. captain, officers, engineers, dredge operators, electricians and deckhands – working around the clock. It is planned to deliver the hopper suction dredgers to Josef Möbius Bau-AG in the summer of 2010 and in January 2012. Source : vostalmg

Bergen terminates Russian contracts The two Russian-owned shipping companies Aqueda Shipping Limited and Mariora Shipping Limited have not achieved funding for the construction of two advanced trawlers within the time that was agreed in the contract with Bergen Group's subsidiary Bergen Group BMV. Deliveries of the two trawlers were estimated at the end of 2011. When the contract was signed on 1 June 2009 it had an estimated value of NOK 2.7 billion. Although Bergen Group now choose to remove the expired contract from the group's order backlog, the group maintains a good dialogue with the two shipping companies about possibilities to resume cooperation in the project at a later stage. Bergen Group Fosen and BOA Group have extended the validity of the contracts for the construction of four multi-functional PSVs and a standard PSV until the beginning of January 2010. The contracts signed in April 2009, are still subjects to financing and board approval. The estimated contract value of NOK 2.74 billion has not been included in the Bergen Group's order backlog. Carnival time for Korean shipbuilders Brazil's state-owned oil company Petrobras recently met with South Korean shipbuilding-related delegate, comprising Kim Tae-ho, the governor of South Gyungsang province and officials from four shipbuilders in the province, in Rio de Janeiro and disclosed its massive drillship newbuilding plan. Petrobras vice-president Duque said the company intends to officially announce next week its plan to order 28 drillships worth some $17bn. He said nine ships will be owned by Petrobras and the rest will be chartered from other owners.

He said the newbuildings need to be delivered between 2014 and 2017 and the principle of ‘domestic construction' would continue. But he added that the newbuilding project will be divided into three packages and the home production rate will be enhanced gradually. Duque revealed that the first package of seven drillships will be ordered from one shipbuilder. Meanwhile, the four shipbuilders including Samsung, Daewoo, STX and Sungdong are expected to get into the inside track in the order-intake competition as they held a newbuilding consultation session with Petrobras on the day. The Brazilian energy major is said to be in need of massive offshore plants worth up to $42.5bn and this could break the protracted orders drought in the global shipbuilding industry. On the same day, Brazil's iron ore supplier Vale expressed its intention to order 11 VLOC carriers worth around $1bn from Daewoo and STX of South Korea. Officials from the world's largest iron ore exporter plan to visit South Korea within this month to finalize the newbuilding contracts. Unlike Petrobras, Vale has, until recently, ordered newbuildings overseas including the four bulker order placed at South Korea's Sungdong in August. But the iron order supplier said the 11 orders to be placed this time will be the last newbuilding project going for foreign shipyards and it will secure tonnage through charter contracts. Marine stock assessment by Iranian vessel from October 15

An Iranian ship-Firdosi will begin "stock assessment" of Pakistani sea from October 15 to November 5 to evolve a report on how much marine life has depleted on the seabed. The ship is reaching Karachi on October 12 to voyage for the fishing grounds inside the country's continental shelf to gauge the state of marine life in 200 meters deep water of 1,100 kilometres coastal belt from Sindh to Balochistan. Director General of Marine Fisheries Department (MFD) Muhammad Moazzam Khan said the cost of stock assessment project was Rs 596 million and it would end in 2010. This was primarily a five-year project started under public sector development programme. Hiring of a ship took about four years to undertake this important assessment because there was no such vessel available for booking despite the government's world-wide efforts, he said, adding that even Indonesia backed out after a firm agreement to do this job due to its increasing global engagement for such projects. "Indonesia had agreed to do the stock assessment in Pakistani waters but it could not be given specific time of the project initiation and after a little waiting it refused to do so for its increasing global engagements," he elaborated. The stock assessment was being done after 19 years because Pakistan did not have a ship to carry out regular surveys to determine the status of marine life inside the continental shelf. There was a ship for such purposes which the government decommissioned in 1993 after it expired, he added. The government was making efforts to build a ship for stock assessment but it needs about Rs 2 billion to make Pakistan again an owner country of this kind of vessel, he said, adding that its operational and maintenance cost would be additional expenditure. Moazzam said the ship would also do the same job in March next to asses the depletion level of marine life on upper seabed water and sea surface. With each survey a report on the condition of marine life would be issued which had to immediately become part of the government policy to take measures if found marine life in peril. The project would also be ensured as an exploratory survey to learn the exodus and arrival of marine species in Pakistani waters, he said, adding that National Institute of Oceanology, Ministry of Science and Technology would also be the part of the project. The hazardous industrial waste flowing from Lyari River into the sea had caused a mass exodus of marine animals farther about four nautical miles from harbour waters. There was a certain depletion of marine life in Pakistani waters however this assessment would prove the original status, DG MFD added. It may be mentioned here that the ship had to arrive on May 3 this year but technical problems delayed its departure from Iranian port- Bander Abbas. However officials hoped that it would now moor Karachi harbour on October 12. Bangladesh government cancelled Chittagong container contract

The Bangladesh government has cancelled the controversial container handling contract at Chittagong Port with Ishaque Brothers, Asia Pulse reported. The order of the Shipping Ministry reached Chittagong Port earlier in the week and the Port authority cancelled the contract, officials said. Shipping Adviser M A Matin is facing criminal charge for awarding the contract to Ishaque Brothers. Worker fatally falls on tugboat in Houston Ship Channel

A worker fell to his death on a boat docked at the Houston Ship Channel on Thursday night. The Harris County Sheriff's Office, which is investigating the case, said it was an accidental death. The accident occurred about 10:15 p.m. in the 6000 block of Lakeside Drive in the Channelview area. The 54-year-old man was working on the tug when he climbed ladders to an upper deck, but moments later a co-worker found him on the lower deck, where he had fallen. The unit will be towed from Sao Sebastiao in Brazil to a destination in either Portugal or Spain. FAIRMOUNT SUMMIT has commenced the mobilisation from West Africa to Brasil in the meantime and it is expected that the convoy will depart Brasil around 20~25 October. Indian government awards port projects worth $386m

In a major thrust to expand capacity at important ports in India, the Ministry of Shipping has awarded seven projects worth over US$386.4 million, to be developed through the public-private partnership (PPP) route, the Business Standard reported. Another 19 projects, estimated to cost around are expected to be awarded on similar PPP basis by early 2010. These 26 projects together will expand capacity at the major ports in the country by 42 per cent, or 245.97 million tonnes per annum. The ministry intends to double capacity at major and non-major ports in the country to 1,590 million tonnes by 2012 from from the present 795 million tonnes. Source: cargonewsasia

Tranzas to equip a newbuilding of State Sea Rescue Service with a radio-navigation system

Tranzas Company has signed a contract on delivery of radio-navigation and internal communication equipment for a maritime diving ship with Yaroslavski shipbuilding plant. Tranzas shall equip the vessel with all the necessary navigation, communication and satellite equipment under the contract. A fully equipped vessel shall be handed over to the State Sea Rescue Service early next year. It is necessary to remind, the SDS08-design vessel laid down on August 28, 2009 will be the first one in the range of special-purpose vessels built for FGU State Sea Rescue Service.

The multifunctional 4 MW rescue-and-salvage ship is designed for diving and subsurface engineering works at 6-meter depth. The vessel will also be able to operate in rescue, ship-handling and hydro-technical works. The vessel will have the following characteristics: LOA - 38.35 m, molded length – 36.35 m; breadth molded - about 7.92 m; full speed - 11 knots. The cost of the vessel is evaluated at RUR 500 million. Period of construction will amount to 14.5 months.

The BBC RHEIDERLAND arrived with another load of inland water barges from China in Rotterdam, most probably this hulls will also be laid up after discharging awaiting better economical times before completing.

Takeover will create largest chemical carrier group

The world’s largest chemical tanker fleet could soon be formed as a result of an audacious bid by Berlian Laju Tankers (BLT) for the Camillo Eitzen group (CECO). According to a joint statement, BLT presented CECO with the following key terms in an indicative offer: - *Shareholders in CECO will be offered mandatory exchangeable bonds (MEB) equivalent to NOK25 per CECO share, based on BLT share price at the end of the offer period, which at any event shall not exceed 49.13 BLT shares per CECO share. *The MEB will, subject to certain conditions, be exchanged for ordinary shares in BLT. The conversion is expected to take place following a BLT general meeting, scheduled for July 2010. *Following the completion of the indicative offer, BLT will seek a secondary listing of the company's shares on the Oslo Børs, securing increased visibility and liquidity to CECO's shareholders. As a result, CECO was in the process of evaluating the MEB for its eligibility for a listing on the Oslo Børs. BLT said that the offer will be subject to inter alia the following conditions:

Seaway Tonnage Slumps Cargo tonnage sagged in September on the St. Lawrence Seaway, according to numbers released Thursday by the Seaway’s U.S. and Canadian administrations. From the season opening March 31 through Sept. 30, total tonnage is off 35 percent, sliding to 19.2 million metric tons from 29.7 million metric tons during the same period in 2008. Shipments of iron ore, feedstock for U.S. and Canadian steel plants, are off 54 percent, to 4.3 million metric tons from 9.5 million metric tons during the previous period, and coal shipments are off 27 percent at slightly less than 2 million metric tons. Iron ore numbers reflect a slightly increasing margin from Aug. 31, when they were down 60 percent. Some regional steel mills have begun re-firing blast furnaces in recent weeks and steel prices have shown some firming. However, many analysts attribute this to restocking of depleted inventories and a small uptick in demand due to the “cash for clunkers” program. The jury is still out on whether there has been an increase in real demand for steel. As of Sept. 30, Seaway grain shipments were off only 2 percent, to 4.6 million metric tons from 4.7 million metric tons during the previous period. Source: Journal of Commerce

BPA President Roh Ki Tae said liners could pay the fees

in monthly installments in a one-year period from November 1, 2010. ''In case of further times of crisis continuing beyond this timeframe, the BPA has a contingency plan to review the situation and consider extending the grace period,'' the port authority said. BPA noted that shipping lines were having to face unsustainably low freight rates, heavily decreased cargo volumes and cash flow problems. The authority claimed this was the first scheme of its kind in the world and that the plan would ''take some strain off shipping liners' cash flow and allow them some much needed time and support for recovery.'' Zes schepen met een capaciteit tussen 1250 & 1700 TEU worden op de dienst ingezet. De volledige rotatie van de dienst bedraagt 42 dagen. De transittijd tussen Zeebrugge en de Scandinavische havens is 3 tot 5 dagen. De transittijd tussen Zeebrugge en Griekenland – Turkije schommelt tussen 14 tot 20 dagen, afhankelijk van de bestemming. De dubbele aanloop in Zeebrugge bevestigt opnieuw de hubfunctie van de kusthaven. Het feeder- en transhipmentgebeuren wordt nogmaals versterkt en sluit naadloos aan op de belangrijke Aziëtrafieken. Bovendien staat de FEMEX-dienst ook open voor alle verladers. Mann Lines start dienst Santander-Zeebrugge

De Britse rederij Mannlines is van start gegaan met een nieuwe wekelijkse roro-dienst Santander – Zeebrugge – Cuxhaven. Met de aanloop van de m/v ‘Borden’ op 24 september 2009 werd de dienst in Zeebrugge geïntroduceerd.

ICO behandelt deze dienst aan het noordelijk insteekdok in de achterhaven van Zeebrugge. Mannlines is als short sea carrier actief in de roro-, breakbulk- en containermarkt, tot dusver voornamelijk gericht op Scandinavië en de Baltische staten, inclusief Rusland. De nieuwe dienst biedt in Cuxhaven aansluiting op Turku (Finland), Paldiski
