Retrieving Valuable Cargo From The Sea Bed - A Success Story

Surveyors are usually engaged to investigate the cause, nature and extent of a claim, damage or incident. Their role in managing projects to salvage cargo is less known. Peer van Oosterhout and Ad de Klerk from BMT Surveys share their experiences in salvaging a cargo worth several million Euros from the seabed in the Mediterranean.

Recently, BMT Surveys in Rotterdam was approached by a major European-based underwriter, to investigate the possibility of salvaging a high value cargo from a vessel that had sunk in about 100 metres depth of water in the Mediterranean. Even though the cargo value was significant, the location and other operational considerations made the salvage venture potentially marginal if it was not carefully managed with time and costs controlled. The initial appointment was to arrange and carry out a feasibility study to assess how much cargo could potentially be recovered and to gauge whether it was commercially and operationally viable. In co-ordination with the insurer, a diving survey and salvage company was appointed with an appropriate survey vessel to conduct a sonar side beam survey of the

site which was 35 nautical miles from the shore. With BMT in attendance, a sonar side scan survey was carried out. This was then followed up by the use of an ROV (Remotely Operated Vehicle) equipped with underwater video equipment.Once these operations were completed, the collected data was analysed. The analysis confirmed that the majority of the cargo lay scattered on the sea bed close to the ship. This allowed the cargo to be accessed without having to disturb the ship, which would have resulted in a larger and more costly operation. The insurers were provided with a report, including video footage of the wreck site which supported the opinion that, with the correct equipment, about 75% of the cargo could be salvaged. Subsequently, insurers decided to salvage the cargo and BMT was appointed to assist and manage this recovery process. This included; liaison and negotiations with authorities and interested parties, finding a safe and secure port to land and store the recovered cargo and on-the-spot monitoring of the operational activity. BMT also assisted the insurers with the sale of the recovered cargo.The operation took nearly four weeks and eventually 80% of the cargo was recovered. The proceeds of the salvage sale were significant and concluded a successful operation.

Maersk Tigris ship manager declines comment, Pentagon says Iran boards vessel

The ship manager for the container vessel boarded by Iranian forces declined to comment on the status of the vessel on Tuesday.The Pentagon said earlier that the Marshall Islands-flagged MAERSK TIGRIS was boarded by Iranian forces in the Gulf.

The MAERSK TIGRIS is managed by Singapore-based Rickmers Ship Management,

which is part of Hamburg-based Rickmers Group. A Rickmers Group spokeswoman declined to comment when contacted by Reuters about the vessel. A spokesman for the world's biggest container group Maersk Line said the vessel was on timecharter to Maersk Line, declining further comment. Ship tracking data on Reuters showed the vessel was bound for Jebel Ali in the United Arab Emirates, although it was still close to the Iranian port of Bandar Abbas at 1530 GMT on Tuesday. Sale of tug "Pt. Oliktok Marcon International, Inc. of Coupeville, Washington is pleased to report that Crowley Marine Services, Inc. of Seattle has sold a second sister-tug of the “Point Class” to Island Tug & Barge Co., of Seattle, Washington. The sale of the ABS +A1, Towing, +AMS classed, 2,100BHP shallow draft ocean towing / push tug “Pt. OLIKTOK” mirrors the transaction which Marcon brokered in 2013 between the two parties on the sister vessel ex-“Pt. Barrow”. The three “Point Class” sister-tugs were specifically designed and built to work in the Arctic, where Crowley needed vessels specifically designed to perform both ocean and coastal tows and push their 200’ x 60’ flat deck barges in shallow waters around Prudhoe Bay.

The tug measures 90’ x 32’ with a depth of 11.2’ and light draft of 6.0’. Normal operating draft is about 8.5’ when loaded with about 60,000 gallons fuel, which gives the tug a decent towing range for coastal work. The triple deck

tugs were built in 1982 by Dakota Creek Industries of Anacortes, Washington. While the hull is all welded steel

construction, her superstructure is aluminum. “Pt. OLIKTOK” is powered by a pair of CAT3512 diesels which provide about 2,110BHP to fixed pitch 4-blade stainless steel propellers in kort nozzles through Twin Disc 6.18:1 gears. The tug is also fitted with shaft brakes and previously fitted with steering and flanking rudders but the flanking rudders were removed by Crowley shortly after construction. The new Owner is considering reinstalling flanking rudders for added maneuverability while pushing ahead. Bollard pull is about 23.5 short tons. Towing gear consists of a single drum Smatco winch with a capacity of about 1,900’ 1.75” wire, a hydraulic tow pin assembly aft and two hydraulic barge winches forward just aft of the vertical push knees.Marcon International acted as sole broker in the transaction and has handled dozens of sales and purchases over the years for the Buyer and over 100 for the Seller. So far this year, Marcon has concluded a total of nine sales and charters, with several additional sales pending and expected to close shortly. Enerpac Takes the Load for Lamprell Jack-Up Rig

High-pressure hydraulics specialist, Enerpac, with its official distributor Al Masaood Trading, Dubai, has supplied Lamprell, a leading provider of diversified fabrication, engineering and contracting services to the onshore and offshore energy industries, with an EVO-Series Synchronous Lifting System to weigh a newly completed jack-up rig. The Enerpac multifunctional synchronous lifting EVO system monitors and manages lifting, lowering, weighing, alignment and load transfer procedures of non-uniform distributed heavy loads. The jack up rig cantilever and drill floor substructure weighing system comprised a 12 point synchronous EVO weighing system, two 600 tonne hydraulic jacks, four 200 tonne hydraulic jacks and accessories. Al Masaood Trading supplied the EVO system to Lamprell within 4 weeks to meet tight project timescales.

A key benefit of the EVO weighing system is its compactness. Space restrictions under the jack-up rig prevented the use of other weighing systems without costly rework to the load structure. To make the Enerpac jack design even more compact the weighing system used calibrated high pressure transducers in place of load cells. Enerpac’s synchronous lifting technology monitored the position and load of each jack-up rig lifting position, comparing it with a global datum and adjusting to the desired target position - movements are safely and efficiently managed, within permissible load and synchronous stroke tolerance parameters, preset to suit the project.

Order for an air dive spread IHC Hytech, part of Royal IHC, is currently building a containerised air dive spread for Seascape Surveys, a subsea service provider in Indonesia. Seascape Surveys is part of the Mermaid Subsea Services Group. This high-quality system is fully ABS interim class certified and IMCA compliant. It consists of two containerized 1,800mm double lock decompression chambers with two separate containers: a dive control system and machinery that will be modified to meet the customer’s needs. It is the biggest of this type of

air-dive spread being made for the South-East Asia region by IHC Hytech. Thanks to the strong teamwork with the Royal IHC office in Singapore, IHC Hytech is able to give the best (local) support for the client when required. A local warehouse is available for a quick delivery of spare parts and other after sales services.

LARS heavy-duty Two diver handling systems are also part of this project. Divers can be transported to and from subsea work site using the LARS. The two heavy duty LARS systems are designed to be frequently used, under tough conditions. The IHC Hytech HD LARS is not only load test witnessed by DNV-GL but also the total design is fully interim class certified for ABS. guidelines and global diving standards. Ultimately it is then easier for the diving contractors to monitor their maintenance and certification work, which leads to less possible problems during audits.

Dockwise Vanguard in Rotterdam Op 7 mei laadt de DOCKWISE VANGUARD – het grootste zware ladingschip ter wereld en eigendom van Boskalis - de ARMADA INTREPID, een vaartuig van 245 meter. De operatie gebeurt in het Calandkanaal, langs de Rozenburgse Landtong. Naar verwachting vertrekt de DOCKWISE VANGUARD met aan boord de Armada Intrepid enkele dagen later naar de Noordzee. Het is voor de eerste keer dat de DOCKWISE VANGUARD – in de vaart genomen in 2013 – een scheepsvormige FPSO (Floating Production, Storage and Offloading) vervoert. In de haven van Rotterdam heeft nog nooit een transport van een dergelijk omvang plaatsgevonden. In de Botlek bij Keppel Verolme (havennummer 4550) ligt dan de ARMADA INTREPID, eigendom van Bumi Armada Offshore. Dit is een scheepsvormige FPSO (floating, production, storage and offloading) van 245 meter. Het vaartuig wordt in dok 7, het mammoetdok van de werf, gereed gemaakt voor het transport. Dat gebeurt onder andere door de onderkant van de ARMADA INTREPID te egaliseren. Verder zal Keppel Verolme een viertal connectiepunten installeren om de FPSO zeevast te kunnen maken op de DOCKWISE VANGUARD. Op 6 mei zullen vier sleepboten van Boskalis-dochter SMIT de ARMADA INTREPID naar het Calandkanaal varen. Daar wordt het schip op 7 mei bij hoog water op de DOCKWISE VANGUARD geladen. Naar verwachting vertrekt de DOCKWISE VANGUARD dan omstreeks 11 mei naar het verre oosten.

APM Terminals to keep truckers in cabs to cut injuries

APM Terminals said all truck drivers entering its facilities from the end of 2016 must remain in their vehicles as part of a companywide project designed to eliminate one of the top five causes of injuries.“Potential injuries related to outside drivers, trucks, yard traffic, miscommunication and human error can be eliminated by keeping drivers inside their trucks at all times when in our terminals, and that’s the procedure we intend to have in effect at all our facilities by the end of 2016,” said Jeff De Best, chief operating officer of the Maersk group’s port unit.

“Terminal operations is a repeat business, and our aim is to effectively identify, plan for and mitigate risks to our truckers in our facilities,” De Best told the company’s Global Safety Day this week. Every operation related to truckers across APM Terminals’ global portfolio will be analyzed using process mapping tools, traffic flow analysis, metrics and interviews with drivers.

As the majority of incidents involving truckers occurs while they are driving or waiting within the terminal yard, this area will be specifically targeted for improved safety performance even as terminals confront the challenges of working larger vessels, in some cases involving simultaneous calls of 18,000-TEU ships, and rising global container traffic.APM Terminals said that on an average day there are 2,000 longshore and other workers and more than 5,000 trucks at its Pier 400 Los Angeles facility. The project is part of a new program at the company’s directly managed terminals aimed at eliminating the primary risk areas responsible for 90 percent of fatal injuries — transportation, including the movements of containers within the terminal yard; suspended loads and lifting; stored energy (electricity); working at heights; and control of external contractors who enter the terminal. Non-terminal employees, including outside truck drivers, are often at the greatest risk of injury during port operations, the company said.Increasing automation and evolving terminal operational procedures have already reduced the number of outside truckers at some APM Terminals

facilities. At the recently opened Maasvlakte 11 terminal in Rotterdam, containers are transported within the yard by a fleet of battery-powered lift-automated guided vehicles, thus removing man-machine contact in the storage yard. Ternvag Most Sustainable Vessel in Rotterdam in 2014

The TERNVAG, a oil/product tanker owned by the Danish company Terntank, was the most sustainable vessel to dock in Rotterdam in 2014, according to the Environmental Ship Index (ESI). Last year 1413 ships with a high entry in the Environmental Ship Index arrived in Rotterdam. In total, the Port Authority paid out €1.2 million on these sustainable vessels.

TERNVAG is a tanker built in 2003. At the request of de charterer – the Swedish oil company Preem – the vessel has been fitted with so-called SCR (selective catalytic reduction) for the engines. That is a post-combustion technology used to reduce emissions of nitrogen oxides (NOx). Terntank has currently commissioned the development of 4 LNG-driven product tankers. ‘In 2016 one of these ships will also be sailing for Preem. So we want to win the prize for the most sustainable vessel in Rotterdam again in 2017,’ says Tryggve Möller, director of Terntank. ‘We see the prize as an endorsement of our policy to use clean ships. Rotterdam is a sustainable port and the largest in Europe.’ Port Authority embraces ESI Granting a bonus to vessels with a high entry in the ESI is in line with Port Authority’s policy to become the most sustainable port of its kind. This is also why the Port Authority is working on the transition from fuel oil to LNG as a fuel for shipping. The Port Authority supports the Terntank initiative to start using vessels which run on LNG. Such vessels have been receiving double the ESI bonus since 2015, because they have very low NOx emissions.

Environmental Ship Index

The ESI is a certificate that has been issued since 1 January 2011 by the World Port Climate Initiative, at the request of ship owners. The index is an indication of the environmental performance of vessels based on their emissions of air pollutants (NOx and SOx) and CO2. Ports and other nautical service providers throughout the world can use the index to reward ships and, in this way, encourage sustainable behaviour in the shipping industry. Thirty-six ports and other nautical service providers already give ‘ESI vessels’ with a certain score a bonus. These include ports such as Rotterdam, Antwerp, Los Angeles, New York, Sohar, Vancouver, and – since two weeks ago – Tokyo. The World Ports Climate Initiative is a collective of 55 prominent ports which work actively to reduce air pollution and carbon emissions in particular. Petrobras confirms oil find in ultra-deep Brazilian waters

Petrobras has confirmed an ultra-deepwater light-oil find at well 3-BRSA-1296-SES in the Sergipe basin concession BM-SEAL-10.The well found two light oil intervals with 24 m (79 ft) of total thickness. The well drilling reached a TD of 6,060 m (19,882 ft) The well, in 2,988 m (9,803 ft) of water, is 94 km (58 mi) off Aracaju and 10 km (6.2 mi) from the discovery well.This is the third extension well in the Moita Bonita area discovered in August 2012, and is part of the Segipe-Alagoas basin exploration project.Petrobras holds 100% interest on the block and will proceed with the Discovery Evaluation Plan, according to Brazil’s Nacional Petroleum, Natural Gas and Biofuels Agency Source : ANP/ offshore-mag

South Pars oil layer topsides completed The SADAF-3.000 barge was due to transport a topsides manufactured in Bandar Abbas, southern Iran, to a new

platform commissioned by Petro Iran Co. to produce from the oil layers of the South Pars gas field in the Persian Gulf. According to news service Shana, the 890-ton topsides will be used to extract 20-35,000 b/d of oil under the first phase of the two-phase development, starting in March 2016. A final decision on development of the second phase will be taken after conducting more studies on the viability of the plan, Shana added. Ali-Reza Zeighami, South Pars oil layers project manager, said that to date seven wells have spudded in the oil layer, and that new rigs mobilizing to the location would provide more accurate estimates of hydrocarbon reserves in the field, jointly operated by Iran and Qatar. The oil layer of South Pars is estimated to contain 7 Bbbl in place. Phases 15 and 16 of South Pars should come onstream in June, according to manager

Reza Forouzesh in another Shana report. These two phases are designed to produce 50 MMcm/d (1.8 bcf) of natural gas and 80,000 b/d of gas condensate. Shana also expected an Omani delegation to travel to Tehran to discuss a planned gas pipeline project with Iranian officials. Iron ore plays expected to shape up May dry bulk schedule

Market plays in the iron ore commodities’ markets, are expected to carve out the future demand for the shipping industry as well, said Allied Shipbroking in its latest weekly report. According to the report, “with chatter circulating the market that some of the major dry bulk commodities are set for a turnaround in fortunes after their most recent price rally, many traders have started to seem more bullish and hopeful that we may have finally bottomed. Yet is there really fire everywhere you see smoke. Things seem to be a touch more complicated and with the commodities markets being the demand driver for both wet and dry tonnage, it is interesting to see how deep these latest promises hold”. As Mr. George Lazaridis, Head of Market Research & Asset Valuations with Allied Shipbroking noted, “the truth is that we have seen some of the biggest gains since 2012 in iron ore prices. The climb was more than 14 per cent over the past 2 weeks, marking a new month high of USD 53.8 per tonne according to the TSI price index. At the same time, as we have been reporting during the same time period, Rio Tinto and Fortescue have been heavily hitting the charter market with fresh inquiries, something that has notably pushed freight rates for Capes on the Australia/Far East routes considerably”.He added that “things have pulled back slightly in terms of new voyage requirements, yet with the commodity price still looking to hold upward momentum it is not without reason that some keep a hopeful position of the prospects that the May program may hold. As for the reasoning for most of this, it seems that a combination of restocking by Chinese steel mills, coupled with expectations that its government will provide further support to spur economic growth, has encouraged most of these larger mining companies to take on their competition head on flooding the market with their cheaper prices produce in order to gain market share and lower their marginal costs”. sce-nario that China holds on to its slower economic growth trajectory, despite any efforts made through further fiscal easing, leaving a minimal demand growth for the market. The reality seems to be that Chinese demand will continue to wane in the near term, something that will carry on placing pressure on all major commodities. As such any renewed market demand must come from elsewhere, countries such as India, which for the moment do not seem to be up to the task of propping up global demand by the same amount”. Lazaridis also mentioned that “through all this there are subtle silver linings to be found. For one, the deferral by BHP Billiton of extra investment spending could be part of an effort to squeeze its current marginal costs, as it has been ramping up production of its western Australian mines during the past couple of months. Let’s not forget that Rio Tinto had made a similar decision last year, which as is now seen, did little to deter it from ramping up its produc-tion volumes this year. At the same time and as the three major Australian miners as well as Brazil’s Vale, seem adamant in taking up further market share, this could likely translate into a good increase in tonne-mile demand, taking into account that most of the capacity they replace is likely to be closer to home or even internally within China. As such the main issue remains as to how much the capacity growth of the fleet can be restricted. If we can avoid a complete market collapse this year, investor appetite could eventually kick in, financing an actual rebound in the commodity markets”, he concluded. Maritime Labour Convention set to come into force

On May 28 2015 the Maritime Labour Convention 2006 will come into force in Argentina – 12 months after its ratification. It will add a new component to existing legislation in the sector.The convention, which entered into force in 2013, consolidates existing International Labour Organisation conventions and constitutes one of the main international maritime instruments together with the International Convention for the Safety of Life at Sea (SOLAS), the International Convention for the Prevention of Pollution From Ships (MARPOL) and the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW). Maritime Labour Convention overview

The convention sets a minimum yardstick regarding the working and living conditions of seafarers. The main issues addressed by the convention are:

the minimum requirements for seafarers to work on a ship; conditions of employment; accommodation; recreational facilities; food and catering; health protection; medical care; and welfare and social security protection.

The convention applies to ships (other than fishing vessels) of 500 gross tonnage or more engaged in international voyages and ships of 500 gross tonnage or more that fly the flag of a convention member and operate from a port or between ports in another country. The convention establishes the responsibility of members to fully implement and enforce the principles, rights and obligations set out therein. Flag states will adopt a system for the inspection and certification of maritime labour conditions in compliance with the convention. Further, all foreign-flagged vessels calling to the port of a member may be subject to inspection in accordance with the convention and irrespective of whether

the flag state has ratified the convention, in which case such vessels are obliged to provide documentary evidence of compliance with convention standards. However, port state obligations include not only inspections, but also taking positive action towards the protection of seafarers (eg, pursuant to Regulation 4(1)(3), each member shall ensure that seafarers onboard ships in its territory who are in need of immediate medical care are given access to medical facilities onshore). States are expected to comply with the international standards set out in the convention. If that is not the case, an issue regarding the enforcement and implementation of standards may rise. While flag states hold the primary responsibility for ensuring compliance, the lack of control of flag of convenience states could be compensated for by the intervention of port states acting as inspectors. In this regard, the Coast Guard and the Ministry of Labour, Employment and Social Security signed a cooperation agreement on March 17 2015 to fulfil prospectively state obligations as a member of the convention.Since Argentina is party to the United Nations Convention on the Law of the Sea, SOLAS and STCW, it would not be unusual that an action could be brought before the Argentine courts in which Argentina, as the port state, failed its obligations under the convention. Such a violation would be a matter of judicial scrutiny and there would be the potential risk that a court may order the detention of the vessel. National legislation and impact of convention

Under Argentine law, seafarers’ rights and obligations are set out in several acts, such as the Labour Contract Act (20.744/1976), the Navigation Act (20.094/1973), the Commercial Code and a number of regulations that address each of the seafarer sectors. The convention will stand mandatorily above this legislation in accordance with Section 22, Article 75 of the Constitution. As a consequence, the convention will have full effect without any need for transposition through domestic law (ie, it will be incorporated at a national level with direct enforcement). Further, according to national law, any violation of seafarers’ rights gives rise to a maritime lien, whether it is for wages, death, personal injury claims or any other cause. The issue is whether this rule is applicable to foreign flag vessels. According to the Navigation Act, the characterisation of a maritime lien is dictated by the law of the flag state. However, it is irrelevant whether the claimant would have had a maritime lien under its local law had the Argentine court refused such an application when this was manifestly incompatible with the public policy of the forum. This seems to be the case following the strong public policy governing the field of labour law in Argentina and now reinforced by the convention.The convention applies to all seafarers, defined as anyone who is employed, is engaged or works in any capacity on board a ship to which the convention applies. There may be situations in which it is unclear whether an employee is a seafarer. This is the case for dock workers temporarily employed on a vessel in port and licensed pilots. ASF gets backing of CCCC Guangzhou Dredging for Gold Coast

ASF Group announced its subsidiary ASF Consortium had signed a co-operative development deal with Hong Kong group CCCC Guangzhou Dredging to work together on international projects, noting these may include a future joint venture to develop marine and infrastructure works. It comes a day after the Queensland government scotched ASF’s $6.5 billion plans to develop an integrated resort on Wavebreak Island on the northern Gold Coast, including a multistage resort with a cruise ship terminal, apartments and a casino. Oil markets stagnant as U.S. GDP disappoints

Crude oil prices moved up modestly in early Wednesday trading despite weak demand and gross domestic product reports from the United States. The price for West Texas Intermediate, the U.S. benchmark, inched slightly higher from the previous session to trade at $57.19 for the June contract. WTI prices have been relatively flat for much of the week, though Wednesday's price was off about a half percent from Monday.

Commitments from Saudi Arabia that the Chinese economy would not run short on oil drove prices into negative territory in trading early this week. Crude oil prices have rallied from January lows, but remain depressed as weak economic momentum drags on demand potential. The U.S. Commerce Department said it made an initial estimate that real gross domestic product increased at an annual rate of 0.2 percent in the first quarter of 2015, compared with 2.2 percent during fourth quarter 2014.In terms of demand for energy products, the U.S. Energy Information Administration said in a briefing there was "near-zero growth" for the domestic economy, noting consumption has slowed and is not expected to rebound to break through the 1 percent rate through 2040. "Energy used in homes is essentially flat, and transportation consumption will decline slightly,

meaning that energy consumption growth will be concentrated in U.S. businesses and industries," it said. The Organization of Petroleum Exporting Countries in its latest monthly market report said about 60 percent of the oil demand growth this year would come from Asian economies like China. Crew of Iran-Seized Maersk Tigris Are 'In Good Spirits,' Company Says

The crew of the MAERSK TIGRIS seized by Iranian forces were safe and in "good spirits," Danish shipping company Maersk said Wednesday.The MAERSK TIGRIS was preparing to enter the Strait of Hormuz when the Iranian Revolutionary Guard fired across the Marshall-Islands-flagged ship's bow and boarded it Tuesday, according to senior U.S. defense officials. Iran has not officially commented on the seizure. Maersk said Wednesday it was in close talks with the Danish Foreign Ministry and was working to obtain more information about why the vessel was seized in international waters.

"The crew is safe and under the circumstances in good spirits," the company said in a statement. "The well-being of the crew remains our paramount concern."Maersk said that according to its information, the ship was being escorted towards Bandar Abbas in Iran by Iranian patrol boats. The U.S. Navy has dispatched a guided-missile destroyer, the USS FARRAGUT, and three patrol boats to the southern end of the Persian Gulf. The MAERSK TIGRIS is being held in Iranian territorial waters, and it is unclear what circumstances would trigger a response or whether the U.S. is willing to engage militarily with the Iranians. Col. Steve Warren, a Pentagon spokesman, said the United States "has the discretion to take action" under maritime law. He said that would require a presidential order. The takeover of the TIGRIS was the second incident of Iranian "harassment" of free shipping within the Strait of Hormuz in four days, Warren said. Dry bulk vessel scrapping outpaced by new bulk carriers in Q1

Dry bulk vessel demolitions continued to be outstripped by the rate of new bulk carriers being delivered in the first quarter, estimates by Greek sale and purchase shipbroker Golden Destiny showed Wednesday. This was due to the fact that while 119 dry bulk vessels were demolished in Q1, 192 new ships were delivered to owners. As a result, the world’s dry bulk fleet grew by 73 vessels. The biggest chunk of the tonnage delivered belonged to the Ultramax-Panamax category (60,000-79,000 dwt), which took 69 out of the 192 new ships delivered in Q1, Golden Destiny data showed Most of the new ship deliveries occurred in January, with 102 new bulkers entering the market, while in February and March 44 and 46 new vessels were delivered, respectively.In terms of demolitions, 37 ships were scrapped in January, 46 in February and 36 in March. Of these, 32 were Capesizes (120,000-209,999 dwt), 22 were Supramax-Ultramax vessels while 19 were large Handysizes (35,000-39,999 dwt), Golden Destiny data showed. The shipping market has been bearish at the start of 2015 as a result of suppressed demand for dry bulk commodities combined with a considerable oversupply of ships.According to shipping sources, a key solution for the market finding a balance is for more ships to be recycled, but low scrap prices have been putting off many owners from selling their ships for demolition.Meanwhile, though the existing fleet of dry bulk vessels grew in Q1, fewer new orders placed in shipyards compared with a year earlier. According to Golden Destiny, 101 new bulk carriers were ordered in Q1, down 68% from 317 a year earlier.Of these, 20 orders were made by Greek shipowners, down 52% on year.Orders from Chinese owners saw a sharp decline, with just six new ships ordered in Q1, a drop of 91% from Q1 2014. Tor Svensen, CEO, Knut Ørbeck-Nilssen, COO, and Torsten Schramm, President of DNV GL – Maritime, shared the classification society’s experiences with liquefied natural gas (LNG) as a fuel for shipping with Norwegian State Secretary Dilek Ayhan and spoke about the potential LNG may have for the future of the global maritime industry. The visit took place before the “Ways to Green Shipping in Norway – A path to be taken by Germany?” event held in the Hafen Club Hamburg. Organised by the German Maritime Cluster and the National LNG Initiative the event brought together experts and governmental representatives from Germany and Norway to examine potential avenues to a more sustainable maritime industry.DNV GL is a global leader in developing alternative fuel concepts, especially in the use of LNG as ship fuel. Of the 62 LNG fuelled ships in operation and 77, which are currently on order, 79 belong to DNV GL class. LNG is considered one of the most important alternative fuels to help the shipping industry reduce its environmental impact as vessels operating on LNG have greatly reduced SOx, NOx and particulate emissions while emitting less CO2.

Currently, DNV GL is working on a number of projects utilising LNG as a ship fuel, including a ferry newbuilding project for the German owner AG Ems, a RoRo Ferry that is being built by the Flensburger Schiffbaugesellschaft (FSG) and will operate in Australia as well as a series of “LNG ready” very large container vessels for the United Arab Shipping Company (UASC). DNV GL is also working closely with many national governments, especially those in Norway and Germany, to develop sustainable solutions for shipping and regularly advises shipping companies on cost-effective technology solutions to achieve compliance with environmental regulations.By 2016, all the European Union’s Member States will have to specify in their national policy frameworks which maritime and inland ports are to provide access to LNG refuelling points. This comes as a result of the “directive for the deployment of the alternative fuels infrastructure", which requires Member States to provide a minimum infrastructure for alternative fuels such as

DNV GL is currently involved in drawing up a master plan for LNG bunkering stations along the River Rhein. This plan will be presented by the end of this year.

BMT’s REMBRANDT Simulation Tool Supports the Three Queens’ Visit to the

Mersey BMT ARGOSS (BMT), a subsidiary of BMT Group Ltd, the leading international maritime design, engineering and risk management consultancy, has assisted Liverpool Pilots in its planning for the visit of QUEEN ELIZABETH, QUEEN VICTORIA and QUEEN MARY 2 to Liverpool in May 2015. Liverpool Pilots have used BMT’s ‘REMBRANDT’, real and fast time simulation and training tool to undertake detailed planning of how the three vessels will manoeuvre in close proximity in the River Mersey, at the narrowest point close to the Cunard Building downtown.

Cunard's Three Queens will visit the Mersey as part of the celebrations to mark the 175th anniversary of the famous cruise line. Operating directly from S57 ENC chart data, BMT REMBRANDT is a highly accurate, capable and flexible alternative to Full Mission Bridge (FMB) marine simulators, allowing the user to load any port database with relative ease and at a cost effective price. The system utilises highly accurate ship models that include over 750 parameters, ensuring that the user experiences identical ship to ship interaction, ship to bank interaction, squat and shallow water effects as the real ship would in the same conditions. Tidal current and wind settings can be accurately modelled to accommodate the unique features of a given port. For the visit of the Three Queens, BMT supplied the detailed models of the three vessels previously developed for Cunard itself so they could be run on the Liverpool Pilots’ existing simulation model of the Port of Liverpool that is used for day to day training and simulation. Liverpool Pilots not only use the BMT REMBRANDT simulator for internal training but also offer training for PEC Holders, pilots from other districts as well as for joint training with local tug masters for escort towage by utilising a second bridge at the same facility. Utilising BMT REMBRANDT’s Client Server facility, a multi-user mode which enables multiple, human-controlled vessels to operate in a single operational scenario, simulations were replayed in video format with track plots and data information printed or saved electronically, providing an opportunity to analyse the vessel performance and fine-tune the planning for the visit.

Ferry Strikes Dock in Northwestern Greek

Port; 11 Injured Greek authorities say a passenger ferry has struck the dock while tying up in the northwestern port of Igoumenitsa, leaving 11 people injured, including six children and two adults accompanying them on a school trip. The Merchant Marine Ministry said the ferry had just arrived from the island of Corfu Wednesday morning with 187 passengers and 15 vehicles on board when it struck the dock for as yet unknown reasons. The injured were transported to a health center in Igoumenitsa for first aid treatment.Three of those, who were not part of the school trip, were to be transported to a hospital for further checks but none of the injuries was believed to be serious, the ministry said. Fincantieri Delivers FREMM Carabiniere To Italian Navy

Fincantieri announced Tuesday that it has delivered the frigate Carabiniere within the international Italian-French program to Italian Navy. The frigate is the fourth vessel of the FREMM program Multi Mission European Frigates. Orizzonte Sistemi Navali (51% Fincantieri and 49% Finmeccanica) is the Italian prime contractor for the FREMM program, which has

planned to build 10 units, all already ordered.“Carabiniere” is the fourth FREMM unit which Fincantieri builds and delivers to the Italian Navy completed with a combat system (the third with the ASW – Anti Submarine Warfare configuration), that has ability of silent navigation speed in significant anti-submarine hunting. The FREMM frigates are 144 meters long and displace at full load of approximately 6,700 tonnes and they are designed to reach a maximum speed of 27 knots. The frigates also can accommodate 200 people (crew and staff). The vessels are able to always guarantee a high degree of flexibility and to operate in a wide range of scenarios and tactical situations. The program ensures the fleet renewal needs of the Italian Navy frigates of the Lupo (retired in 2003) and Maestrale (close to reaching its operational life limit) classes. The Ministry of National Security of Trinidad & Tobago and Damen Shipyards on Wednesday officially signed the Shipbuilding Contracts and Overall Agreement for the construction of Naval Vessels for the Trinidad and Tobago Defence Force’s Coast Guard. At the Signing Ceremony which took place at the Ministry of National Security, Temple Court 1 Building, Permanent Secretary Mr. Carl A. Francis signed on behalf of the Ministry of National Security while Mr. Sander van Oord signed on behalf of Damen Shipyards. Trinidad and Tobago has ordered the vessels covered by the contract to enhance the country’s maritime security and to establish the foundations of a Maritime Security Wall, which will create and sustain an effective presence at all levels of Trinidad and Tobago’s maritime domain.

Indian naval ship INS Tarangini leaves on 8-month voyage to Europe

INS TARANGINI, the sail training ship of Indian Navy, left the port of Kochi on an eight month voyage through Europe to participate in the annual Tall Ship Races and other events organised under the aegis of Sail Training International. During these eight months, the ship is expected to travel approximately 17,000 miles under sails. In addition to the Tall Ship Races, the ship is also scheduled to participate in the one of its kind race with the newly acquired Oman Navy’s sail training ship Shabab Al Oman, from Muscat in Oman to Kochi in India. “During this voyage, we will be visiting 17 foreign ports in 14 countries. The prime purpose of this voyage being training of the under trainee officers that form a part of First Training Squadron and also to showcase our ship building capabilities and the capabilities of IndianNaval Ships to operate at far ranges over a prolonged duration of time,” Commander Gaurav Gautam, Commanding Officer of INS TARANGINI told the media. “We have, thus, chosen the motto for this year’s voyage as ‘Tacking for Broader Reach’. Once we leave from here, we’ll be visiting countries like Oman, Saudi Arabia, Egypt, Malta, Spain, UK, Norway, Denmark, Germany, Netherlands, France, Portugal and on the way back, we take part in the first of its kind race with the newly acquired Oman i Navy Ship,” he added. In our 30 year’s history we kept on growing. Where we started in 1985 as a shipyard for small fishing vessels and inland barges, we over the years grown into a modern shiprepair company with clients allover the world. Larger fishing vessels, containerships, dregdgers, general cargo ships and tankers are frequent visitors of our facilities in Hansweert at the West Scheldt River. The demand for more space, both in-water and ashore increased. Also the fact that the new location will have much better draft possiblities (9,5 meters) is as big favour. We will immediately start the process of applying for building permits and practical issues and we plan to be fully operational on our new location early 2017.

Japanese shipbuilding market continues to pick up: Tsuneishi

Japan’s shipbuilding business is continuing to pick up in view of the weakened Japanese yen and decline in newbuilding prices, according to Tsuneishi Group. The privately-owned group, which owns Tsuneishi Shipbuilding, noted that there has been a “heightened desire in the market for placing orders for new ships, arising from the fact that the shipping market and ship price seemed to have bottomed out from the effects of the weak yen.”But Tsuneishi cautioned that the tonnage oversupply situation has not been resolved, resulting in a continued slow market. Tsuneishi, meanwhile, reported that revenue at its shipbuilding operations has increased by 3.6% year-on-year to JPY223.6bn ($1.9bn) for the year ended 31 December 2014.Revenue at its shipping operations also rose by 30.5% year-on-year to JPY43.6bn.The shipping and shipbuilding operations are the core businesses of Tsuneishi, which also runs environment/energy and service operations.Last year, the shipbuilder built 55 ships, an increase of four ships from the previous year. “We also received 57 orders for new ships during 2014, although this was below the 63 orders that were received during 2013,” Tsuneishi said. Lamprell wins construction and high specification jackup drilling rig delivery

IHI takes ¥9 billion hit from Brazilian shipyard venture

Citing the impacts of Brazil's corruption scandal and the drop in energy prices, Japan's IHI Corporation said yesterday that it would record an extraordinary loss of ¥9 billion (about $75.5 million) for the fiscal year ended March 31, 2015 in relation to its 33% stake in Brazilian shipbuilder EAS (Estaleiro Atlântico Sul S.A.). IHI said it had invested in EAS in 2013 with the goal of supplying offshore energy exploration facilities such as FPSOs (Floating Production, Storage and Offloading Systems) and that, at the time, EAS was the only Brazilian company capable of constructing large-scale offshore structures and was poised for further growth with existing orders for 7 drill ships and 20 tankers and an expectation of future orders with respect to FPSO construction projects.

"EAS's financials and cash position, however, have weakened significantly due to, among other things, allegations of corruption in the Brazilian economy, which has interfered with EAS's ability to obtain payments for certain overdue amounts, and the quick downturn in the Brazilian economy as a result of the drop in energy prices," IHI said yesterday

IHI says it has been carefully considering all of its options, including the possibility of restructuring EAS, and, more broadly, has been giving careful consideration to its strategy for its offshore energy exploration-related businesses in Brazil It says it continues to see high potential in the Brazilian offshore energy exploration business."Thus, for the time being," says the company, "IHI intends to continue its business related to offshore energy exploration but to do so cautiously while at the same time seeking to minimize losses." Daewoo Shipbuilding releases patents to small companies

Daewoo Shipbuilding and Marine Engineering will make more than 100 shipbuilding-related patents available to small and medium-sized enterprises, company officials said Wednesday.Under the plans, DSME will open up 105 patented technologies related to vessels powered with liquefied natural gas to SMEs. The shipbuilder invested about 50 billion won ($47 million) into developing the technologies. The shipbuilder will sign a business contract with the South Gyeongsang Province branches of the Creative Economy Innovation Center and the Regional Intellectual Property Center to execute the plans. According to the shipbuilder, LNG-fueled ships emit 23 percent less carbon

Completion of onshore saturation project IHC Hytech is proud to announce the completion of an innovative Onshore Saturation System project. This just happens to be one of the largest saturation systems in the tunnel construction industry. This complex was built for the prestigious tunnel project Tuen Mun - Chek Lap Kok in Hong Kong. The 4.2 km long tunnel connects the airport to the northern Tuen Mun. IHC Hytech’s saturation system consists of several inter-connected pressure chambers manufactured following strict safety standards. For comfort, the system is equipped with multiple sleeping quarters and a wet room. The control panel uses the latest technology, including a touch screen for operation.

Eni starts production of Cinguvu offshore field at West Hub Development in Angola

Eni started production two weeks ahead of schedule at the Cinguvu oil field, from the West Hub Development Project in Block 15/06 in the Angolan Deep Offshore, approximately 350 kilometres northwest of Luanda and 130 kilometres west of Soyo. The start-up follows the achievement of West Hub’s first oil through Sangos field start-up, during last November 2014.The West Hub Development Project encompasses the development of Sangos, Cinguvu, Mpungi, Mpungi North and Vandumbu fields in a water depth ranging from 1,000 to 1,500 meters. The wells are arranged in clusters and connected to the FPSO (Floating Production Storage and Offloading Unit) N’Goma, which has a treatment capacity of 100,000 barrels of oil per day.The two fields on stream, Sangos and Cinguvu, are currently producing about 60,000 barrels of oil per day (18,000 bopd Eni’s equity) through the N’Goma FPSO. Production is envisaged to ramp up to 100,000 barrels of oil per day in the last quarter of 2015 with the start-up of the third field, Mpungi, which will also be connected to N’Goma FPSO.The development project started with a very successful exploration campaign. Eni discovered over 3 billion barrels of oil in place in the Block 15/06 . The discoveries were then developed quickly and efficiently, achieving an industry-leading time to market of only 44 months from the Declaration of Commercial Discovery thanks to the application of a new modular development model.

"This is indeed another important step within the innovative hub-building strategy at the base of our success in Block 15-06 in Angola. A second field, Cinguvu, came on stream on time and on budget, after Sangos in November 2014, confirming our excellent track record in terms of efficiency, technology and innovation", CEO Claudio Descalzi commented. Eni is also continuing its exploration programme in Block 15/06: new discoveries are expected to be tied to the existing production infrastructures quickly and cost efficiently. ASCO wins Shell Prelude Logistics and Supply Base Management contract

ASCO Group will manage the operations and maintenance logistics and supply base in Australia for Shell’s floating liquefied natural gas (FLNG) facility, which will be located in the Prelude gas field in the Browse Basin, situated approximately 800 kilometres west of Darwin, Northern Territory. The contract award marks an important milestone in the development of Shell’s innovative FLNG project, which will produce 5.3 million tonnes per annum of LNG, LPG and condensate.

The Prelude project’s Darwin Onshore Supply Base is located within the East Arm Logistics Precinct opposite ASCO’s own logistics centre, and 2km from the ASCO managed Marine Supply Base at Darwin Port from where equipment and supplies will be loaded onto vessels for the trip to the Prelude facility. ASCO Australasia CEO, Matt Thomas, said ASCO would handle Prelude’s operations and maintenance logistics requirements, including management of Shell’s Darwin Onshore Supply Base, road and airfreight transport of inventory within Australia, and supply vessel support to the facility through the dedicated Darwin Marine Supply Base. The Prelude project’s Darwin Onshore Supply Base comprises:

• 6,500 square metres of warehouse • 1,500sqm of which is climate-controlled storage • 3 hectares of work and storage yards • office facilities to support base operations

Mr Thomas said ASCO had significant experience working with Shell internationally and would leverage its global knowledge to deliver efficiencies and innovation across the integrated supply chain. “In a highly cost-conscious environment, suppliers such as ASCO need to deliver innovation and improvements across the entire supply chain,” Mr Thomas said.
